FOREWORD
The National Eutrophication Survey was initiated in 1972 as a
research project in response to an Administration commitment to
investigate the nationwide threat of accelerated eutrophication to
fresh water lakes and reservoirs.
OBJECTIVES
The Survey was designed to develop, in conjunction with state
environmental agencies, information on nutrient sources, concentrations
and impact on selected fresh water lakes as a basis for formulating
comprehensive and coordinated national , regional and state management
practices relating to point-source discharge reduction and non-point
source pollution abatement in lake watersheds.
ANALYTIC APPROACH
The mathematical and statistical procedures selected for the
Survey’s eutrophication analysis are based on related concepts that:
a. A generalized representation or model relating
sources, concentrations and impacts can, in fact, be
constructed.
b. By applying measurements of relevant parameters
associated with lake degradation, the generalized model
can be transformed into an operational representation of
a lake, its drainage basin and related nutrients.
c. With such a transformation, an assessment of the
potential for eutrophication control can be made.
LAKE ANALYSIS
This report documents the first stage of evaluation of lake and
watershed data collected from the study lake and its drainage basin.
It is formatted to provide state environmental agencies with specific
information for basin planning [ 3O3(e)], water quality criteria!
standards review [ 3O3(c)], clean lakes [ 3l4(a,b)], and water quality
monitoring [ 1O6 and §305(b)] activities mandated by the Federal Water
Pollution Control Act Amendments of 1972.

Beyond the single lake analysis, broader based correlations
between nutrient concentrations (and loading) and trophic
condition are being made to advance the rationale and data base
for refinement of nutrient water quality criteria for the Nation’s
fresh water lakes. Likewise, multivariate evaluations for the
relationships between land use, nutrient export and trophic
condition, by lake class or use, are being developed to assist
in the formulation of planning guidelines and policies by EPA
and to augment plans implementation by the states.

I. CONCLUSIONS
A. Trophic Condition:
At this time the main body of Lake Winnipesaukee is considered
oligotrophic. Generally, water quality is excellent, but there are
problems where heavy nutrient loadings occur. Wolfeboro Bay, Cen-
ter Harbor Bay, Alton Bay, Gilford Bay, Melvin Bay, and Meredith
Bay are areas with excessive nutrient loadings.
During Survey sampling, dissolved oxygen values ranged from
7.0 mg/l to 12.9 with a mean value of 9.5 mg/i for all samples
taken. Minimum D.O. values from the hypolimnion were never below
7.0 mg/l. The water quality in Lake Winnipesaukee can most likely
be prevented from deteriorating if measures are taken now to reduce
the nutrient loading from point sources.
B. Rate Limiting Nutrient:
The results of the algal assays show that Lake Winnipesaukee
was phosphorus limited at the time the samples were collected.
C. Nutrient Controllability:
Nutrient loadings to Lake Winnipesaukee, in total , are rela-
tively low at this time and result in little apparent effect on
the main body of the lake. However, because of intense loading

in certain bay areas, serious potential damage exists for the
entire lake.
1. Point sources--Approximately 45% of the total annual
phosphorus input to the lake originates from point source in-
puts from four municipalities. These same municipalities are
responsible for only 8% of the total nitrogen input.
2. Non-point sources--33% of the annual phosphorus input
originates from sampled and unsampled tributaries and immediate
drainage to the lake. No single tributary contributes a signifi-
cant percentage of the load and land use controls would be of
little value in further reducing the phosphorus input from non—
point sources.
Approximately 40% of the total nitrogen load to the lake
originates from non-point sources in the watershed. The esti-
mated nitrogen load in direct precipitation on the lake surface
also accounts for 40% of the total input.
It is concluded that removal of phosphorus from all waste
treatment plant discharges to Lake Winnipesaukee would benefit
the lake. It is noted that in New Hampshire’s Merrimack River
Basin Water Quality Management Plan (Anonymous, 1973), Phase III
priorities are given to the preservation (“perpetual protection”)
of the high quality of Lake Winnipesaukee by means of a policy
of “no discharge”.

