1981 ANNUAL REPORT ON AIR QUALITY
IN NEW ENGLAND
This report represents 1981 annual air quality information for all states in
New England. The majority of the data included in this report was submitted to EPA
by the states from their ambient monitoring networks in accordance with 40 CFR
58. In addition, data from selected industrial monitors have been included.
This report is intended to list potential nonattainment areas for planning
purposes. The majority of data used has been evaluated and verified by EPA;
however, for the areas listed as nonattainment, the data may require further
evaluation by both EPA and the states.
Table 1 is a summary of the status of the National Air Monitoring Sites
(NAMS) and the State/Local Air Monitoring Sites (SLAMS) submitting data to
Region I. This table lists the number of sites operating, the required number of sites,
the number of sites reporting precision and accuracy data, and the number of sites
not meeting EPA minimum data capture requirements.
Table 2 shows the number of stations violating the National Ambient Air
Quality Standards (NAAQS) and the total number of stations reporting data during
1981. There was one station in violation of the 24-hour primary SO 2 standard, and no
stations were in violation of the annual primary SO 2 standard. For particulates, five
stations were in violation of the 24-hour primary standard, and thirty-two stations
were in violation of the 24-hour secondary standard. The annual primary standard
was violated at one station. Four stations were in violation of the CO 8-hour primary
standard, and no stations were in violation of the 1-hour primary standard. For ozone
there were twenty-four stations in violation of the 1-hour primary standard. No
stations violated the NO 2 annual standard. Although not reported in Table 2, no
stations violated the lead quarterly standard.
Table 3 lists every state site in New England. The information presented
compares the measured values to each NAAQS. The information included is the
number of exceedences, the maximum and second high values, and the annual means
(geometric mean for TSP, arithmetic mean or average for SO 2 and NO 2 ). Those
stations reporting a maximum above the standard, but a second high below the

standard are included in this table. For intermittent data, an annual mean is not valid
unless there are four valid quarters. To be considered valid, a quarter must have at
least five values; and if any one month is missing, each of the other two months must
have two or more values. For continuous data, 75 percent of the year must be
available to calculate a valid annual average.
Table 4 shows the number of stations violating the NAAQS by Air Quality
Control Region (AQCR), as well as the total number of monitors in each AQCR. A
map delineating the AQCRs in Region I is included at the end of this table (Figure 1).
Table 5 has been developed to point out areas where air quality levels have
exceeded the emergency, warning, or alert episode levels. An air pollution alert
(warning or emergency) will be called when specified pollutant concentrations are
reached provided that meteorological conditions are such that these levels can be
expected to persist for 12 hours or more. In the case of ozone, an alert (warning or
emergency) will be called if the situation is likely to reoccur within the next 24 hours.
Episode levels were reached or exceeded for particulates at six sites; for CO at two
sites; and for ozone at seven sites.
Tables 6 and 7 list the precision and accuracy data submitted by the six
New England states. The 95% probability limits for five criteria pollutants are given
as a network average for each state.
Table 8 lists the results from the Region I audit program for TSP, SO 2 , CO,
NO 2 , and 03. The results presented on a state-by-state basis give the number of
satisfactory, marginal, and unsatisfactory audits; the average percent difference; and
the standard deviation.
Tables 9 and 10, respectively, list the nonattainment areas in New England
with the last reported violation and the attainment and unclassified areas in which
there were 1981 violations to NAAQS.
Following Table 10 is a discussion of air quality trends in New England for the
criteria pollutants. This discussion includes several charts of selected air quality
monitoring sites which show a linear regression of the deseasonalized monthly means
for TSP, SO 2 , and CO during the last five years. For ozone, a chart of the number of
days exceeding the standard each year for the last five years is used.

1981 PRECISION AND ACCURACY DATA
Current Federal Regulations require that, starting in 1981, each state report
both precision and accuracy data for all data from National Air Monitoring Sites
(NAMS) and at the states’ option for State/Local Monitoring Sites (SLAMS).
Tables 6 and 7 list the precision and accuracy data submitted by the six
New England states. The data listed in these tables are the upper and lower 95%
probability limits in percent difference from a known standard reported as a
network average. The accuracy data in Table 7 are only for the lowest reported
concentration range. For TSP, the accuracy limits apply only to the flow
measurement, and the precision limits are the 95% confidence limits between co-
located monitors.
From these tables, CO has the lowest probability limits. Except for NO 2 , all
the other pollutants reported are, in general, within approximately ÷15%. Although
no acceptance criteria have been set by EPA to date, Region I expects this type of
performance to be satisfactory. For NO 2 , both of the states reporting data to
Region I showed much higher probability limits. Since NO 2 is the most difficult of
the criteria pollutants to monitor, EPA would expect higher probability limits.
However, these reported accuracy limits appear to be extremely high and
demonstrate a need to improve the data quality for this pollutant.

REGION I 1981 AUDIT PROGRAM
A total of 202 audits were conducted in the six New England States for TSP,
SO 2 , CO, NO 2 , and 03 by both Region I personnel and EPA contractor (RTI)
personnel. In general the results were quite good with 168 audits (83%)
satisfactory, 19 audits (9%) marginal, and only 15 audits (8%) unsatisfactory.
NO 2 had the most unsatisfactory audits (7). This represented 20% of the
total number of audits for this pollutant and was expected due to the difficulty in
operating NO analyzers. The 1981 precision and accuracy data for NO 2 showed
similar results. The TSP (flow) and the CO audits showed excellent results with
only one unsatisfactory audit out of the 47 audits performed.
Both SO 2 and 03 had more unsatisfactory audits (7) than expected; however,
over 94% of the audits performed for these two pollutants were judged to be
acceptable. Table 8 summarizes the results of the audit program on a state-by-
state basis.

