                      VII.  USER'S MANUAL
     The purpose of this volume is to provide a User Manual for the
Office of Pesticides  Programs Pesticide Monitoring System.  The system
is intended to support the need for data regarding pesticide residue
levels in designated  transport modes throughout the nation.  Various
uses of the data are  as follows:

          to detect and quantify geographic and chronological
          variations  and trends in pesticide residue levels,

          to support  an alert level system using residue data to
          predict the onset of potential environmental problems,

          to support  management and regulatory deliberation and
          decision,

          to provide  a framework for intensified monitoring of
          potential problem areas, and,

          to ensure evaluation and dissemination of monitoring data
          on a timely, and systematic basis.

The Pesticides Monitoring System has been developed to integrate the
data available from five transport modes.  These are:

          Air, data collected through the National Air Monitoring
          Network,

          Estuarine,  data collected through the National Estuarine
          Monitoring Network,

          Humans, data collected through the National  Human Tissue
          Monitoring Network,

          Soils, data collected through  the National Soils  Monitoring
          Network, and

          Water, data collected through  the National Water  Monitoring
          Network.

     This volume  is divided  into  four sections.  These are:

          Instructions for Entering Data  into  the System

          Instructions for Report Generation

1.    INSTRUCTIONS FOR ENTERING DATA INTO THE SYSTEM

     This section provides instructions for entering data into the
Pesticides Monitoring System Data Base.  The  section is  divided  into
four subsections.  These  are:

          an overview of the design of the data base,

          a description of the data base update cycle,

          procedures for the input of data,

          correction procedures.

     (1)   An Overview of the Design of the Data Base

          The system data base contains data regarding pesticide usage
     and  residue found in the environment through five  different
     transport modes.  However, the type of information collected  in
     each type of system is similar.   The  categories of  data  are  as
     follows:

          data about the state in which information was collected,

          data about the site where the information was collected,

          data about the samples which were collected,

          data about the analyses that were performed on the sample,
          and

          data about the specific residues that were tested for or
          the specific compounds applied to a particular geographic
          area.

     Additionally,  the various survey designs and analysis methods for
     the  collection of data may require that:

          data be collected from more than one state

          data be collected from more than one site in  a state

          data be collected more than once from each site

          data be collected about several types of samples for each
          collection date and sample accession (Humans  only)

     data be analyzed in different ways for each type of sample
     (Humans only), and

     multiple residues be reported for each method of analysis.

The data base has been designed to allow for this one-to-many
relationship among the categories of data with a minimum of
duplication.

(2)  Description of the Data Base Update Cycle

     The edit/update cycle has been designed to accommodate
either edit transactions only or edit transactions followed by
updates of the data base if no errors were found.  In the edit
cycle each transaction is read and the fields are edited for
proper content.   No checking of the  data  base is made to see if
the transaction can be posted.   For  example,  for  a change  in
residue amount for a particular sample no check is made during
editing to see if a record corresponding to the sample already
exists in the data base.   The data  input  to the transaction is
validated for acceptable content; error messages are generated
for each invalid field;  and all transactions are left in their
original input files.

     In the update mode of operation, upon the  completion of
editing an individual  transactionra check is made to  see  if there
were any errors that would cause the transaction to  be rejected.
If there were errors,  the  transaction is  written to  one  of two
reject files, one used for humans data  and the  other for non-
humans data.  Two files are  employed  to accommodate the security
required of humans related data.  If there were no  errors the
system proceeds to check  the data base  to  see if the appropriate
state,  site,  sample, analysis, etc. records  exist.  If they do
exist,  the transaction is  posted and the  data base  updated.
Further,  if the  data  is  humans  related, the patient  i.d.  is
enciphered before storing to ensure privacy of the data.  Only
authorized individuals will be able to retrieve the  patient i.d.
in a decoded fashion.  If not all of the necessary records  exist,
the transaction is written to the proper reject file and error
messages are generated explaining why the transaction was in
error.

