The Drinking Water Academy Is In
Operation!
Dear Readers:
I hope that you enjoyed the inaugural issue
of the Drinking Water Academy Bulletin.
Since the last Bulletin, the Drinking Water
Academy workgroup has been hard at work.
In this issue you will find information about
the DWA web site and new training modules
developed on the SDWA, PWSS Program,
UIC program, and GW/SWP programs. In
addition, you will find information on training
sessions that took place this spring on the
CCR Rule and the M-DBP Rules. These
training sessions were developed by the
regulatory implementation teams. After this
spring, these training materials will be under
the stewardship of the DWA. One important
function of the DWA is to provide access to
training long after the regulatory implementa-
tion team has completed its initial training
effort and assisted States to assume primacy
for implementing particular regulations. The
DWA intends to use the DWA web site to
help accomplish this objective.
The web site includes a calendar of course
offerings similar to the calendar provided in
this Bulletin, and will be updated regularly. It
will include descriptions of courses to
provide viewers with more information about
individual courses. Please visit the web site

and provide your comments and
suggestions. We look forward to hearing

CCR and M-DBP Training Sessions
EPA promulgated the Consumer Confidence
Reports (CCR) Rule and the Microbial-
Disinfectants/Disinfection Byproducts (M-DBP)
Rules in 1998. The implementation teams for
these regulations have been conducting
training on the rules across the country this
spring under the auspices of the Drinking
Water Academy. The training sessions that
have taken place to date have been a great
success.
The purpose of the CCR is to ensure that
the public has better information about their
drinking water. The purpose of the CCR
training course is to provide detailed
information on the CCR rule requirements and
the primacy revision application process to
State and Regional staff. The training course
also provides instruction on how to prepare
and review a CCR. The course is structured to
last two days.
The M-DBP Rule consists of the Interim
Enhanced Surface Water Treatment Rule
(IESWTR) and the Stage 1 Disinfectants/
Disinfection Byproducts Rule (Stage 1DBPR).
The IESWTR will reduce the risk of microbial
contamination in surface water systems while
the Stage 1 DBPR will reduce the risks posed
by disinfectants and disinfection byproducts.
The M-DBP training is designed to provide
staff from States, EPA Regions and public
water systems with an overview of the
purpose and requirements of the Stage 1
DBPR and the IESWTR. Additionally, some
important aspects of EPA's guidance for
implementation of these rules is covered. The
training includes two workshops designed to
develop a better understanding of the Stage 1
DBPR requirements for disinfection byproduct
precursor removal and performing calculations
for determining compliance. Particular
emphasis is also placed on the early
requirements of the IESWTR and the training
includes a workshop that covers the basics of
disinfection profiling and benchmarking. This
course also includes training regarding the
primacy revision process.

DWA Updates
Pilot Test of New Training Materials
The DWA is currently developing training curricula on
the SDWA, the Public Water System Supervision (PWSS)
program, the Underground Injection Control (UIC)
program, and the Drinking Water Source Protection
(ground water and source water protection) programs.
Pilot tests of these curricula will take place in June and
July at EPA Headquarters. These courses are designed
primarily to train new employees, or employees new to a
program, on the critical components of the SDWA
program. The courses are modular in structure and may
be used together or as stand-alone courses. For more

DWA Web Site
The DWA has developed a web site located at
http ://www . epa .gov/safewater/DWA. html. The web site
currently includes a calendar of course offerings, course
descriptions, the DWA Fact Sheet, a list of the DWA
workgroup members, and other pertinent information.
The web site is a work in progress and will be regularly
updated. This summer, course materials from the CCR
and M-DBP training and information on the Operator
Certification Guidelines will be available through this web
site. Additional training materials will be posted on the
web site as they become available. We would appreciate
hearing from you about ways to improve the usefulness
of the web site.
Other News - Sanitary Survey Training
Opportunities
Sanitary Survey Training is one of the most frequently
requested training courses. The objective of sanitary
survey training is to develop the capabilities of individuals
to conduct an effective and comprehensive’
review/investigation of a public water system. During the
past two years the EPA Regional Offices in Dallas and
Atlanta have developed and taught an in-house sanitary
survey training course. Significant time was spent in
course development, staff training, accumulating support
materials and practice training sessions. The Region IV
and VI sanitary survey training courses are based on the
course developed for the EPA under a grant to the
University of Florida’s Training, Research and Education
for Environmental Occupations Center (TREEO Center) in
collaboration with the EPA and the National Environmental
Training Association (NETA).
The target audience of the sanitary survey training
course is field staff responsible for inspecting and
evaluating water systems for sanitary risks and
compliance with the Safe Drinking Water Act and
Amendments. The course applies basic scientific
information and a working knowledge of the operation,
maintenance, management and technology of a water
system to train the field staff to identify sanitary risks
which may interrupt the multiple barriers of protection at
the water system and adversely affect its ability to
produce a safe, reliable and adequate quality and quantity
of potable water to the consumer. Through course
attendance, the participants will be exposed to the
activities of a sanitary survey and will learn to identify the
appropriate information to gather and conditions to assess
during the activities.
The course addresses the nine essential elements of a
sanitary survey as defined by the EPA/State Joint
Guidance on Sanitary Surveys and the Interim Enhanced
Surface Water Treatment Rule. Specifically, the course
addresses how to conduct an onsite review of the water
source (identifying sources of contamination using
information from source water assessments where
available), facilities, equipment, and its operation and
maintenance. The course will also evaluate compliance
records of a public water system as they relate to the
adequacy of the system, its sources and operations and
the distribution of safe drinking water.
The Course runs 4 days, with 1 full day and 3 half-
days of classroom instruction/discussion and 2 half-days
of field exercises. The activities are varied with the intent
of maintaining the interest and attention of class
participants. Each unit of the course contains the most
current information regarding the impact of new EPA
regulations, guidances and policies on that portion of the
sanitary survey.
Course participants receive a Learner’s Guide
containing all the presentation material from all the units
in addition to other, more detailed, reference material; a
Drinking Water Inspector’s Field Guide for Surface plants
containing reference material and questions to ask in the
field at a surface water plant; and a Drinking Water
Inspector’s Field Guide for Groundwater Systems
containing reference material and questions to ask in the
field at a ground water System.
Cost of Training
Region IV and VI offer this course within their
respective Regions at no cost once every other year.
Course attendees are required to pay for their travel,
lodging, etc. In addition, Region IV and VI offer this
course to state primacy agencies and EPA Regions upon
request. There is no fee for requested training, however,
the requesting Regional office or State agency is required
to incur the travel costs for three (3) instructors from
either the EPA Region IV or Region VI office. The
estimated travel cost would be between $2000 and
$5000 depending airfares, per diem rates and costs of
local lodging.
