INTRODUCTION:
General Purpose of the Database:

Although   there   have   been   many  water   quality   investigations   in  the
Apalachicola-Chattahoochee-Flint (ACF) River Basin, coordination among federal, state,
regional and local agencies and other researchers  has often been overlooked.  With
a database of past and current studies  and  stakeholders that could  be updated, the
user will be able to contact other investigators with similar interests.  This may lead to
more collaborative efforts amongst the  researchers.   The  stakeholders listed in the
database include not only traditional researchers in government and academia, but also
the various governmental organizations on the city,  county,  regional, state and federal
levels, several private companies, and environmental interest groups.  This creates the
opportunity for better  communication   amongst the  various  groups and  possible
utilization of more of the stakeholders' talents/functions.
Type of Database and Information Qualifiers:

The relational database is available  in dBASE  III and  Microsoft Access 2.0.  The
information has been edited and to our knowledge is correct; however, the A.L. Burruss
Institute of Public Service of Kennesaw State College,  Marietta,  GA does  not take
responsibility for any incorrect information that has been  supplied to us from the
numerous sources.

Description of Study Area:

The ACF River Basin consists of an area about 19,600 square miles within north and
western Georgia, southeastern Alabama and the Florida Panhandle. The Chattahoochee
and Flint Rivers empty into  Lake Seminole which is drained by the Apalachicola River
to the Gulf of Mexico. The Chattahoochee River drains an area of about 8,770 square
miles  starting  in  the Blue Ridge Mountains north of the town of Helen and  flowing
southwesterly across the Piedmont to West Point Lake. The river then flows southward
and serves as the  boundary between Alabama and Georgia and between a small part
of Florida and Georgia.  The river drains into Lake Seminole where it meets the Flint
River.  Agricultural land uses for poultry and livestock and suburban land uses have a
major effect on the water quality north of the Atlanta metropolitan area while urban
development causes the greatest effect as the river passes through Atlanta to West Point
Lake.   The southwestern portion of the river is impacted mainly by farming  since the
area is often double and even sometimes triple cropped.  There are thirteen dams along
the Chattahoochee River (excluding the Jim Woodruff Lock and Dam at Lake Seminole).

The Flint River begins in the Piedmont in Clayton County near the Atlanta Airport and
flows south and  southeasterly until it reaches Lake Blackshear north of Albany; from
there the Flint River flows southwesterly across the coastal plain to Lake Seminole.  It
drains  an area of about 8,460 square miles. Urban and industrial land uses have the
greatest impact on the Flint River at its headwaters while agriculture has the major
impact along most of the river basin. There are two dams along the Flint River prior to
Lake Seminole.

The Apalachicola River flows south from Lake Seminole into Apalachicola Bay draining
an area of about 2,370 square miles.  Agriculture is the predominant land use in this
river basin.

The land and water uses (including the 16 dams) along the ACF River Basin  affect the
water  quality not only of the three rivers and their tributaries, but also of Apalachicola
Bay and the nearshore waters of the Gulf of Mexico.  Ground water uses transfer some
of the water out of the ground water into surface waters.  Irrigation transfers water from
the surface waters to the ground water. Agricultural practices can add nutrients and
other agricultural chemicals into the surface waters and also the ground water.  Industrial
and urban impacts from point and  nonpoint sources also influence the quality of the
water.

The stakeholders from whom information was requested fell into the following categories:

Obtaining Information:

The stakeholders referred to in the above list were mailed requests for information. Non-
respondents were followed up in a variety of methods.

The  response for government agencies from local to federal are as follows:  The
response rate for local government was poor - 12% (11%  for  cities and 14% for
counties).  This included the response to a second mailed request.  Information for local
governments were  then researched  at  regional and state  agencies.    Additional

information to the replies to the mailed requests from regional organizations and state
agencies was gathered via phone conversations, personal interviews with contacts at the
agencies or with individuals at  local,  regional or  national meetings or conferences.
Federal Agencies were slow to respond to the original mailed request for information and
several did not respond at all.  However, the response rate was the highest at 52%. Of
those that responded, a number referred us to other agencies.  Information for most of
the federal  agencies was  gathered  by researching  published  literature for  federal
programs, finding contact names  or contact offices, and  phoning those contacts for
further  information  if it was  needed.    Additional information  was  obtained from
individuals at conferences.

