Thank You, and Welcome! ------- About This Manual As you begin your new career with the Office of Administration and Resources Management (we call it OARM), let us welcome you and tell you about this booklet. It is designed to give you an overview of 0 ARM'S major Offices and the Divisions within them. This is not an employee handbook — you received that at EPA Orientation. Instead, we hope to give you a sense of the scope of OARM's function and a sense of its mission. We are, in effect, the support mechanism for the rest of EPA. Our primary customers are our fellow EPA employees, whether we are helping to hire them, to train them, to provide them with paychecks, supplies and equipment, to help them in their performance reviews, or to help them get the people and resources they need to get their jobs done. We are a large group (about 1SOO), with diverse backgrounds — personnel, training, payroll, employee relations, finance, accounting, procurement, contracting, facilities, security, communications, computer systems, to name just a few. We have offices at: EPA Headquarters, Washington D.C Research Triangle Park (RTF), North Carolina Cincinnati, Ohio Las Vegas, Nevada All OARM offices report to our Assistant Administrator (at EPA, he is known as an "AA," and OARM is one of several "AAships"). All of EPA's Assistant Administrators report directly to the head of the agency, the Administrator of EPA. ------- After you've been on the job awhile and have had a chance to read through this manual, we want to give you the opportunity to meet the top leadership of OARM whom you will read about. Once each quarter, we will schedule new employees to an informal get-together with the Office Directors, the Assistant Administrator, and other available high-level managers. This will give you a chance not only to meet other new OARM people, but also to meet some of the people you will read about in this booklet. This get-together isn't the only social event here at OARM. We all work hard, but we also enjoy good times. We have a big Holiday party in December, an "all hands meeting" during the year where the AA and the top staff recognize OARM top performers, share information, and gener- ally provide a good time for all, and even a big family picnic in early summer with various volleyball and Softball teams. Like any well run organization, OARM has many different players in many different roles, but when we all work together we come out win- ners! Tools for New Employees 11 ------- Child Care EARLY ENVIRONMENTS is a non-profit child development center designed primarily for pre-school children of EPA employees. It is located on the ground floor of the West Tower. EARLY ENVIRONMENTS is committed to providing essential child care to children outside the home for a major portion of the day. The center is designed to meet the individual needs of youngsters and to develop and strengthen their social, physical, emotional, and intellectual growth. The Center is open Monday - Friday 7:00 am to 6:00 p.m. The center is closed on all Federal holidays. The center is open to children ages 1 8 months to five years. Early Environments 475-7290 Registration fees, tuition, and financial assistance 12 Toob for New Employees ------- Telephone Service If a phone has not not been installed at your work station, contact your office's Telephone Service Coordinator. These are the contact persons between you and the Washington Telecommunications Center, the contractor that provides telephone communications for the agency. You or your telephone service coordinator will then fill out Communications a Telephone Service Request (TSR). Telephone Assistance 260-HELP EPA Telephone Directory Offers a complete listing of EPA phone numbers for offices and individuals. Available through your Office Support System. Voice Mail Your office may or may not have a Voice Mail system. Voice Mail answers your phone while you're away from your desk. Training for voice mail is about one hour. Voice Mail Requests 260-HELP Requests, Assistance, and Training Tools for New Employees 13 ------- Communications Personnel Computers (PC) If your job at EPA requires you to have a computer you have a new friend. Many people are still computer- phobic, but EPA has plenty of PC support, including training. Two standard applications at EPA are LOTUS 123, a spreadsheet program, and WordPerfect a word processor. Computer Training We have mentioned computer training, but where do you get it? You may receive training on all the above computer programs (and much more) from the Washington Information Center or WIC. They have a half- day course on D-Mail, Introduction to WordPerfect and Lotus. The WIC is discussed in more depth under the Tools section Training and Development. Computer Training 260-3201 Electronic Mail, All in One (Dmail) One of the features on many of the PC's is electronic mail, better know as D-Mail. D-mail is fast way to send informal communications. 