                             INTRODUCTION
     An aerial survey of solid waste disposal and open liquid chemical
storage/waste holding and disposal facilities in the greater Los
Angeles area, San Fernando Valley, Santa Clara River Valley, River-
side and the Simi Valley, California areas was conducted on May 10
and 11, 1978.  This survey was conducted by the National Enforcement
Investigations Center (NEIC), U.S. Environmental Protection Agency
(EPA), at the request of the Vector and Waste Management Section of
the California State Department of Health and EPA Region IX.  This
study resulted from the implementation of the Resource Conservation
and Recovery Act (RCRA) which requires the periodic inventory and
continuing surveillance of industrial, commercial, municipal and
private facilities in addition to remote sites where hazardous wastes
are disposed.  State of California personnel will use the results of
this survey  to perform on-site investigations of each facility as
deemed appropriate.

     Aerial  reconnaissance and remote sensing techniques were em-
ployed by NEIC to  conduct a  detailed inventory of the hazardous waste
disposal sites within the designated study areas.  Color aerial photo-
graphs (70 mm),  obtained using a  hand-held camera in a  light aircraft,
were  used to document the presence of solid  and  liquid  waste disposal
sites within industrial  facilities.  Also documented were casual dis-
posal  sites,  typical solid waste  disposal sites  (sanitary land  fills)
and  licensed hazardous waste disposal facilities.  The  remote sensing
data  were also reviewed  to detect any illegal or promiscuous dumping
located  either within  industrial  facilities  or  at remote sites  and  to

detect unauthorized disposal  of liquid wastes at solid waste disposal
sites.  Also documented were visible environmental  effects of dis-
posal practices such as surface run-off patterns, surface leachate
flow, and damaged or stressed vegetation in the immediate environs of
disposal sites due to liquid leachate and the escape of volatile
(gaseous) substances.

     The identification of a given facility by name was provided by a
State of California Department of Health employee present on the air-
craft during the survey.

     Also included in this report is the results of the aerial survey
of the  solid and liquid waste disposal facilities within the Spreckel
Sugar Refinery located south of Salinas, California.  The survey was
conducted on February 8, 1978, also at the request of the Vector and
Waste Management section of the California State Department of Health
and  EPA Region IX.

                        SUMMARY AND CONCLUSIONS
     An aerial reconnaissance survey of numerous solid waste disposal
and open liquid -storage/waste holding and disposal facilities was
conducted in the greater Los Angeles area, San Fernando Valley, Santa
Clara River Valley, Riverside and the Simi Valley areas of California
was conducted.

     The aerial reconnaissance photographic film was interpreted and
analyzed in the NEIC Remote Sensing Laboratory.   Any significant indi-
cations of the disposal of solid and liquid waste material are reported.
Also, any significant (visible) environmental effects in the immediate
environs of the disposal site are reported.

     There were numerous gravel pits located from San Bernardino to
Baldwin Park and Azusa, that were being used for solid and liquid
waste disposal.  In many areas of these pits there was standing water
which may have been due to the heavy rains earlier this year or actual
encroachment into the groundwater strata.   This may be a potential
source of groundwater contamination in these areas.

     In the Baldwin Park area there was a solid waste landfill that
was reported to be accepting both solid and liquid wastes.  Also in
Monterey Park there was evidence of liquid disposal  into an open area
that may have been a sanitary landfill.

     In the Burbank-Van Nuys area there were several large gravel
pits that displayed indications of having been used as a disposal
site for solid and liquid waste materials.  Standing water was also
present in some areas of the pits.  This also maybe a potential
source for groundwater contamination in this area.

     On the outskirts of Simi Valley there was a waste disposal site
into which solid and liquid waste material was being disposed.  There
were several ponds located in this site.

     There was a disposal site located within the sand dunes along
Mondalay Beach west of Oxnard that appeared to be used for oil sludge
disposal and drying.

     There were numerous industrial sites throughout the study area
whose disposal practices in and around the facilities that appeared
to be quite deficient and neglected.

     Also included in this report is the results of the aerial recon-
naissance of the Spreckles Sugar Company waste disposal facility at
Salinas, California.  The Company's wastewater ponds were located
along the northeast bank of the Salinas River.

     The disposal facilities within the greater Los Angeles study
area should be monitored by aerial reconnaissance at least once every
year to provide the necessary periodic inventory and continuity of
surveillance as required by the Resource Conservation and Recovery
Act.

