Access EPA Series
The U.S. Environmental Protection Agency (EPA) maintains a series
of directories to improve access to environmental information
services provided by EPA and other public sector organizations. The
directories are maintained by EPA's Office of Information Resources
Management to support the Agency's mission. Because EPA believes
that public access to environmental information fosters
environmental awareness, the directories are made available
through the National Technical Information Service. Each directory
provides contact information and a description of services provided.

INTRODUCTION
The "Rulemaking Docket" is a collection of documents that is the basis for EPA
rulemaking actions. Some statutes refer to a "rulemaking record" or a "docket,"
and others refer to the "record." Those same terms are often used to describe
the collection of documents available to the public which reflect the Agency's
consideration and promulgation of a rule, or "public docket."
This document is designed as a guide to the Major EPA Dockets. It provides
assistance to EPA staff, other government agencies and the public who require
information about EPA rulemakings. It is updated annually.
This document contains information on the collections and services provided
by the Major EPA Dockets. It also includes the following three appendices:

CONTENT: The PIRU informational material is comprised of background

SERVICE PROVIDED: Responds to all public and government inquiries.
Most services provided are for walk-in visitors. A reasonable fee is charged for
materials copied.
SECURITY: No clearance is necessary.

MAINTENANCE TERM OF DOCKET BEFORE RETIRING TO
FEDERAL RECORDS CENTER (FRC): Some records are retained for one
year after final ruling, then returned to the program for FRC disposition.
Other records such as Mobile Sources documents are retained indefinitely
because earlier model cars are still in existence. Resource Conservation and
Recovery Act documents are retained during the extent of a comment period.

The EPA Air Docket, maintained by the Office of General Counsel, contains the
public record of information used in the promulgation or revision of Agency
rule making and certain other decisions under the Clean Air Act. All files are
available for public inspection and copying. A variety of indexes facilitates
access to the individual dockets and to each document therein.

The Resource Conservation and Recovery Act (RCRA) Docket Information
Center (RIG) indexes and provides public access to all regulatory materials
supporting the Agency's actions under the Resource Conservation and
Recovery Act, and disseminates current technical and non-technical Office of

SERVICE PROVIDED: The RCRA Docket maintains a public reading room.
A fee is charged for materials copied. Docket staff are available to assist
Agency personnel and visitors from 8:00 a.m. to 4:30.p.m.; appointments are
preferred. There are also copies of free non-technical Office of Solid Waste
publications and RCRA-related Federal Register notices available.

The Superfund Docket and Information Center supports the OSWER Supertund
program through three basic services.
RULING, STATUTORY AUTHORITY CITATION: Titles I, III and IV of the
Comprehensive Environmental Response, Compensation and Liability Act
(CERCLA) of 1980, as amended by the Superfund Amendments
Reauthorization Act (SARA) of 1986; Title III of SARA, the Emergency Planning
and Community Right-to-Know Act of 1986; Section 3012 of the Resource
Conservation and Recovery Act, as amended by Hazardous and Solid Waste
Amendments (HSWA) (1984); and Section 311 of the Clean Water Act.
CONTENT: Background data, comments on regulatory actions, Federal
gegister notices, transcripts of public hearings support documents for regulatory
decisions, correspondence/memoranda, Administrative Records, Superfund
program directives. Current rulemakings: National Contingency Plans and
Revisions; National Priority List (NPL) and Revisions; Reportable Adjustments
and Revisions; Arbitration Procedures and Natural Resource Claims
procedures; Deletion of sites from the NPL; Discharge Regulations; Emergency
Planning Programs and Community Right-to-Know; Records of Decision;
Radionuclides Regulations, and Carcinogen Regulations.
Superfund Documents: Records of Decision (ROD's), technical fact sheets and
policy and technical directives in the 9200 and 9300 series, and 9800-9900
series are managed from this location. Staff are knowledgeable about locations
of other documents and can direct requestors to correct inventory source.

SERVICE PROVIDED: Responds to all inquiries for information on the
Superfund program and requests for access to docket files and copies of
designated documents. Makes referrals, provides subject-specific support to
the Superfund/RCRA Hotline, and provides copies of the Federal Register
publications involving the Superfund program.
SECURITY: No clearance is necessary but receivers of documents must
register and surrender driver's license or other identification while perusing
documents.

MCL regulations under the Safe Drinking Water Act.

hearings; public comments, and test data.

The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Docket
consists of the Federal Register Docket, the Special Review and Re-registration
Standard Docket, and Special Dockets.
RULING, STATUTE AUTHORITY CITATION: The Federal Insecticide,
Fungicide, and Rodenticide Act (FIFRA), as amended in 1988. The Special
Review Dockets and Re-registration Standard Dockets are required under
regulations CFR 40 154.15 and CFR 40 155.32 respectively.
CONTENT: The Federal Register Docket houses background documents and
public comments on proposed actions announced by Office of Pesticide
Programs (OPP) in the Federal Register. The Special Review and Re-
registration Standard Docket includes all Position Documents; Re-registration
iStandards; Science Chapters; public comments; references; letters; other
pesticides documents received by OPP under Special Review; minutes of
meetings concerning pesticides under Special Review and those evaluated in
the Re-registration process. Special Dockets are created when an OPP
Program Office wants to place a set of documents on public display.
SERVICE PROVIDED: Visitors should call the Docket from the Guard Desk
on the first floor of Crystal Mall, Building #2, 1921 Jefferson Davis Highway,
Arlington, VA, near the Crystal City Metro stop. Records also may be requested

mailing list to receive at no charge a "Monthly Index of Additions to the
Registration Standard and Special Review Dockets" by calling or writing the

underground storage tanks. As of January 1,1989, there are seven dockets: (1)

DUPLICATION FEES
In June 1988 a docket interim fee schedule draft policy was approved by the
Office of General Counsel and the Office of Financial Management Division.
Following are the fees set by the policy:
- If 267 pages or less are copied: No charge
- If more than 267 pages are copied, an administrative fee
of $25.00 plus $.15 for each page starting with page 268.
Charges for photocopying are to be paid by check (personal or company) or by
money order, made out to the U.S. Environmental Protection Agency.
