FOREWORD
The National Eutrophication Survey was initiated in 1972 in
response to an Administration commitment to investigate the nation-
wide threat of accelerated eutrophication to freshwater lakes and
reservoirs.
OBJECTIVES
The Survey was designed to develop, in conjunction with state
environmental agencies, information on nutrient sources, concentrations,
and impact on selected freshwater lakes as a basis for formulating
comprehensive and coordinated national, regional, and state management
practices relating to point-source discharge reduction and non-point
source pollution abatement in lake watersheds.
ANALYTIC APPROACH
The mathematical and statistical procedures selected for the
Survey's eutrophication analysis are based on related concepts that:
a. A generalized representation or model relating
sources, concentrations, and impacts can be constructed.
b. By applying measurements of relevant parameters
associated with lake degradation, the generalized model
can be transformed into an operational representation of
a lake, its drainage basin, and related nutrients.
c. With such a transformation, an assessment of the
potential for eutrophication'control can be made.
LAKE ANALYSIS
In this report, the first stage of evaluation of lake and water-
shed data collected from the study lake and its drainage basin is
documented. The report is formatted to provide state environmental
agencies with specific information for basin planning [§303(e)], water
quality criteria/standards review [§303(c)], clean lakes [§314(a,b)],
and water quality monitoring [§106 and §305(b)] activities mandated
by the Federal Water Pollution Control Act Amendments of 1972.

Beyond the single lake analysis, broader based correlations
between nutrient concentrations (and loading) and trophic condition
are being made to advance the rationale and data base for refinement
of nutrient water quality criteria for the Nation's fresh water
lakes. Like n'se, multivariate evaluations for the relationships
between idnd use, nutrient export, and trophic condition, by lake
class or use, are being developed to assist in the formulation of
planning guidelines and policies by EPA and to augment plans imple-
mentation by the states.

I. CONCLUSIONS
A. Trophic Condition:
Flaming Gorge Reservoir ranked third in overall trophic
quality among the 14 Wyoming lakes and reservoirs sampled in
1975 when compared using a combination of six water quality
parameters*. However, the reservoir data indicate this long
water body (about 146 km; Anonymous, 1968) is eutrophic at
stations 1, 2, and 3; moderately eutrophic at stations 4 and
5; and mesotrophic at stations 6, 7, 8, and 9 (see map, page
v).
At eutrophic stations 1, 2, and 3, spring and fall mean total
phosphorus ranged from 28 to 193 ug/1; mean orthophosphorus ranged
from 4 to 19 ug/1; mean inorganic nitrogen ranged from 50 to 670
ug/1; mean chlorophyll a^ ranged from 4.5 to 16.9 yg/1; and mean
Secchi disc transparency ranged from 0.3 to 2.5 meters. Marked
depression of dissolved oxygen with depth occurred at station 3
in September. Survey limnologists noted that the water at stations
1 and 2 was silty and that macrophytes were growing along much of
the shoreline in May. They observed an algae bloom in progress
at station 3 in September, and algal blooms are reported to have
become increasingly severe over the last decade in the Green River
and Blacks Fork arms of the reservoir (CH2M Hill, 1977).

At moderately eutrophic stations 4 and 5, spring and fall mean
total phosphorus ranged from 13 to 91 yg/1; mean inorganic nitrogen
ranged from 230 to 1,480 yg/1; mean orthophosphorus ranged from
2 to 6 yg/1; mean chlorophyll a_ ranged from 3.2 to 16.0 yg/1;
and mean Secchi disc transparency ranged from 0.2 to 1.6 meters.
Depression of dissolved oxygen with depth occurred at both sta-
tions in August and September (minimum concentration of 4.4 mg/1).
Survey limnologists noted macrophytes along the shoreline at
both stations in May and an algal bloom at station 5 in September.
At mesotrophic stations 6-9, spring and fall mean total
phosphorus ranged from 4 to 25 ug/1; mean inorganic nitrogen
ranged from 440 to 960 yg/1; mean orthophosphorus ranged from
2 to 16 yg/1; mean chlorophyll a^ ranged from 1.5 to 3.2 yg/1;
and mean Secchi disc transparency ranged from 2.4 to 15.2 meters.
Depression of dissolved oxygen with depth occurred at stations
6 and 7 in August and September (minimum concentration of 4.8
mg/1). Survey limnologists noted macrophytes along the shore-
line at station 6 in May but saw no surface algal concentrations
at any of the sampling times.
B. Rate-Limiting Nutrient:
The algal assay results indicate that Flaming Gorge Reservoir
was limited by phosphorus at the times the samples were collected
(05/16/75 and 09/22/75). The reservoir data indicate phosphorus
limitation at all sampling stations and times, with the exception
of station 1 in May and September and station 2 in May.

