This memorandum transmits the Mid-Year RECAP FY 2001 Measures of Success
("MOS") Management Report which covers the FY 2001 OECA Measures as required by the
Reporting for Enforcement and Compliance Assurance Priorities (RECAP) system. The RECAP
system details the compliance assurance and enforcement performance measures. Since the
Regional Program Status Reports (PSRs) are produced annually, the Mid-Year RECAP MOS
Report will serve as the basis for Program review to be used by the Office of Compliance's
Regional Analysts as well as by OECA management until the next round of PSRs are produced
at the end-of-the-year.
This Mid-Year Report now includes a section on our inspections and investigations
within the MOA priority areas. Given that reporting on MOA priority activities is new for
certain programs, it is my sense that the data hi the Report under represents the actual amount of
activity occurring in our priority areas. I ask that the Regions pay particular attention to this
section and to additional guidance that will be provided later this summer on how this data
should be reported so that the data systems present a more complete picture for end-of-year

Furthermore, there are still instances in Regional projections of enforcement and
inspection activity where mid-year actuals are higher than end-of-year projections. These
projections serve an important role in program management; therefore, I would ask that they be
given careful consideration by the Regions.