14 Tools for New Employees ------- Headquarters Buildings EPA is one of the fastest growing Agencies in the Federal Service. Because of this fact, EPA continues to expand its space Right now most of EPA Headquarters employees are located at Waterside Mall (WSM) in Southwest Washington, DC. In addition, the Fairchild Building (also in Southwest DC), and Crystal Station and Crystal Mall in Northern Virginia also houses Headquarters employees. In addition to OARM offices these facilities house training and conference space. To help employees move between all these locations, there is shuttle bus service between all EPA Headquarters locations; this is covered more in-depth under Transportation. You should always have your badge on your person. This badge not only allows you to enter any entrance to EPA, it also contains a magnetic strip that allows you to enter the garage at Waterside Mall, corridors at Fairchild, Crystal Station and Crystal Mall. This badge is the property of the Federal Government and as such will allow you easier access to other federal agencies, so take it with you on travel both within the local area and out of town. Tools for New Employees 17 ------- Library There are 28 EPA network libraries located in Headquarters and all 10 Regional offices and 13 laboratories. The libraries and other information services contain a combined collection of more than 136,000 books, 5100 journals subscriptions, 364,000 hard copy reports, 3,200,000 documents on microfilm and microfiche, 9,000 journal article reprints and 25,000 maps. The EPA Headquarters Library provides information services covering a wide range of environmental and related subjects of interest to EPA staff and the general public. The Headquarters Library collection includes 13,000 books, 625 current subscriptions to journals, abstracts and indexes, along with many other reference materials. Services offered by the Headquarters Library include Acquisitons, Cataloging, Circulation, Interlibrary Loan, Literature Searching, Reference, and Computer Assisted Literature Search Services. EPA Headquarters Library 260-5922 Access EPA Library and Information Services This publication provides background information on the collections of each of the 28 libraries and the wide range of general and specialized information services provided to EPA staff and other users. 18 Tools for New Employees ------- Mai/Service Regular Mail The mail room should be notified when a new employee comes on board. Mail is picked up 4 times a day from approximately 250 mail stops at Waterside Mall, Fairchild and Crystal Mall at 8:30 and 10:30 am, and 1:00 and 2:15 pm. Ask someone in your office where your nearest mailstop is. Write your office's mail code on the upper left hand corner of your envelope, near the return address. If you need to find someone's mail code look in the EPA Telephone directory. EPA mail service is for official government business only! Any mail that is apparently personal will be opened and returned. Pouch Mail Custom Designed Express Mail (CDEM) or Pouch mail is guaranteed next-day express service to all 10 Regional Offices, RTF, Cincinnati and Corvallis. All mail must be in regular envelopes, and fully addressed. All mail going to the above locations will be sent CDEM (Pouch), unless a package is too large to fit in the Pouch bag. (g^ Mail Room 260-2132 Tools for New Employees 19 ------- Supplies Now that you have arrived you will need supplies. You should contact your office's administrative officer or equivalent to procure the supplies you need from the EPA supply store located at MG100F East Tower. Each office is given a card that resembles a credit card. As supplies are needed a member of your administrative staff purchases supplies via this card. If you need to go to the supply store yourself be sure you get the card from the authorized staff person. Each office has their own way of procuring supplies. Check with your supervisor for this procedure. Supply Store 260-2135 20 Tools for New Employees ------- Training and Development The EPA Institute The EPA Institute began as EPA people teaching other EPA people and now encompasses the gamut of training opportunities, such as OPM-sponsored courses, and vendor training. It has grown from 16 courses at Headquarters in its first year (1986) to a national network of almost 500 courses. The EPA Institute prides itself on tailoring courses to the special needs of EPA employees. The Institute also provides a career development opportunity for those who share their expertise as instructors. The Institute offers courses in all the areas listed below and the number of specialized curricula is expanding. Washington Information Center (WIC) The WIC supplies computer support for the Agency. One of the many support functions provided by the WIC is its PC training function. Training is provided free of charge to Headquarters offices participating in the WIC's Operational Service Agreement (OSA). The WIC offers a full complement of PC courses covering the topics that are most requested by the Headquarters and Regional user communities. A course syllabus describing each of the classes is available in the reception area of the WIC. me 260-3201 Tools for New Employees 21 ------- Trove/ If your job responsibilities require you to travel more than twice a year you will need to apply for an EPA Diners Club Card. You will want to do this soon after your service at EPA begins; Customer Assistance can give you an application. It takes a few weeks to get a card, and having a Diners Club Card does streamline record keeping! Customer Assistance 260-5116 Federal Handbook on Travel Wealth of information on airline, hotels, per diem, etc. Your office should have a copy. In addition your office's support staff will help you learn the ropes of government travel. Travel Authorization Before you take a trip you will need to fill out out a Travel Authorization form (TA) in advance. Fill out as much as you can; your administrative assistant will fill out certain portions of the form, and the TA will need your supervisor's signature. If you need a travel advance, you will need to turn in the yellow copy of your T A to Customer Assistance at least ten (10) days before your trip. If you need an emergency