Dear Ms. Cipriano:

The U.S  Environmental Protection Agency (USEPA) has reviewed the Record of Decision
(ROD) and the Responseeness Summary prepared for the South Ditch Interim Action at the
abo\e-referenced Sits that was prepared by the Illinois En\ironmental Protection Agency (IEPA).
The USEPA also reviewed the Proposed Plan and attended the Public Meeting about this
Proposed Plan on October 9. 2002.

The USEPA concurs \\ith the IEPA in selection of Alternative *4B - Removal of Unnatural
Sediment \\ith on-site stabilization and consolidation as an Interim Action at the Site. As noted
in the ROD. several permits, certifications or waivers may be required to implement the selected
remedy.
