                 1987 ANNUAL REPORT ON AIR QUALITY
                           IN NEW  ENGLAND
       This report  represents  1987 annual air  quality information
for all states  in  New England.   The majority of  the data included
in  this  report  were submitted  to EPA  by the states  from  their
ambient monitoring networks in accordance with 40 CFR 58.  The only
data  from  industrial monitors  which have been included  are  from
EPA-required networks  in New Hampshire and from  Maine's licensing
program which supplements the state network.

       This  report  is   intended  to  list potential  nonattainment
areas  for  planning purposes.  The majority  of data  used has  been
evaluated  and  verified  by  EPA;  however,  for  the areas  listed as
nonattainment, the  data  may require further  evaluation by both EPA
and the states.

       Table  1  is a  summary  of  the status  of  the National Air
Monitoring  Sites (NAMS)   and  the State/Local Air  Monitoring  Sites
(SLAMS) submitting  data  to Region I.  This table  lists the number
of  sites  operating,  the required number  of  sites,   the  number of
sites  reporting precision  and accuracy  data,   and  the  number of
sites not meeting EPA minimum data capture requirements.

       Table 2  shows the number  of stations  violating the National
Ambient  Air  Quality Standards  (NAAQS)   and  the  total  number of
stations reporting data  during  1987.    There  were  no stations in
violation  of  the SO2 standards.   For  particulates,  three stations
were  in violation  of the 24 hour primary standard, and 20 stations
were  in  violation of the 24  hour secondary standard.   The annual
primary standard was violated at  six  stations.   Two stations were
in  violation  of the CO  8-hour  primary  standard, and no stations
were  in violation of  the 1-hour primary standard.  For ozone,  there
were  21  stations in violation of  the  1-hour primary standard.   No
stations violated the  NO2 annual  primary standard.   No stations
violated the quarterly mean for lead.

       Table  3  lists   every  state  site in   New  England.    The
information presented compares the measured values  to each NAAQS.
The   information included is the number of exceedences, the maximum
and  second high values,  and  the  annual  means  (geometric mean for
TSP,  arithmetic mean or average  for SO2, PM10  and  N02) •   Those
stations reporting a maximum above the standard,  but a second high
below the   standard  are  included  in  this table.  For intermittent
data,  an  annual mean  is not  valid unless  there are  four  valid
quarters.   To be considered valid  for TSP, a  quarter must have at
least five values;  and  if any one month is missing,  each of the
other two  months must have two  or more values.   For PM10, 75% of
the    scheduled samples must be available  for  a  quarter to be
validated.   For continuous data,  75  percent  of  the  year must be
available  to  calculate a valid annual  average.

       Table 4 shows the  number  of  stations violating the NAAQS by
Air Quality  Control  Region (AQCR),  as well  as the  total number of
monitors in each AQCR.  A map  delineating the AQCRs in Region I is
included at the end of this table (Figure 1).

       Table 5  has  been  developed to  point  out  areas  where air
quality  levels  have exceeded  the  emergency,  warning,  or  alert
episode levels.   An air pollution alert (warning or emergency) will
be  called  when  specified pollutant  concentrations  are  reached
provided that meteorological conditions  are such  that these levels
can be  expected  to persist for  12  hours or more.   In the case of
ozone,  an  alert   (warning  or  emergency)  will  be  called if the
situation  is  likely to  recur  within the next 24  hours.   Episode
levels were reached or exceeded  for CO at one site.

       Tables  6  and  7  list  the  precision  and  accuracy  data
submitted  by the  six New England  states.   The  95% probability
limits  for six  criteria  pollutants are given  as  a  network average
for each state.

       Table 8  lists the  results  from the  Region  I audit program
for TSP,  SO2,  CO, NO2,  PMio  and °3-   Tne  results presented on a
state-bystate basis  give  the number of satisfactory, marginal, and
unsatisfactory audits.

       Table 9  and 10,  respectively, list  the nonattainment areas
in New  England with  the  last reported violation and the attainment
and unclassified areas in which there were  recent violations of the
NAAQS.

       Following Table  10  is  a discussion of air  quality in New
England  for the  criteria  pollutants.    This discussion  includes
several charts of  selected air quality monitoring sites which show
a linear  regression  for  TSP,  Pb, CO, CO2,  and NO2  during the last
five years.  For ozone, a chart of the number of days  exceeding the
standard each year for the last  five  years is used.

