¶1 xico1ogical Characteristics:
Acute toxicity stulies have been waived because bromine chloride breaks
dc n into bromine gas and chlorine gas upon exposure to air. &th brcztiine
gas and chloride are Class I poisons and the toxicity of bromine chloride
is assurred to be the sane as for bromine and chlorine gas. Information
which EPA already has for chlorine is as follo.rs:
Acute oral toxicity: N/A since it is a gas at room teiperature.
Acute inhalation toxicity: ‘I\ xicity Category I. Inhalation L C 50 (rat)
= 293 ppm for 1 hr. Inhalation LDTJJ (human) = 430 ppm for 1 hr. Inhalation
TCj j (human) = 15 ppm for pulnonaxy problen .
Primary skin and eye irritation: Thxicity Category I. Capable of causing
severe turns.
Major routes of exposure: inhalation and skin and eye contact.
Problen which are kno to have occurred with this chemical: none for bro-
mine chloride, although incidents/accidents have occurred with chlorine gas.
Chronic, sulxthronic, m.itagenic and teratogenic data are not r iired for
the registration of bromine chloride for manufacturing use and for the
industrial uses described a1 ve since the product is applied throi4i a
closed system.
Physiological/Biochemical Behavioral Qiaracteristics: N/A
EnvironiTental Characteristics: Upon application to ter, brcitn..ne chloride
imnediately dissociates into hypobrarws acid (HOBr) and hyçochlorois
acid (HOC1).

Ecxlogical tharacteristics:
EPA has reviewed approxi ately ten stodies which cxripare the toxicity of
HOBr to HOC1 and concloded that Hod appears to be nore toxic than HOBr.
Since there are currently registered products which produce HOd (e.g.,
chlorine and sodium hypochlorite), products which produce HOBr are there-
fore considered to be as toxic or less toxic ti-ian those which produce
HOd.
Acute avian, fish, aquatic invertebrate, estuaririe and narine organisn
toxicity stodies for technical grade brcn ine chloride have been waived
because organisns are not exposed to this ch nical. I ever, the follo ..i-
ing stu:Iies are required to be conducted on HOBr , the pesticidal chemical
to which or ni ns are exposed, as a condition of registration:
a. 96 hour LC 50 for one coldwater species (rainlx,#, trout) and one
warnwater species (bluegill sunfish).
b. Acute 48 hour LC 5 ç) for an aquatic invertebrate ( Da nia rragna) .
c. Residue nonitoring stody for freshwater and estuarine/narine use
patterns, using once—throu cooling systems.
d. 96 hour 1 -’so stody for sheepshead minno.i.
e. 96 hour LC5o stody for shrimp.
f. 96 hour embryo—larvae or the 48 hour shell deposition st y for
Merican c Jsters.
Efficacy review results: Although EPA does not require efficacy data for
non-health related label claims, EPA reviewed several available stulies
which detonstrate that branine chloride is efficacious for the uses
described above.

4. Sumary of Regulatory Position and Rationale
The applications for registration of this chemical rr et the folla4ng criteria
for conditional registration set forth in 51 FR 7628 dated t’ rch 5, 1986:
a. “Since the data requirement was imposed, there has been insufficient
tine for the data to have been generated.” EPA reached a final decision
concerning the data requirements for this chemical in August 1987, which
did not give the registrants adequate tizt to generate the data prior to
sth -nitting an a lication. N rr lly, stulies are required to be conducted
on the technical grade of the active ingredient. H ever, in this case,
EPA decided to require testing only on a breakdami product (hypobrcztcus
acid), which the registrants could not have foreseen.

b. “During the period of the conditional registration, use of the pesticide
will not cause unreasonable adverse effects.” EPA has concluded that the
toxicity to aquatic or nisns is the sane or less than the toxicity of
currently registered pesticides for use in industrial cooling water. There—
fore, this criterion has been met.
c. “Use of the pesticide is in the public interest.” EPA has reviewed
studies which d ionstrate that use of bromine chloride will be cost effective,
that the product is efficacio.is and that the current NPDES discharge limit
of 0.2 mg/i of total residual oxidant will be met with bromine chloride.
In addition, the risk associated with bromine chloride will be no greater
than and jxssibly less than the risk associated with currently registered
products containing chlorine. Therefore, it is in the public interest to
conditionally register bromine chloride.
As long as the data which are r& uired are sub itted within the time franes
specified below, products containing bromine chloride will be conditionally
registered. If data are not submitted on time, these products will be subject
to cancellation.
