These proposed standards pre- scribe detailed procedures for recordkeeping, response to accidents and the reporting thereof, acceptance of hazardous waste for transportation, compliance with the manifest system, delivery of the hazardous waste to a designated facility, and the placarding/ marking of vehicles. The standards would apply to any person or Federal agency that transports hazardous waste that requires a manifest within the United States. EPA is proposing that all hazardous waste which meet the Department of Transportation's definition of a hazardous material be subject to the Federal DOT's Hazardous Materials Regulations for both interstate and intrastate shipments. The Department of Transportation is pro- posing regulations for the transportation of hazardous waste materials which would extend the coverage of its regulations to all „ hazardous waste as defined by EPA. DOT proposes that its regulations would apply to inter- and intrastate shippers and carriers. In addition, DOT's proposal references, or incorporates, the EPA regulation proposed for transporters. ------- THE EPA REGULATION WAS PRO- POSED IN THE FEDERAL REGISTER ON APRIL 28, 1978. IT IS ANTICIPA- TED THAT THE DOT REGULATION WILL BE PROPOSED IN THE FEDER- AL REGISTER BY JUNE 1, 1978.
