Under Executive Order 12898, federal agencies were directed to make achieving environmental justice part of their mission by identifying and addressing disproportionately high and adverse human health or environmental effects on minority and low-income populations in the United States and its territories and possessions. The Executive Order also makes clear that its provisions apply to programs involving Native Americans. To assist in carrying out their responsibilities, the Executive Order created an Interagency Working Group (I WG) comprised of various federal agencies and White House offices, and chaired by the Administrator of the Environmental Protection Agency (EPA). This comprehensive environmental justice directory identifies the contacts in the various federal agencies that make up the IWG. With this resource, the Office of Environmental Justice hopes to enhance coordination and communication among federal agencies, state and local governments, and the public in addressing environmental justice issues. The Order directed EPA to establish an Interagency Working Group and to report to The President on the strategy to be used to accomplish this effort of focusing federal attention on the environment and human health conditions of minority populations and low-income population with the goal of achieving environmental protection for all. Meetings of this Interagency Working Group continue on a regular but unscheduled basis. The EPA established an internal environmental justice network in each Headquarters Office and Region to be the focal point for environmental justice. The names and contact information for the individuals serving in this capacity are listed below. A description of each office and region can be found later in this section. The Office of Environmental Justice, located in the Office of Enforcement and Compliance Assurance, serves as the Agency coordinator for the Environmental Justice Network.
