The 276-page document lists specific projects EPA's Office of Research and Development plans to fund in FY 1974 by the grants and contracts mechanism. It also gives general guidelines for working with EPA under grant or contract support. OR&D establishes its objectives and priorities in response to the over all mission and priorities of EPA and is highly mission-oriented, concerned with solving specific priority problems rather than merely advancing scientific knowledge. Although the scopes of these projects may vary from quite fundamental research to the full-scale engineering demon- stration of new pollution control processes, all are directed at meeting specified objectives. Grant and contract proposals will, therefore, be evaluated in the context of pre-established plans.
