EXECUTIVE SUMMARY
Dispersion modeling of 27 locations having hourly meteorological data was
performed for nine different sources. These sources consisted of six different size
area sources of fugitive emissions (particle size assumed to be small enough, i.e., less
than about 20 |im, that deposition was not considered) and three point or stack
sources (one medium air stripper and two sizes of soil vapor extraction units). The
Industrial Source Complex Model in its short-term mode and the most recently
available version (ISCST2) from the U.S. Environmental Protection Agency SCRAM
(Support Center for Regulatory Air Models) bulletin board was used throughout this
analysis. Normalized emissions of 1.0 g/s for the stack and 1.0 g/s-m2 for the area
sources were used. Concentrations of a non-specified pollutant were estimated at
receptors located at various downwind distances out to about 2000 m for averaging
times of 1, 3, 8, 24-hour and annual average.
The concentration estimates for each site, for each source, for each receptor
and for each averaging time were tabulated and combined into overall spreadsheets.
These spreadsheets were used to tabulate the maximum concentrations for each site
at each downwind distance, the geometric means of the maximum concentrations, the
geometric standard deviation of the maximum concentrations, and the 95 percent
confidence interval around the means. These data were plotted to generate
normalized emission curves versus distance from the source. The resultant curves of
normalized concentration versus downwind distance provide representative
concentration estimates of 27 site average meteorological conditions and can be used
to estimate similar source impacts. The utility of these data and curves are in their
use for screening of potential source impacts at Superfund sites. By applying the
appropriate emission factor for a real source to one of the nine source scenarios
described herein an estimate of the fenceline and beyond air impact can be made.
This estimate may be used to assess the impact of toxic or criteria pollutant levels of

concern or may be used to determine the need for further controls for a particular
source or for further detailed dispersion modeling at a site.

1.0 INTRODUCTION
Dispersion modeling of nine Superfund-type sources was performed to calculate
normalized curves (unit emissions) of concentration versus distance from the source.
This modeling was selected and performed to supplement and extend former U.S.
EPA calculations in "Hazardous Waste TSDF - Fugitive Particulate Matter Air
Emissions Guidance Document" (U.S. EPA 1989a). In this former modeling only
annual average concentrations were estimated using the ISCLT Model (ISC Model in
its long term mode). To extend the usability of such an analysis, the short-term ISC
Model (ISCST2) was used to generate concentrations for additional averaging times
including 1-hour, 3-hour, 8-hour, and 24-hour. In this analysis the geometric mean
concentration was calculated for the maximum concentrations at all sites. In addition,
the standard geometric deviation was calculated for each set of maximum concen-
trations (i.e., at each downwind distance), and the highest and lowest maximum
concentrations determined. This combination of the geometric mean of the maximum
concentrations and the upper and lower maximum over all sites was thought to give a
representative calculation for determining nearby impacts near Superfund sources via
these screening techniques.

2.0 ANALYSIS OBJECTIVES
Property boundary and beyond air quality impacts from both short-term and
long-term releases of toxic air pollutants at Superfund sites are important in
identification, control, remediation, and quantification of such releases. Detailed
dispersion modeling of such impacts is not always possible nor practical due to a lack
of personnel experience and know-how, or due to time constraints or information
availability. To improve the capability of Superfund remediation coordinators and
technical staff and the applicability of screening techniques for such air quality
impacts, this dispersion modeling analysis was performed.
The purpose of this work was to examine the sensitivity of the ISC model
predictions to location specific meteorological data and to develop empirical factors
which will approximate ISC model results. An "empirical factor" in this analysis is a
factor which when multiplied by an emission rate results in the ambient air
concentration that would have been estimated by running the ISC model.
The empirical factors were developed from the results of normalized modeling
of generic point and area sources. These factors can be used to estimate Superfund
type source impacts for receptors at various distances by multiplying the emission rate
by the appropriate empirical factor. The precision of these estimates is generally
expected to be within a factor of two regardless of site location. Maximum annual
average concentration estimates are included because they are necessary for chronic
risk assessment analyses and short-term estimates are included to assess acute
impacts. Tables and nomographs of concentration versus distance downwind were
generated for the geometric mean of the maximum concentrations over all sites. The
highest maximum and lowest maximum of over all sites was also included in the
tables and nomographs. These were included to demonstrate the spread of the data
across the sites.

