The majority of the data included in this report were submitted to EPA by the states from their ambient monitoring networks in accordance with 40 CFR 58 . The only data from industrial monitors which have been included are from EPA- required networks in New Hampshire and from Maine’s licensing program which supplements the state network. This report is intended to list potential nonattainment areas for planning purposes. The majority of data used have been evaluated and verified by EPA; however, for the areas listed as nonattainment, the data may require further evaluation by both EPA and the states. Table 1 is a summary of the status of the National Air Monitoring Sites (NAMS) and the State/Local Air Monitoring Sites (SLAMS) submitting data to Region I. This table lists the number of sites operating, the required number of sites, the number of sites reporting precision and accuracy data, and the number of sites not meeting EPA minimum data capture requirements. Table 2 shows the number of stations violating the National Ambient Air Quality Standards (NAAQS) and the total number of stations reporting data during 1988. There were no stations in violation of the SO 2 standards. One station was in violation of the CO 8—hour primary standard, and no stations were in violation of the 1—hour primary standard. For ozone, there were 37 stations in violation of the 1—hour primary standard. No stations violated the NO 2 annual primary standard. No stations violated the quarterly mean standard for lead. Table 3 lists every state site in New England, and industrial sites from New Hampshire and Maine. The information presented compares the measured values to each NAAQS. The information included is the number of exceedences, the maximum and second high values, and the annual means (arithmetic mean or average for SO 2 , PM 10 and NO 2 ). For intermittent data, an annual mean is not valid unless there are four valid quarters. For PM 10 , 75% of the scheduled samples must be available for a quarter to be considered valid. For continuous data, 75 percent of the year must be available to calculate a valid annual average. Table 4 shows the number of stations violating the NAAQS by Air Quality Control Region (AQCR), as well as the total number of monitors in each AQCR. A map delineating the AQCR5 in Region I is included at the end of this table. 1 ------- Table 5 has been developed to point out areas where air quality levels have exceeded the emergency, warning, or alert episode levels. An air pollution alert, warning or emergency will be called when specified pollutant concentrations are reached provided that meteorological conditions are such that these levels can be expected to persist for 12 hours or more. In the case of ozone, an alert, warning or emergency will be called if the situation is likely to recur within the next 24 hours. Episode levels were reached or exceeded for 03, in Connecticut, Massachusetts and Maine during 1988. Tables 6 and 7 list the precision and accuracy data submitted by the six New England states. The 95% probability limits for six criteria pollutants are given as a network average for each state. Figure 8 lists the results from the Region I audit program for Particulates, SO 2 , and 03. The results presented on a state— by—state basis give the number of satisfactory, marginal, and unsatisfactory audits. Table 9 and 10, respectively, list the nonattaininent areas in New England with the last reported violation and the attainment and unclassified areas in which there were recent violations of the NAAQS. Following Table 10 is a discussion of air quality in New England for the criteria pollutants. This discussion includes several charts of selected air quality monitoring sites which show a linear regression for PM 10 , Pb, SO 2 , and NO 2 during the last five years. Procedures used in auditing continuous air monitoring sites are explained in Volume II, Section 2.0 of the U.S. EPA Quality Assurance Handbook. Gaseous pollutant audits are conducted by introducing a known concentration of a specific pollutant (traceable to the National Bureau of Standards) into the monitors sample intake, recording the response of the audited instrument, and comparing the instruments response to the actual concentration. High Volume air samplers, used to measure TSP, Lead and Inhalable Particulates (PM 10 ) are audited by attaching a reference flow device to the monitor. This restricts air flow to a known rate. The known air flow rate is then compared with the rate of flow indicated by the sampler. These performance audits are conducted by the EPA Region I Ambient Air and Emissions Monitoring Section in Lexington. A total of 110 audits were conducted in the six New England States on instruments that measure Ozone, Sulfur