PERSONNEL CORNER
The Personnel Management Division is undertaking a review of all official Personnel
Folders to insure that the contents are in accordance with the requirements of
the Federal Personnel Manual, Supplement 293-31.
This review may result in you being requested to provide certain documents to
bring your folder up-to-date. You may be sent material that is not appropriate
for inclusion in the folder or there may be duplicate materials.
Any material returned will be accompained by a letter explaining the reason.
Similarly, a letter of explanation will be provided when it is necessary to re-
quest material for Inclusion in the official personnel folder.

INTERESTED IN PROMOTION?
If you are interested in being considered for promotion, you should watch
the bulletin boards and be ready to submit a complete application when an
annoucement is issued.
Effective September 30., 1976 all announcements that were "Open Continuous"
will be closed. Positions to be filled after that date will be announced
on an individual basis and you will be required to submit an application
each time you desire to be considered.

'PROJECT LIFELINE'
Our 1975 - 1976 blood quota was met and as usual, we went way over the top!
George M Stockbridge, Chairman of the Blood Program, expressed congratulations
to all of us who helped make the program successful.
Once again, we are signing a new agreement, pledging our continued support
to the Red Cross Program during 1976-77.
Together we can make our new goal of 386 pints a reality Already we are off
to a blazing start with sixty employees turning out during the past month Let's

If William Shakespeare were alive today, he would probably be making a fortune writing
plays for television, or for that matter, writing television commercials. Being the
resourceful devil that he was, Shakespeare would, no doubt, have combined the two, producing
television programs without even the slightest interruption. This month's puzzle will
demonstrate this concept by using for its answer a Shakespearian Quote from the Tragedy of
Hamlet, Prince of Denmark By rearranging the order of a couple of sentences and adding

Gary D HcCutchen. ESED/OAQPS, President, Goals for Gary, and Warren Galke,
HERL, Vice-President, Goals for Gary, conducted a workshop to discuss improving
Gary's water quality. The meeting attracted over 25 interested citizens
HcCutchen began the workshop by presenting a brief history of the Water
Pollution Control Act and the 208 project
At the end of the presentation, the workshop divided into small "brain
storming" groups. One of these groups was conducted by Galke
Suggestions included ideas ranging from the technically complex to some that
were so pratical the general response was, "Why hasn't anyone thought of that
sooner*"
Robert E Hall, Research Mechanical Engineer, IERL/RTP, is responsible for
a pamphlet entitled "Get the Most from Your Heating Oil Dollar - Servicing
Cuts Costs and Pollution," which has been prepared by EPA for nationwide dis-
tribution This is the first in a series of EPA - Federal Energy Administration
pamphlets which will acquaint homeowners with facts about reducing pollution
and saving energy from home heating systems. By following the guidelines, the
homeowner can reduce his annual fuel bill through reduced fuel usage. The
pamphlet provides important information which will be of great help to homeowners
this winter. Copies may be obtained from the Public Affairs Office, (MD-31),
or call Ext. 2951
Twenty-seven employees of the Air Pollution Training Institute (APTI)
recently received certificates and a group bronze medal award in recognition
of their significant contribution toward the goal of assisting State and local
agencies to meet their manpower training needs
In an informal ceremony at Research Triangle Park, Richard G. Rhoads, Act-
ing Director, CPDD, OAQPS, presented the award to APTI employees.
The citation stated "To members of the Air Pollution Training Institute
in recognition of outstanding performance of duties in organizing, developing
and presenting a nationwide program of short-term direct training courses and
developing and monitoring an Academic Grants and Fellowship program in a manner
which has received widespread acclaim and reflected credit on the Environmental
Protection Agency's mission "
Elmer and Velma Gray. CMD/OA, publicity chairmen for the National Campers
and Hikers Association (NCHA) used the theme, "We Did It All For The Zoo," and
it paid off NCHA campers in the Tar Heel State have taken a special interest
in the North Carolina Zoo project south of Asheboro Their interest amounted
to a donation of S3900 for the purchase of ani'mals The NCHA believes the zoo
will be a major attraction for bodi Asheboro and North Carolina The no-bars,
no-cages, natural-habitat concept of the zoo is in keeping with NCHA's philosophy
of maintaining the environment
Elmer and Velma, in addition to doing the publicity for this project are
also District Field Directors for NCHA.

The Industrial Environmental Research Laboratory had a picnic at the Tech Center
picnic area on September 22 Employees and their families gathered to eat and
play and get to know each other better. Games were planned for tne children and
ribbons given to the winners. The adults enjoyed volleyball, croquet, basket-
ball and "just talking" to each other Thh highlight of the activities was a
sack race which involved the Laboratory Director, Deputy Director and the Division
Directors. Special thanks go to the Picnic Committee, which was headed by Jack
Green, for a job well done Pat Sharp reports they hope to make this an annual
affair for IERL.
