FOREWORD
In recent years, there has been a growing awareness that the quality of the air in
residential, commercial, and public buildings is not always as healthful as it should be. Health
and comfort effects can result from a broad array of pollutants when they build up in indoor air
spaces, often to higher levels than found outside, due to inadequate ventilation or particularly
strong sources of pollution. Such contamination often derives from lifestyle factors like smoking,
building materials and furnishings, everyday products used in homes and businesses, and even
infiltration of natural pollutants like radon from the ground.
In most states, as well as at the federal level, indoor air quality issues are dealt with by a
variety of agencies with the authority or expertise to focus on a particular problem or set of
problems, Regardless of whether states have a centralized indoor air program, responsibility for
many indoor air issues remains dispersed among several different state agencies. As a result,
finding the appropriate state contact is often a difficult and frustrating experience. This directory
is intended to make it easier to find the right contact.
The Directoiy of State Indoor Air (Juality Contacts was produced as part of a cooperative
agreement between the United States Environmental Protection Agency and the Public Health
Foundation, which was founded by the Association of State and Territorial Health Officials to
conduct research and provide support to state health agencies. The multi-year cooperative
agreement, which began in 1985 to help states implement delegated authorities, was expanded in
1987 to include work on state activities relating to indoor air quality.

INTRODUC ON
This directory is a guide to locating individuals in state government who can provide
information and assistance on indoor air quality problems. For the fist time, it brings together
information on more than 16 issues, from asbestos to wood preservatives, for the range at
agencies involved in ad&essing those issues, from health agencies to energy departments.
The information contained W i the directory is organized alphabetically by stata For each
state, the directory lists the various agendas and their divisions, followed by a listing of individual
contact names and telephone numbers organized by type of indoor air pollutant or problem.
Since agencies often have individuals from different divisions working on indoor air quality issues,
we have listed the division with the contact name to clarify which divisions may be associated
with particular issues. Agencies or divisions with primary responsibility for a particular area are
marked with an asterisk; otherwise, the order in whkh agencies, divisions, and contacts are listed
is without implicahon regarding degree of authority.

NOTES AND DEFINItiONS
BIOLOGICALS indude bacteria, molds and mildew, viruses, animal dander and cat saliva,
mites, cockroaches and pollen.
BUILDING COMPLAINT INVESTIGATIONS attempt to determine and remedy the source of
building health complaints sometimes referred to as ‘sick building syndrome? Among
the many factors which a building investigation may examine are the ventilation system,
chemical and biological pollutants, building materials aid fumishkigs, thermal condifions
such as temperature and humidity, and record of ocaipant health complaints.
COMBUSTION DEV1CES include unvented kerosene and gas space heaters, wood stoves,
fireplaces and gas stoves.
COMBUSTION GASES include both parliculates and gases such as carbon monoxkle,
carbon dioxide, oxides of nitrogen, sulfur oxides, polycydic aromatic hydrocarbons,
hydrocexbons, automobile exhaust, and gasoline and ciesel fumes.
