         •-The report gives a complete classification of all materials used in the con-
 struction of,  or brought inside, homes and office buildings. In the classification
 tables presented in the report,  shaded entries are potential sources of indoor air
 emissions. The classification system is based on the U.S. Census of Manufacture's
 Standard Industrial Codes (SICs). A comprehensive list of all products found in buil-
 dings is presented which demonstrates that materials  can be classified using a uni-
 form methodology for systematic evaluation as potential indoor air pollution sources.
 Another document is planned which would include more complete information on the
 materials which are  shown here as potential sources of indoor air emissions.

                               PREFACE

      In   October  1986   Congress   passed   the   Superfund  Amendments   and
Reauthorization Act  (SARA,  PL  99-499)  that includes Title  IV -  The Radon Gas
and  Indoor Air Quality Research  Act.   The Act directs that EPA  undertake  a
comprehensive indoor air research program.

      Research program requirements under Superfund Title IV are specific.  They
include identifying, characterizing,  and monitoring  (measuring) the sources and
levels of  indoor  air  pollution;  developing instruments  for indoor air quality
data  collection;  and  studying high-risk  building  types.   The  statute  also
requires research directed at  identifying effects of indoor  air pollution on
human health.  In  the  area of mitigation and control  the  following are required:
development of measures to prevent or abate indoor air pollution; demonstration
of methods to reduce or eliminate indoor air pollution;  development of methods
to assess the potential  for contamination of new construction from soil gas, and
examination of design measures for preventing indoor air pollution. EPA's indoor
air  research  program  is  designed  to be responsive  in  every way to  the
legislation.

      In responding to the  requirements of Title IV of the Superfund Amendments,
EPA-ORO  has  organized  the  Indoor Air  Research Program around  the following
categories  of research:   A)    Sources  of  Indoor Air  Pollution;  B)  Building
Diagnosis  and Measurement Methods;  C)  Health Effects;  D) Exposure  and  Risk
(Health  Impact)  Assessment; and  E)  Building  Systems  and  Indoor Air Quality
Control Options.

      EPA  is directed to undertake this comprehensive research and development
effort not only through  in-house work but also in coordination with other Federal
agencies,  state and local governments,  and private sector organizations having
an interest in indoor air pollution.

The ultimate goal of  SARA  Title  IV  is  the dissemination of information to the
public.   This activity includes  the publication  of scientific  and technical
reports in the areas described  above. To  support these research activities and
other interests as  well,  EPA  publishes its results in  the INDOOR AIR  report
series.  This series consists of five subject categories: Sources, Measurement,
Health, Assessment, and Control.  Each  report  is printed in a limited quantity.

                                 INTRODUCTION

     This report, Classification of Materials as Potential Sources of Indoor
Air Pollution, is the first in a series of documents proposed by the
U. S. Environmental Protection Agency (U.S.  EPA).   It presents a
classification of building materials, fixtures and furnishings,  and consumer
products used or found in homes or offices,  regardless of their potential to
emit air pollutants.  Homes and offices were chosen as the focus of this study
because they constitute a discrete and manageable portion of all indoor
environments.  The purpose of this classification is to define the universe of
materials and products in homes and offices, to create an organized list of
these materials and products, and to establish a nomenclature for future
indoor air quality work.  A subset of products are identified in this
classification that are thought to represent the population of manufactured
items that warrant further study as sources of indoor air pollution.

     Subsequent work on indoor air pollution sources will refine this
classification and provide a catalog of information on a subset of materials
and products thought to be potential sources of indoor air pollution deserving
further study.  Information on chemical constituents, usage volumes, and
sources of existing emissions and exposure data will be included.  Also
proposed is a handbook for architects, building contractors, and homeowners,
that will contain information on constituents, exposure, and low- or non-
emitting alternatives for a selected group of commonly used materials and
products presenting a significant health risk.  Figure 1 illustrates the
relationship between the types of proposed documents.

     The preliminary subset of products presented in this document will be
refined in future work.  Minor changes to the present subset of products will
be made in terms of which products to include or exclude for further study as
more information about products is collected.  Additionally, the present
nomenclature and organization for the list may be modified to make it more
user-friendly for the targeted audience.  These minor changes are not expected
to change the magnitude or scope of  the overall analysis.