II. INTRODUCTION
Lake Winnipesaukee (see map, page v) is the second largest lake within
New England. It is well known as a prime recreational area for boating
and fishing and is a most impressive subject for artists and photographers
(Yeo, 1971).
Lake Winnipesaukee is a natural lake, though the water level has been
raised by damming, and has been stocked with salmon, whitefish, smelt, and
smalimouth bass. The lake is considered an excellent salmonid water.
The economies of the towns and communities surrounding Lake Winni-
pesaukee are closely associated with the tourist and recreational attrac-
tions offered by this lake.

IV. LAKE WATER QUALITY SUMMARY
Lake Winnipesaukee was sampled three times during the open-water season
of 1972 by neans of a pontoon-equipped Huey helicopter. Each time, samples
for physical and chemical parameters were collected from six stations in
the lake proper and two in Paugus Bay (see map, page v) and from a number
of depths at each station. During each visit, a single depth-integrated
(15 feet to surface) sample was composited from eight stations for phyto-
plankton identification and enumeration; and during the last visit (during
fall overturn), a five-gallon depth-integrated sample was composited from
Stations 1, 2, 3, and 4 and a similar sample was composited from Stations
5, 6, 7, and 8 for algal assays. Also each time, depth-integrated samples
were collected at the stations for chlorophyll a analyses. Maximum depths
sampled were 52 feet-at station 1, 19 feet at station 2, 25 feet at sta-
tion 3, 15 feet at station 4, 50 feet at station 5, 38 feet at station 6,
29 feet at station 7, and 28 feet at station 8.
Although data from stations 1 and 2 (Paugus Bay) were not included in
evaluation of the lake for this report, samples were included in one of
the composited algal assay samples. However, there was little difference
in the results of the assay as compared to the results of the assay of a
second sample composited from the lake proper.

The results obtained are presented in full in Appendix B, and the data
for the fall sampling period, when the lake was essentially well-mixed, are
summarized below. Note, however, the Secchi disc summary is based on all
values.

3. Discussion -
The two composite samples taken from Lake Winnipesaukee for
limiting nutrient studies showed similar results. The control
yield of the algal assay showed that the potential primary pro-
ductivity of Lake Winnipesaukee was very low at the time the
sample was collected as were the levels of the primary nutrients.
The N/P ratios of the control samples, plus the lack of
response to the nitrogen only spike show that the control sam-
ples were phosphorus limited. However, the first phosphorus
spike of only 6 pg/l tripled the orthophosphorus concentration
in the samples and nitrogen became limiting, so there was no
significant yield response to phosphorus (note the N/P ratios
after the first addition of phosphorus). Because of the very
low levels of both nutrients, the samples essentially were co-
limited, and the only significant yield response occurred when
both nitrogen and phosphorus were added.

The lake data indicate that phosphorus was limiting at the
other sampling times; i.e., N/P ratios were greater than 14/1,
and phosphorus limitation would be expected.
0. Trophic Condition:
From an examination of the Lake Winnipesaukee nutrient data
obtained during the Survey (see Appendix B), it is concluded that
the main body of this lake is oliogotrophic. However, certain
areas of the lake receive heavy nutrient loadings and localized
problems are evident. Meredith Bay, Alton Bay, Wolfeboro, Melvin
Bay, and Gilford Bay are such areas.
Present loadings from point sources surrounding Lake Winni-
pesaukee have resulted in a lowering of the water quality in the
vicinity of the discharges. Even with the extremely large area and
volume of this lake, inevitably these loads will cause an overall
degradation of water quality in the main body of the lake.
Lake sampling data indicate low to moderate levels of chloro-
phyll a in some of these areas at the time of sampling. Site 6
(Wolfeboro Bay) and Site 8 (Melvin Bay) exceeded the overall mean
(2.07 mg/l) chlorophyll a value while Site 7 (Center Harbor) had
the lowest mean value (1.67 mg/l).
Levels of other parameters were moderate to low. Lake Winni-
pesaukee compares quite favorably with other lakes studied in 1972

(over 200) in that 98% had higher mean total phosphorus, 99%
had higher mean inorganic nitrogen and mean dissolved phosphorus,
and 95% had higher mean chlorophyll a values.