C. Nutrient Controllability:
1. Point sources—During the sampling year, the listed point
sources accounted for 21.7% of the total phosphorus input to
Flaming Gorge Reservoir. The wastewater treatment plants at
Green River and Rock Springs contributed a major portion of the
total (7.1% and 12.2%, respectively). The plant at Manila
accounted for 0.6%, and the Green River-Upland Addition
facility was estimated to have contributed 1.8?.. In addition,
wastewater treatment facilities at Kemmerer, Diamond"!lie, Lyman,
Granger, and Mountain View, which serve a combined population of
about 5,000, discharge to Blacks Fork or its tributaries well
upstream from the reservoir. The relatively high phosphorus
export rate and low N/P ratio of Blacks Fork (see page 17) indicate
these more-distant treatment facilities may be significant nutrient
sources.
The sampling year phosphorus loading of 1.35 g/m2 is greater
than that proposed by Vollenweider (Vollenweider and Dillon,
1974) as a eutrophic loading (see page 18). Because the reser-
voir is phosphorus limited much of the time, all inputs should
be minimized to the greatest practicable extent to at least slow
the present rate of eutrophication. It is calculated that the
present load would have to be reduced by about 44% to improve
the present trophic condition. While even complete removal of
phosphorus at the listed point sources would still leave a eutro-
phic loading, it would be the first step in an improvement program
and would be effective if non-point sources can also be controlled.

2. Non-point sources--Non-point sources contributed 78.3%
of the total phosphorus load during the sampling year. The Green
River contributed 26.0% and Blacks Fork contributed 40.1%.
Six other gaged tributaries collectively contributed 4.2%.
The ungaged minor tributaries and immediate drainage were
estimated to have contributed 6.7% of the total.
Much of the water use in the drainage basin includes
irrigation (Anonymous, 1975), and there are phosphate deposits
in the drainage (CH2M Hill, 1977). Return flows from irrigated
areas and runoff from range land and the phosphate deposit areas
may be significant contributors to the nutrient load. A further
investigation is needed to determine the controllability of
nutrients from such sources.

III. LAKE WATER QUALITY SUMMARY
Flaming Gorge Reservoir was sampled three times during the open-
water season of 1974 by means of a pontoon-equipped Huey helicopter.
Each time, samples for physical and chemical parameters were collected
from two or more depths at nine stations on the reservoir (see map,
page v). During each visit, a single depth-integrated (4.6 m or near
bottom to surface) sample was composited from the stations for phytoplank-
ton identification and enumeration; and during the May and September
visits, two samples were composited for algal assays. Also each time,
a depth-integrated sample was collected from each of the stations for
chlorophyll a_ analysis. The maximum depths sampled were 4.6 meters at
station 1, 6.1 meters at station 2, 23.2 meters at station 3, 29.3 meters
at station 4, 48.8 meters at station 5, 21.9 meters at station 6, 57.9
meters at station 7, 61.0 meters at station 8, and 67.1 meters at station 9.
The sampling results are presented in full in Appendix D and are
summarized in the following table.

2. Discussion -
The control yields of the assay alga, Selenastrum capri-
cornutum, indicate that the potential primary productivity
of Flaming Gorge Reservoir was moderate at all stations at
the times the samples were collected (05/16/75 and 09/22/75).
Also, the significant yield increases in all samples with
the addition of phosphorus alone indicates that the reservoir
was limited by phosphorus at those times. Note that the
addition of nitrogen alone resulted in yields no greater
than those of the controls.
The reservoir data indicate phosphorus limitation at
all stations except 1 and 2. Following is a tabulation of
the mean inorganic nitrogen/orthophosphorus ratios at each
of the sampling stations and times with the indicated limiting
nutrient in parentheses. Note that those stations nearest
the major tributaries and point sources tended toward nitro-
gen limitation.

IV. NUTRIENT LOADINGS
(See Appendix E for data)
For the determination of nutrient loadings, the Wyoming National
Guard collected monthly near-surface grab samples from each of the
tributary sites indicated on the map (page v), except for the high
runoff month of May when two samples were collected. Sampling was
begun in November, 1974, and was completed in October, 1975.
Through an interagency agreement, stream flow estimates for the
year of sampling and a "normalized" or average year were provided by
the Wyoming District Office of the U.S. Geological Survey for the
tributary sites nearest the reservoir.
In this report, nutrient loads for sampled tributaries were
determined by using a modification of a U.S. Geological Survey computer
program for calculating stream loadings*. Nutrient loads shown are
those measured minus point-source loads, if any.
The nutrient loads measured in Birch Spring Draw at station E-l
were less than those measured upstream at the Manila wastewater
treatment plant, and the background load for this tributary and the
nutrient loads for unsampled "minor tributaries and immediate drainage"
("ZZ" of U.S.G.S.) were estimated using the means of the nutrient
loads, in kg/km2/year, at stations B-l, C-l, D-l, and H-l and multi-
plying the means by the Birch Spring Draw and ZZ areas in km2.
Nutrient loads for Unnamed Creek M-l are included in the minor tribu-
taries loads, since no daily flow was measured at any of the sampling
times.

The operators of the Green River, Manila, and Rock Springs wastewater
treatment plants provided monthly effluent samples and corresponding flow
data. The operator of the wastewater treatment at the Green River-
Upland Addition provided monthly effluent samples; however, corresponding
flows were not available, and nutrient loads were estimated at 1.134 kg P
and 3.401 kg N/capita/year.

In the following table, the existing phosphorus loadings
are compared to those proposed by Vollenweider (Vollenweider
and Dillon, 1974). Essentially, his "dangerous" loading is
one at which the receiving water would become eutrophic or
remain eutrophic; his "permissible" loading is that which
would result in the receiving water remaining oligotrophic
or becoming oligotrophic if morphometry permitted. A meso-
trophic loading would be considered one between "dangerous"
and "permissible".
Note that Vollenweider's model may not be applicable to
water bodies with short hydraulic retention times.

phication and Lake Restoration Branch (Malueg et al., 1975).
