FOREWORD
The National Eutrophication Survey was initiated 1n 1972 in
response to an Administration commitment to investigate the nation-
wide threat of accelerated eutrophication to fresh water lakes and
reservoirs.
OBJECTIVES
The Survey was designed to develop, in conjunction with state
environmental agencies, information on nutrient sources, concentrations,
and impact on selected freshwater lakes as a basis for formulating
comprehensive and coordinated national, regional, and state management
practices relating to point-source discharge reduction and non-point
source pollution abatement in lake watersheds.
ANALYTIC APPROACH
The mathematical and statistical procedures selected for the
Survey's eutrophication analysis are based on related concepts that:
a. A generalized representation or model relating
sources, concentrations, and impacts can be constructed.
b. By applying measurements of relevant parameters
associated with lake degradation, the generalized model
can be transformed into an operational representation of
a lake, its drainage basin, and related nutrients.
c. With such a transformation, an assessment of the
potential for eutrophication control can be made.
LAKE ANALYSIS
In this report, the first stage of evaluation of lake and water-
shed data collected from the study lake and its drainage basin is
documented. The report is formatted to provide state environmental
agencies with specific information for basin planning [§303(e)], water
quality criteria/standards review [§303(c)L clean lakes [§314(a,b)],
and water quality monitoring [§106 and §305(b)] activities mandated
by the Federal Water Pollution Control Act Amendments of 1972.

Beyond the single lake analysis, broader based correlations
between nutrient concentrations (and loading) and trophic condi-
tion are being made to advance the rationale and data base for
refinement of nutrient water quality criteria for the Nation's
fresh water lakes. Likewise, multivariate evaluations for the
relationships between land use, nutrient export, and trophic
condition, by lake class or use, are being developed to assist
in the formulation of planning guidelines and policies by EPA
and to augment plans implementation by the states.

CONCLUSIONS
A. Trophic Condition:
Cayuga Lake is in very good trophic condition now and, from
an overall standpoint, probably should be classified as oligo-
tnesotrophic. During periods of stratification, the dissolved
oxygen concentrations in the hypolimnion do not decrease with
depth, as is typical of oligotrophic lakes, but at times chloro-
phyll ^concentrations were within a range that would be consid-
ered mesotrophic. Mean chlorophyll a^ levels were exceeded by 22
of the other 25 New York lakes on which sampling was completed.
Secchi disc transparency was also within a range which would
be considered mesotrophic. Cayuga Lake had greater Secchi disc
transparency than 17 of the other lakes.
The algal assay control yield indicated primary productivity
in the oligotrophic or slightly mesotrophic range. The Cayuga
Lake control yield was exceeded by 80% of the other surveyed New
York lakes.
The blue-green alga genus, Anabaena, which in large numbers
is indicative of a eutrophic condition, was present during the
fall sampling but in low numbers.

B. Rate-Limiting Nutrient:
The algal assay results, the lake chemistry, and data of
others (Oglesby, 1974) all indicate that Cayuga Lake is phos-
phorus limited.
C. Nutrient Sources—Control lability:
According to the hypothesis set forth by Vollenweider (in
press), Cayuga Lake receives an annual phosphorus load which
should result in a eutrophic lake condition; however, the lake
is now oligo-mesotrophic. There are several explanations as
to why the lake is not in a more advanced trophic state, most
of which involve the long retention time and assimilative capa-
city due to great depth and the volume of the hypolimnion.
In any event, Cayuga Lake now receives a substantial phos-
phorus load from point sources which could be controlled.
The significant point and non-point inputs are summarized as
follows:
1. Point sources—Six known municipal sewage treatment plants
impact Cayuga Lake and collectively contribute 45.8% of the
total annual phosphorus load. Ithaca and Cayuga Heights are
the largest contributors with 30.2% and 4.2%, respectively.
Only 12.7% of the total nitrogen input originates from the six
treatment plants.
2. Non-point sources—The 13 sampled tributaries account for
44.6% of the total annual phosphorus load to the lake, while