                     RESULTS OF THE INVESTIGATION
     The photographic data were analyzed In the NEIC Remote Sensing
Laboratory.   The results of the analysis are documented herein.   The
results were plotted on the U.S.  Geological'Survey (USGS) 7.5 minute
charts (Topographical Maps, Scale 1:24,000).   The applicable sections
of the charts are included in this report.   The alpha-numeric symbols
on these maps correspond to the applicable discussions given below.
The geographic location of each section of the original charts is
depicted on the Location Maps [Figure 1 for the Los Angeles area, and
147 for the Salinas area].  Copies of selected aerial  photographs are
included as an aid to more clearly depict indications  discussed in
the text.
VENICE CHART  [Figure 2]

1    East of Vista Del Mar Street, was a wastewater treatment plant
     [Figure 3 and 4].  There were no anomilies noted.
2    South of the power plant were two lined ponds as shown in Figure
     5.  The west pond contained a brown liquid and the east pond
     contained an aqua liquid.  No apparent discharges were noted.
3A   This oil refinery had four diked ponds (possible oil sludge and
     water) which contained a low amount of liquid [Figure 6].  The
     lowest pond in elevation in this series was at the north end
     (labeled No. 1).
3B   This diked pond consisting of two sections [Figure 7], was
     located along the beach and contained a dark liquid.  The two
     ponds east of the power house contained a dark gray liquid.

 3C    Two  open  oil  reservoirs were-in  disrepair  as  shown  in  Figure  8.
      The  general area  had  the  appearance of  being  used for  dumping
      solid waste.   A third circular-shaped pond contained a dark
      colored liquid waste  [Figure  9].
 3D    The  easternmost geometric-shaped pond [Figure  10] contained a
      dark-gray liquid  waste.   The  rectangular pond  immediately to  the
      west was  dry.  The two irregular-shaped ponds  sketched in Figure
      2 contained a  dark-colored  liquid.
 3E    The  north pond contained  possible oil sludge [Figure 11].  The
      two  southern ponds had the  appearance of being used as a solid
      waste disposal site.
 3F    These four diked  oil  reservoirs  [Figure 12 and 13] bordered on
      the  north by Rosecrans Avenue and on the west by Sepulveda
      Boulevard, had the appearance of being used as a liquid waste
      disposal  site.  They  had  indications of vehicular traffic access.
      The  color of the  liquid contents varied throughout the four ponds.
      There were four small  incidental ponds located within  this complex
      that contained a  light brown water.   Large areas of the surface
      soil were discolored  being quite dark in appearance.


TORRANCE CHART  [Figure 14]

4A   This was  an open rectangular area that contained several  piles
     of what appeared to be various colors  of waste material as shown

      in Figure  15.
48   This chemical  plant was bordered by  Hawthorne  Avenue on the  west,
     Del  Amo Boulevard  on the  south and the AT & SF railroad spur on
     the  northeast.   It contained two small ponds and one large pond
     [Figure 15].   The  northernmost small pond appeared  to  be  lined
     while the  others were not  lined.   Each contained a  dark liquid
     of unknown constituency.   The  square  indication due  south of the

     large pond was a concrete basin containing two rectangular
     structures on the bottom.   It also had a concrete entrance
     channel.
4C   This annotation [Figure 16] depicts an open field containing two
     piles of solid waste material, one dark gray and one light in
     color.  There was a small  amount of liquid nearby.   There were
     vehicular traffic indications leading to this area.
4D   This complex of ponds indicated by Figure 17, consisted of one
     diked triangular, probably lined pond containing a white liquid
     substance, two dry, unlined diked ponds, and one wet diked tri-
     angular pond.
4E   Within the oil refinery bounded by Crenshaw Boulevard and 190th
     Street on the west and north, respectively, were a series of six
     diked empoundments as indicated by consecutive numbers in
     Figures 14 and 18.  The empoundment labeled number 1 appeared to
     have a white cover.  Empoundment number 2 was oval  in shape.  It
     was dry with the exception of two small ponds at its center that
     contained a dark liquid.  Empoundments 3 and 4 were dry and
     somewhat recessed.  They were dark gray in color.  Empoundments
     5 and 6 contained a large amount of a dark gray (nearly black)
     solid material in piles that may have been coal or petroleum
     coke.
4F   This open area [Figure 19] contained several dumpsters and there
     appeared to be some trash in the open area.  The area had the
     appearance of a small landfill north of a water reservoir.