     The remainder of this report further describes the source classification
and its development.  Section 2 contains background information on indoor air
pollution sources; Section 3 describes the scope of this study; Section 4
presents a description of the classification system and the methodology used
in its development; Section 5 contains a discussion of results; Section 6
contains conclusions and recommendations for further work on the
classification and follow-on documents; and Section 7 contains the
classification system itself in three tables:  1) Building Materials;
2) Furnishings, Fixtures, Household Appliances, and Office Equipment; and
3) Consumer Products.

                                   SECTION  2
                                  BACKGROUND

     Concern over human exposure to indoor air pollutants was first expressed
in the early 1970s.  At that time, formaldehyde emissions from urea-
formaldehyde foam insulation, and from particle board and plywood building
materials were identified by the Consumer Products Safety Commission (CPSC) as
health hazards in homes.  Since then, indoor air pollution in office and home
environments has increasingly become a concern to the public and to government
agencies.1  Asbestos, radon, and cigarette  smoke have also been identified as
indoor air pollutants that pose serious health threats.2  Research by the
Environmental Protection Agency (EPA), the CPSC, the National Institute of
Occupational Safety and Health (NIOSH), and numerous foreign laboratories
indicates that a variety of sources commonly found in homes and offices may
generate harmful air pollutants.

      For the purposes of this study, indoor air pollution sources have been
divided into five general categories:  1) materials which emit pollutants, 2)
indoor combustion sources, 3) outdoor sources, 4) biological sources, and 5)
activities which result in emissions to the indoor air.

     Material sources emit volatile compounds or particulates by virtue of
their composition.  Material sources can be further broken down into three
subcategories:  construction materials, interior fixtures and furnishings, and
consumer products.  Examples of building materials and furnishings include
plywood, carpets, insulation, upholstered furniture, and vinyl flooring.
Consumer products is a varied and complex source category including such
things as hair spray, deodorant, all-purpose cleaners and floor waxes,
pesticides, office supplies, and automobile care products.

     Indoor combustion sources include products or appliances that emit
combustion by-products inside buildings.  Examples include tobacco products,
heating and air conditioning systems, and unvented clothes dryers and cooking
stoves.  Attached garages may contribute to indoor air pollution due to
combustion emissions from automobiles.2

     Outdoor sources include anthropogenic sources such as vehicle emissions
from nearby roads;  pollutants generated at nearby industries and commercial
establishments such as chemical plants, gas stations,  and drycleaners;
pollutants generated by activities conducted near the  building such as  house
painting, lawn care, and automotive care;  and re-entrained material such as
road dust or storage pile activity.  An example of a naturally occurring
outdoor source of indoor air pollution is  soil and rocks containing radon.
Pollutants from outdoor sources are typically brought  inside by ventilation
systems, by natural air exchange, or through the water.

     Biological pollutants include fungi,  bacteria, viruses, pollen, spores,
animal hair, and other allergens generated by biotic or natural organisms and
processes.  Biological pollutants typically are brought inside by ventilation
systems or by natural air exchange, but can also be introduced into buildings
on materials that are brought inside.  Dirt and moisture that accumulate in
heating and air conditioning systems provide a breeding ground for biological
pollutants.

     Activities considered to be sources of indoor air pollutants include
house cleaning activities such as vacuuming, using photocopy machines,  or
hobbies using adhesives or paints.

     Of these five categories of sources,  the first one - materials that emit
pollutants - is addressed in this document.  Figure 2  presents a diagram of
the five categories of sources affecting indoor air quality and schematically
illustrates the focus of this report.  The materials category has been further
divided into three subsections corresponding to the three tables composing the
source classification presented in this report.

                                SCOPE OF STUDY

     In the past, considerable work has been directed to identification of
indoor air pollutants and study of their impact on human health and comfort.
This work has produced some notable successes mentioned earlier;  however,  our
understanding of the more subtle effects of indoor air pollution is highly
incomplete.  Our understanding of the sources of emissions,  beyond those few
that are obvious problems is a particularly important gap in our understanding
of the problem.

     What little data are available are often not comparable and do not
provide a clear characterization of the sources of indoor air pollution.  As a
result, there is a need for a systematic approach to identifying sources,
their potential to emit pollutants to the indoor air, and relative measures of
exposure.  To address this need, the EPA is developing a series of documents
on indoor air pollution sources.  The documents are ultimately intended to
provide a complete list of indoor air pollution sources, to indicate each
source's relative importance for further research, and to assemble basic
information for consumers to use in making decisions about indoor air
pollution in residential and office settings.  The documents will address
materials and products commonly found in homes and office buildings.