non-point source runoff from unsampled tributaries and immedi-
ate drainage accounted for an additional 7.3%. Of the sampled
tributaries, Fall Creek contributed 16.2% of the total phos-
phorus input to Cayuga Lake during the sampling year.
Phosphorus exports per square mile of drainage area were
exceptionally high for Fall Creek, Cascadilla Creek and Pleasant
Grove Brook (all of which flow through the Ithaca metropolitan
area) as well as for Trumansburg Creek further down the lake.
The high exports of the first three streams could be due to
city storm drainage or unidentified point-source discharges.
The high exports of Trumansburg Creek may be due to underesti-
mation of the loads from the Village of Trumansburg.
Sampled tributaries contributed 54.2% of the total nitrogen
input to Cayuga Lake on an annual basis. Of the sampled tribu-
taries, Fall Creek and Salmon Creek were the largest contribu-
tors.

III. LAKE WATER QUALITY SUMMARY
Cayuga Lake was sampled three times during the open-water season
of 1972 by means of a pontoon-equipped Huey helicopter. Each time,
samples for physical and chemical parameters were collected from four
stations of the lake and from a number of depths at each station (see
map, page v). During each visit a single depth-integrated (15 feet
or near bottom to surface) sample was composited from the four stations
for phytoplankton identification and enumeration; and during the last
visit, a single five-gallon depth-integrated sample was composited for
algal assays. Also each time, depth-integrated samples were collected
from each of the stations for chlorophyll a_ analysis. The maximum
depths sampled were 69 feet at station 1, 337 feet at station 2, 283
feet at station 3, and 18 feet at station 4.
The results obtained are presented in full in Appendix B, and the
data for the fall sampling period, when the lake essentially was well-
mixed, are summarized below. Note, however, the Secchi disc summary
is based on all values.

times, refer to Appendix B.

3. Discussion -
The control yields of the assay alga, Selenastrum capri-
cornutum, indicate that the primary productivity of Cayuga
Lake was very low at the time the fall sample was collected
and corresponded to an oligotrophic or mesotrophic condition.
The increased yields with increased levels of orthophos-
phorus, and the lack of response when only nitrogen was added,
show that the lake was phosphorus limited. The lake data in-
dicate phosphorus limitation at all sampling times; mean N/P
ratios were 60/1 or greater, and phosphorus limitation would
be expected.
The fact that Cayuga Lake is phosphorus limited has
also been cited by Oglesby (1974).

IV. NUTRIENT LOADINGS
(See Appendix C for data)
For the determination of nutrient loadings, the New York National
Guard collected monthly near-surface grab samples from each of the tribu-
tary sites indicated on the map (page v), except for the high runoff
months of April and May when two samples were collected. Sampling was
begun in November, 1972, and was completed in October, 1973.
Through an interagency agreement, stream flow estimates for the year
of sampling and a "normalized" or average year were provided by the New
York District Office of the U.S. Geological Survey for the tributary sites
nearest the lake.
In this report, nutrient loads for sampled tributaries were determined
by using a modification of a U.S. Geological Survey computer program for
calculating stream loadings*. Nutrient loadings for unsampled "minor
tributaries and immediate drainage" ("II" of U.S.G.S.) were estimated by

using the means of the nutrient loads, in Ibs/mi /year, at stations B-l,
2
F-1, J-l, M-l, and Q-l and multiplying the means by the II area in mi .
The operators of the Ithaca and Interlaken wastewater treatment plants
provided monthly effluent samples and corresponding flow data. However,
too few samples were received from Cayuga Heights; and Aurora, Dryden,
frumansburg, and Union Springs did not participate in the Survey. Nutrient
Toads from the latter treatment plants were estimated at 2.5 Ibs P and 7.5
•jbs N/capita/year.

E. Yearly Loading Rates:
In the following table, the existing phosphorus loading
rates are compared to those proposed by Vollenweider (in press).
Essentially, his "dangerous" rate is the rate at which the
receiving waters would become eutrophic or remain eutrophic;
his "permissible" rate is that which would result in the
receiving water remaining oligotrophic or becoming oligp-
trophic if morphometry permitted. A mesotrophic rate would
be considered one between "dangerous" and "permissible".