SEAL BEACH CHART  [Figure 20]

5    This  100 m x 60 m area purported to be a closed oil sludge
    • dump  is bounded on the north by Ounbar Street, Harbor Bluffs
     Circle on the east and Bolsa Chica Street on the west.  There
     was disturbed earth within the area and a dark substance present
     [Figure 21].

LOS ALAMITOS CHART  [Figure 22]

6    This appeared to be a concrete batch plant with an unlined diked
     pond containing a light brown liquid and a light gray solid ma-
     terial.  The triangular area was bounded on the northeast by the
     San Diego Freeway, on the south by a U.S.  Government Railroad
     Spur and on the west by Edwards Street [Figure 23].


ANAHEIM CHART  [Figure 24]

7A   This industrial plant contained a light yellow powder-type
     material in open storage adjacent to the circular section of
     railroad tracks [Figure 25].  The plant was bounded on the north
     by the Riverside Freeway, the Union Pacific railroad tracks on
     the east; Commercial Street on the south and Patt Street on the
     west.
7B   Directly west of Indication 7A, and west of Patt Street, was a
     probable concrete batch plant with a small diked pond containing
     a small amount of brown liquid as shown in Figure 26.
7C   Adjacent to Indication 7B on the west was an automobile junkyard
     (bounded on the west by Lemon Street) and unidentifiable
     materials in open storage as shown in Figure 27.

     square-fined pond containing a small  amount of dark liquid and
     some aquatic growth [Figure 29].
8B   Located in Gypsum Canyon south of the Riverside Freeway was a
     gravel pit operation.   There were two small unlined rectangular
     ponds having the appearance of being utilized for liquid waste
     dumping.   The embankment had erosion indications from above as
     shown by Figure 30.  There were several.additional ponds in the
     immediate area that contained a wastewater nearly identical in
     color to that in the rectangular ponds.
8C   The presence of two pumper/tanker trucks in this general area
     [Figure 31], may indicate liquid waste dumping could have been
     occurring.


CORONA NORTH CHART  [Figure 32]

9A   One kilometer southeast of Corona municipal airport's east land-
     ing approach, south of Rincon Street,  there was a small manufac-
     turing-type plant  north of an open field containing a light
     yellow-colored dumped material [Figure 33].  There was an  indi-
     cation of a moderately-sized wet spot  on the central region of
     this  field.  Based upon traffic patterns there were road connec-
     tions  between this area and the eastern end of the plant.  This
     same yellow substance was also observed in the facility's yard,
     being  heaviest on  the ground adjacent  to two blue-black cylindrical
     tanks.
9B   Four  hundred meters further south, between the AT & SF  railroad
     tracks and  Railroad Street, was an open field containing an em-
     poundment or storage area with a dark  gray solid  substance.
     There were  also  several dark-gray piles of various sizes of a
     substance identical in  color  to that in the empoundment  [Figure
     34],  that were  scattered within a confined area.

RIVERSIDE WEST CHART  [Figure 35]

10   At this location was a small industrial  complex bounded on the
     east by Washington Street and on the south by Lincoln Avenue.
     There were several piles of material of  various colors in an
     open corner of the facility lying in a dumped waste configura-
     tion.  • There was a wastewater ditch leading from the loop road-
     way through this dump area into an open  field.   The black sub-
     stance from the southernmost pile was leaching into the ditch
     and subsequently into the open field. The field was discolored
     in the area depicted in Figure 36.


SAN BERNARDINO NORTH CHART  [Figure 37]

11   An unidentified industrial operation indicated on the map as
     Verdemont, was bounded on the southwest  by Cajon Boulevard and
     on the northeast by the Barstow Freeway  and Cable Creek.   As de-
     picted in Figure 38, a dark-gray material  covered the ground
     throughout the entire area.


SAN BERNARDINO NORTH CHART  [Figure 39]

12   Within the Lytle Creek wash were several gravel pits of various
     sizes, colored liquid content and levels.   There were concrete
     trucks within the general area and one was observed dumping or
     washing its contents into one gravel pit [Figure 40].


