SUBJECT:  Preliminary FY 87 SPMS Targets

     The time has come to set Superfund SPMS targets for FY 87.
Because of the uncertainties of reauthorization, we are asking
for targets only for certain key measures, primarily those which
relate to project completions.

     o  PA Completions  (S/F-1)
     o  SI Completions  (S/F-2)
     o  NPL First Removal Starts  (S/C-3)
     o  NPL Removal Stabilizations (S/C-4)
     o  First and Subsequent ROD/EDO  (S/C-6 (a) &  (b))
     o  Sites where all Remedial Implementation has been
          completed (S/C-8)
     o  Section 107 Cost Recovery Referrals to Headquarters
        (S/E-2a) .

     Proposed targets for all these measures and candidate site
names for ROD/EDO (S/C-6)  and Remedial Implementation completion
(S/C-8) are attached. The targets were developed using the SCAP
Targeting Methodologies which were sent to you last June.

     Please review the targets and candidate sites.  If you want
to propose any changes you must notify Terry Ouverson in writing
by August 22.  His E-MAIL number is EPA5421.  The attached SPMS
targets assume that reauthorization will occur in time to resume
all activities at the start of the first quarter of FY 1987
(October 1, 1986).  You should use this assumption in developing
your FY 1987 plans.  In addition to this assumption, the following
guidance should be used in developing your projections:

Expanded site inspections will not be an SPMS commitment in
F l 87-nor are they included in the SI (S/F—2) target.
o CERCLA reauthorization will probably bring about some signifi-
cant changes in the way Superfund performs remedial rasponse
actions, particularly remedial investigations/feasibility
studies ( I/FS). When determining which sites will be ready
for Record of Decision (ROD) signature during FY 87, be aware
that the new cleanup standard provisions will require reassessLng
ongoing RI/F3 projects and could lengthen the RI/FS process,
by as much as two quarters. New or expanded requirements,
such as (1) Agency for Toxic Substances and Disease Registry
(ATSDR) h alt.h assessrients of every site on and proposed for
the NFL; (2) greater emphasis on evaluating permanent solutions
and alternative technologies and resource recovery technologies;
and (3) the inclusion of State standards, requirements, criteria
or limitations as legally applicable or relevant and appropriate
standards, will need to be incorporated into the Rt/FS process.
o Sites where all remedial implementation will be completed in
Fl 1987 (S/C—8) are not expected to be affected by reauthori-
zation. The national target of 12 is based on currently
ongoing projects.
o For NFL Removal First Starts, it is assumed that there will be
one PRP first racnoval in each Region; Fund removals are based
on performing 30 removals under ERCS or other ERD contracts
and 15 expedited response actions (ERAs) by REM under removal
authority. Regions should review potential first removal
action candidate sites and determine which will be addressed
as removals performed through ERCS or through ERAs via the REI
contract.
o As was state’i in the SCAP Targeting Methodologies, targets for
Removal Stabilizations (S/C—4) will be set only after the Region
provides a projection of completions. Generally, this target
should he slightly less than the number of NFL First Removal
Starts plus ongoing NPL removals as of October 1, 1986. Regions
must provide this target in their submission to Headquarters.
If we find aEter reauthorization that the resource levels are
inadequate to meet your targets, you will have an opportunitiy
to revise them.

used for computing this preliminary target because HQ decided it
was not appropriate for setting Regional targets at this time,
and will be revised. In the interim, all potential cost recovery
candidates are listed above, without factoring out those which
may be orphan sites, those with bankrupt PRPs, etc. The Regions
should review the candidates and delete those which are not
feasible, with appropriate reasons given for each.
This target counts referrals that are solely for cost recovery,
i.e. it does not include sites referred with a §106 count. §106/
§107 cases will be counted under S/E—2b and have been budgeted that
way for resource allocation.