(3)  Procedures for the Input of Data

     Three types of operations  need  to  be  provided in any update
cycle:    addition, deletion,  and  change.  Certain information is
required in order to identify the input data request adequately
for the data base. A  set  of  guidelines for the information have
been developed.  Should these rules be violated, the edit procedure
will reject the  transaction.  The guidelines are  listed first for
humans data, then for  soil, water, air and estuarine monitoring
data, then for soils application data, and  finally the guidelines
for updating other data base information.

Humans Data

Input forms for human monitoring data may be found in Exhibit
VII-1.   Regardless  of  the  function to  be  performed the
following information must be provided:

     Summary (may be a blank or an H to indicate humans
     data)

     Action (a  blank or  "A" will mean an add, a "C" a change,
     a "D"  a delete)

     Hospital

     Patient I.D.

This information provides the minimum identification data
for a particular patient.

(a)  To delete  all  data for a particular patient the
     information above is all that is required.   To  delete
     all analysis data for a particular tissue type and
     analysis method entry,  the  user must  also provide the
     following  information:

        Tissue  Type

        Analysis Method.

(b)  To delete  a particular residue entry, the user  must
     additionally provide the following information:

        Residue Code.

(c)  In order to change residue related data,  all the
     information above is required plus the following:

     Trace  Indicator

     Residue Amount

     PPM/PPB

     Confidence Code

(d)  To change data  regarding a particular analysis (GC make,
     analysis date, lab, etc.) the following information is
     requi red:

     The specific items to be changed

All other patient-related data (age, sex,  collection  date,
height, etc.) may be changed  by entering  the  minimum
identifying data plus the individual items to be changed.

used for the collection of monitoring data for the soils,
water,  estuarine, and air  transport  modes.  Regardless of

     related data for all  samples  where  that  residue was  tested.
     Deleting other codes  such as a particular sample type will

     should be examined to determine  why the  transaction was rejected
     and what corrections are necessary.  The Project Officer  should
     then access and correct the rejected transactions (using  ALPHA).
     The next time  the  edit/update cycle  is run,  the transactions will
     be re-edited and,  if acceptable, the data base will be  updated.
     Any uncorrected or  improperly corrected transactions will again
     be rejected.

2.   INSTRUCTIONS FOR REPORT GENERATION

     This section describes the procedures for generating any of the
standard reports and how to  retrieve old data that is  no longer stored
in the data base.  The  reports  currently available are as  follows:

          Soil Site by Site

          Application Summary

          Air Site by Site

          Air Geographic

          Estuarine State Summary

          Estuarine Exception

          Water Geographic

          Water Site by Site

          Water Pesticide

          Humans Geographic

          Humans Demographic

          Individual Patient Summary

The specifications for each of these reports may be found in Exhibit
VII-6.

     To generate each of the reports the user signs on to the system
and "calls up" the report generator.   The report  generator  will then
prompt for any required input parameters such as dates, residues  wanted,
sample types,  etc.  The actual format  and data required for calling up
the report  generator and entering  parameters  may be obtained from the
system support Branch.   An example of how the generation of  a  report
would work  follows.

     To generate the Humans Demographic Report for all urine samples
(including surplus) collected in 1978, on an age/sex breakdown,  the
user would do the following:

          Sign on to ALPHA

          Call up the report generator

          Enter the Report Code for the report with input parameters
          enclosed in brackets,  individual parameters  separated  by
          commas

               The report code for the Humans Demographic report is
               HD

               The dates are entered in the CSD and CED parameters

               The tissue type is entered in the CTT parameter

               The basis is entered in the CB parameter  (lipid or wet
               weight,  valid  only for  Adipose  tissues)

               The sample design is placed in the CSDN parameter

               The summary level goes in the CSL parameter

               The demographic category goes in the CDC parameter.

Therefore, to generate  the  report,  the user might enter
HD [CSD(010178),CED(120178),CTT(04),CSDN(S),CSL(N),CDC(AS)].

The system will interpret the individual codes and initiate a batch
job for the generation of the report.   The job  will  be run on a  low
priority basis and the  output will be available to the  user at a later
time.