DEVORE CHART  [Figure 41]

13   This wastewater disposal site consisted  of four ponds, two of
     which had indications of vegetation along their perimeters

     [Figure 42].'   One pond was dry and nearly covered with vege-
     tation.   It was adjacent to and southeast of the Glen Helen
     Rehabilitation facility and Institution Road.
SAN BERNARDINO SOUTH CHART  [Figure 43]

14A  This wastewater treatment plant is within a complex of quarries/
     gravel pits in the south corner of the City of Rialto, south of
     Santa Ana Avenue and east of Riverside Avenue [Figure 44].   The
     area depicted as Indication No.  1, consisted of sludge drying
     ponds or beds.  The large pond (Indication No. 2) contained
     water with surface algae growth present.
14B  This large gravel pit contained a large quantity of water.   It
     had three embankment washouts from the road around the pit, down
     into the pit which could be indicative of liquid waste disposal
     [Figure 45].
14C  This pit was filled partially with a dark liquid.  Large amounts
     of a dark gray solid material including discarded tires had been
     dumped along the embankment.  The entire area appeared to be a
     combination solid and liquid waste disposal area [Figure 46].
FONTANA CHART  [Figure 47]

15   A hazardous waste disposal site, purportedly closed, was located
     within a canyon of the Jurupa mountains, north of Glen Avon, 1.4
     km north of the Riverside Freeway.  It consisted of an inactive
     quarry containing a dark-gray liquid within sixteen unlined ponds
     of various shapes and sizes as depicted in Figure 48.  Aside
     from evaporation and percolation, there was no apparent discharge
     of the wastewater from this area.

16   This industrial facility was located just off Etiwanda Avenue
     between Marley to the south and Jurupa Avenue to the north.
     Within the area were two rectangular ponds containing a light-
     green liquid.  There were many piles of a medium-gray material
     throughout this area within the rectangle in Figure 49.  The
     vegetation in the numerous irregular shaped areas [Figures 49
     and 50], north and south of this facility, was degraded signifi-
     cantly.   In most of these areas south of the facility the vege-
     tation has been completely destroyed.
ONTARIO CHART  [Figure 51]

17   This rectangular area had unidentifiable solid waste refuse
     throughout the area.  It had no visible signs of any containment
     or confinement to the immediate area [Figure 52].  The area was
     located between Philadelphia and Francis Streets just off
     Cucamonga Avenue.
ONTARIO CHART  [Figure 53]

18   The gravel pits along the north and west sides of Cable Airport
     showed two areas of special interest, with one being a large pit
     or depression [Figure 54].  It contained piles of unidentified
     material which may have been only large stones.  The other area,
     the south wall of the pit, had indications that liquid had been
     dumped over the embankment, with darker .earth and traffic signa-
     tures or indications at street level.  Also along the east wall,
     solid material had been dumped on the pit floor and most of it
     bulldozed up onto the bank [Figure 54].  The three westernmost
     circles sketched in Figure 53 were areas where ground water had
     reached the surface of the floor of the pit.

BALDWIN PARK CHART  [Figure 55]

19   This gravel pit in the City of Irwindale is east of the City
     Hall, Allen Drive and Calle DePaseo Street.   There was an indi-
     cation that liquid waste had been dumped over an embankment into
     the gravel pit as depicted in Figures 55 and 56.  The ground had
     a damp appearance and the presence of what appeared to be a
     pumper/tanker truck nearby gives the impression of waste dumping.
20A  This gravel pit complex is in the City of Azusa, east of Irwindale
     Avenue between First and Gladstone Streets.   It contained solid
     waste refuse on the floor at these locations indicated by Figure
     57.  There were refuse trucks present in this immediate area.
20B  This annotation [Figure 58] depicts dumping of solid waste in-
     cluding old tires and possible liquid waste.
20C  The appearance of the ground around and down the embankment gave
     the impression of having been a liquid waste dump point [Figure
     59].  At the time of the aerial survey, there was one dump truck
     and a possible pumper/tanker truck present.   The entire area is
     purportedly identified as "Azusa Western."
20D  This indication also appears to be an over-the-bank dump loca-
     tion, but not to the magnitude of Indication 20C.  About half
     the distance down the embankment, a phreatophyte vegetation was
     present, depicted by the U-shaped symbol in Figure 55.


