INTRODUCTION The purpose of this handbook is to provide information and a list of important points of contact to assist new Procurement and Contracts Management Division (PCMD) employees in Headquarters and procurement personnel in the Regions and field offices. In addition, we hope this manual ‘will help our clients get their work done. This is a reference book that not only elineates the important elements of the contracting process and points of contact, but also provides information on all the regulations and procedures followed in PCMD. It is important to note that the Contract Management Divisions located at Cincinnati and Research Triangle Park report functionally to their management at those respective locations. However, since the Director of PCMD is the Agency’s Procurement Executive, those two contract operations follow guidance issued by PCMD. The regional contracting officers also follow guidance issued by PCMD. The organization chart on the left delineates the Staffs, Branches, and Sections within PCMD. We want to continue to improve this manual and make it more useful to you. Please send any comments or suggestions to Dan Levesque (FTS 245—3758/Email # EPA1O99).