3.    INSTRUCTIONS FOR GENERATING RESPONSE TO AD HOC QUERIES

     Three ad hoc queries have been predefined in addition to the
reports available above.  These  are simple queries  and are used  as
examples of the types of queries that can be made.   The  report
variations available should answer a majority of the data needs,  but
simple queries can be formed and answered through a request to SSB.
Once the programs have been written they would be available for use
at any future time.

     The queries that have been predefined are as follows:

          "What are the residues codes, names, and classes  that can be
          reported?"

          "What sites are in state xx?"

          "What sites are used in the xxxx mode of transport?"

     Report specifications for these queries are found in Exhibit VII-
6.   The  method  for  generating  each of  these reports is as follows:

     (1)  "What are the Residue Codes, Names,  and Classes  that can be
     reported?"

          Sign on to ALPHA

          Enter the instruction to run the Residue Code Listing
          Program.

     (2)  "What sites are in state XX?"

          Sign on to ALPHA.

          Create an ALPHA catalogued user file  having one entry, namely
          the FIPS State Number for the state wanted.

          Enter the instruction to run the State-Site Program.

     (3)  "What Sites are used in xxxx mode of transport?"

          Sign on to ALPHA.

          Create an ALPHA catalogued user file  having one entry, namely
          the Transport Mode wanted for selection of sites  (A = Air,
          W = Water, S  = Soils, E  = Estuarine, H = Humans).

          Enter the instruction to run the Mode-Site Program.

     The exact  file  names and program names  to be used will  be provided
     at the completion of implementation.

4.    INSTRUCTIONS FOR FULFILLING OTHER DATA NEEDS
     For nonstandard data requests, the Project Officer must contact
the System Support Branch with exact details of what data is needed.
This procedure is to be used for such activities-as:

          retrieving data more than three years old

          inaugurating new reports

          developing new ad hoc queries.

As the Pesticides Monitoring System matures the frequency of such
nonstandard requests is expected to diminish.

DETAILED DESCRIPTION
      Input to the report program generator must  include the
 following parameters:

      1)  Parameter Summary - i.e. summary level wanted (National,
         State, Hospital, Region, Census Region , Census  Division)
      2)  Parameter Date Range - i.e. period of sample collection
         to be reported
      3)  Parameter Sample Type - i.e. tissue  type to  be reported
      4)  Parameter Source - i.e. HANES samples or regular survey
         samples
      5)  Parameter Basis - valid for Adipose  tissues  only.   i.e.
         residue levels to be reported on a % lipid extract or
         wet weight basis
      6)  Parameter Residue - i.e. which residues  to be reported.
         (Default is all residues tested)
      7)  Parameter Geography code list - Dependent  on Parameter
         summary, i.e. a list of which states, Hospitals, Regions,
         etc are to be reported
      8)  Parameter Amount - All samples use JOOO,  Positive .001
      For a break in Parameter Summary, a new page  is generated '
and  header information is printed including  the  current summary
level name (a particular state name, hosptial name,  etc.)

 the sites to be reported  by using the following Parameters:
      a) Parameter Source  -  i.e. HANES, or "normal" survey
      b) Parameter Site List - list of particular sites to  be
         reported.   (Default is all)
      c) Parameter Amount  -  all samples,  use .000, positive only,
      For each selected site record,  a new page is generated and
 heading information is provided including the site name, site
 city, and state name.

      For each sample  record within the selected site, detail
 data from the sample  record and patient sample records are
 printed.  Information includes:

DETAILED DESCRIPTION
         During  editing and updating of  the  Pesticides
  Monitoring System,  card images of regected transactions
  along  with associated error messages  are  written to an
  intermediate  file.   At the conclusion of  the cycle, the
  file is  sorted by input type and printed.
         For  each transaction rejected by the cycle,  the
  following  data is presented.
         a) An image of the transaction
         b) For  each error, an image of  the  transaction with
           asterisks  in the field that  caused the failure,
           a one character severity level,  and finally,
           a message  indicating why the field may or may
           not  be incorrect.
         A  new page is generated on a change  in the input type
  field.
