I.   INTRODUCTION







The  American Association  of  Retired  Persons  (AARP)   is  a



nonprofit, nonpartisan  membership corporation with  over 30



million members 50 years of age and above.   It is the largest



organized group  of  older Americans in the  country.   AARP's



nacional headquarters are in Washington, D.C.







Pursuant to grants and cooperative agreements, the AARP/Senior



Environmental Employment (SEE) Program Department has actively



cooperated with Environmental Protection Agency (EPA) offices



at all levels in Pennsylvania, Georgia, Texas, Illinois,

California, Ohio, etc.   These  various programs successfully



use AARP/Senior Environmental Employment Program enrollees in



projects involving,  among other things, water certifications,



pesticides, noise control and surveys,  as well as in clerical



and   statistical   positions.      AARP  has   had   primary



responsioility  for  the  initial  development  of the  Senior



Environmental Employment  (SEE) Prograw and  the provision of



on-going technical/clerical support to various demonstration



projects.   These cooperative  agreement programs  currently



employ approximately 700  persons nationally  in  a  wide range



of environmental positions.

II.  BACKGROUND







Since 1976 the Environmental Protection Agency  (EPA) and che



Agency on  Aging  (AOA)  have  jointly  sponsored  older worker



environmental programs  initially  as a demonstration project



jointly funded  oy AOA and EPA.   Following  a successful two



year,  ten  state  program,  the EPA  has funded  older worker



programs through  the Senior  Environmental  Employment  (SEE)



Program in several  environmental  areas.   These programs, to



name a  few,  include:   The National  Pesticide  Usage Survey



Program;  the SEE Program For Asbestos Technical Assistance;



the SEE Program for Asbestos-in-Schools Compliance Monitoring;



the SEE Program for  Radiation Technical  Assistance; the SEE



Program for Radiation Monitoring; the SEE Clean Air Counselors



Program, etc.







On June 12,  1984,  the President  signed into law S.518 - The



Environmental  Programs  Assistance  Act.   Public  law 98-313



provides  for   the   authorization   to convert  the  Senior



Environmental  Employment  (SEE)   Program   into  a  permanent



program based on years of  successful research, demonstration,



and training  projects utilizing older workers in environmental



jobs.







With   the   authorization  of  The   Environmental  Programs



Assistance Act, Senior Environmental Employment (SEE) Programs

are  now  under  way  for   various  program  offices  of  the



Environmental  Protection   Agency  (EPA)   including  but  not



limited to programs for research laboratories/ environmental



research, emergency response teams, and water programs.







The aoility of the program  sponsors to gear-up quickly and to



recruit qualified older workers  provides for a quick response



to emergency situations or short term projects that is vital



to the Agency and the public at large.

III. ACCOMPLISHMENTS OF THIS PROJECT







The program offices of the Office of Research and Development



for the  U.S.  Environmental Protection  Agency  (EPA) include



organizations for each of  the environmental areas:   air, water



quality, hazardous  wastes,  pesticides and toxic substances,



and radiation.   Additionally,  specific  areas such as water,



ground   water,   and   the  Great  Lakes   support  research



laboratories and research projects.







In each  category of programs,  the focus is broKen down into



scientific  assessment,  monitoring and  quality  assurance,



health  effects,  environmental  processes,  and  engineering



technology.







The laboratories of several research and development programs



are located in  the  Cincinnati, Ohio,  EPA facility which also



houses the Center for  Environmental Research Information for



the Agency.  AARP/SEE Program enrollees  have been assigned to



assist the  research efforts of the Cincinnati laboratories.



The laboratories cooperating in the AARP/SEE Program for older



workers  in  the Cincinnati area  are:    Water  Engineering



Research Laboratory (WERL/CIN);  Environmental Monitoring and



Support  Laboratory  (EMSL/CIN);  Health  Effects  Research



Laboratory  (HERL/CIN); Environmental  Criteria and Assessment



Office  (ECAO/CIN);  and the  Center for Environmental Research

Information (CERI).







The  AARP/SEE Program as a  supporting  effort  for the projects



of  the  Office  of  Research and  Development assisted  this



office's  officials in  achieving  their  mandates  in  a  cost



efficient and  productive manner.   To assist the  Office  of



Research  and  Development  staff  in  the  execution  of their



respective offices, the various  older worker positions were



staffed by AARP/SEE Program enrollees  during  the life of this



cooperative agreement in such positions as listed by enrollee



name, site number  under which the  enrollee worked, position



title, and job level on  Exhibit III-A.  As such these AARP/SEE



Program participants  were  deeply  involved  in a  wide variety



of highly visible positions witnin the EPA environment.