Each of the power companies and electric co-ops contacted replied; the information was
supplemented by regional and state documents.

The mail surveys to the academic units within or near the ACF River Basin and to any
state capstone universities outside the river basin  resulted in a poor 20% return rate.
A survey was prepared that could be transmitted via electronic mail (e-mail) or facsimiles
when no e-mail capability was available.  Sixty-eight  percent of the 160 individuals
contacted in this manner replied.

The response of the environmental interest organizations to the 53 mailed surveys was
only 17%.  A phone  survey was  prepared; 48 organizations  were called with 100%
response of the 43 organizations that were actually contacted. In addition, referrals were
given which increased the list of organizations.  Information about 8 organizations was
obtained from   publications of the  organizations  with  no  direct  contact  with a
representative of the organization.  In total, 91 organizations are listed with only 8 lacking
information due  to  being referred late in the project and/or no  phone number being
available.

Information about land and water use legislation on the  local, state and federal level
were  obtained  using  sources sent to us by the  respective governing or regulatory
agency, information provided by individuals and published literature found in  libraries.

The bibliography was created from bibliographies sent to  us by individuals involved in
research in the ACF River Basin and by doing hard copy and electronic searches at the
Kennesaw State College library, at the USGS office in Atlanta, GA, at the library of U.S.
EPA's Region IV headquarters in Atlanta, GA, at Georgia Institute of Technology's library
and at University of Georgia's Science Library. Additional electronic listings were sent
to us from the National Headquarters of USGS.

Bitmaps of the ACF River Basin are included in addition to the database on the diskette.
There is a separate text file (MAPINTRO.TXT) that explains how to view them using
Windows Applications.

      Table names are given for both the Dbase(dB) version and the Microsoft Access
      (MsA) version. A brief description of each table, the major literature sources used
      to obtain information, and  a  list of the common fields found in the tables  are
      provided.

      This has 5 fields that give the table name, field name with a description, the data
      type and field size.
Table Name: BIBLIOGR (dB) or Bibliography (MsA)

      This  table gives  bibliographic information  about journal  articles,  conference
      proceedings, reports, circulars and other published materials.

      Has 9 fields (see DataDictionary).
Table Name: BASINGEO (dB) or BasinGeography (MsA)

      The BASINGEO table gives geographical, hydrological and political information
      of the ACF basin.  The counties, USGS hydrologic units, counties and towns,
      geographical features and  political boundaries along with general water quality
      information are listed. The water quality information is  from reports of the states
      required by the Clean Water Act (Public Law 92-500), section 305(b). The notes
      field has information related to water quality from the sources listed below.

      The BASINGEO table has 21 fields (see DataDictionary).  It has three common
      fields with the LANDUSE table,  three common fields with the LEGISLAT table,
      &  one common field with the ORGANIZA  table  (see list following  table
      descriptions).
Table Name: LANDUSE (dB) or LandUse (MsA)

      This table provides information about land and water usage.  It has information
      about whether land is owned by government, corporations or individuals; whether
      the land is irrigated, used for livestock or other purposes.  Information about
      where water is obtained for a variety of uses in  Georgia  counties is given
      (information for Alabama and Florida still pending).  The Georgia portion of the
      database for planning and zoning was obtained from the 1990 Local Government
      Operations (LOGOS) survey by the Georgia  Department of Community Affairs
      (GA DCA). Of those jurisdictions located in the ACF River Basin, 31% (20 of 65)
      chose to not respond to the 1990 Local Government Operations (LOGOS) survey.
      No equivalent information was received from Alabama or Florida.

      The information for the general landuse was estimated using a map of the ACF
      region showing agricultural, forested and urban  land uses  (see Hippe et al.
      below).  The most predominant use is listed first.  If no modifier is with the land
      use term, more than 35% of that part of the county within the ACF River Basin is
      involved with that land use.  If it is modified by "Some", 10-35% of the  land is
      taken up by that land use, and if it is modified by "very little", less than 10% of the
      land mass is utilized in that fashion.

