                    CHAPTER  1.  INTRODUCTION


As a result of Section 104(g)(l) of the Clean Water  Act,  the EPA
has provided about  $2  million a year to States for  training and
technical assistance in the operation and maintenance of wastewater
treatment  plants.    The  treatment  plants,  or  facilities,  are
organized by State, and the States are organized-into 10 regions.


1.1  CONCEPT AND DESIGN

The I04(g)(l)  database was created to facilitate  the gathering,
updating, and reporting of data on the successes  and problems of
wastewater treatment systems, primarily through the  recording of
performance limiting factors (PLFs).


1.2  PRIMARY FUNCTIONS

The  primary functions  of  the  104(g)(l)  database  are  briefly
described in the following subsections.

     1.2.1     Add or Update a Facility

     New facilities may be added and records for existing facili-
ties may be  updated using this function.   Three  screens  in this
function are  the data  input and  update  mediums   for  the entire
database.

     1.2.2     Request and/or Develop Reports

     Six reports were formatted during system design  for access of
information  in  consistent report  formats.   Also, the 104(g)(l)
system provides  the option to design report formats by state or
region.

     1.2.3     Database Administration

     The database administration function (DBA)  is  designed for the
update and maintenance of the 104(g)(l) system, including contribu-
ting programs,  utilities,  user tables, etc.  Therefore, DBA access
is restricted to programmers and the database administrator.

1.3  PURPOSE OF THE MANUAL

This manual has  been  prepared for I04(g)(l)  system operators and
trainers located  at  headquarters, regional,  and State facilities
across the country who are responsible for the input, update, and
report  generation on the  status of  each  wastewater  treatment
facility assisted.

This manual can be used as:

     o    a guide for new users to acquaint  them with the system
          screens, features,  functions, and procedures;

     o    a review of system operations for experienced users; and

     o    with  the  inclusion  of every  system  screen,  an  easy
          reference tool for management, experienced users, and new
          users.


1.4  MANUAL ORGANIZATION

This manual is organized  into a table of  contents, exhibits  list,
five chapters, and two appendices.

o    Chapter lf Introduction:  An introduction and overview of the
     system, its design and concept, primary functions, the purpose
     of the manual, the manual organization,  and a point of contact
     for additional help  is provided  in this chapter.

o    Chapter  2,  System Access  and  Exit:   Instructions on how to
     access and  exit the NCC IBM at Research Triangle Park  (RTP)
     mainframe and 104(g)(l) systems are contained in this chapter.

o    Chapter  3,  Adding or Updating Records:   This chapter begins
     with  key acronyms and  abbreviations for adding or  updating
     records.    Next, the  steps for  updating  and/or adding new
     facility  records are presented.

o    Chapter 4, Reports:  Key acronyms and abbreviations, formatted
     reports,  and developing  reports are  subsections  in this
     chapter.   The  formatted reports section is  further divided
     into  steps  for  accessing  the  six  formatted  reports  and  a
     section on  how to display  and print a report.  The developing
     reports  section is  divided into  three subsections:   steps to
     develop reports, a brief overview of  option menus, and display
     and print designed reports.

o    Chapter 5, Help  Screens:   Help screens are  included  in  the
     104(g)(l)  program for adding and/or updating records and  for
     report generation.   This chapter includes the steps to access
     the screens (and functions) that offer a help screen,  and it
     provides  instructions  for  accessing  and  exiting the help
     screens.

o    Appendix A, Key Fields Options:  Three  input  fields have coded
     options that  require explanation.  These fields  and their
     options are  included  in  Appendix  A.    The 21  performance
     limiting factors (or PLFs), which describe  the results from
     technical  analyses of the training for each facility,  is  one
     field.  The compliance  status  of technical assistance  (or TA)
     is a  second  field.   And,  type of  facility  (or  TYPE)  is  the
     third field.

o    Appendix  B,  Comprehensive  List  of  104(g)(l)   Acronyms  and
     Abbreviations:    Listings  of  acronyms  and  abbreviations
     contained throughout the manual are compiled into Appendix B
     for a comprehensive listing.

                CHAPTER 2.  SYSTEM ACCESS AND EXIT

The following sections provide steps for the access and exit of the
NCC-IBM mainframe computer at Research Triangle Park.


2.1  MAINFRAME ACCESS

Accessing the 104(g)(l) system  is a  two-step process.   The first
step involves logging on and establishing communications with the
IBM 3090 computer at RTP.   The second step involves accessing the
104(g)(l) system.

     Step 1:   Turn on the terminal.

     Step 2:   Access  the  EPA  IBM mainframe as required  by your
               system  until  the Environmental  Protection Agency
               Welcome screen appears, Exhibit 2-1.

 The procedures  in  this section explain how to exit the 104(g)(l)
 system and logoff  of the mainframe.

     Step  1:   The option  to  exit the system,  'X',  is provided on
              the Welcome Menu, Exhibit 2-6.   Enter 'X' in  the

         CHAPTER 3.  ADDING OR UPDATING FACILITY RECORDS


As  additional  facilities  are  included to  receive training  and
technical  assistance  or  as  current  facilities  are  evaluated,
specific  information must be  input  or updated in  the  104(g)(l)
database.

Adding and updating records include the input of standard informa-
tion  and the  input  of  the results  of training  and  status  of
facility  activities  using  a checklist  of  21 performance limiting
factors.   PLFs  offer a consistent way to  categorize  the factors
that are frustrating good performance at the treatment facilities.
Appendix A contains  a  list, of the PLF  codes and their meanings.

4.3  DEVELOPING REPORTS - AD HOC REPORT UTILITY

The  ad  hoc  report utility permits  report  development.   Report
specifications  are satisfied through the  request of information
contained  in the records and data  fields,  and the extraction of
that  information into a determined  format(s)  and sort(s).   More
specifically, report development includes:

     o     selecting records from the database that will be used in
           the report,
     o     titling  the  report,
     o     sorting  the  order of  the printed  records, and
     o     specifying the data to appear  in  the report.

      4.3.1     Steps  in Developing Reports

     The  ad hoc report utility is  explicitly menu driven.   Read
each option carefully before choosing among  the various options for
selecting  the data fields,  extracting  information, deciding the
records from which to  extract  information,  and designing a report
format.