BALDWIN PARK CHART  [Figure 60]

21A  In the City of Irwindale located just off Bueno Rio Drive an
     automobile junk yard was observed [Figure 61].
21B  An automobile junk yard was observed [Figure 61].
21C  An unidentifiable solid waste material had been dumped at this
     location [Figure 61].

22A  In the City of Irwindale located south of Live Oak Avenue,  was a
     rectangular gravel pit containing a large amount of water which
     was nearly all covered by floating debris [Figure 62].  The west-
     ern embankment showed indications that this area was being used
     as both a solid and liquid waste disposal site.  At the time of
     the aerial survey there was a pumper/tanker truck present.
22B  This area showed  indications of being used as a solid waste dump.
     The waste was dark gray [Figure 62].


BALDWIN PARK CHART   [Figure  63]

23A  This  solid waste  landfill was  purported  to be "West Covina BKK."
      This  landfill was receiving both  solid and liquid waste materials.
      This  annotation indicated two  pumper/ tankers which appeared  to
      be discharging  liquid waste into a small pond [Figure 64].
 23B  Six man-made ponds that contained different  levels of liquid
      were present at this location [Figure 64].
 23C  This was the active solid waste landfill.  There were numerous
      refuse trucks in this area [Figure 64].
 23D  At the time of the aerial survey there were two pumper/tanker
      trucks that appeared to be discharging  into the solid waste land-
      fill area [Figure 64].


  EL MONTE  CHART   [Figure  65]

  24   In the western side of the City  of Irwindale,  near the inter-
       section  of  Peck Road and Live Oak Avenue, there  was a gravel  pit
       that appeared  to be used as a solid waste landfill.   There were
       large refuse trucks in the area at the  time  of the overflight,
       however, no anomilies were noted.   The  fill  material in the
       center of this area was  dark gray [Figure 66].

EL MONTE CHART-  [Figure 67]

25   In the City of Monterey Park south of the Pomona Freeway, near
     the junction of Howard Avenue and Jefferson Boulevard, were
     three pumper/tanker trucks discharging a liquid into an open
     area that may have been a sanitary landfill.   This area was
     identified as "Operating Industries" [Figure 68].
26A  Stored in an open area just north of the Pomona Freeway were
     numerous piles of a light-colored unidentifiable material
     [Figure 69].
26B  Adjacent to the northeast there were several  piles of solid ma-
     terial that were light yellow/brown and medium gray in color
     [Figure 69].


LOS ANGELES CHART  [Figure 70]

27   This indication was reported to be a pumper/tanker operation
     identified as "A and R Pumping Company".  It was located along
     the north side of the Pomona Freeway near the corner of Fresno
     Street and Whittier Boulevard.  The triangular shaped area con-
     tained six vertical cylindrical tanks, ten horizontal cylindrical
     tanks, numerous 55 gallon drums, unidentifiable disarranged ma-
     terial, and nine pumper/tanker trailers.  The entire area had a
     very dirty and disarranged appearance [Figure 71].
28   This indication indicates a white tank-like object being buried
     in an excavation or open hole in the open field near the Fresno
     Recreational Center.  There were also four vertical structures
     and a tank/truck in the area.  The surface color in this imme-
     diate area was a dark gray-brown [Figure'71].

BURBANK CHART- [Figure 72]

29   This active landfill is reported to be "Toyon Canyon" operated
     by the City of Los Angeles.   It is located north of the Griffith
     Park Boys Camp.   There was an unlined pond that contained a dark
     liquid.   As indicated in Figure 73, waste liquid was seeping
     from the upper reaches of the landfill into this pond and the
     liquid from the pond was percolating through the diked wall.


BURBANK. VAN NUYS. SUNLAND AND SAN FERNANDO CHARTS*  [Figure 74]

30A  This is an "L" shaped gravel pit bounded by Peoria and Pendleton
     Streets, Stonehart Avenue and Glenoaks Boulevard.  It contained
     a moderate amount of a light brown liquid.  The west corner,
     just off Peoria Street, had vehicular access to the edge of this
     pit.  It appeared to have been used as a dump point over the
     embankment for possible solid and liquid waste.  There was a
     discoloration within the liquid that fanned out from the edge of
     the pit.  The embankment is denuded of vegetation in this imme-
     diate area [Figure 75].
30B  The embankment in the south corner of the pit was void of vegeta-
     tion as well.  There were indications of vehicular traffic to
     the edge of this embankment which could be an indication of addi-
     tional waste dumping [Figure 76].
30C  A moderate size automobile junkyard was recorded at this location
     [Figure 76].
30D  This open field area was being utilized for disposal of a light-
     colored solid material which may have been dirt  used as fill
     [Figure 77].