      A list of all the permitted dischargers was provided by the Georgia Department of
      Natural Resources Municipal Permitting Division. The following 2-digit codes of
      the Standard Industrial Classification (SIC) Codes were recorded for  all the
      Georgia counties in the ACF River Basin:

      whether local governments have ordinances that relate to land use or water use.
      The  Georgia  portion of the database was obtained from  the  1990  Local
      Government Operations (LOGOS)  survey by the  Georgia  Department  of
      Community Affairs (GA DCA). Twenty of the sixty-five Georgia jurisdictions (31%)
      located in the ACF River Basin have no information in the database since they
      chose to not respond to the 1990 Local Government Operations (LOGOS) survey.
      No equivalent information was received from AL or FL.

          MAPINTRO TXT FILE
The following is the text of the MAPINTRO.TXT file.  It
lists the available bitmaps and gives directions about
viewing  or  printing  the   maps  using  Windows
Applications. It also gives instructions on how to install
a map as wallpaper in Windows.

Apalachicola-Chattahoochee-Flint (ACF) River Basin
  Scoping Project --  EPA Grant # X994656-94-1
ACF BITMAPS:   Viewing,  Printing  or Installing as  Wallpaper  using Windows
                 Applications

There are 4 bitmaps from which to choose:
      ACFMAP1.BMP - - USGS Hydrologic Units
      ACFMAP2.BMP - - Counties
      ACFMAP3.BMP - - Major cities
      ACFMAP4.BMP - - Physiographic Provinces and Divisions (in color)
USING PAINTBRUSH FOR VIEWING OR PRINTING MAPS:

In  windows,  click on  the Accessories Icon.   Select the "Paintbrush" icon and the
Paintbrush application window will open.  From this application, select "File", then
"Open". The above five bitmap files should appear.  Select the ACFMAP#.BMP of
interest and click "OK". The map will appear in the Paintbrush window.

      VIEWING:

      You may view the map by scrolling  either up, down or sideways using either your
      mouse or arrow keys located on your keyboard.

      PRINTING:

      Select "Page Setup" in the "File" menu to set the margins for your printout.  For
      these maps, select the following margins and then click "OK".

           Top    0.50"
           Bottom  0.50"
           Left    0.50"
           Right  0.50"

      Select "Print" from the "Fife" Menu.  To fit the ACFMAP on an entire page select
      scaling at 70% and click "OK". Scaling may be reduced or enlarged by changing
      the scaling in the scaling box.  (Note: The above margins have been selected for
      printing the entire map of ACFMAP1, ACFMAP2 and ACFMAP3 on a standard
      page with the scaling at 70% .  Scaling may be changed to fit in reports or
      documents on any area of a page.  ACFMAP4 will fit an 8.5 x 11 inch page with
      200% scaling.)

WALLPAPER APPLICATION:

The ACF Bitmaps may be installed as Wallpaper using the "File Manager" and the
"Control Panel". Please note that bitmaps 1-3 are too large to fit the entire image on a
screen.  The benefit is that the details of the map can be viewed on the wallpaper. The
entire image of bitmap 4 (ACFMAP4) will fit on the screen.
      FILE MANAGER:

      Select the "Main" icon in the "Program Manager".  Once the box opens, select
      File Manager.  The File Manager box will open and from this box select the drive
      where the diskette is loaded; then click "OK". The ACF Bitmaps will appear in the
      File Manager box. Highlight any of the ACF Bitmaps.  Select  "Copy" from the
      "File" Menu. Type "C:\windows"; this will copy the ACF Bitmap to the Windows
      directory.  Exit to the Program Manager.
      CONTROL PANEL:

      Open the "Control Panel" icon within the "Main"  icon.   Select the "Desktop"
      application and then click the Wallpaper Arrow. Scroll to the desired ACF Bitmap
      file and click "File". By selecting "OK", the ACF Bitmap will appear as wallpaper
      behind the windows when you enter the Windows Program. More of the map can
      be seen by clicking the Down Arrow in the upper right corner of the Windows box.
      This will reduce the Window to an Icon and the ACF  Bitmap will be viewed in
      either the Center of the screen or as a Tile.  If the Map is Tiled and you wish to
      change to Center, return to the wallpaper box within the  Desktop  in the Control
      Panel.   Select the Control Panel Icon and go to the Wallpaper Box and Click on
      the"Center Bullet".

