INTRODUCTION To RODS ON CD-ROM
Introduction
The CD-ROM contains the complete text of
the official Records of Decision (ROD) docu-
ments signed and issued by EPA. The CD
also includes attachments, images of site
maps, figures and data tables. The CD-ROM
allows easy searching by site name, loca-
tion, EPA ID, ROD issue date,"EPA region,
contaminant, and words and phrases ap-
pearing in a ROD document. Full text search-
ing of the entire ROD text is available and
images may be viewed directly.
Background
The purpose of an EPA ROD is to evaluate a
Superfund site with the goal of protecting
human health and the environment while
ensuring consistency of evaluations in con-
tamination and cleanup of all Superfund sites.
The ROD is a public document signed by the
appropriate Regional Administrator which
details how to cleanup, cost estimates, and
EPA's responsiveness to the public com-
ment summary.
The ROD may be litigated. Thus, it is impor-
tantto have all current updates to the signed
EPA decision. The ROD may be amended
with an Amendment or supplemented by
an Explanation of SignificantDifference (ESD).
A Superfund site may have multiple RODs,
as each Superfund site may be further rede-
fined as Operable Units. This allows EPA's
decisions to evolve as new technology pre-
sents itself. Average cleanup time for a Su-
perfund site can range from 12 to 100 years.

Search Fields Defined
A search can be conducted on site name, city, state, remedy selection, key contaminants
and the full text of the ROD. The searchable fields are defined below:

range may be used.

(e.g., surface water, soil).
Key words and phrases found in a ROD.

Helpful Hints on Search Strategies
Supplement for CD Answer (RODS)
Welcome to the Office of Emergency and Remedial Responses' RODS on CD-ROM. You will find
this application both user-friendly and as current as possible. Hopefully, this supplement, in addition
to the general documentation enclosed with the CD, will be most useful to you during your searches
for relevant cleanup information.
In order to search for a particular term, enter the term by either using the browse window (available
by using the F2 function key) or typing in the term directly into the desired field. Multiple search
terms may be separated by logical operators (AND, OR, NOT), proximity operators (ADJ, SAME,
NEAR) in addition to the valid truncation symbols ("?","*"). Examples of these operators are shown
below:
In general, the logical AND/NOT operators decrease the size of your result. The logical OR operator
increase the size.

Proximity Operators:
Proximity operators enable the user to search for documents based on the proximity of one term to
another. The valid operators are:
ADJ The search terms must appear within X words of one another.
SAME The search terms must occur in the same field.
S AMES The search terms must occur within the same sentence.
NEAR The search terms must appear within x terms of each other. The order in
which they appear is irrelevant. If x is omitted, CD Answer will default to 1.
This operator works in the same way as ADJ.
Examples of proximity operators are shown below:

HARDWARE REQUIREMENTS
2.1 Hardware RcquircmcnLi;
The following hardware is the minimum configuration required for
running PRODUCT. The dala retrieval speed of PRODUCT is
partially dopcndcnl on (lie hardware. In general, (lie more memory
and hard disk capacity yon have, (he belter performance you will
experience.
Computer:

least 512 KB real memory (at least 384
KB free memory) and one 20 Ml) hard

In order to search for n parficiilnr term, iiiimbcr or iiiiinc in one of
Ilic search Fields in your search screen, type the Icnii, number or
name inlo [he lield and pre.ss . Multiple search criteria
may be enlered inlu a lield and cumicclcil with logical operators. A
search screen with such end its is called a search strategy. Search
strategics may contain' very wnplex combinations of .search
criteria.

You can move between scarcli fields in the search screen using the
arrow keys or PgUp and PgDn. The scroll bar on the rightmost
border of the search screen indicates whether there arc search
fields above or below (he visible screen. Yon can move to any field
above or below Hie visible su-cii using (he PgUp and PgDn keys.
To search for an item in the database, you type a valid search
request into one or more search fields (or use the Browse facility to
gel a search term and cuter it into n search field, as explained in
Chapter 4). A valid search - equcsl contains one or more search
terms. Multiple scarcli tern may be separated by logical
operators, proximity operators, or blanks. A search request inny
also contain truncation symbols, parentheses, or quotation marks.
Each of these search elements is described in the sections below.
3.1.1 Logical Qperntorf
Logical operators enable you to search Tor docuin -its in (he
database based on more than one term. For cxairplc, you might
have a search screen that has the field Currency. You might waul
lu search in this field for DOLLARS or POUNDS. You can enter
both item*, in the field, separated by an OK. This enables you lo
search for documents Hint contain cither term. Similarly, you
might want lo search for documents (hat contain both lerin.s. In
this rase, you would use an AND lo cuiuiecl Hie ICIIILS.
You can also scarcli for documents that do not contain a certain
term. For example, you might want lo search for nil Jocmncnls
except those that contain POUNDS in the currency field. In this
case, you would put a NOT operator in fronl of POUND in the
currency field.

