This report ‘resents 1973 annual air quality inform tion for all
states in New Engl nd. The data used are as received fron the States.
For Maine, Massachusetts, New Ham shüe, Phode Island, and Vermont, data
submitted as part of the Quarterly eports ( LO CFR 51 .7 ) were used. For
Connecticut, data were obtained directly from the state; therefore, data
currently in EPA ’s system are different from that rerorted. 1973 data
have not been evaluated exceat for ozone (03) and c rbon monoxide (co)
values used in the develonment of transportation control clans ITCP ’s) for
Boston, Springfield, Providence, Hartford, and southern Connecticut.
This re ’ort is intended only to provide trend iniormation.
TABLE 1 shows the number of stations violating the National Ambient
Air Quality Standards (NAAQS) and the total number of stations reporting
data during 1973. There were three stations in violation of the sulfur
dioxide (So ) primrry standards: in Stsmrord, CT, Portland, , and
Providence, RI. For particulates (TSP), four stations were in violation
of the 24—hour rimary standard, and forty—three stations were in violation
of the 24—hour secondary standard. The annual primary standard was viol ted
at eight stations. One station violated the CO 1—hour orimary standard,
and sixteen stations were in violation of the 8—hour orim ry standard.
For 0 , all but two of the stations violated the primary standard. 03
data irom Connecticut were not used, due to nroblerns with instrument
calibrations. For nitrogen dioxide (NO 2 ), four stations were in violation
of the primary standard. It should be noted that annual averages cannot
be calculated for stations nere the NO 2 bubbler method was changed during
the year (from Jacobs—Hochheiser to the sodium arsenite method).
TABLE 2 gives more specific information on those stations exc eding
the NPAQS. The information included is the number of violations (e ceot
for CO 8—hour violations), the maximum and second high values, the
dates of occurrence for those values above the standards, and the annual
means (geometric mean for TSP, arithmetic mean or average for SO 2 and
o2). Those stations reporting a maximum above the standards but a second
high below the standards are included in this table. Also included are
those stations which have an annual mean above the standards but which
do not have sul’ricient data to meet the averaging criteri . (For inter—-
mittent data, an annual mean is not valid unless there are four valid
quarters. To he considered valid, a quarter must have at least five
values, and if one month of the quarter is missing, each of the other
t .io months must h-ave two or aore values. For continuous det , 75 of
the y ’ar must be available to calculate a valid annual av:’rage.
Do .’ le asterisks are used in Table 2 ar.d in Table 3 to indicate the sites
that ‘re Uk l-T to b2 in violation of annuel stanckrds if sufficient
da5a were available to nlculate valid r eans. These sites are. for TS r ’ —
Ker ore Square in Boston, Massachusetts, Medford, Massachusetts (Fellsway,
route 1 6’t, the hartfo:d, Connecticut library, and Materbury, Connecticut

calculated by averaging the monthly neans. The reocrt -d values wer
c lcula ed by averaging the individu l observations. However, sinc
some pollutant concentrations are seasonal, if the nuuber of w lid
samples varies substantially er c1uac .er (due to voided s cnles, instru-
neat rna]iunction, or design of’ the samuling schedule), calculating an
annual mean which gives equal weight to eech observetion will give a
biasSed result. Comoarison of neans calculated by the two methods showed
that the values did change in nany cases, but the status of these stabions
with respect to violat oos was not affected e :cept for the following:
At Medford, Massachusetts (Fellsway, Route 16), the NO 2 annual aver ge
goes from 100 ug/m 3 to 115 Ug/m 3 , putting the site in violation of the
primary standard of’ ioo ug/rn . At this site, 62 of the d ’ba for the
year is in the first quarter. The TSP annu 1 geometric mean for the
U. 4ain St. site in New Britain, Connecticut goes from 74. ug/m 3 to
76 ug/mJ; the data are almost equally distributed in each quarter
(26 , 25%, 26%, and 23 ). TSP data fron the N LSN site at the Weterbury
Connecticut City Hall, ‘there the first ouarter is missing , give n
annual geometric mean of 76 ug/rn when the annual geometric uean is cal—
cula ed from monthly neans.
TABLE 3 lists every state site in New Engl nd. The iniorm tion
presented comDares the measured values to the N&A S.
TP BLE 4. shows the number of stations violating the NW)S by
Air Quali- y Control Region (AQCR), as well as the total number of
monitors in each AQOR. A map delineating the A( C ’s in Region I is
included at the end of the report.