V. NUTRIENT LOADINGS*
For the determination of nutrient loadings, from August, 1972, through
August, 1973, the New Hampshire National Guard collected monthly near-surface
grab samples from each of the tributary sites indicated on the map (page v),
except for the high runoff months of March and April , 1973, when two samples
were collected and in October, 1972, when several sites were omitted because
of low flows.
Through an interagency agreement, estimated flows for the year of sampling
and a “normalized” or average year were provided by the New England District
Office of the U.S. Geological Survey.
In this report, nutrient loads for sampled tributaries were calculated
using mean concentrations and mean flows. Nutrient loadings for unsampled
“minor tributaries and immediate drainage” (“ZZ” of U.S.G.S.) were esti-
mated by using the mean of the nutrient loads, in lbs/mi 2 /year, in all
unimpacted tributaries and multiplying the means by the ZZ area in mi 2 .
The operators of the Wolfboro and Meredith wastewater treatment plants
provided monthly effluent samples and corresponding flow data. Loadings
for unsampled point sources, including septic tanks, were estimated and
seasonally adjusted (see Working Paper No. 1, “Survey Methods”).

tributary loadings for gaged sites are believed to be within ±16% of
the true value 67% of the time and within ±32% of the true value 95%
of the time.

D. Discussion:
Nutrient data from the Wolfeboro STP indicate that 8,200
pounds P/yr are discharged from the plant to Front Bay. Also,
data from the brook above Front Bay (Station Q-l) indicate that
1,600 pounds P/yr reach that point from areal (non-point) sources.
The STP and brook phosphorus loads combined, then, amount to 9,800
lbs/yr. However, at the Front Bay outlet sampling station (Q-2),
only 6,190 pounds of phosphorus could be accounted for during the
Survey sampling year.
It is apparent from these data that there is phosphorus entrapment
in Front Bay between the Q-l and Q-2 sampling stations. However, for
the purposes of this report, it is assumed that all of the phosphorus
from the treatment plant and from the areal sources will eventually
reach the lake, and both loads are reported on pages 16 and 17.

F. Yearly Loading Rates:
In the following table, the existing phosphorus loading
rates are compared to those proposed by Vollenweider (1973).
Essentially, his “dangerous” rate is the rate at which the
receiving waters would become eutrophic or remain eutrophic;
his “permissible” rate is that which would result in the
receiving water remaining oligotrophic or becoming oligo-
trophic if morphometry permitted. A mesotrophic rate would
be considered one between “dangerous” and “permissible”.

G. Controllability of Nutrients:
During the sampling year, Lake Winnipesaukee received a total
phosphorus load at a rate less than that proposed by Vollenweider
as “permissible” (i.e., less than an oligotrophic rate). However,
the economy of the Lake Winnipesaukee peripheral area is very
strongly dependent upon the recreational attractions of the lake,
and this necessitates the preservation of the quality of Lake
Winnipesaukee.

The peripheral area of Lake Winnipesaukee has several
population centers (Meredith, Center Harbor, Moultonboro,
Tuftonboro, Wolfeboro, and Alton) with many summer cottages
both near and more distant from the lake. The crowding of
homes and the large influx of people have resulted in an
increased potential problem. Some of these areas may not
directly affect the lake at this time, but any plan to main-
tain or improve the water quality would be remiss if these
areas were not included.
It is concluded that removal of phosphorus from all dis-
charges to the lake would improve the water quality in the
impacted bay areas of Lake Winnipesaukee where degradation
of water quality have been substantiated by Survey data and
other studies (Yeo, 1971; Maguire & Assoc., 1972). Phos-
phorus removal would also insure the high water quality of
the main body of the lake.
It is noted that in New Hampshire’s Merrimack River Basin
Water Quality Management Plan (Anonymous, 1973), Phase II
priorities are given to the preservation (“perpetual protec-
tion”) of the high quality of Lake Winnipesaukee by means
of a policy of “no discharge”.
