oreviously obtained a copy of the manual since its introduction at the
Saler Soilu?ion Control Federation Conference of 1972 in Atlanta; however,
until the supply is exhausted, complementary copies remain available.
The purpose of the manual is to provide technical guidance for
persons conducting'performance"evaluations of wastewater treatment plants
Snd to provide a recommended evaluation methodology. The manua furnishes
the information needed to facilitate Identification and classification of
various ™?es of treatment plants. It also details many of the processes
commonly utilized in wastewater treatment. The more connwn problems affect-
ing plant operation are identified and described. Several aspects of each
problem ^covered, such as: exactly what is the problem; how are pro) ems
detected; what are the possible causes; and what are the Po^1* "1"£ons'
Various problem indicators are listed in the order of their relative im-
portance.
The type of laboratory tests which should be performed are listed along
with supplementary evaluation techniques and procedures. Finally, operation
and maintenance or other corrective measures are listed in the order of
their probable effectiveness.
It is assumed that the manual user has a general familiarity with
typical wastewater treatment plant design and operation, as well as a
technical background in sanitary engineer ng. References are f^n for an
indepth review of unit and process operation and for additional information
where applicable.

This is to announce the availability of a new manual entitled "Emergency
Planning for Municipal Wastewater Treatment Facilities." It is a source docu-
ment Jripared by Wiley & Wilson, Inc., Lynchburg, Virginia, under contract

U.S. Environmental Protection Agency.
The manual is intended to assist those responsible for developing compre-
hensive emergency operating procedures and systems for wastewater treatment
faci lltles It is expected that this manual will be used by consulting eng -
neers regulatory ageScies, and municipal managers and their staffs. Consulting
engineers9^' use it as a guide in writing the emergency operating program or-
tion of any municipal wastewater treatment system operation and «™*™J"L t
manual. The information contained in the manual is applicable to all treatment
systems regardless of the size plant or treatment process involved. Re9ulatory
glncTe and E?A can use this maLl in the evaluation.of the emergency operating
program of the operation and maintenance manuals. Municipal departmert heads
and staffs will use the manual as a guide in the devel opment of a plan suited
to their plant's particulars. It may also be used by treatment plant staffs to
educate local governing bodies as to the need for additional funds to alleviate
problems and deficiencies at their plants.
Since the discharge of pollutants in excess of the effluent ^tations
defined in the plant's discharge permit is prohibited, it is essentia that mum

NEW MANUAL AVAILABLE ON
START-UP OF MUNICIPAL UASTEWATER TREATMENT FACILITIES
A new manual, "Start-up of Municipal Wastewater Treatment Facilities," is
available from the Government Printing Office. Prepared for the Municipal Opera-
tions Branch, Office of Water Program Operations, Environmental Protection Agency
by Wiley & Wilson, Inc., Lynchburg, Virginia, this document was completed in
December 1973.
The manual provides guidance for putting into initial operation a new muni-
cipal wastewater treatment plant, a new addition to an existing treatment plant,
or a change in the mode of a treatment plant's operation. Proper operation of
the treatment plant or process will ensure that the wastewater is treated in
compliance with the specific conditions and limitations established for each
treatment facility.
Information is provided on preparing for actual treatment plant start-up.
Preparation for start-up includes; staffing the plant; developing standard
operating procedures; conducting dry- and wet-run testing of equipment; pro-
viding on-site operator training; conducting safety training; and establishing
procedures when construction is continued during start-up.
This manual describes start-up procedures for some of the more common pre-
treatment and primary treatment units; for the specific secondary treatment
processes of activated sludge, trickling filters, stabilization ponds and
aerated lagoons; and for sludge handling units and the anaerobic digestion
process. The start-up procedures for advanced wastewater treatment units
and processes are not within the scope of this manual.

MANAGEMENT SYSTEMS FOR MUNICIPAL WASTEWATER FACILITIES
A new manual, "Maintenance Management Systems for Municipal Uastewater
Facilities," is available from the Government Printing Office. This document
was prepared for the Municipal Operations Branch, Office of Water Program
Operations, Environmental Protection Agency by Wiley & Wilson, Inc., Lynchburg,
Virginia.
The basic information for the manual was obtained from individuals experi-
enced in maintenance management systems at many different types and sizes of
facilities. Also, a wide range of existing maintenance management systems for
municipal wastewater*treatment facilities, industry, and for the Department of
Defense were reviewed.
The recommendations contained in the manual cover each of the basic element
required to develop an effective maintenance management system. The recommenda-
tions are not intended as a rigid format, as they should be tailored to specific
equipment and plant type. The procedures are comprehensive and complete and
designed to assist in the development of an effective system. This document can
be used to develop maintenance systems to include in operation and maintenance t
implement recommendations for maintenance of specific'facilities.