Dioxide, and Particulate Matter. Of the 23 Ozone Audits conducted, 88% passed, 4% were marginal, and 8% failed. At the sites where problems were indicated, improper insulation of sample lines may have contributed to the differences noted between the state agency’s recorded concentrations and EPA’s known values. During the warmer months, condensate builds up in the sample lines because of the wide temperature difference between warm outside air and the “air conditioned” environment inside the monitor shelters. This causes the instrument to respond erratically. Region I’s audits focused on coastal ozone sites due to the concern that ozone may be transported up the coast. Peak ozone levels are usually experienced at these sites. 10 a B 7 6 5 0 Ozone Audits 1 988 7 2 RI CT ME MA Morg NI- vr 46 ------- 21 SO 2 audits were conducted in 1988; of these 71% passed, 19% were marginal, and 10% failed. The majority of the marginal and failing audit results were from industrial networks. Improved quality assurance procedures have recently improved performance at these sites. Contaminated or poorly maintained sample lines were thought to be a contributor to poor audit results. Particulate sampler audit results can vary from day to day due to weather conditions. Even when using the correct calibration equations and seasonal corrections, the audit flow rates may still not compare well with the audited instruments flow rate. The data for these analyses were collected by the New England States and were submitted to EPA in fulfillment of the Federal monitoring requirements. 1988 CONNECTICUT AMBIENT AIR QUALITY SUMMARY 1O There were no violations of the NAAQS for PM 10 reported in Connecticut in 1988. The highest 24-hour monitored concentration was reported at 5 Styles Street in New Haven at 149ug/m 3 , one microgram per cubic meter below the standard. That same site had an annual average PM 10 concentration of 48 ug/m 3 , or 96% of the NAAQS. Both these values are lower than their respective 1987 concentrations. All other sites in Connecticut are well below the NAAQS. Pb There were no violations of the NAAQS reporting in 1988. The highest quarterly averages were measured in New Haven and Willimantic at 7% of the NAAQS. In general, lead levels are lower than those reported in the last five years. co There were no exceedences or violations of the 1 hour NAAQS reported in 1988. Hartford reported three violations of the 8-hour NAAQS in 1988. The highest CO level reported was 147% of the NAAQS, which is an improvement over the 1987 levels. So 2 There were no violations or exceedences of the NAAQS reported in 1988. The maximum SO 2 annual averages occurred in New Haven at 55% of the standard. The highest second—high 24-hour average occurred in New Haven at 57% of the NAAQS. Both these values are higher than those reported in 1987. NO 2 The NO 2 sites in Bridgeport, East Hartford and New Haven reported values of 54%, 40% and 58% of the annual standard, respectively. These values are generally in line with those reported in the last five years. 03 Every site in Connecticut measured violations of the ozone NAAQS in 1988. The highest second high daily maximum reading during 1988 was .2l7ppin, which occurred in Bridgeport. Nine of Connecticut’s 10 sites recorded hourly ozone values greater than 0.2ppm, causing air quality alerts (see table 5). 50 ------- 1988 MAINE AMBIENT AIR QUALITY SUMMARY PM 10 /TSP Of the twenty-three PM1O sites in operation, Madawaska produced the highest value, at 153 ug/m3. This did not exceed the PN1O 24-hr NAAQS, since values are first rounded to the nearest 10 ug/m3 before comparison to the standard of 150 ug/in3. Madawaska also had the highest arithmetic mean of 36 ug/1n3. Only one of the 46 TSP sites in Maine would have produced a violation of the (now-defunct) NAAQS during 1988, that being Madawaska at 290 ug/m3. The highest level recorded at Madawaska was only slightly higher, at 305 ug/m3. The highest annual geometric mean was 72 ug/m3, measured at Berwick. LEAD There were no violations of the quarterly lead NAAQS at any of the four sites in the state. The highest daily concentration measured statewide was in Auburn, at 0.45 ug/m3, which was nearly twice as high as the 1987 maximum daily value. Quarterly averages were generally lower in 1988 than in 1987 and for the most part continue the five year downward statewide trend for this pollutant. Co The only CO monitoring site in the state is currently located in Portland. There were no violations to either the 1—hour or 8—hour standards. The maximum 1—hour value measured was 7.8 ppm, or 22% of the standard. The maximum 8—hour measurement was 5.0 ppm, or 56% of the standard. This continued a slight downward trend for the 1-hr time period and is more evident in the 8-hr time period. so 2 There were no violations or exceedances of the standard at any of the seventeen sites in 1988. The highest annual arithmetic mean was in Rumford, at 33 ug/m3 or 41% of the standard. The highest 24-hour average was also in Rumford, at 290 ug/m3 or 79% of the standard. NO 2 The State of Maine is not required to monitor NO 2 . 