30E  This area appeared to be a trash paper recovery facility.   Paper
     and/or cardboard bales were noted within the facility.   There
     was loose material scattered about the northeast portion of the
     property.  There were numerous refuse trucks and containers also
     noted on the property [Figure 77].
31   This area contained a small automobile junkyard [Figure 77].
32   This open area contained piles of light to medium gray-colored
     waste material which may be dirt for fill [Figure 78].
33   This possible chemical plant area contained an unlined pond with
     a light yellow-brown liquid.  There were three pumper/ tanker
     trailers and one pumper/tanker trailer with tractor within the
     area [Figure 79].
34A  Located at the corner of Rosco Boulevard and Tujunga Avenue,  was
     an automobile junkyard [Figure 80].
34B  Adjacent and to the east was a small irregular-shaped pond con-
     taining a light-brown liquid.  There were some piles of various
     sizes that may be dirt, sand or gravel throughout the open field
     area [Figure 80].
34C  Adjacent and to the south of the automobile junkyard, was a small
     concrete batch plant with two small ponds [Figure 80].
35   Bounded  by Roscoe Boulevard, Tujunga Avenue and Strathern Street,
     was a gravel pit being utilized as a sanitary landfill.  There
     was one  small pond containing a small amount of brown liquid and
     aquatic  growth.  This area  was identified as the "Penrose Pit"
     [Figure  81].
36   This gravel pit was bounded on six sides by Sheldon, Peoria and
     Tuxford  Streets, Glenoaks  Boulevard, Bradley Avenue and San
     Fernando Road.   It contained eight ponds of various shapes,
     sizes, color  and  levels of  liquid content.  There were numerous
     piles of waste material scattered throughout the area, of various
     colors.  This pit was reported to be the "Livingston Pit"
     [Figures 82,  83, 84,  85 and 86].

37   This sanitary landfill was just east and adjacent to the afore-
     mentioned pit.   There was only solid waste observed at the time
     of the survey [Figure 87].
38A  This gravel pit was bounded by Wicks and Peoria Streets, and
     Glenoaks Boulevard.  It contained six ponds of various shapes,
     sizes and levels of liquid color content [Figures 88 and 89].
38B  At this location were what appeared to be some form of con-
     tainers in storage.  They were long, small diameter cylinders
     and they were stacked in a single row [Figure 88].
38C  This annotation [Figure 89] shows embankment wall erosion from a
     possible liquid waste dump point.  The erosion path leads to two
     of the ponds indicated by 38A.


OAT MOUNTAIN CHART  [Figure 90]

39   This sanitary landfill was active during the survey.  There were
     no anomilies noted.  The  location was 4.8 kilometers (3 miles)
     northwest of the Interstate 5 and 405 intersection [Figure 91,
     92],
40A  This small oil refinery/storage facility was 3.2  kilometers  (2
     miles) further north on Campitt Road, between the Sierra Highway
     and the Antelope Valley Freeway (not portrayed on the map)
     [Figure 90].  There was one square-lined oil sludge holding
     basin.  The surface soil  below this basin and in  other areas of
     the small tank storage facility was quite dark gray [Figures 93,
     94, and 95].
40B  North of the tank  storage facility was a ground area where an
     oil spill may have occurred [Figure 94].
40C  West of and alongside of  Campitt Road were two small lined oil
     sludge basins.  No apparent discharge was observed  [Figure 95].

SANTA SUSANA'CHART  [Figure 96]

41A  Seven miles north of the City of Simi Valley in Tapo Canyon was
     a quarry containing five water-filled ponds of various shapes
     and sizes.  There were three empty ponds adjacent to the water-
     filled ponds.  There was no visible evidence of waste disposal
     in the area [Figure 97].
41B  Immediately over the hill to the southwest of indication 41A was
     another quarry.  It contained only one wastewater pond that was
     quite turbid.  There were no signs of solid or liquid disposal
     [Figure 98].