      We would really appreciate  your  help  in a very  exciting and important project  being
conducted this Fall. The Burruss Institute has recently begun a study of the entire Chattahoochee,
Flint and Apalachicola River Basins, from the North Georgia Mountains to the Gulf of Mexico, on
behalf of the U.S. Environmental Protection Agency.  The purpose of the  project is to organize
information pertaining to the river basins into a comprehensive briefing document to be presented
to the Regional Administrator of EPA. The project does not involve new or original field work, but
only the collection of existing information from researchers within academia, from local, state and
federal agencies, and from community groups and organizations.  In  addition, we are  creating a
database of the documentation which will be made available to EPA.

      If you would pass a copy of this letter to any individuals in your school that have interests
in the AFC Basin, it would be greatly appreciated.  We are asking for copies of any  studies  or
summaries of any projects that have  been conducted over the past ten years. In addition, if there
are  plans to continue or start  work in the  Chattahoochee, Flint or Apalachicola River Basins, we
would appreciate an overview or a copy of the proposal of the work planned.

      We would greatly appreciate your help in identifying those individuals at your institution who
are  or have been involved in research projects or with policy issues concerning the AAFC Basin.
We will  keep this person briefed on the  progress of the report.

            We would appreciate  your help in a very exciting and important project being
       conducted this Fall. The Burruss Institute has recently begun a study of the entire
       Chattahoochee, Flint and Apalachicola River Basins, from the North Georgia Mountains
       to the Gulf of Mexico,  on behalf of the U.S. Environmental Protection Agency. The
       purpose of  the project  is to  organize information pertaining to the river basins into a
       comprehensive briefing document to be presented to the Regional Administrator of EPA.
       The project does not involve new  or original field work, but rather  the collection of
       existing information from community groups and organizations, from local, state and
       federal  agencies,  and from researchers within academia. In addition, we are creating a
       database of the documentation which will be made available to the EPA.

            Does your organization have any committees, staff, or programs that would relate
       to water resources or water policy?  If so, would you please send us a description of the
       duties,  charges, or responsibilities of each?  May we have a copy of.any by-laws that
       pertain  to any concerns about water-policy, resources or quality?  Do you have any
       audio-visual materials that are (or could be) used for educational purposes? Has your
       organization prepared  any reports or documents or have any data from the ACF
       watershed basin? Does your organization have a position statement with regard to the
       ACF River Basin? We would greatly appreciate a list of any audio-visual materials and
       a copy  of any report or document you have.

            ts there an individual in your organization who is involved with or has interests in
       what is happening with  the Apalachicola-Chattahoochee-Flint River Basin or with policy
       issues concerning the ACF River Basin?  Please pass on this letter and let us know who
       the  person is.  We  would  be glad to keep this person briefed on the progress of the
       report.

            If you know  of  any other organizations or interest groups that have a special

federal agencies, and from researchers within academia.  In addition, we are creating a
database of the documentation which will be made available to the EPA.

      Mr. Rex Boner of The Conservation Fund suggested you as a good information
source. Does your organization have any committees, staff, or programs that would
relate to water resources or water policy? If so, would you please send us a description
of the duties, charges, or responsibilities of each? May we have a copy of any by-laws
that pertain to any concerns about water policy, resources or quality?  Do you have any
audio-visual materials that are (or could be) used for  educational purposes?  Has your
organization prepared  any reports  or documents or have any data  from the ACF
watershed basin? Does your organization have a position statement with regard to the
ACF River Basin? We would greatly appreciate a list  of any audio-visual materials and
a copy of  any report or document you have.

what is happening with the Apalachicola-Chattahoochee-Flint River Basin or with policy

 A.L. (Al) Burruss served his
community through elected
public office and business,
religious and personal com-
mitments.- During his 22-year
career in public service in
Georgia, he gave special atten-
tion to the communities of
northwest Georgia.
 A.L. Burruss1 career in the
state legislature was devoted
to  providing a better standard
of  living for all Georgia citizens.
His dedication to the state of
Georgia and its citizens is now
carried on through the  A.L.
Burruss  Institute of Public
Service at Kennesaw State
College.