cash advance, pick up a form from Customer Assistance to explain your circumstances. Remember when making travel arrangements for official government business, you must use government contracted carriers. It is easiest to go through Omega Travel, the official EPA travel agent. Omega Travel 9-863-1155 22 Tools for New Employees ------- Travel Travel Voucher When you return from your trip you will need to fill out your travel voucher. It is very important that you fill this form out properly to be reimbursed quickly. On this form you will find space for claiming all your travel expenses from airline tickets to mileage. Make sure you keep your receipts. You will need them to be reimbursed. Once you fill out your travel voucher, your supervisor will sign it and it will be sent to Customer Assistance. Put your phone number on the voucher just in case there are some questions that you need to answer concerning your travel expenditures. You should receive your reimbursement check in two to three weeks. Tools for New Employees 23 ------- We//ness Centerand HeaWiUnit Wellness Center EPA is proud (and rightly so ) to have one of the finest fitness centers in Federal Service. Early 1991 we opened a state of the art Wellness Center. The center has the latest CYBEX weight machines, free weights, stationary bikes, computer stair climber, and rowing machine. Locker rooms for men and women are equipped with a sauna; towel service is also provided. The Wellness Center also has fitness instructors to help you develop your own personalized workout routine. Aerobics classes are also offered at least three times a day. You can choose from high or low impact aerobics or a combination of the two. Wellness Center hours are Monday - Friday 6:30 a.m. to 6:30 p.m. Wellness Center 260-1118 Health Unit The Health Unit services are in conjunction with the Wellness Center. Employees with a GS grade of 14 or higher or 40 years of age or older are eligible for physicals. The Health Unit also provides allergy shots for employees. You can enter the Wellness Center on the first floor of the Southeast Mall (directly across from the parking attendent). Health Unit 260-4347 24 Tools for New Employees ------- Office of the Assistant Administrator Administration and Resources Management Christian R. Holmes (Acting) The Assistant Administrator for the Office of Administration and Resources Management is a presidential appointee and is directly responsible for ensuring administrative support for the programs of the agency through four key national functions: Administration Covering the areas of procurement, including Superfund contracts and cooperative agreements, grants to states, universities and other institutions, facilities management, and health and safety policies for the entire agency. Human Resources Management Encompassing recruitment, personnel, and training; Information Resources Management Includes Agency-wide automated data processing and procurement, data management and computer network design; and, Comptroller Including all the financial and budget policy and operations; The Assistant Administrator has a Deputy Administrator and a Program Operations Support Staff (POSS) that work with the Assistant Administrator (AA) overseeing the above. 25 ------- Christian R. Holmes, Assistant Administrator (Acting) Chris assumed the position of Assistant Administrator of 0 ARM in Fall of 1991. Before coming to OARM, he served as Deputy Assistant Administrator for Federal Facilities Enforcement with EPA's Office of Enforcement. Chris also served EPA as the Principal Deputy Assistant Administrator with the Office of Solid Waste and Emergency Response. Prior to EPA, Chris served as Vice President of The Cooper Companies and as Director for the US Trade and Development Program. He has received the Environmental Protection Agency Gold Medal and has received two Presidential Meritorious Service Awards. Chris received a Master of Arts Degree from Wesleyan University in Connecticut. 26 Office of the Assistant Administrator ------- Edward J. Hanley, Deputy Assistant Administrator Ed assumed his current position in October 1989. He served as EPA's first Director of Information Resources Management in 1984, and Deputy Assistant Administrator for Administration after joining the agency in 1979. Ed began his career in Federal government in 1965 as a Presidential Management Intern with the U.S. Post Office and later as a Special Assistant to Postmaster General Lawrence OUrian. Program Operations Support Staff Fredrick C. Carman, Director The Program Operations Support Staff has three primary functions for the Assistant Administrator. POSS controls OARM's resources, internal controls, and also has a Human Resources team. They support OARM in much the same way that offices in OARM support the rest of the Agency. Office of the Assistant Administrator 27 ------- Office of Administration John Chamber/in, Director The Office of Administration (OA) develops and runs EPA - wide programs in organization and management systems and services. It also manages the Agency's facilities, its property, and its space, as well as security and safety. OA develops policy, procedures, and operations for procuring goods and services for EPA through contracts, grants, and interagency agreements. The Office of Administration has an immediate office, five divisions and a project office: Safety, Health, and Environmental Management Division Management and Organization Division Procurement and Contracts Management Division Facilities Management and Services Division Grants Administration Division New Headquarters