     Some of the material sources that are the subject of this first study
have been shown, through the work on formaldehyde and asbestos, to have
serious potential for impacting on indoor air quality.  Insulation, carpets,
and wallboard have been shown to be potentially serious emitters.  Other
sources of material emissions that are the subject of current investigation
include:  wood preservative, wall coverings, various construction adhesives,
drapery and upholstery fabric finishes and dyes, and consumer products such as
hair sprays, deodorants, glass cleaners, laundry products, and household
pesticides.

     Although materials sources have been the subject of considerable study,
no effort has been made to scope this segment of the total problem by
systematically identifying and classifying the sources of emissions.  This
report presents  the results of the first effort in this connection.

                                   SECTION 4
                     DESCRIPTION OF CLASSIFICATION SYSTEM

     The present study was designed to lay a foundation for systematic
analysis of the role of materials in influencing indoor air quality.   The
approach involves identification of all products that are:

     a    Components of construction of buildings;

     •    Used as fixtures and furnishings;  and

     •    Consumer goods that are brought into buildings in the course of
          their normal use.

It was recognized that including all types of buildings in the analysis would
unnecessarily complicate the study.  Therefore, consideration was limited
initially to residential and general purpose office buildings.

     The study's primary goals were twofold; the first objective was to
demonstrate the feasibility of using available information to develop a
comprehensive and definitive list including all products used in the
construction of buildings or brought into homes or offices.  The second goal
was to show that only a relatively small number of the products making up the
total were likely to have potential for emitting pollutants that could
adversely impact indoor air quality.

     A number of sources of information containing categorization or
classification of materials were identified during the course of this study.
Six of these sources are described below:

     •    Masterspec3 - Developed and published by the American Institute of
          Architects (AIA) identifies products and processes used in the
          construction of buildings;

     •    Supermarket Business Report - Annual Consumer Expenditure Study
          which includes sales volume information for consumer products sold
          in supermarkets;

     •    SAMI/Burke - Market database for tracking sales and market share
          information on supermarket products such as groceries,  household
          supplies, and health and beauty aids;

     •    Kline and Company. Inc. - A business consulting firm specializing in
          market research on consumer products;

     •    Simmons Market Research - Market survey information collected
          through consumer questionnaires about consumer products and
          services;

     •    Department of Commerce. Census of Manufactures Current Industrial
          Reports - Presents data on quantity and value of shipment of
          products manufactured in the United States.

     The product classifications and sales information in these sources were
compared as to usefulness of classification divisions and level of detail.  It
was concluded that only the Census of Manufactures presents a comprehensive
list of products that covers all three categories of interest to the study,
and that employs categories useful to indoor air quality study.  A decision
was therefore made to use data presented in the Current Industry Series
Reports of the Census of Manufactures as a basis for initial studies.4  The
census data are based on the Standard Industrial Classification (SIC) system,
which is commonly used by industry and government agencies.

     The first step in creating the classification involved analyzing the
Current Industrial Reports data to identify and classify all industrial
products of interest to the study.  This analysis produced two sets of data:

     •    A comprehensive list, the classification, of products used in any of
          the three categories noted above; and

     •    A preliminary subset of materials considered to have a significant
          potential for indoor air pollution emissions.

     These lists serve several purposes.  The classification defines all
products that could be found in homes or office buildings.  It defines
boundaries for the study and provides a basis for assessing the coverage of
relevant materials.  Developing the subset of materials thought to contribute
to indoor air pollution demonstrates that, after organizing and categorizing
materials methodically, a manageable subset of materials of concern can be
identified.  This subset of materials also provides a preliminary assessment
of the scope of analysis required to define the polluting potential of
individual products and to assign priorities for further studies.  This report
documents these results and describes follow-on activities needed to put
issues relating to the materials component of indoor air contamination in
perspective.

CLASSIFICATION

     The classification was developed by reviewing the approximately 11,000
products for which data are collected by the Census of Manufactures to
identify those products used in connection with construction of or use in
homes or office buildings.  The Census data group products into three
divisions of interest  to this study:

     «    Industries for which information on products are collected.  The
          Census of Manufactures comprises over 400 manufacturing industries;
          191 of these manufacture products which are included in the present
          study.  Industries are identified with four-digit SIC codes:
          e.g., 2891 Adhesives and Sealants, and 2421 Sawmills and Planing
          Mills.

     •    Product groups are subcategories of an industry's total product
          slate.  These are identified with a fifth digit that is added to the
          industry code, e.g., 2891 Adhesives and Sealants includes the four
          product groups shown below:

               28913 Natural base glues and adhesives,
               28914 Synthetic resin and rubber adhesives,
               28916 Structural sealants, and
               28917 Nonstructural caulking compounds and sealants.

