I. INTRODUCTION
The purpose of this handbook is to provide information and a
list of important points of contact to assist new Procurement and
Contracts Management Division (PCMD) employees in Headquarters
and procurement personnel in the Regions and field offices. In
addition, we hope this manual ‘will help our clients get their
work done. This is a reference book that not only elineates the
important elements of the contracting process and points of
contact, but also provides information on all the regulations and
procedures followed in PCMD.
It is important to note that the Contract Management
Divisions located at Cincinnati and Research Triangle Park report
functionally to their management at those respective locations.
However, since the Director of PCMD is the Agency’s Procurement
Executive, those two contract operations follow guidance issued
by PCMD. The regional contracting officers also follow guidance
issued by PCMD.
The organization chart on the left delineates the Staffs,
Branches, and Sections within PCMD.
We want to continue to improve this manual and make it more
useful to you. Please send any comments or suggestions to Dan

The Policy and Management Support Staff (PMSS) Director
oversees the Procurement Policy Staff, the Quality Assurance
Staff, the Competition Advocacy Program, the Information
Management Staff, the Management Support Staff, and the

Superfund Regional Coordination Staff
The Superfund Regional Coordination Staff (SFRCS) coordinates
all activities and information affecting the Regional Contracting
Office program. The Staff assures that Regional COs perform
tasks appropriate to their positions within the Superfund
contracting mission and that they receive the support necessary
to carry out their duties.
The staff reviews, tracks, and disseminates incoming regional
documents such as acquisition plans, PEB reports, requests for
policy information, etc. It also coordinates regional training
courses, contract management reviews, regionally-based contract
tracking systems(e.g. -- ACT), and quarterly CO/PO conferences.
The SFRCS works closely with the Superfund program offices and
with the PCMD Branch Chiefs to facilitate regional implementation
of the Long-Term Contracting Strategy. It also lends a regional
perspective to PCMD’s own efforts at restructuring.

Federal Acquisition Regulation Full Text Search
This system is available to the general user population with a
substantial menu upgrade in APDS. It allows reference searching for
key words and phrases in the FAR, FIRNR, and EPAAR.

TEXT wordprocessing software is available on the PRIME. It is
primarily used in conjunction with the APDS system. Many contract
specialists and staff find it convenient to use for routine word
processing.
Training is available both formally and informally. It is offered
as part of general APDS training when given.
S2020 Spreadsheet

This software is available on the PRIME. It is used by contract
managers and cost analysis personnel.
Training is available on an occasional basis. User support may
also be available from co-workers already using the spreadsheet
function.
Personal Computers
Clarence Bush (FTS—382—3206/email: C.BUSH) is the Unisys Satellite PC
support specialist assigned to PCMD. He provides assistance to PCMD
PC users with software installations and PC problems and questions.
PCMD also has access to contractor support through the Washington
Information Center (WIC) for PC hardware installations and training.
Call Clarence for these services.
John Sykes is the PC site coordinator (475-8644) for PCND. He can
also provide assistance to PC problems/questions.

XI. DELEGATIONS
The Director of the Procurement and Contracts Management
Division has delegated to the Associate Directors, Branch Chiefs,
and the Cincinnati and Research Triangle Park Contract Management
Division Directors redelegable contracting officer authority.
These individuals issue contracting officer warrants to their
employees. The Associate Director for Superfund/RCRA Procurement
