What They Are and How They Were Developed
The historic county population values presented in Tables I
through VIII are from the decennial Census counts, while the pro-
jections are "base-line" values developed for planning and related

purposes through the efforts of the individual State Social
Sciences Advisory Committees (SSAC's) in Region IV. These SSAC's
are comprised of concerned public and private groups and individuals
participating on a voluntary basis to provide a credible and mutually
acceptable set of data to serve as a point of departure for plan
formulation, evaluation of alternatives, and plan implementation
at the small-area level (or when re-aggregated, for larger areas).
They are consensus county values adjusted, as necessary, to conform

with (be directly additive to) "QBE Economic Area" control values
which are, in turn, consistent with major regional and national totals.

The "Base-line" Concept
The "QBE Economic Area" controls used for projection purposes

were developed by the "OBERS" team for the U. S. Water Resources
Council (WRC) as "Baseline Projections" defined by them for their

report as follows: "The projections presented in this report
are termed baseline projections, with the phrase baseline denoting
'a point or line from which a start is made in any action or opera-
tion. ' The baseline projections are a best estimate of what can be
expected to materialize if no changes of an unusual and unforeseen
nature or magnitude develop. The projections are in no sense a goal,
an assigned share, or a constraint on a region's economic activity.
Neither are they a constraint on the planner in considering alternative
levels of growth. Furthermore, they carry no connotations as to
desirability or undesirability. This is the province of the planners
and decision-makers.

"Baseline projections are intended as reference points. They
serve as one variable in the determination of demand for water and
related land under one set of conditions. In addition, they represent
a baseline framework through which the economic impact of alternative
development programs can be measured."
As is evident upon examination of the accompanying tables, the
only part of the economic base presented herein for each county is
the demographic parameter (total resident population as defined by
the Census). Work is underway to develop and describe each of the
underlying economic parameters for each county in the same detail as
is available in the WRC data used as controls. Plans are to concentrate
first efforts on employment by industry, with residentiary employment
to be developed first and employment by place of work following as
quickly as possible. Theoretically, at least, and by design, these
two measures of employment are the same for the "QBE Economic Areas".
At the county level, however, .they are frequently greatly different,
as is indicated by examination of commuting patterns.
How the Values Were Developed
In order to provide each State Committee with projected county
values consistent with national, regional, and "QBE Economic Area"
totals for all counties in Region IV and economically related contiguous
areas outside the Region, sets of "first approximations" were developed.
This service to the Committees was provided by a Federal team comprised

of economists from the Bureau of Economic Analysis; the Corps of
Engineers, South Atlantic and Ohio River Divisions; the Tennessee
Valley Authority; and the Environmental Protection Agency, Region IV.
The appropriate (State by State) "first approximations" were provided
to all Committee members well ahead of scheduled work conferences
while simultaneously encouraging each to develop independent county
"base-line" projections to more adequately represent local considera-
tions in each county and the relationships among and between counties.
As soon as each SSAC's State Co-chairman notified the Federal
Co-chairman (EPA's Chief Economist, Region IV, for each of the eight
Committees) that the Committee was ready with as many additional
independent county projections as could reasonably be expected (from
universities, local planning commissions, and so on) work conferences
were called. At these conferences a consensus was reached on the
"base-line" value to be used for each county so that the sum of the
county values equalled or approximated the "QBE Economic Area" values.
In the absence of a consensus on each value for a given area, agreement
was reached on a "core" work group to perform the necessary adjustments
through an agreed on procedure. This task has now been accomplished
and the results are presented in the accompanying tables.
Examination of the "Committee" membership lists reveals that
some of the most knowledgeable professionals in the fields of projection,
use of projections as planners, and related activities, have participated
from each of the eight States. In addition, not only has the cooperation

and expertise of appropriate national groups been solicited and used
In this effort but a continuous communication and working relationship
has also been maintained at each step of the development of county
projections. As a matter of fact, at least one representative from
BEA actively participated in each of the State Committee work con-
ferences held, as previously indicated.
How the Projections Are to be Used
In using these values, it must be kept clearly in mind that
they are "base-line" projections—not forecasts, predictions, nor
prophecies (at least, not in the sense in which these .words are
commonly used). The only constraints on the availability of resources
(land, water, air, etc.) built into them are those that were there
historically and thereby affected the historical growth paths (economic
and demographic) upon which these projections are based.
The users of these data primarily concerned with intermediate
or long-term planning for resource development will usually consider
them as representing the lowest value to use in evaluating "with-"
and "without-project" conditions, with these "base-line" values
representing the "without-project" condition. There usually should
be more than one "with-project" line of values for each parameter
to represent the alternatives for achieving the objectives of these
mission-oriented groups. The differences between the "without-project"
line of values for each parameter and the "with-project" line of

values for each alternative for each parameter measure the impact
of the proposed solution. Developing the "with-preject" values is
the prerogative and responsibility of each user agency or group.
EPA-financed construction projects, such as treatment plants, clearly
fall in this category.
If, in a given project area, the resource base is adequate to
accommodate the growth indicated by the "base-line" projections, one
will only need to be careful that "with-project" projections used in
the evaluations do not exceed the capability of the resource base to
accommodate such growth (taking the effects of temporal changes in
technology and management into account for both "with" and "without"
conditions at each point in time). Under other conditions, however,
where one or more of the resources (land, water, or air) has already
reached its carrying capacity, or is already overused (as is the case
for certain reaches of the Chattahoochee River and South River near
Atlanta, or the air over Birmingham at certain times), the planner
must be more careful of his interpretation and use of the "base-line"
projections as well as of his formulation and evaluation of projects
designed to increase growth. Although continued growth is likely to
occur (probably at a slower pace) in areas of overuse, it is an
"unhealthy" and, in the long-run, certainly undesirable occurrence.
Consequently, one or more of the alternatives considered for solving
problems in such areas should be that of further slowing, stopping,
or reversing the growth trends in the population, employment, and

related parameters—at least until that time In the future when
management and technology can be expected to Increase the capacity
of the resource base to overcome the deficit In quantity and
accommodate the requirements for quality.
In other words, use the "base-line" projections for what they
are and under the basic assumptions used with regard to the resource
base (I.e., availability of land, water, and air Is essentially the
same as for the past 30 years, or more). Do not use them as predictions,
prophecies, or forecasts and do not consider them as either desirable or
undesirable. Use them as something to plan from, not for.
For short-term planning and related program Implementation (five
years, or less), with few probable exceptions (perhaps only one), these
projections can be used for most purposes as though they were Census
counts. The one probable exception of which we are aware Is In the
areas of Florida currently being rapidly Impacted by the Disney World
development. The "warning signals" are up but, unfortunately, explicit
and acceptable numerical account of the impact is not available at this
time. We are currently still working with the Florida SSAC to try and
resolve this, and related problems, in a manner acceptable to all
concerned.