Additionally, as in previous and on-going  Senior Environmental



Employment (SEE) Programs, the needs of the older worker and



the benefits  to  AARP/SEE Program  participants  have been met



to  achieve  a dual  role of meaningful employment  for older



workers   and  provide  a  cost  effective   method   to  meet



environmental goals.

IV.   SUPERVISION - TRAINING - PROFESSIONAL INVOLVEMENT

      A.  During this period, our AARP/SEE Field Supervisors
          maintained close contact with the Office of Research
          and Development offices.    As such,  the AARP/SEE
          Program personnel  worked  extensively  and  closely
          with the EPA officials concerned with the operations
          of  this cooperative  agreement,  with  our  program
          participants  in making them  aware of  job  safety
          factors  and   assisting  them  in  excelling   in  job
          performance,   and   providing  the  catalyst   for
          interpersonal cooperation.

      B.  Besides EPA in-office/in-house training provided all
          enrollees, various outside training  facets for this
          cooperative  agreement's  enrollees are  shown  in
          Exhibit IV-B/C.

      C.  Apart  from EPA in-house  and  local  conferences  or
          meetings, various other organizational inter-action
          oy AARP/SEE Program enrollees included participation
          as also shown  in Exhioit  IV-B/C.

REPORTING







A.   Programmatic



     1.   During the life of chis cooperative agreement



          the EPA  officials  charged  with oversight for



          tnis  program,  the EPA Director  of WorKforce



          Development, and the AARP/SEE Program officials



          involved   in   this  cooperative  agreement's



          operational  aspects  worked hand-in-hand  to



          evolve  and  execute  continuing  operational



          continuity.  Frequent telephonic exchanges and



          personal  meetings  oetween  these  management



          offices'    personnel   assured    continuing



          relevancy, periodic programmatic reviews, and



          evaluation of the program's progress.







B.   Financial



     1.   During the life of  this cooperative agreement,



          the EPA Director of WorKforce Development was



          furnished,  usually within  48  hours  of  this



          office's  receipt  of  same, a  duplicate  or



          photostatic copy of computer print-outs of:







          a.    the Payroll Registers  for  each pay period



                (see  Exhibit V-A for  sample payroll) .

     b.   our monthly management  report,  again by
          site  and  consolidated,  for  each  month
          since the cooperative  agreement's  first
          financial/enrollee  activity  and   will
          through its conclusion  on  07/31/90 (see
          Exhibit V-B).

     c.   our Cash Disbursements Journal showing all
          expenses  allocated   each   cooperative
          agreement/site during the period as shown.

2.    Through  final  Assistance Amendment  #K  (see
     Exhibit  V-D),  a   total  of   $1,329,186  was
     awarded  to support  the activities  of  this
     cooperative agreement.

VI.  PROGRAM METHODOLOGY

Enroilees:
Recruiting  of   new   applicants  was  accomplished  through
AARP/Senior Environmental Employment (SEE) Program procedures
including, out not limited to,  advertising, job announcements
with  the  applicable  State Employment Service  and/or  other
applicable  older  worker   program  offices/agencies,   etc.
Although income was not a criterion for eligibility, priority
was  given  to  equally  qualified  applicants  who  had  lower
incomes.  AARP/SEE Program positions were open to those Older
Americans eligible for programs under the Older Americans Act.
Because   of  the  technical   backgrounds   and   educational
requirements necessary to perform many of the assigned tasks,
any income  requirement was waived  in determining eligibility
for participation.

Management:
AARP assigned program responsibility  to the  Director  of the
Senior  Environmental  Employment  (SEE)  Program  Department
located in  Washington, D.C.  (see Attachment section).

Enrollee Benefits:
AARP/Senior Environmental  Employment  Program enrollees  were
eiigibJe for benefits  for  non-permanent grant enroliees such
as:

Mr.  Anderson  majored  in   clinical  psychology  at  Indiana
University, Bloomington, Indiana, and attended the Community
Action Technicians Training during 1965 at the University of
Wisconsin-Madison.

His past positions  include  serving  as  Executive Director of
a  multi-county  economic  development  corporation  in  South
Central Indiana from 1965 prior  to his appointment as Indiana
Green Thumb  State  Director  in November 1971.   He served in
that capacity with Green Thumb through October 1975 and then
was appointed Director of Green Thumb's Technical Counseling
Division in Washington,  D.C.  While serving in Washington, he
was  appointed  Associate  Executive  Vice-President  of  Green
Thumb.

He has been  employed  oy  the American Association of Retired
Persons  (AARP)   since June   1984  and   currently serves  as
Director of the Senior Environmental  Employment  (SEE) Program
Department  for  its   cooperative  agreements   with the  U.S.
Environmental Protection Agency.