     •    Products are the most detailed category for describing industry
          product slates.  They are identified with seven-digit SIC codes
          obtained by adding two-digit product identifiers to the five-digit
          product group numbers, e.g., 28913 Natural base glues and adhesives
          is made up of a number of products including the following three:

               28913-11 Animal glues (hide,  dry forms),
               28913-26 Flexible, nonwarp,  liquid glues,  and
               28913-50 Protein adhesives (casein, blood, etc.).

     For the present study, a two-step procedure was used to define the
universe of products used in construction or brought into homes and office
buildings.  The procedure involved the following:

     •    Review of the Census of Manufactures industry categories to
          eliminate those not relevant to the study, e.g., 2813 Industrial
          Gases and 2911 Petroleum Refining; and

     •    Review of the product groups for the remaining industries to
          identify specific products that are components of a building
          (building materials), furnishings or fixtures,  or that are consumer
          goods found in homes or office buildings as a result of activities
          normally conducted there.

All potential construction materials or products found in homes and office
buildings are included in the classification irrespective of the probability
of their contaminating indoor air.  All products that are included are not,
however, shown with seven-digit SIC descriptors and identification numbers.
Some judgements with respect to relevance were made to keep the length of the
list manageable, and product groups (as defined by the Census or as combined
for this study) were used when identifying specific products was judged to
provide too much detail.

     The product categories presented in this report were tabulated, along
with available data on value of annual sales and physical units of production
as defined by the Census of Manufactures.  It was realized that the value of
some of this information is limited since many products would not be included

in further studies on sources of indoor air pollution.   The data available
did, however, provide some insights on the relative economic importance of
certain products and provided perspective on the overall completeness of the
information available from this source.  Further, it was deemed important to
demonstrate that the Census of Manufactures data could be used to develop a
comprehensive list of all products found in buildings,  and to show that the
products can be classified using a uniform methodology for systematic
evaluation as potential indoor air pollution sources.

THE SUBSET OF POTENTIAL MATERIAL SOURCES OF INDOOR AIR POLLUTANTS

     The next step?, involved screening out all products that, despite their
physical presence as building components or location within buildings, have
little or no potential as sources of emissions.  This was a subjective
process, based on consideration of the three following factors*

     •    The quantity produced; how pervasive is the product in the
          environment?

     •    Compositional information; based on readily available published
          information, how harmful are the emission likely to be?

     •    The nature of its use; what is the likelihood of human exposure to
          materials emitted?

A group of researchers familiar with the current state of knowledge concerning
indoor air pollution provided input for this screening step.  Decisions were
made with the realization that this was a preliminary screening and with the
understanding that the important consideration was showing the difference in
the scope and nature of the products to be given further study.

     In the classification list presented in this report, the subset of
products judged to be potential sources of emissions to the indoor air are
identified as shaded entries in the tables.  Current studies are being
undertaken to collect more complete information on all potential material
sources of indoor air pollution.

                                  SECTION 5
                            DISCUSSION OF RESULTS

     The classification presented in this report contains about 1,000 of the
11,000 products that the Census of Manufactures uses to describe the
industrial output of the United States.   The classification is believed to
constitute a viable definition of the universe of products used in building
construction or brought into homes and office buildings.   This all-inclusive
list will be used to further define the materials contributing to indoor air
pollution.  It describes each product and lists its SIC number.  This links
the products,  as defined for present purposes, with backup information in the
Bureau of the Census statistics.  For further work it will be possible to
access additional data or update existing data as more recent information on
production becomes available.   Where applicable, Masterspec codes used by the
American Institute of Architects have been provided as a cross-reference.

     The subset of approximately 250 products indicates the materials thought
to have a significant impact on indoor air quality.  These materials are
identified in the classification list as shaded entries in the tables.  This
subset of products represents the products recommended for further study.  The
list was developed without locating supplemental information that could
provide the basis for firm decisions at this point.  Rather, the purpose of
the first screening was to demonstrate that products most deserving of
attention can be selected with relative ease and that the number of products
needing further attention is a manageable subset of the 11,000 products that
make up the industrial output of the United States.  It is believed, however,
that a less tentative list could be developed with additional effort and,
although the revised list would vary, it would not undergo great changes in
scope or content.