                  1987 PRECISION AND ACCURACY DATA


       Current Federal  Regulations  require that each  state report
both precision and accuracy data from National  Air Monitoring sites
(NAMS) and  State/Local  Monitoring  Sites  (SLAMS).  Tables 6  and  7
list  the precision  and accuracy  data  submitted  by  the  six  New
England  States.   The data listed in  these tables  are calculated
from  a  known  standard  and  are arithmetic  averages  of  quarterly
summary  data.    The  accuracy  data  in  Table  7  are  only  for  the
lowest report  concentration  range.    For TSP,  the  accuracy limits
apply only  to  the flow measurement,  and the  precision limits  are
the 95% confidence limits between co-located monitors.

       From these  tables,  CO  has the  lowest  probability  limits;
they are generally within + 10%.   All the other pollutants reported
are,  in  general,  within  approximately   +   17%.     Although   no
acceptance criteria have been set by  EPA to date,  Region I expects
this type of performance  to be satisfactory.  For comparison,  the
1986 National Statistics are also included in Tables 6A and 7A.

       Several   States  have   shown  a  deterioration  in  these
parameters.   This is primarily a result of aging equipment.

             REGION I 1987 PERFORMANCE AUDIT PROGRAM

     Region  I   conducts   an  audit  program  to  determine  the
performance  of  ambient air  monitoring systems  and to  provide
their  operators  with  technical  assistance  in  improving  data
quality.  Continuous air monitors are audited by allowing them to
sample  gas  mixtrues containing  known  concentrations of specific
pollutants  and  noting  the analyzers' responses.  High-volume air
samplers  for TSP,  lead and  inhalable particulates  (PM-10)  are
audited  by  attaching  a  flow reference  device and  comparing  a
known  air flow  rate with the rate  recorded  or indicated by the
sampler.

     A  total of 74 audits were  conducted  in the six New England
states  for  particulates  (TSP, lead, and  PM10) , SO2, CO,  N02 and
ozone  by personnel from Region  I.   In general, the results were
very  good  with  70 audits   (95%)   satisfactory,  3  audits   (4%)
marginal,  and only 1  audit   (1%) unsatisfactory.   These results
are similar to  those achieved in 1986.

     Particulate sampler  audit results were  relatively unchanged
from  1986,   during  which  4%  of  the audits  were  marginal and  3%
were  unsatisfactory.    In 1987,  5% were  marginal,  and  3% were
unsatisfactory.

     Sulfur Dioxide and ozone audits  were generally good in all
six states.

     Table  8 summarizes  the results  of  the  audit program on  a
state-by-state  basis.

     The next several pages contain a discussion of the air quality
for each  of  the New England  States.   The data  for  these analyses
were collected by the New  England  States  and were  submitted to EPA
in fulfillment of the Federal monitoring requirements.

           1987 CONNECTICUT AMBIENT AIR QUALITY  SUMMARY

TSP/PM10
     The  highest  annual  geometric mean  for TSP  was  measured  in
Hartford at  63  ug/m3 or 84%  of  the  annual primary  NAAQS.   Annual
geometric  means  were  76% of the standard  in  Waterbury,  71%  in
Norwalk.  The maximum second  highest  daily average was measured in
Hartford and was 79% of the primary daily NAAQS.
     There are four PM10 sites, in Bridgeport, New Haven, Waterbury
and West Haven.  Only  the site in New Haven reported levels  above
the new PM^Q annual  standard.  The other  sites'  values ranged from
61% to 67% of the new standard.

Pb
     There were no violations of the  NAAQS reporting in 1987.  The
highest quarterly average  was measured in New Haven at 15% of the
NAAQS.   Waterbury had the second highest quarterly average at 9% of
the  standard.    In  general,  lead  levels  are  lower than  those
reported in 1986,  1985,  and 1984.

CO
     There were no  exceedences of violations of the  1 hour  NAAQS
reported  in  1987.   Hartford reported  violations  of the  8-hour
NAAQS.   In total,  seven 8-hour violations were reported in 1987.
The CO trend plot shows a slight downward trend in  mean CO levels
over the past five years, in Hartford.

S02
     No violations  or  exceedences  to the NAAQS were  reported  in
1987.   The maximum SO2  annual averages occurred in New Haven at 50%
and 45% of the  standard.  The highest second high 24-hour average
occurred  in  New Haven  at 49% of  the NAAQS.   The  SO2  trend plot
shows and  increase  in  mean S02  levels  in New Haven over the past
five years.