ASPECTS OF STATE-WIDE EMERGENCY RESPONSE
PROGRAMS FOR MUNICIPAL WASTEWATER
TREATMENT FACILITIES
This document provides Information to assist in the development of
State emergency programs in responding to spills of raw or inadequately
treated municipal wastewater. This manual emphasizes the legal aspects
of spill reporting, the definition of a reportable spill, and State-wide
aspects of emergency response planning.
The manual recommends that all states should review their existing
water pollution control laws and regulations and, if necessary, provide
a requirement for reporting spills of raw or inadequately treated municipal
wastewater.
All States should develop a plan for receiving spill reports on a
24-hour-a-day basis and set up a mechanism for responding in a prompt and
effecient manner. Coordination of emergency plans between adjacent States
that have a common river basin should be encouraged.
The manual indicates that existing water pollution control agencies in
most States could be organized to respond more efficiently to municipal
spills of raw or inadequacy treated wastewater. In most cases the States
have sufficient personnel and communication capability to respond in an
effective manner and most States do respond in various ways to emergencies.
This manual concludes that a well thought-out plan, similar to the oil and
hazardous materials plans now existing is several States, would minimize
the environmental, public health, and public welfare impact of municipal
wastewater spills.

STAFFING REQUIREMENTS
This is an announcement from the Municipal Operations
Branch concerning the availability of a new manual on
"Estimating Staffing for Municipal Wastewater Treatment
Facilities," dated March 1973. It was prepared by CH2M/Hill,
-San Francisco, California for the Municipal Operations
Branch, Office of Water Programs Operations, U.S. Environ-
mental Protection Agency, Washington, D.C. 20460.
The manual provides a four-step method for preparing
staffing estimates for municipal wastewater treatment
facilities. It covers plants with capacities from 0.5 to
25 million gallons per day, including primary, secondary,
and advanced treatment processes.
The staff estimating steps feature a "Table of Adjust-
ment for Local Conditions" which provides a system using
adjustment factors to consider local conditions in adjusting
staffing relative to plants with average staffing requirements.
Annual man-hour staffing estimates are developed for six
basic types of work; supervisory, clerical, laboratory, yard
work, operation and maintenance.
The manual is intended to serve a basic need of consulting
engineers, plant management, state regulatory agencies, and
others with a responsible role for assessir-g appropriate
staffing needs. The manual is applicable u> existing as well
as new plant designs.

OF OPERATION AND MAINTENANCE MANUALS
This is an announcement from the Municipal Operations Branch
concerning ihe availability of a new manual on "Considerations for
Preparation of Operation and Maintenance Manuals". It was prepared
by Wiley and Wilson, Inc., Lynchburg, Virginia for the Municipal
Operations Branch, Office of Water Program Operations, U.S. Environmental
Protection Agency, Washington, D.C. 20460.
The manual provides considerations for the preparation of wastewater
treatment plant operation and maintenance manuals in accordance with the
eligibility requirements of the Environmental Protection Agency's Construction
Grants Program.
The principal background for this work came from the existing guide
for an operation and maintenance manual in the appendix of the "Federal
Guidelines for Design, Operation and Maintenance of Waste Water Treatment
Facilities", 1970. Additional background came from a survey of existing
manuals now being used in municipal wastewater treatment plants with
input being received from persons experienced in plant operation and
maintenance manual preparation.
The manual includes separate sections on each major heading recommended
for inclusion in the operation and maintenance manual. Each section contains
a detailed discussion of the type of information that should be included.
A suggested manual outline is presented for treatment plants and another
for pumping stations and pipelines.
The considerations presented are not intended to be a rigid format
as each manual must be modified to the case at hand. However, following
a national format should speed manual review procedures.
The manual is intended to serve a basic need of anyone responsible
for the preparation or review of municipal wastewater plant operation and
