                -Not  "to List 14 Spent Solvents

     On August  5,  1996,  the Administrator signed  a  proposal not to
amend the  regulations for hazardous waste management  under the
Resource Conservation and Recovery Act  (RCRA)  for wastes generated
during the use  of  certain organic solvents.   Specifically,  the
Agency proposes not to list as hazardous any  of the following 14
spent solvents  examined: acetonitrile,  benzyl chloride,  cumene,
cyclohexanol,  1,4-dichlorobenzene, epichloro-hydrin,  ethylene
dibromide,  2-ethoxyethanol acetate, furfural  isophorone,
2-methoxyethanol,  2-methoxyethanol acetate, methyl  chloride and
phenol.

     We have determined that these solvent wastes pose little or no
risk to human health or the environment because the risk assessment
performed  for each solvent does not show a substantial level of
risk. A more detailed fact sheet  is attached  and  a  prepublication
copy of the Federal Register notice has been  posted in the common
Postman directory in each region  under  "Solvents.fr."  These
documents  will  also be available'on the Internet  System (see fact
sheet  for  complete details).  If  you need more specific technical

     On August  5,  1996,  the Administrator of  the  Environmental
Protection Agency  (EPA)  signed a proposal not  to  amend the
regulations  for hazardous waste management under  the  Resource
Conservation and Recovery Act for wastes generated during the use
of certain organic solvents.  EPA has determined  that these solvent
wastes pose  little or no risk to human health  or  the  environment
because the  risk assessment performed for each solvent does not
show a substantial level of risk. Specifically, the Agency proposes
