     -  "Would like one year's  advance notice of EPA funding to use in
        own budget."

     -  "Lifestyle data:  measuring intensity and spatial distribution of

engineering firms for technical assistance on a project basis.  Administrators
have full-time "private" jobs.
Comments

  o  These are part-time officials who are overwhelmed by recent impacts,
     especially as felt in water/sewer areas.  Funding lags behind needs.

  •  Material currently sent "too long, technical, full of jargon."
     Wanted:  summary of available programs and an EPA representative available
     for consultation.

     AEROS is a comprehensive computer-based system established by
   the National Air Data Branch, EPA, to collect, store and analyze
   air pollution data.  The data are collected by the various state
   and local agencies and reported to EPA.  These data are then
   stored and analyzed in AEROS.  The most notable feature of AEROS
   is that it is a "reporting system".  The primary function of
   AEROS is to provide concise and standardized reports of various

     AEROS is composed of several sub-systems, some of which are

   regarding the nature and causes of air pollution, predictions of
   future problems, legal action which should be taken and related

      associated with each plant.

   Fuel summary listing - This report  shows  the fuel amounts consumed by all stationary and mobile source
      categories for a specified geographical area.  This report includes both point and area source records.

   SCC(Source Classification Code) emissions report - This report shows each SCC,  the number of times that
      SCC occurs within a specified  geographical area, and the total emissions for each of the five
      pollutants associated with each  SCC.   (Note that a SCC 1s  a code used 1n NEDS to represent different

   Allowed vs. actual emissions - This report shows, for each point source, the emissions  that point is

      160 Identifying codes (e.g., source surveillance, record  keeping, SOX,controls, etc.)  This can be run  for
      any state, AQCR(A1r Quality Control  Region), or county.  The second provides the number of regulations
      that meet retrieval specifications.  This allows the user to answer "how many ?" questions and to estimate
      the potential volume  at the full text retrieval.

supplied by the U.S. Department of Commerce, and various other Information (e.g. emission factors,
allowable emission levels, etc.) to project what the emissions will be from various source categories
for certain years up to the year 2000.  In addition to this basic capability, the user can exercise

COMPUTER ASSISTED AREA SOURCE EMISSIONS  GRIDDING  SYSTEM


SYNONYMOUS NAMES
   1.  CAASE

DESCRIPTION
   CAASE 1s a subsystem of EPA AEROS(Aeromatr1c and Emissions  Reporting  System)  and  Is a  series
of programs developed to apportion the NEDS(Nat1ona1  Emissions Data  System) area (county)  source
emission estimates to smaller areas, called grids, within each county.   These  programs utilize as
Input the NEDS area source files as well as certain census data from the Bureau  of Census,
(population, number of housing units, etc,), output maps  of entire EPA AQCR's(A1r Quality Control
Regions) which have been grldded according to population  density(the more densely populated  areas
being represented by the smallest grids), and Information Indicating the level of each pollutant
being emitted by the area source activity within each grid. The output  from CAASE is utilized,
In turn, as Input for EPA dispersion modeling programs, which  offer  better resolution of  area
source emissions data than NEDS can provide.

STORAGE  AND RETRIEVAL  SYSTEM  FOR WATER QUALITY DATA

 SYNONYMOUS NAMES

   "I.   STORET

 DESCRIPTION

    STORET Is  EPA's  computerized Information system which provides Information on water quality 1n the
 United  States for analyzing  the cause and effect relationships of water pollution.  Data on water
 quality Is drawn  from over two hundred remote locations operated by many sources Including states,
 USGS and other federal  agencies.

    The  system consists  of two basic  files:  the water quality flle(WQF) and the general point source file.
 (GPSF)

    1.   WQF -  These  programs  are related to the storage, retrieval and analysis of water quality data of
    two  basic  types.   Station location data which are related to the location at which water quality
    samples are collected and water quality data which are related to the date, time, type sample and
    reported result  of water  quality  analysis.  Stations at which samples are collected are located by
    two  methods:  (1) hydro!ogic index, which locates a station on a defined river system.  This method
    allows sorting and retrieval of data records in relation to direction and level of stream flow.
    (2)  geographical coordinates (latitude-longitude) allows storage and retrieval of data collected from
    large open bodies  of water and locations which cannot be readily associated with points on a stream.

    2.   GPSF - These programs store and retrieve data on over 25,000 municipal waste treatment facilities.

STORET Is a  comprehensive data  handling system; however, much work remains to be done to make It a
total management Information  system.  To that end, future development will be In the area of analysis
and graphical  display.   Additionally, STORET will contain the results of an analytical quality control
program currently underway.   This  combination of data handling, management Information, and quality
control will provide  EPA regional  and state users with the most complete on-line environmental data
base in the  USA.

OUTPUTS
   To retrieve Information  from the STORET data base, the user may Invoke a wide range of general purpose
procedures for plotting, Indexing and computation.

       RETRIEVAL—provides  for raw data  retrieval

       INVENTORY—retrieval  of water quality  Inventory Including parameters, number of observations, mean,
          variance,  standard deviation, coefficient of variance, standard error, maximum/minimum, and
          beginning  and ending sampling dates.

       RETRIEVAL-INVENTORY—same as INVENTORY, except 1t allows the  additional  capabilities of retrieval
          by river-mile-index and/or  latitude/longitude specifications, as well as by agency code/station
          number.

       MEAN—retrieves  raw  water quality data and  performs  basic statistical operations.

STANDARDS—compares water quality data with a  set or sets of criteria entered at retrieval
    which could be the existing water quality  standards.

PLOT—retrieves raw water quality data and produces a plot of the specified data which may be
    a raw concentration (mg/1) or loading  (Ib/day).

MULTIPLE STATION PLOTS—this  allows  the display of desired parameter statistics vs. stations
    along a stream segment.

REGRESSION-- provides  additional analysis capability of retrieved water quality data, particularly
    with regard to comparing  one parameter with another (regression analysis, either at the same
    site or a different site).

INDEX—provides location data found  in station headings for all stations within the designated
    field of retrieval.

Description:  The ERG- Cincinnati Library is the focal point of the

16. ABSTRACT
   This  is the final report  on a project to design,  develop and test an  information
   transfer system to support  energy-environment policy making and implementation
   decisions in Region VIII  by Federal, State and  local officials, and to  serve
   the information, needs on  energy-environment  issues  of state agencies, legislatures,
   208 planning agencies,  Indian reservations,  energy-impacted communities and
   other user groups.  Phase I of the study, conducted by EPA, involved  gathering
   information on potential  users and user needs.  This project was Phase  II of the
   study.  The report contains an analysis of user needs; definition of  system
   functions; description  of system operations, storage media and organizational
   arrangements; steps and costs projected for  implementation; monitoring  and
   accounting procedures;  and  results of the system  test.
