    If you  are  having any  problems,  please do  not  hesitate to call  or
write.  We again ask you, when  reporting  a  problem,  to  complete and  send
to us  a  Problem Reporting  Form to insure  that  we  understand the  exact
nature of your  problem.   This  form has been modified to a  one-page  form
so that it will  be easier and less time-consuming to  complete.
        Prior to reporting your problem, you should have incorpo-
        rated all updates into the appropriate programs of your
        particular subsystem.  It is essential that you in-
        corporate these updates as supplied so that we will be
        looking at the same version of the programs in question.
        These updates must be incorporated sequentially.  If you
        have not incorporated the updates and are experiencing

NOTICE 1 - CORRECTION TO FEDERAL EMISSION FACTORS

     A problem was discovered with the MEDS-to-EIS/PS emission factor conver-
sion program PCVNEEF  (EP0030) which  causes the  sulfur flag on  participate
emission factors  (pollutant  11101)  for  residual  oil   combustion  to be  set
incorrectly.  The program places an  'S1 in the ash flag field when it  should
place an  'S1  in the  sulfur  flag  field  on  the prepared  transactions.   The
problem involves emission factors for the following SCCs:

                         10200401  10200402  10200403
                         10300401  10300401  10300*03
                         30600101  30600103

     The emission  factor  file at  NCC,  which  resides  in the data  set  named
'LMHA087.CDHS.USER.EPFACTR1, has been corrected already.  Users  that maintain
their own  copy  of  the  emission  factor  table  should  prepare  change  trans-
actions for the above SCCs that will change the sulfur flag field to  'S1  in
their copy  of   the  emission  factor  table,  using  the  current  Hate for  the
transaction date.   All  users  should perform  an  emission  factor  update  to
replace the  affected  emission  factors   in  their master   file.   Users   of
'LMHA087.CDHS.USER.EPFACTR1 should use  an  option  date  of 83298  for program
PMSEFGN (EP0130), while other users  should set the option  date equal  to  the
date coded on the change transaction that were prepared.

     Users of "LMHA087.CDHS.USER.EPFACTR1  please  note  that transactions will
not be generated  by  PMSEFGN (EP0130) for  sources  that  have  a segment  2 date
greater than 83298.   For  these  sources  error  message   'PMSEFGN  005' will  be
generated and transactions will have to be coded manually.

     Changes to program PCVNEEF  (EP0020)  will   be  issued with  EIS/PS  Uodate
P-4, which is scheduled for release in March.

NOTICE 2 - CDHS PROCLIB UPDATED AT NCC

     As reported  in  the September  edition of  the CDHS Users  Bulletin,  the
cataloged procedures  used  for  executing  CDHS  programs  at NCC  have  been
established in  a  library that  is separate  from the system procedure library.
The procedures  have  been  updated  to reflect  the  recent change in  data  set
naming conventions,  to  provide  a  model  data  set control  block  (DSCB)  for
generation data sets, to increase the  Region  specification  on sort programs,
and to  delete  the  volume  specification  for  output  data sets  (NCC assigns
volumes automatically).

     To use this  version   of  the  CDHS PROCLIB at  NCC,  include  the following
statement after your job card:

NOTICE 3 - AEROMETRIC INFORMATION  RETRIEVAL  SYSTEM  (AIRS)

     The project to develop AIRS, the  new air data  system,  is such a  larae
effort that it  has  been divided  into  three  segments.   These segments  are:

     1.  The  Geographical/Common  segment  which  provides  Geographical   and
         common codes along with  system support  data.

     2.  The Air Quality segment which  provides  for  the  storage and  retrieval
         of the air monitoring  data  currently  stored in  SAROAD.

     3.  The Source Data segment which  provides  for  the  storage and  retrieval
         of the facility, emissions  and  compliance  data currently  stored  in
         NEDS and CDS.

     The current status of  AIRS is as follows:

     Segment 1 (Geog/Common) -  The  software  for  correcting  the  data  from
     AEROS has been developed and  the system design  for  the AIRS software  has
     been specified.  This   effort is  scheduled to  be  completed  by  in-house
     EPA personnel  during the next two  fiscal  years.

     Segment 2 (Air Quality) -  The  new  general  programming  contractor, CSC,
     is currently staffing up to perform the  development work for this segment.
     Due to inadequate funding, this segment is not expected to be  completed
     until the end of FY'85.'

     Segment 3 (Source Data) -  This  segment is the last seament to  be  devel-
     opedA~task  force  is currently   reviewing the  requirements   for  inte-
     grating NEDS and CDS into  AIRS. Therefore, the source data segment will
     probably not be completed  for 3-4  years.

     See your September 1983 CDHS Users  Bulletin for a brief  description  of
the AIRS design features.