3.1.2 Proximity Operators
Proximity iterators enable you lo search for documents based on
the proximity of one term lo another. For example, you might
have a newspaper database in which you want lo find all documents
that have a title lie III with the words SENATE and 11UDGET within
5 words of each oilier.
Proximity searches also enable you to find documents in which (he
specified terms appear together in the same sentence. Fur example,
in (he newspaper database you might want to nnd all documents
(hat have the words HEARING and CLOSED in the same sentence.
A proximity search can be particularly useful if you have an
application with only a word index but waul lo find somebody
based on the fii-sl and last name. For example, if your newspaper
database is indexed only by word, then the Icrm GEORGE DUSII
will not be included. Each term will be included separately:
GEORGE and BUSH. Therefore, lo search for George Bush you
would have lo search for GEORGE AND BUSH. This search will
return every George (for example, George Harrison) and every
Hush (for example, Barbara Bush). However, you can use a
proximity search lo search for only the Georges (hat appear within
I word of the (cnn Bush. The example sccllon below includes (his

3.1.4 Utilises and Phonetic Searches
There arc several other types oF searches available in CD Answer.
You can search For a range oi numbers or dates, all numbers
greater than or less than a .specilied number, all documents with no
entry in a field, and all documents with an entry in a specilied
field.
In addition, there i.s 'phonetic searching capability so (hat you ran
search lor all words (hat are nliunclic equivalents. For example,
you might know a person's name, but not know (he exact spelling.
You can search l»r ;ill naim- 'l,:,t .sound (lie same, such us Mayer,
Meyer, and Meier, by using :i phonetic search.

The Browse window enables you to look nl the lisl of index terms
available for a search field. Each search field can have a different
index.

is AND. The operators AND^OK, or WITHOUT can be used to

You can use Connection in cither Simple or Editable mode. You
set this option using the V9 Options/Search Options dialog box. .

When you first enter PRODUCT, the default scnrcli screen is
opened. This is a secondary window. All windows except the

(up to 18) secondary windows, enabling you to have multiple search
screens and display screens open at the sonic lime.
Secondary windows arc arranged in a hierarchy, with parent
windows and child windows. A search window Is a parent window,
and all display windows resulting from that search window arc

from a search screen and (hen use Display to display a document in
a full or list screen, the display screen is automatically put into a
new window. This window is a child of (lie parent search screen
window.
The system numbers all open wllwindows to show the relationship
bet ween winds. For example, the first search window for the
lirsl application opened would be assigned the number l.J. All
display windows opened from this window will be numbered 1.1.n,
such as 1.1.1, 1.1.2, 1.1.3 and so on. This enables you to sec your
window hierarchy.
The window operations only work at the current level. For
example, if you arc in a display window and use the Next Window
option, you will cycle through all the 1.1.n display windows. To go
back to the parent search window you must use the Search
command. Yon can tell which window you arc currently in (the
active window) by the border style of the window. The active
window has a double border and all other windows have n single
border.

When you are In a Display Window, Ihe only active items on the Options
menu are Display and Mask Language. The Mask Language option is

Fields lo Include
The Fields lo Indude setting enables you to select the fields in the records
of the found set thai you want lo export.
You can select any of the fields from Ilic current Database Definition for

the primary window are secondary windows. You can liavc multiple
secondary windows, enabling you to liave multiple search screens and
display screens open at the same lime.
Secondary windows are arranged in a hierarchy, wilh parent windows
and child windows. A search window is a parent window, and all display
windows resulting from Uial search window are child windows of that
parent window. When you perform a search from a search screen and
then use Display to display a record in; full or list display screen, the
display screen Is automatically put into a new window. This window is a
child of the parent search window.
You can tell which window you are currently In (the achve window) by Ihc
lillc bar of Uic window. Tlic Ullc bar of Die active window is hichliBhtcd.
Aflrr you luvc performed »search niul displayed sonic locuuk. you will
have one parent window and several cluld windows (cadi new search
result is automatically placed In a new window). If you want to |>crform a
different search, you can either use Uic same parent window or open a
new parent window. If you want to look al Iwo different searches on (he
screen, you sliould o)>en a new sc.irH. window.
Once you have tlie new window, you can perform another search with the
current search screen, or use llie Search Options: Search Format option to
select a different search screen for the window You can then perform the
search and display (lie records. The records will be displayed in child
windows.
You can use Tile or Cascade Windows lo set tlie default behavior for how
new windows are displayed.
When you close a window, the system closes all of its child windows. For
example. If you close a search window, all the display windows will also
be dosed.