Project 29 ------- Safety, Health and Environmental Management Division (SHEMD) The Safety, Health and Environmental Management Division (SHEMD) establishes the occupational health and safety policies and procedures for EPA employees. This Division provides technical and environmental management programs, and is also responsible for Headquarters compliance with occupational safety and environmental health programs. Management and Organization Division The Management and Organization Division (MOD) is the organization within OARM that develops and promotes, on an Agency-wide basis, principles, standards, policies, and procedures governing overall organization and management systems. MOD also provides organization analysis, design, and review, and controls the overall organizational approval process. Procurement and Contracts Management Division The Procurement and Contracts Management Division (PCMD) conducts Headquarters programs for placing and administering contracts. PCMD develops EPA-wide procurement policies and regulations to implement the Federal Procurement Regulations. Activities include contract advertising, identification of sources, negotiation, monitoring, and termination settlement. PCMD also provides cost and price analysis service to Headquarters and field contracting operations. 30 Office of Administration ------- Facilities Management and Services Division The Facilities Management and Services Division (FMSD) handles a wide range of activities related to the management of EPA facilities and the administration of support services. These activities include administering EPA property, maintaining security, developing facility policies, and maintaining transportation, mail, and utilities services. Grants Administration Division The Grants Administration Division (GAD) develops and ensures implementation of grants. They administer all Headquarters grants programs, and coordinate applications with the Procurement and Contracts Management Division (PCMD) for those applications that have elements common to both grants and contracts. GAD also provides continious monitoring, analysis, evaluation, and reporting on grant program activities. New Headquarters Project The New Headquarters Project (NHP) is planning the new EPA Headquarters facility in Washington, D.C. The project office is responsible for defining the standards and building requirements, identifying the long term needs of the building site and structure, developing a building plan, and insuring that construction proceeds in accordance with the identified requirements. Office of Administration 31 ------- Office of the Comptroller David P. Ryan, Comptroller The Office of the Comptroller (OC) handles EPA's budget, and its fiscal resources. This includes analyzing programs and formulating budgets to support them; executing these budgets; and funding allotments and allocations. OC also develops and maintains accounting systems, fiscal controls, and systems for payroll and disbursements. The Office of the Comptroller has an immediate office and three divisions: Budget Division Financial Management Division Resource Management Division 33 ------- Budget Division The Budget Division is responsible for all budget activities within the Agency. The two primary functions of the Division are budget formulation and budget execution. The budget formulation function includes all activities associated with the preparation of the Agency's budget request to Congress. The budget execution function includes all activities associated with funds management, which includes providing budget guidance, liaison with Office of Management and Budget (OMB), reviewing legislation, disseminating policy, and developing operating year guidance. Financial Management Division The Financial Management Division is responsible for the Agency's financial management program. The Division develops fiscal policies and procedures; develops and implements financial information systems; directs the overall Agency financial reporting operations; develops Agency-wide accounting and fiscal services; and develops financial compliance and quality assurance policies and procedures. The Division also administers the Agency's financial information systems including accounting and payroll. Resource Management Division The Resource Management Division is responsible for evaluating and improving the management of fiscal resources. The Division manages the Agency's productivity, public- private partnerships and management controls programs. It also provides valuable staff assistance to the Senior Management Council and the Environmental Financial Advisory Board. In addition, the Division directs the audit resolution process within the Agency. 34 Office of the Comptroller ------- Office of Human Resources Management Kenneth Dowsey, Director The Office of Human Resources Management (OHRM) is responsible for the policies, procedures, program development and implementation of the human resources functional areas including personnel services, development programs, employee/labor relations, training, special employment programs, recruitment, workforce planning and measurement, performance and pay/incentive management, organizational development and the evaluation of Agency-wide human resources practices. The Office of Human Resources Management has six divisions: Headquarters Operations and Client Services Employee Participation and Communications Division Field Operations, Evaluations and Support Services Division Human Resources Development Division Executive Resources and Special Program Division Policy, Research and Development