THE RCRA HOTLINE
The RCRA Hotline is a publicly accessible service that provides current information on the Resource
Conservation and Recovery Act (RCRA) and several other U.S. Environmental Protection Agency (EPA)
programs. The Hotline responds to factual questions on federal EPA regulations as well as requests for rele-
vant documents.
The Hotline responds to questions from a broad audience of callers with diverse backgrounds and vary-
ing degrees of regulatory knowledge. Callers can obtain regulatory information from a Hotline staff mem-
ber who specializes in the RCRA program, or they can order EPA publications pertaining to any RCRA
program area. The Hotline also provides information on EPAs electronic resources, which include public
access Internet servers, electronic mailing lists, and bulletin board systems.
RCRA information specialists try to answer every question. Some questions, however, are not within the
scope of the Hotlines services. Information specialists cannot answer questions that require interpreta-
tion of EPA regulations or policies, demand legal analysis, involve unresolved issues, or pertain to state-
specific requirements. Such questions are referred to the appropriate EPA office, federal or state agency,
or other source.
The RCRA Hotline operates Monday through Friday, 9 a.m. to 6 p.m., eastern time. For information or

BUYING RECYCLED m THE GOVERNMENT
As part of its continuing program to promote the use of products containing recovered materials, the
U.S. Environmental Protection Agency (EPA) issues Comprehensive Procurement Guidelines (CPG) and
Recovered Materials Advisory Notices (RMAN) each year. The CPG is the basis of the federal government
buy-recycled program and designates products containing recovered materials for government agencies to
purchase. Federal, state, and local government agencies or their contractors that purchase more than
$10,000 a year worth of these products must evaluate the feasibility of purchasing these designated products.
The product designations are organized into eight product categories. The RMANs provide recommendations
for  purchasing the products designated in the  CPG.

Along with the CPG and RMANs published each year, EPA publishes eco-purchasing fact sheets, lists of man-
ufacturers or vendors of the designated products, and technical background and supporting documents that
provide more detailed information about each of the designated items. Through use of the guidelines and
related information, the federal government hopes to expand its use of products containing recovered materi-
als and to help develop markets  for them in other sectors of the economy.

The products currently designated in the CPG are:

Buy-Recycled  Series
1997 Buy-Recycled Series
A series of fact sheets discussing the comprehensive procurement guidelines, which require
Irdi-ral, stale, and local agencies and government contractors using appropriated federal
funds to give preference to buying products made from recovered materials. The publica-
tions also describe Recovered Materials Advisory Notices, which recommend recycled-
content levels for such purchases. Handy tables are included that list the specific recovered
material content to look for when purchasing products covered under the  guidelines. Case
studies and sources for additional information also are included.

THE RCRA INFORMATION CENTER
Each time RCRA is modified, EPA develops regulations that spell out how to implement the statutes broad
policies. The RCRA Information Center (RIC) houses documents used in writing the RCRA regulations as
well as EPA publications produced for public guidance on solid waste issues. The publications stored in the
RIC include the following:

General Documents/Collections
The RIC's collection includes guidance documents, which provide directions for implementing the regulations
for disposal and treatment of hazardous and solid wastes; brochures, booklets, and executive summaries of
reports concerning waste reduction and disposal issues surrounding hazardous and nonhazardous wastes;
and Health and Environmental Effects Profiles and Health and Environmental Effects Documents. The annual
Catalog oj Hazardous and Solid Waste Publications lists OSW's most popular documents.

Rulemaking  Dockets
Dockets include files generated from RCRA-related rulings. Each file is composed of technical support docu-
ments that  were used to develop a particular rule, along with comments from companies, individuals,
environmental organizations, and various levels of government; reprints of Federal Register notices contain-
ing RCRA-related issues; and administrative records, which are rulemaking dockets that have undergone
litigation.
To view documents, please make an appointment by calling 703 603-9230. The RIC is located at Crystal
Gateway I,  First Floor, 1235 Jefferson Davis Highway, in Arlington, Virginia. Patrons who live outside the
Washington, DC, metropolitan area can call this number to request documents or can  send a request by