03 Of the nine sites in operation in Maine, eight had violations or exceedances of the NAAQS. The only site which did not exhibit an exceedance also did not report a complete data base. Highest numbers of exceedances were at the Ocean Avenue site with 13 exceedances. The highest value was recorded was at the Isle au Haut site in Knox County, and was 0.202 ppm or 168% of the standard. The number of exceedances recorded for ozone was the highest in many years. 51 ------- 1988 M1iSSACHUSE NYS AMBIENT AIR QUALITY SUMMARY TSP/PM 10 Only one site in Massachusetts, the City Square site in the Charlestown section of Boston, would have exceeded the now defunct TSP NAAQS in 1988. Contributing factors to these high TSP levels were the demolition of the elevated roadways immediately south and east of the site, and other construction activities related to the Central Artery North Area Project. P14 10 levels at this site were well below the PM 10 primary annual and 24-hour NAAQS. The highest 24—hour PM 10 levels measured in Massachusetts were recorded at the East Columbus Avenue site in Springfield. The values, 104 and 90 ug/m 3 , were less than 70% of the standard. The highest arithmetic mean, 44ug/m 3 , (88% of the standard) was also recorded at the East Columbus Avenue site. Lead Routine monitoring for lead began in 1982 with sites established in Boston, Lowell, Springfield and Worcester. No violations of the quarterly lead NA.AQS have been reported from the present network to date. Maximum quarterly lead levels have steadily decreased at all sites since 1982. The site with the highest values in the State was the City Square Site in Charlestown with a maximum quarterly average of 15% of the NAAQS. Maximum quarterly lead levels from other urban areas in the state ranged from 3% to 7% of the NAAQS. Co No exceedences of the 1—hour or 8—hour NAAQS were reported at the eight sites which monitored CO in the State for 1988. The highest second maximum 1—hour average for the State in 1988 was measured at the Visconti Street Site in East Boston, at 51% of the 1—hour NAAQS. The highest second maximum 8—hour average for the State was measured at the East Columbus Ave site in Springfield, at 78% of the NAAQS. 1988 is the first year in Massachusetts CO monitoring history that no site in the state recorded an exceedence of the NAAQS. There were no violations of the NAAQS at any of the eleven sites which reported SO 2 data for 1988 in Massachusetts. Maximum SO 2 levels for Massachusetts on an annual basis were reported in Boston at the Kenmore Square site at 59% of the the annual NAAQS. Minimum SO 2 levels on an annual basis were measured in Ware at 14% of the NAAQS. Highest second maximum daily SO 2 levels were reported in Springfield at 53% of the NAAQS. NO 2 In 1988, eight sites collected NO 2 data in Massachusetts. The maximum site in the State was located in Kenmore Square, Boston, where the annual mean was 36% of the NAAQS. 52 ------- 03 As in past years, ozone violations were reported throughout Massachusetts for 1988. Violations were recorded at each of the fifteen sites which operated in 1988. The maximum daily value for 1988 in Massachusetts was recorded at the Quabbin Reservoir site in Ware with a value of O.213ppm or 170% of the NAAQS. This site also reported the most days over the standard for 1988, with 17 days in excess of the NAAQS. 53 ------- 1988 NEW HAMPSHIRE AMBIENT AIR QUALITY SUMMARy TSP/PM 10 New Hampshire had no violations or exceedences of the now defunct TSP Annual NAAQS in 1988. There were several violations of the now defunct SeCondary 24-hour TSP NAAQS in Berlin. The air quality in Berlin and Groveton is influenced by manufacturing activity at local paper mills. Other areas of the state have much lower maximum TSP levels and are below 70% of the old TSP standard. Four PM 10 sites were operated in New Hampshire in 1988. Two in Berlin, one in Manchester (with two samplers), and a new site in Portsmouth. Maximum 24-hour PM 10 values were less than 60% of the NAAQS throughout the state. The highest PM 10 levels were recorded in the Berlin area. Lead There were no lead violations reported in 1988 at the eight sites which monitor this pollutant in New Hampshire. The highest site——a microscale site in Concord——reported a maximum quarterly average which was 20% of the NAAQS. The lowest site in the state, which is located in Hollis, had a maximum quarterly