Division 35 ------- Headquarters Operations and Client Services The Headquarters Operations and Client Services Division (HOCSD) is responsible for many of the services usually associated with the processing of SF 52 actions including hiring, promotion, and classification actions. HOCSD is responsible for exercising the examining authorities delegated by the Office of Personnel Management. The Division also offers guidance related to staff development and innovative approaches to human resources management. Employee Participation and Communications Division The Employee Participation and Communication Division (EPCD) is responsible for conducting employee surveys, working with and fostering employee committees, coordinating with the Unions, and communicating important human resources information to employees. Work place issues such as AIDS, drug testing, and employee health are also handled by this Division. In addition, this organization initiates productivity improvement efforts. Field Operations, Evaluations and Support Services Division The Field Operations, Evaluation and Support Service Division (FOESSD) is responsible for working with Agency organizations to assure that all of EPA's human resources programs meet minimum standards and that sufficient resources are allocated to support them. In addition, the Division provides a full spectrum of program and administrative services to OHRM such as budget, information systems development and management, procurement activities, and other required support. 36 Office of Human Resources Management ------- Human Resources Development Division The Human Resources Development Division (HRDD) is responsible for carrying out all of the Agency's training activities. HRDD provides Agency sponsored training through the EPA Institute and facilitates access to outside training opportunities. In addition, the Division is active in transferring technology to states and local governments by working with Headquarters program offices and the Regional Institutes. The Division develops and implements policy for special employee development programs (i.e., intern programs, upward mobility, etc.) Executive Resources and Special Program Division The Executive Resources and Special Programs Division (ERSPD) is responsible for designing and providing management development programs (such as the SES Candidate Development Program). ERSPD provides personnel services for SES, special resources, and special appointment employees. The Division also supports the activities of senior advisory boards such as the Executive Resources Board. Policy, Research and Development Division The Policy, Research and Development Division (PRDD) is responsible for interpreting and implementing the Federal work force rules and regulations. PRDD assures that EPA human resources policies conform with Government regulations and manages critical personnel programs dealing with performance management, pay, work force planning, position management, and recruitment. It also offers organizational development assistance to client offices. Innovative program development and demonstrations are conducted through this Division. The Division also seeks to simplify and streamline processes through automation initiatives. Office of Human Resources Management 37 ------- Office of Information Resources Management Alvin Pesachowitz, Director The Office of Infonnation Resources Management (OIRM) manages information resources. The Office establishes policy, goals and objectives and develops annual and long-range plans and budgets for information resources. OIRM assists and oversees the performance of these activities when carried out by other Agency organizational units. The Office administers or oversees Agency programs for the library system and services, internal records management, and the automated collection, processing, storage, retrieval, and transmission of data by or for the Agency. OIRM also provides national program policy and technical guidance for acquiring all information technology systems and services. The Office of Information Resources Management has an immediate office and three divisions: Administrative Systems Division Information Management and Services Division Program Systems Division 39 ------- Administrative Systems Division The Administrative Systems Division (ASD) is responsible for developing, enhancing, operating, and maintaining national administrative systems which service all organizational elements of the Agency. ASD is also responsible for developing, operating, and maintaining integrated office systems for the Agency and for providing data administration services for EPA's administrative community. Information Management and Services Division The Information Management and Services Division (IMSD) serves as EPA's Data Administrator and is responsible for formulating and implementing the Agency's IRM program to oversee, evaluate, and enhance the collection, reporting, storage, manipulation, analysis, and use of information. Efforts are directed at improving the availability, accessibility, accuracy, timeliness, quality, and usefulness of information required to support EPA's analysis and decision making. IMSD provides library services including the operation of the Public Information Center and the Public Inquiries Reference Unit. IMSD also serves as the United States' focal point for the United Nations' Environmental Program's International Referral System. Program Systems Division The Program Systems Division (PSD) has general oversight responsibility for the development, enhancement, operation, and maintenance of the Agency's environmental, facility, and chemical automated data processing (ADP) systems in support of EPA programs. PSD serves as the principal point of contact in matters relating to information production for the Office of Enforcement, Office of Water, Office of Air and Radiation, Office of Pesticides and Toxic Substances, and the Office of Solid Waste and Emergency Response. PSD also operates EPA's Systems Development Center (SDC). 