SIMI CHART  [Figure 99]

42   This waste disposal site was located on the northwestern out-
     skirts of Simi Valley, north of the Simi Valley/San Fernando
     Valley Freeway, State Highway 118.  There were six ponds in the
     site [Figures  100, 101, 102, 103 and 104].  There was one pumper/
     tanker truck discharging into one of the ponds at the time of
     the survey [Figure 101].  Solid waste refuse was being dumped as
     depicted  in  Figure 102.  Several trucks were in this area at the
     time of the  survey.
SIMI CHART   [Figure 105]

43   There were two concrete batch plants located on the north bank
     of  the  Arroyo-Simi River,  in the Town of Virginia Colony.
     Surface spills/drainage of water had direct paths to the river
     [Figure 106].

44   This pond appeared to be unlined and contained oil sludge.  It
     is east of the Torrey Canyon oil field complex and near the
     location of a natural spring shown on the chart.   The immediate
     area around the pond's discharge was void of natural vegetation
     [Figure 108].


MOORPARK CHART  [Figure 109]

45   North of the City of Moorpark, just west of State Highway 23
     (Walnut Canyon Road), were two active, small solid waste dumps.
     The smaller of the two (indicated No. 1 in Figure 110) appeared
     to be located within a map portrayed intermittent stream drain-
     age path and pond as portrayed on the map.


MOORPARK CHART  [Figure 111]

46   This eight-pond complex was within an oil well field.  The ponds
     were unlined and above two interim'tten streams, shown on the
     map.  Five of the eight ponds appeared to contain oil sludge and
     brine.   There were five undiked cylindrical tanks adjacent to
     the largest pond as indicated in Figure 112.  There were several
     areas around the perimeters of these ponds that were void of the
     natural vegetation.  These areas appeared to be over-flow paths.
47   This quarry may be located in Grimes Canyon.  Lack of topographic
     detail  makes exact location uncertain.  It had contained numerous
     ponds of various shapes, sizes and liquid content.  There was no
     solid or liquid waste disposal activity noted [Figure 113].

FILLMORE CHART  [Figure 114]

48   The Fillmore Waste Water Treatment Plant (WWTP) was located
     along the north bank of the Santa Clara .River.   There was a pond
     on the west side of the WWTP that had a small canal which ter-
     minated adjacent to the river.   There was no apparent discharge
     from the canal to the river.   There was a'sludge drying bed con-
     sisting of four sections at the eastern end of the facility
     [Figure 115].
SANTA PAULA CHART  [Figure 116]

49   A cluster of piles of a yellow solid material [Figure 117] was
     located north of the Santa Clara River and south of the
     Southern Pacific Railroad tracks in the general vicinity de-
     picted in Figure 116.  The exact location of this area is
     questionable due to the lack of topographic detail.
SANTA PAULA CHART  [Figure 118]

50   These three possible oil sludge ponds were unlined.   They are
     shown on the chart as oil sumps.   These ponds were located near
     an intermittent stream.   The two lower ponds were dry at the
     time of the survey [Figure 119].


SANTA PAULA CHART  [Figure 120]

51   Along the north bank of the Santa Clara River 6.4 kilometers (4
     mi) southwest of Santa Paula, was an open area that appeared to
     be a disposal site.   This area contained a light-gray solid
     material.  In the middle of this site was a pond that contained
     a dark-brown liquid [Figure 121].  As the light-gray material

     extended into the pond liquid,  a yellow-green appearance was
     prevalent in the east and west  corners.   The area was adjacent
     to and northeast of a concrete  batch plant.
52   Six hundred meters (655 yards)  north were two rectangular ponds
     that contained a dark gray-brown liquid.   There were several
     cylindrical storage tanks nearby [Figure 122].
53   A large automobile junkyard was located nearby as indicated in
     Figure 122.


SATICOY CHART  [Figure 123]

54   The Saticoy wastewater treatment facility had eight ponds of
     various shapes, sizes, colors and liquid content.  The ponds
     appeared to be unlined and were located on the north bank of the
     Santa Clara River as shown in Figure 124.  Along the south edge
     of the ponds were several piles of material  that had the appear-
     ance of solid refuse.
55   On the south bank of the river opposite the WWTP was a large
     gravel pit and a concrete batch plant.   Located along the
     western boundary was a white material that may have been a small
     solid waste disposal site or a dump for waste concrete [Figure
     125].