NO2
     The  N©2 sites  in  Bridgeport,   East  Hartford  and  New  Haven
reported  values of  52%,  40%  and  56%  of  the  annual  standard,
respectively.   These   values are  generally  in  line with  those
reported in 1986,  1985 and 1984.

°3
     Every  site  in Connecticut  measured   either   exceedences  or
violations of the primary  NAAQS, except one  site in East Hartford.
The highest  second high daily maximum reading during 1987 was .174
ppm, which  occurred in Stratford.   The  03  trend  plot  shows the
five year trend in readings over the NAAQS for the Stratford site.

               1987  MAINE AMBIENT AIR QUALITY SUMMARY

TSP/PM10

     A Primary  National  Ambient Air  Quality Standards (NAAQS)  TSP
violation  and  three  exceedences were  measured  in  Maine.    The
violation was  in  Presque Isle.   Secondary TSP standards violations
were  reported  in   Bucksport,   Winslow,   Thomaston,  Millinocket,
Auburn, Bangor, Madawaska,  Oxford County,  Presque Isle, Washington
County,  and  Westbrook.    Exceedences  were  reported  in  Augusta,
Berwick,  Lincoln  and  Portland.   There were no violations  of  the
annual standard.  The annual geometric mean was 71% of the NAAQS in
Bangor, and 59% in  Presque Isle.  The TSP  sites  with the best air
quality were  Acadia National  Park and Bridgton which both reported
levels of 17% of the annual NAAQS.
     Thirteen  sites were operated to measure PM10.   Only Presque
Isle had  a violation  of the standard.   There was  one exceedence
measured in Madawaska.

Lead
     There  were no violations  of the  quarterly  lead  NAAQS.   The
highest statewide concentration was  measured in Portland  and  was
18%  of the  standard.    Maximum  levels,  measured  in Bangor  and
Presque Isle,  were  approximately 8%  of the  standard.   Lead levels
generally followed  a decreasing trend throughout the State.

CO
     The  only  CO  monitoring  site   in  the  State  is located  in
Portland.      There  were  no  violations  to the  Maximum  1-hour
standard measured levels were  24%  of the national  standard.   The
maximum 8-hour  measurement was  63% of the  standard.   The five year
trend in Portland shows a very slight upward trend.

SO2
     There  were no  violations  or exceedences  of the  standard in
1987.  The highest annual arithmetic mean was  in  Lewiston,  at 29%
of the  standard.    The highest  24-hour average was  in Rumford,  at
70%  of the  standard.    The five  year trend  in  Lewiston  shows  a
decreasing trend,  which is consistant with previous years.

NO2
     Maine is not required to monitor NO2.

03
     Of  the  ten  sites   operated  in  Maine,  seven  monitors  had
exceedences or violations of the NAAQS.
     The highest value recorded  (.156 ppm) was measured at the Cape
Elizabeth  site.    The value was  130%  of  the  NAAQS.   The  site
measuring  the  lowest  values  is located  in Bigelow.    This  site
measured a maximum  value of .079 ppm or 66% of the NAAQS.  The five
year trend  of the number of days over the NAAQS shows a consistant
pattern for the last  five years  of  1 to 4  days per year over the
standard.

           1987 HASSACHUSETTS AMBIENT AIR QUALITY SUMMARY

TSP/PM10

     The primary annual  and the secondary  24-hour TSP NAAQS  were
violated at only one site in Massachusetts,  the City Square site in
the  Charlestown   section  of  Boston.     Two  other   sites,   the
Southhampton Street  site in  Boston and the  East  Columbus  Avenue
site in Springfield,  reported  violations to the  secondary 24-hour
NAAQS.   TSP sites with the highest  annual geometric means
were located in Boston,  measuring  143%  and 84% of  the  NAAQS.   The
highest second maximum daily TSP values were measured  in Boston at
112% of the  secondary NAAQS.   The lowest TSP  levels were measured
at  a  rural  background  site  in Ware  with levels at  21% of  the
primary annual geometric mean,  and  23% of the  secondary NAAQS.
     For PM10 there are  seven  sites operating  in  Boston,  Lawrence,
Springfield and Worcester.   No sites are  in  violation of the new
     standard.
Lead
     Routine   monitoring  for  lead  began   in   1982   with  sites
established  in Boston,  Lowell,  Springfield  and Worcester.    No
violations to the quarterly  lead NAAQS  have  been reported from the
present network to  date.   Maximum quarterly lead levels decreased
from 1985  and  1986  levels at all  sites.   The highest  site in the
State was in Springfield with a maximum quarterly average of 11% of
the NAAQS.  Maximum quarterly lead levels from other urban areas in
the state ranged from 3% to 8% of the NAAQS.