40 Office of Information Resources Management ------- Office of Administration and Resources Management RTP, North Carolina Willis E. Greenstreet, Director The Office of Administration and Resources Management in Research Triangle Park, NC provides the day to day support for the research and air programs located in RTP. Beyond these functions the organization has the lead role in a number of Agencywide responsibilities including: data processing and telecommunications, payment of all contractor invoices by the RTP Financial Management office, and contractual services to Regional and other offices. The Office of Administration and Resources Management in RTP has five divisions: National Contract Payment Division Facilities Management and Services Division National Data Processing Division Contracts Managment Division Human Resources Management Division 41 ------- National Contracts Payment Division The National Contracts Payment Division provides leadership, fiscal guidance, technical assistance and invoice processing services for all EPA contracts. The division also provides a full range of financial management services for EPA employees and offices at RTF. Facilities Management and Services Division The facilities Management and Services Division is responsible for operating twelve buildings and providing general support services for the thirteen hundred EPA employees located in RTP, NC. National Data Processing Division The National Data Processing Division manages the Agency's information processing resources and, in cooperation with the Office of Information Resources Management, works to ensure adequate future capability through planning, technology assessment, and procurement activities. The division also provides central computing, timesharing, data and voice telecommunications, distributed processing, customer support and training to the Agency. 42 OARM RTP, North Carolina ------- Contracts Management Division The Contracts Management Division is responsible for providing procurement support to the components of EPA that reside at RTF. The division also supports nationwide offices such as the Superfund Contract Lab program and the Office of Research and Development, as well as all ten regional offices for non-Superfund activities. Human Resources Management Division The Human Resources Managment Division provides comprehensive personnel and human resources services to all of EPA's activities at RTP. These activities include: recruitment and staffing; position management and classification; and labor and employee relations. OARM RTP. North Carolina 43 ------- Office of Administration and Resources Management Cincinnati, Ohio * William M. Henderson, Director The Office of Administration and Resources Management in Cincinnati, Ohio provides administrative support services to the Cincinnati Research Center and provides certain functional services to other EPA research laboratories. The Office of Administration and Resources Management in Cincinnati has four divisions: Information Resources Management Division Facilities Management and Services Division Contracts Management Division Human Resources Management Division 45 ------- Information Resources Management Division The Information Resources Management Division plans, coordinates, and carries out an aggressive program for the exploration of scientific and technical applications of computers with an emphasis upon minicomputers and microcomputers. Facilities Management and Services Division The primary function of the Facilities Management and Services Division is to support EPA's programs in Cincinnati and various other Office of Research and Development field locations in the areas of facility operations, construction, repair and improvements, space management, communication, personal property and supply management, shipping and receiving, and transporation. Contracts Management Division The Contracts Management Division provides contract management support for the EPA Office of Research and Development laboratories in Cincinnati, Ohio; Las Vegas, Nevada; Corvallis, Oregon; Edison, New Jersey; and other field stations around the country. 46 OARM Cincinnati. Ohio ------- Human Resources Management Division The Human Resources Management Division plans, organizes, directs, controls, and coordinates a personnel management program for the Center and its tenant activities which comprise approximately 900 employees. Ohio 47 ------- Office of Administration and Resources Management Las Vegas, Nevada The Office of Administration and Resources Management has a unique field office located in Las Vegas, Nevada. The office provides the full range of human resources services to a client population that is dispersed geographically (950 clients located in ten states). The Office of Research and Development is its largest client, with seven laboratories and four field stations. Las Vegas also has a Financial Management Center which serves as the national program manager for several specific functions as Grant Financial Management, Automated Clearing House, Treasury File Management System, Asbestos Grant/Loan Program and the Informant Fund. 49 ------- |