     Although this study has accomplished its original goals, some limitations
are worthy of discussion.  It is important that the products described in the
classification system either correspond to or correlate with products as
currently described within the relevant industry.  The Census of Manufactures
system uses nomenclature that is accepted by manufacturers, but may not always
correspond with terminology considered most appropriate for analysis of the
manner in which products are used.  An attempt was made to test the

compatibility of Census classification with other sources of information.   One
test involved overall comparison of the categories used in Hasterspec with
Census of Manufactures categories.  The comparability is shown in the building
materials section of the Tables where both the Masterspec and the SIC
categories are shown.  A more detailed comparison of product categories was
made by reviewing adhesive products.  Adhesive products were selected because
they occur in all three sections of the classification, both as materials  or
products themselves and as constituents in materials and products.

     In this test case, products and product categories for adhesives in the
Census of Manufactures were compared with categories presented in the Handbook
of Adhesives5 and with the categories shown in Adhesives Age6 1988 directory.
Some observations from the comparison are:

     •    Many categories considered are identical in the Handbook of
          Adhesives and in Census data - e.g., animal glues, protein
          adhesives, epoxy adhesives, polyvinyl acetate adhesives.

     •    Some categories differ only in the name - e.g., urea and modified
          urea adhesives in the Census data were called amino adhesives in the
          Handbook of Adhesives.

     •    Some categories shown in the Census were further differentiated in
          the Handbook of Adhesives - e.g., hot melt additives are grouped in
          the Census of Manufactures, but are shown in the Handbook of
          Adhesives as two major categories, polyolefin and ethylene copolymer
          based.

     •    Some products grouped under "other" in the Census are separate
          categories in the Handbook of Adhesives - e.g., anaerobic adhesives.

No attempt was made to cross-check all classes of adhesives mentioned in the
Census after inspection of major categories indicated that they could be
matched with corresponding classes in other information sources.  Although the
investigation was limited to one group of products, it indicates that
nomenclature problems will present few difficulties for products that deserve
further attention.

     Certain qualifications also apply to the total national manufacturing
volumes and dollar values reported Cor product categories.   These figures are
taken directly from the Census of Manufactures and reflect volume manufactured
for all uses, not necessarily for homes and office building uses.  In some
cases, a product may be used only in homes or offices (personal products or
business machines, for example).  In these cases the Census figures may be
reasonably good estimates of use related to indoor air pollution.  In most
cases, however, the dollar and volume figures are indicators only of a
product's relative economic importance.

                        CONCLUSIONS AND RECOMMENDATIONS

     It is concluded from results to date that:

     •    The Census of Manufactures will provide a sound basis for defining
          the universe of materials used in construction or brought into homes
          and office buildings.

     •    Materials with any real potential to adversely affect indoor air
          quality are manageable in number and can be readily identified.

     e    A subset of materials comprising the potential sources of indoor air
          pollution has been developed and can be used as a basis for planning
          and scoping a program for systematic analysis of indoor air
          emissions from materials.

     It is recommended that both the complete classification and the subset of
materials presented here be thoroughly reviewed and analyzed from the
standpoint of research needed to develop a catalog of prioritized sources of
indoor air pollution.

     Both lists should be modified as necessary to refine their organization,
and to make them compatible with literature and databases that have been
developed by others.  The integrity of both lists should be maintained as far
as the relationship to the Census of Manufactures nomenclature and
identification system is concerned.

     A catalog of prioritized sources and their constituents should be
developed based on the subset of materials presented in this report.  The
catalog should provide an organizational basis for collecting information on a
material's potential for contamination.  This information should include:

     •    Compositional data that will provide insights on the likelihood of
          the material being a source of harmful emissions to indoor air;

     •    Data on quantity produced and quantity used or  brought into  homes
          and office buildings,  which will  provide  perspective on the
          material's overall potential for  emitting pollutants into  the  indoor
          air; and

     •    Definition of product usage patterns,  which will provide background
          for evaluation of human exposure.

To be most useful, a catalog and its supporting database  should be based on
the subset of materials from the classification system but employ nomenclature
known and understood by the user community.

                           THE CLASSIFICATION TABLES

     The following tables present the classification system for all materials
and products used in construction or brought into homes and office buildings.
The tables are divided into three categories:   building materials, fixtures
and furnishings, and consumer products.  Within each category,  materials and
products are organized by their SIC numbers.  Information for each material or
product includes a Masterspec number; SIC identification number; description
of the product; and where data were available,  the value and quantity of
industrial shipments in 1987.  As described previously, the shaded entries
represent the initial screening of materials and products that are considered
potential sources of indoor air pollutants.