average of 1% of the standard. CO No violations of the 1-hour NAAQS were reported in 1987; however, an exeedence of the 8—hour NAAQS was monitored in Manchester during 1988, compared to four violations reported for 1987. The maximum 8—hour level was 101% of the standard in 1988. For Manchester, both the frequency and the magnatude of the violations decreased in 1988. SO 2 No violations of the NAAQS were monitored at any of the thirteen sites which monitored SO 2 in 1988. The last violation measured in New Hampshire occured in 1980 at a site in Berlin. The maximum daily value for 1988 was measured in Nashua at 48% of the standard. NO 2 Only one site in Manchester Collected NO 2 data in 1988. NO 2 values at this site were 24% of the annual standard. 03 All five ozone sites which collected data in 1988 exceeded the standard on at least one day. The maximum value was measured at the Rye Harbor site; it was 147% of the NAAQS. That site also experienced the most days over the standard with nine. 54 ------- 1988 RHODE ISLAND NBIENT AIR QUALITY SUMMARY PM 10 For PM 10 , two sites in Providence and Pawtucket were operated in 1988. Both sites reported levels below standards. The second highest 24—hour concentration occurred in Providence at 50% of the standard. Lead There were no calendar quarter arithmetic means measured which were greater either than the primary or the secondary NAAQS in 1988. The highest quarterly average occurred at 120 Dyer Street at 4% of the standard. CO There were no exceedences of the 1—hour or 8—hour NAAQS in 1988. The last exceedance of the 8—hour standard occurred in 1986. The second highest 8—hour average concentration occurred at the Providence Department of Health Building at 87% of the standard. SO 2 No violations of NAAQS were reported in Rhode Island over the past seven years. The highest level in 1988 was measured in Providence at 43% of the 24—hour primary NAAQS. Levels at the Dorrance Street site showed a slight deterioration over those measured in 1987. NO 2 The Rhode Island NO 2 site located at the Rockefeller Library, Brown University, in 1987 was moved to a new location during Nay of 1988. The new location was at the Our Lady of Providence school. The site was moved for a special NNOC/NO study. Because the site was moved during the monitoring year, neither site had enough data to allow computation of a valid annual average. 03 The second highest daily value reported in Rhode Island was from the Kent County (Alton Jones) site at 0.168 ppm, (140% of the NAAQS) which is slightly higher than the 1987 value of 0.162 ppm. The second highest daily maximum value in Providence was 0.138 ppm or approximately 108% of the NAAQS. Values over the standard were measured at the Alton Jones site on 7 days, while 4 days over the standard were measured at the Rockefeller Library site in Providence. 55 ------- 1988 VEPMONT AMBIENT AIR QUALITY SUMMARY PM1 0/TSP Of the five PM1O sites in operation, none produced any violations or exceedances of the NAAQS. The highest value recorded was in Burlington, and was only 77 ug/m3 or 51% of the NAAQS. Of the five TSP sites in Vermont, only Rutland would have registered a violation of the (now defunct) standards, with an annual geometric mean at 78 ug/m3 and a second highest 24—hr value of 165 ug/m3. The next highest site in the state was Barre, with an annual geometric mean of 68 ug/m3 and a second highest 24-hr value of 136 ug/m3. LEAD Vermont is not required to operate a monitoring network for lead. CO The only CO monitoring site in the state is currently located in Burlington. There were no violations of either the 1- hour or 8—hour standards. The maximum 1—hour value measured was 7.2 ppm, or 20% of the standard. The maximum 8—hour measurement was 3.7 ppm, or 42% of the standard. The CO values continue a downward trend since 1986. S02 There were no violations or exceedances of the standard in 1988 at any of the three SO2 sites in the state. The highest annual arithmetic mean was at Rutland, at 35 ug/ni3 or 44% of the standard. The highest 24-hour average, also in Rutland, was 143 ug/m3 or 39% of the standard. Lastly, the highest 3-hour average was once again in Rutland at 263 ug/m3, or 20% of the standard. N02 Neither of the two N02 sites in Vermont, located at Burlington and Rutland, recorded any violations or exceedances. They registered annual arithmetic means of 0.019 ppm, or 38% of the standard and 0.015 ppm, or 30% of the standard, respectively. Values in Burlington have remained essentially constant over the past 3 years. This was the initial year of monitoring for Rutland. 03 Of the two sites in operation in Vermont, only Bennington, at 0.125 ppm, registered a violation of the NAAQS. This was also the highest value ever recorded for that site.
