Summary:

     Section 265.314(a) prohibits the placement of bulk or non-containerized
liquid waste or waste containing free liquids in a landfill unless one  of the
following  conditions  is met:

     I)  The landfill has a liner and leachate collection and removal system
         that meets the requirements of §264.301(a); or

     2)  Before disposal, the liquid waste or waste containing free liquids  is
         created or stabilized, chemically or physically, so that free liquids
         are no longer present.

     The 1984 RCRA Amendments, however,  prohibit disposal of bulk liquids
(whether or not absorbents were added) in  all RCRA  Landfills.  This provision
becomes effective six months after the date of enactment  for hazardous liquids
and one year after the date of enactment  for non-hazardous  liquids.