OXNARD CHART  [Figure 126]

56   West of Ventura Road adjacent to the Santa Clara River's south
     bank levee was a solid waste landfill [Figure 127].  There was
     no evidence of any liquid waste disposal, however, there
     appeared to be a pumper/tanker truck at the entrance of the
     landfill during the survey.

57   Along the south bank levee further west were several areas that
     appeared to be a solid waste disposal site [Figure 128].
58   This WWTP [Figure 129] was located along the north bank of the
     Santa Clara River.   It was not portrayed on the location map
     [Figure 126].   There were no anomilies noted.
59   East of the Olivas  Park Golf Course, south of Olivas Park Drive
     on the north bank of the Santa Clara River, were several  wet and
     dry ponds of various sizes and shapes.  There were several large
     piles of an unknown solid material of various shades of brown
     and gray.  These piles and ponds were associated with five long
     buildings that were reported to be a mushroom-growing/processing
     facility [Figures 130, and 131].


OXNARD CHART  [Figure 132]

60   Three hundred meters north of McGrath Lake were 15 vertical
     cylindrical storage tanks probably for crude oil.   There does
     not appear to be adequate diking along a portion of the tank
     storage facility [Figure 133].

61   This was reported to be the "J & J Disposal Site"  located north-
     east of the intersection of McGrath Road and West Fifth Street.
     The area is within sand dunes adjacent to Mandalay Beach as
     shown in Figures 134 and 135.  It covered approximately 4,000
     square meters (4,800 sq yards) of land area.   The area was a
     dark gray-brown color and had the appearance of oil sludge
     drying ponds in various stages of operation.
62   There were two adjacent groups of oil storage tanks 700 meters
     (765 yards) north of the sludge ponds and inland from the power
     plant.  There were no dikes around the tanks.   The tanks did not
     appear to be in good repair [Figure 136].

VENTURA CHART  [Figure 137]

63   North of the City of Ventura, within the hills on both sides of
     the Ventura River Valley, were oil  fields with numerous oil
     sludge ponds of various shapes, sizes and colors.   One large
     pond had a large containment dam constructed of earth.  There
     were surface oil slicks around the  perimeter of this pond and
     the two smaller ponds adjacent to the south as indicated in
     Figure 138.
64   Along the east bank of the Ventura  River, five km (3 mi) north
     of Ventura, there was a water filtration plant and an adjacent
     wastewater treatment plant.   There  were no anomilies noted
     [Figure 139].


VAL VERDE CHART  [Figure 140]

65   This lined holding basin, as depicted in Figure 141, contained a
     liquid of varying shades of green.   It was within the Del Valley
     oil and gas fields.
66   The location of these two ponds are depicted in Figure 142.  The
     area also contained six diked oil storage tanks.   Both ponds
     appeared to be unlined and contained a dark-gray liquid.  There
     were oil slicks along the perimeter of each pond.


NEWHALL CHART  [Figure 143]

     The location of this solid waste landfill [Figure 144] could not
     be determined on the location map due to the lack of topographic
     detail.  There were no anomilies noted.
67   This area was near the junction of  Newhall Avenue and Soledad
     Canyon Road.  It consisted of a small irregular-shaped, unlined

     containing various shades of a gray-green .liquid.   The two-section

SPRECKELS AND SALINAS CHARTS*  [Figure 148]

     The Spreckels Sugar Company plant was located 6 km (4 mi) south
     of the City of Salinas, California [Figure 147].   Along the
     Salinas River's north bank, traversing northwest to southeast of
     the plant area, were 26 diked ponds of various shapes and sizes.
     The level of liquid content varied as well-as the shades of blue
     and brown color throughout the pond complex [Figures 149 through
     155].
69A  This annotation depicts a variety of white deposits west of the
     plant which had the appearance of a waste dump [Figures 152
     through 155].
69B  These two white piles could be raw material stockpiles of lime
     [Figure 149]
     The area depicted by the dashed line had the appearance of being
     the sugar plant's general waste disposal area; indications 69A
     and 69B fall within this area.
70   This pond complex consisted of five unlined ponds containing
     blue-gray, green-gray and gray liquids.   They were within a com-
     pound which contained several pieces of heavy equipment.
     West of the pond complex was an area that had white-colored ma-
     terial scattered about.  The area was located at the southeast
     corner of the intersection of State Highway 68 and Spreckels
     Boulevard [Figures 156 and 157].