CO
     No exceedences to the 1-hour NAAQS were reported for the seven
sites  which monitored  CO in  the State  for  1987.    One  site  in
Worcester and one in Springfield reported exceedences of the 8-hour
standard .
     The  highest  second  maximum  1-hour average  for the  State  in
1987 was  measured at  the Central  Street Fire Station in Worcester,
at  49% of  the i-hour  NAAQS.   The  highest  second  maximum 8-hour
average for the State was measured at the East Columbus Ave site in
Springfield, at 99% of the NAAQS.

SO2
     There  were  no violations  of the  NAAQS at any of the eleven
sites  which reported  SO2 data  for 1987 in Massachusetts.  Maximum
S02  levels for Massachusetts on  an  annual  basis  were  reported in
Boston at the  Kenmore Square site at 55% of the the annual NAAQS.
Minimum SO2 levels  on an annual basis were measured in Ware at 15%
of  the  NAAQS.   Highest second  maximum  daily  SO2   levels  were
reported  for Fall River and Springfield at 38% of the NAAQS.

NO2
     In  1987,  six sites collected NO2  data  in Massachusetts.   The
maximum  site  in the  State was located in Kenmore Square, Boston,
where  the annual mean was 76% of the NAAQS.

     As  in  past years,  ozone violations  were  reported throughout
Massachusetts for  1987.   Exceedances were recorded at eight out of
fourteen sites which operated in 1987.  The maximum daily value for
1987 in Massachusetts was recorded in Sudbury at  .143 ppm.

           1987 NEW HAMPSHIRE  AMBIENT AIR QUALITY  SUMMARY

TSP/PM10

     New Hampshire  had  no  violations or exceedences of the primary
TSP NAAQS in 1987.  There were one violation and two exceedences of
the secondary standard.
     The  air  quality   in  Berlin  is  influenced  by  manufacturing
activity at  a  local paper mill.   The annual geometric means for
other  areas   in  New   Hampshire  were  55%  of  the  standard  in
Manchester, 53% in Nashua and 76% in Portsmouth.  Background levels
in Hollis are 39% of the annual standard.
     Three  PM^0  sites  were  operated   in  New  Hampshire  in  1987.
Three in Berlin,  one in Manchester  (with two  samplers) , and a new
site  in   Portsmouth.     None   reported  any   violations  of  the
standards.

Lead
     There were no lead violations  reported in  1987  at the eight
sites which monitor this pollutant  in  New  Hampshire.   The highest
site—a microscale  site in  Concord—reported a  maximum quarterly
average which was 6% of the NAAQS.  The lowest  site in the State,
which is located  in Hollis,  had a maximum  quarterly average of 1%
of the standard.

CO
     No violations  of  the  1-hour  NAAQS  were  reported  in  1987 ;
however,   a total  of  four  violations of  the  8-hour  NAAQS  were
monitored  in  Manchester  for  1987, compared  to  nine  violations
reported  for  1986.    The  maximum 8-hour  level  was  116%  of the
standard in  1987.   For Manchester,  the  frequency  of  violations
decreased in  1987 while the magnitude  of the violations increased
significantly.

SO2
     No violations  of  the  NAAQS were monitored in  1987.  The last
violation measured  in  New Hampshire occured in  1980  at a site in
Berlin.

N02
     Only one site  in Manchester collected  N02 data in  1987.  This
site was 40% of the annual aritimetic mean.

03
     There were two sites  with violations  for 03 and another with
an exceedence  of  the 1-hour standard.    The highest 1-hour maximum
was in Rye Harbor at 150% of the standard.

