Winston ’orter Assistant Administrator TO: Regional Administrators Regions I—X Despite the progress on Superfund reauthorization that the conference committee has made, we are still facing no immediate improvement in our financial situation. Consequently, we will be operating the program in July at the sante level as June. This means we will continue: 1. No new RI/FS, RD, or RA starts. 2. No incremental remedial funding. 3. A $2 million per month emergency response program. This allows us to fund those new removals that pose an immediate and siynifiCaflt risk of harm to human health or the environment. Whenever OU fund a removal action for over $250 thousand, please notify the Emer JeflCY Response Division by phone or E—Mail within 24 hours. This is the same procedure we have been following, it allows us to monitor closely our limited balance. In late July we will reassess the situation with respect to reauthorization. In the meantime, there is still a considerable amount of productive work that can be accomplished. The funding should not affect our ability to maintain an aggressive enforcement effort in negotiation 5/settlem t5IHtiQatb0n1 for responsible party response or cost recovery and in responsible party oversight.