AIR QUALITY TRENDS FOR MA3OR URBAN AREAS IN NEW ENGLAND
In evaluating the five-year urban air quality trends throughout New England,
a statistical program package, developed by Region 10, was used to help
characterize the trends for TSP, CO, and 502 sites. Due to an insufficient data
base, these programs were not employed for Pb, O3 and NO 2 . This statistical
program segments the data at each site into monthly cells, produces monthly
means, deseasonalizes these monthly means by aligning the data for various years
(in this case, five years 1977-198 1) for each common month, performs a linear
regression on these deseasonalized monthly means, and finally computes two test
statistics which indicate the relative significance of any trends identified. To be
consistent with the appropriate National Ambient Air Quality Standards (NAAQS),
geometric means are used for TSP, while arithmetic means are used for the other
pollutants. The results of the analysis are as follows:
1. TSP
Figure 2 shows the deseasonalized linear regression line for a selected site in
Hartford, Connecticut; Bangor, Maine; Boston, Massachusetts; Providence,
Rhode Island; and Manchester, New Hampshire. These sites show typical trends for
these urban areas and have sufficient data for the five-year analysis. Of these,
Hartford, Bangor, Manchester, and Providence had a decreasing trend - significant
at the 92% confidence level. Boston had no significant trend. A total of 54 sites
were used in this analysis; and of these, 28 out of 37 sites in Connecticut, 1 out of
1 site in Maine, 3 out of 12 sites in Massachusetts, 2 out of 2 sites in
New Hampshire, and 1 out of 1 site in Rhode Island had a highly significant
downward trend. It is important to note that none of the sites which were analyzed
had a significant upward trend.
2. Pb
A regression analysis was not performed, as there was insufficient data.
However, in all cases, lead levels have been declining. For example, in Waterbury
in 1977, the maximum quarterly average lead level was 2.01 ug/m 3 . In 1981 at this
same site, the maximum quarterly average was 0.70 uglm 3 . In Providence, a

maximum quarterly average of 1.66 ug/m 3 was measured in 1978. By 1981, the
maximum quarterly average at this site was 0.51 uglm 3 . Not all sites showed these
dramatic decreases; however, in no case did there appear to be an increase in lead
levels.
3. CO
Figure 3 shows the deseasonalized linear regression line for selected sites in
Bridgeport, Connecticut; Bangor, Maine; Boston, Massachusetts; Providence,
Rhode Island; and Burlington, Vermont. In all cases, there was a significant
decreasing trend at the 99% confidence level. Other sites in Hartford,
Connecticut; New Haven, Connecticut; and Worcester, Massachusetts were
analyzed. These sites also showed a significant decreasing trend at this confidence
level. No site in New England showed increasing CO levels. This is reflected in
reductions of CO violations reported for each site. For example, the site in
Bridgeport reported 35 violations in 1977 and zero in 1981. The site in Stamford
reported 359 violations in 1978 and only 111 in 1981. Bangor had 23 violations in
1977 and zero in 1981. The Kenmore Square site in Boston went from
143 violations in 1974, to 11 in 1977, and to zero in 1981. The site in Providence
went from 47 violations in 1977 to 3 in 1981.

Figure 4 shows the deseasonalized linear regression line for selected sites in
Bridgeport, Connecticut; Portland, Maine; Boston, Massachusetts; Fall River,
Massachusetts; Providence, Rhode Island; and Burlington, Vermont. These sites
show typical trends in 502 levels and had sufficient data for the analysis. Of these
sites, Bridgeport, Providence, Burlington, and Portland showed decreasing trends at
the 90% confidence level. The site in Fall River was an increasing trend at the 90%
confidence level. The site in Boston did not exhibit a significant trend; however, an
increasing trend was indicated at the 60% confidence level. The data analysis from
other sites showed increasing trends at the 70% confidence level in Hartford,
Connecticut, and at the 99% level in Manchester, New Hampshire. Sites in
New Haven, Connecticut; Chicoppe, Massachusetts; and Worcester, Massachusetts

showed no significant trends. A site in Danbury, Connecticut indicated a
decreasing trend. It appears that no general trend statement can be made with
regard to SO 2 levels throughout New England.

There is insufficient data to perform any type of analysis on the NO 2 data.

Given the limited data base for ozone (only summer monitoring), the
deseasonalized linear regression line was of little value. Figure 5 shows a plot of
the number of days over the standard for selected sites in Bridgeport, Connecticut;
Portland, Maine; Boston and Springfield, Massachusetts; and Providence, Rhode
Island. Since most current ozone sites are relatively new, there was insufficient
trend data in most of these urban areas at the expected maximum sites. However,
the sites in this figure do show trends similar to the expected maximum sites. For
all sites, the 1981 data shows fewer days over the standard as compared with 1977
data. In Bridgeport, the number of days dropped from 27 in 1977 to 9 in 1981. In
Portland, the number dropped from 15 to 5 from 1977 to 1981. In the Boston area
in 1977, the site with the most days over the standard was West Newbury (not
operated in 1981) with 13. In 1981, the Boston site with the most days over the
standard was Hamilton (not operated in 1977) with 2. The site at Kent County in
Rhode Island had 18 days over the standard in 1977 but only 9 days over the
standard in 1981. Ozone violations only occur during the late spring and summer
months. Meteorology plays a very important and complex role in the formation of
ozone. Given this limited data base and the yearly variation in meteorology, it is
impossible to determine with this level of analysis if these apparent reductions in
ozone levels are in fact representative of actual reductions in emissions or are
normal variations due to the yearly fluctuations in meteorology.