           1987 RHODE ISLAND AMBIENT AIR QUALITY SUMMARY

TSP/PM10

     For TSP,  one violation and  two exceedences  of  the secondary
24-hour  NAAQS  were   reported  in  1987;   all  were  measured  in
Providence.    An  annual   geometric  mean  equal  to  the  annual
secondary  standard was  reported  at the  Health Dept.  Parking Lot
(State  Street)  site.    This  value  is  equivalent to  80%  of the
primary  TSP  annual  standard.    The  Sabin  St.  site,  also  in
Providence, had the highest 24-hour  average,  at 84% of the primary
24-hour TSP standard.   The  lowest levels in the state were measured
at the University of Rhode  Island's  Alton  Jones campus.  At 24% of
the primary  annual NAAQS  and  25% of  the  24-hour standard, these
background levels are slightly lower than last years.'
     For   PM^o,   two  sites   in   Providence   and  Pawtucket  were
operated.  Both sites reported levels below standards.

Lead
     There were no calendar quarter arithmetic means measured which
were  greater either than   the primary or  the secondary  NAAQS in
1987.  The second highest quarterly average occurred at Westminster
Street  at  9% of  the  standard.    Pb levels have  shown a decrease
from 1982 to 1987.

CO
     There were  no exceedences  of the 1-hour NAAQS in  1987.   CO
levels measured at the Dorrance  Street site in Providence continue
to show a downward trend.

S02
     No violations of  NAAQS were  reported  in  Rhode Island over the
past  six  years.   The second highest 24-hour value was reported in
Providence at 43% of the 24-hour  standard.   Levels at the Dorrance
Street  site  showed no significant increase over those measured in
1986.

N02
     The  only NO2 site in Rhode Island,  located  in Providence,
reported  an  annual average which was 50%  of  the  standard.   This
annual average equaled last year's value.

°3
     The highest  second high  daily maximum value reported in Kent
County  (Alton Jones) was .162  ppm, (130% of the NAAQS) which is the
same  as the  1986  value of  .162 ppm.   The highest second high daily
maximum value  in  Providence was  .135  ppm  or  approximately 108% of
the NAAQS.  Seven days were measured over the standard at the Alton
Jones  site,  while  2  days  over the  standard  were  measured  at the
Rockefeller  Library  site  in  Providence.    The  five year trend
illustrated is for the Alton Jones site.

             1987 VERMONT AMBIENT AIR QUALITY SUMMARY
TSP/PM10
     There was one  exceedence and one  violation of the  secondary
TSP  24-hour  standards  (150  ug/m3)  observed  in  Vermont  for  1987.
The  violation  occurred at the  Rutland site  where  a value of  183
ug/m3 was recorded.   The next highest  value  at  this site was  177
ug/m3.  The  exceedence occured  at the Barre  site,  where  the  value
was 151 ug/m3.  Maximum 24-hour TSP levels  for the  rest of Vermont
were  below  the NAAQS.   The  1987  daily maxima  for each of  these
sites ranged from 138 ug/m3 in Burlington to 65 ug/m3 in Randolph.
The annual geometric  mean  for Barre  was 76%  of  the primary  annual
NAAQS, while  Burlington TSP  levels averaged  55% of the  standard.
Levels  at the  remaining  sites  were  all  less  than  53%  of  the
standard with the  lowest levels measured at  the Randolph site,  at
35% of the standard.
     For  PM10,   eight  sites  are  being  operated.     All   show
attainment.

Lead
     Vermont is  not required to and does not operate  a monitoring
network for lead.
CO
     Carbon  monoxide is  monitored  only in  Burlington.   Maximum
levels at this site were  34%  of  the  1-hour  NAAQS and 73% of the 8-
hour standard.  These levels were lower than 1986 maxima.  The five
year trend line for Burlington shows a slight upward trend.

S02
     The Burlington  site  is the  only site which monitors SO2 year-
round  in  Vermont.    Levels  at this  site for 1987 were  13%  of the
daily  NAAQS  and 19%  of  the annual  NAAQS.   Monitors  in Barre and
Rutland operate  from September through  April  each heating season.
Maximum levels at these two sites were 19% of the daily  standard in
Barre  and  28% of  the daily  standard in Rutland.   The five year
trend  line for Burlington shows a slight downward trend.

NO2
     N02  is  monitored at one site  in Burlington.   The arithmetic
mean for 1987 is 38%  of the annual NAAQS.

°3
     No violations of the ozone NAAQS were monitored in  Vermont for
1987.   The maximum  daily values for  the year were  0.101 ppm for
Bennington  and  0.089  ppm  for  Burlington.    Ozone   levels have
remained  relatively  stable  in  Vermont   since  1981  and  show
attainment through 1987.