3.0 MODEL PROTOCOL
3.1	Overview
The newest version of the short-term Industrial Source Complex Model
(ISCST2) (EPA 1992) was selected for this analysis. The ISCST2 Model is similar to
its earlier versions from 1979 to 1991 but has been reprogrammed and has a new
format for inputting data in batch mode using keywords to indicate specific data
components. The ISCST2 Model includes all model options and algorithms of the
former versions and was operational on a personal computer (486/33 with extended
RAM memory). The steps taken to generate the curves of normalized concentration
estimates versus downwind distance using ISCST2 were very specific and
straightforward. These steps are summarized in the following individual overall points.
3.2	Select Sources
Nine sources representing those potentially found at Superfund sites were
selected for modeling. These included six area sources ranging in size from a small 1
m by 1 m area to a 500 m by 500 m area. Pollutant characterization of the area
sources was selected to characterize similar Superfund type areas of fugitive
emissions ranging possibly from a short-term accidental spill or dumping operation
over a small area to a sitewide fugitive emission due to an open lagoon, unpaved haul
roads and operations, or open trench air stripping. An emission rate of 1.0 g/s-m was
used as the unit emission.
The other three sources were point sources related to the representation of air
strippers and soil vapor extraction operations. One medium size air stripper was
modeled (as performed in earlier ISCLT Model analysis, EQ 1992), one medium soil
vapor extraction (SVE) unit and one small SVE unit (Eklund 1991). In all cases the
emission rate for any gaseous, non-reactive pollutant from the three point sources was

set equal to 1.0 g/s. Building or structure downwash was considered in the analysis
by including the dimensions of the stripper or extraction units themselves. These
structures are typically adjacent to the vent and are the most likely to cause
downwash of effluent plumes. The dimensions of these structures were taken from
representative sizes and shapes (Eklund, 1991).
Tables 1 and 2 describe the source and emission characteristics associated
with each of the nine sources.
3.3	Meteorological Data
Surface meteorological observations of wind speed, wind direction, temperature,
opaque cloud cover and other surface National Weather Service (NWS) parameters
were obtained for most of the 19 sites in the original EPA analyses (EPA 1989b and
EPA 1990) as well- as for additional sites selected by the EPA Regional Superfund
personnel in Regions 2, 3 and 8. All data were obtained from the meteorological data
inventory available through the SCRAM bulletin board. The most recent year of data
for each site was selected for this analysis. The most representative and nearby
upper air station was also selected for mixing height data from SCRAM. These data
were processed using the RAMMET program and converted to ASCII files to allow
access by the extended memory version of the ISCST2 Model.
Table 3 describes the 27 surface sites used in the analysis, the year of most
recent data used, and the associated mixing height data. A four letter surface site
code is also presented which was used later to differentiate individual input files to
ISCST2.
3.4	Receptor Locations
In the ISCST2 Model analysis of each of the nine sources, a receptor grid was
used which covered all downwind directions (every 10 degrees) at a number of
downwind distances. The downwind distances were selected to obtain both a
maximum concentration and a profile of concentration versus distance downwind.

No receptors were placed closer to an area source than half of the length of the side
of the area. This restriction was considered due to previous area source evaluation
and user's manual guidance on area source impacts. The receptors were arranged in
a polar grid around each source every 10 degrees at the distances shown in Table 4.
No terrain elevations were used in the analysis, i.e., the analysis assumed flat terrain.

3.5 Other Model Options
Other options selected in the ISCST2 Model include averaging periods (1-h, 3-
h, 8-h, 24-h, and annual), rural defaults for dispersion coefficients and mixing heights,
a 10 m anemometer height, output table selection of first and second highest
estimated concentration at each receptor, and use of cartesian coordinates for
sources' locations. Appendix A provides an example input file for Houston for each
source for the ISCST2 Model.

4.0 MODEL RESULTS AND ANALYSIS
4.1	Analysis Techniques
The output of the ISCST2 Model was broken into multiple subfiles for each
source/weather service site run by averaging time. As an example, the Houston file
for Source No. 1 output was the ISCST2 Model output called "1HOUS.OUT". The 1-
hour, 3-hour, 8-hour, and 24-hour maximum concentrations and the annual average
(period) concentrations were extracted from "1HOUS.OUT" as complete receptor grid
data sets in five separate files:

As an example, Appendix B presents samples of the 1-hour and annual
concentration edit files for Denver for the second area source (50 x 50 m). After
creation of all averaging time files for a source was completed the files were
concatenated using an overall spreadsheet. Thus, within the spreadsheet the
concentrations for common averaging periods were combined for a given source.
With nine sources and five averaging times, a total of 45 spreadsheet files were
created. These files were used to tabulate maximum concentrations at each site for
each distance, tabulate the overall maximum concentrations for each distance,
calculate the geometric means of the maximum concentrations at each distance,
calculate the geometric standard deviation of the maximum concentrations at each
distance downwind, and calculate the highest and lowest minimum.
4.2	Geometric Mean Summary
A summary of the geometric means, the geometric standard deviation and the
highest and lowest maximum concentrations are presented in Appendix C. These

values are presented in graphical form for the geometric means and the highest and
lowest maximum concentrations in Appendix D for each source.
4.3 Site Specific Maximum Concentrations
One of the objectives of this study was to develop a set of empirical factors for
estimating maximum concentrations at various downwind distances for use at any site.
The geometric means and the range of maximum concentrations over the 27
meteorological sites presented in tabular and graphical form in Appendices C and D
provide such factors. An outgrowth of the analysis, however, allows the specific
presentation of maximum concentrations calculated by ISCST2 for each source and
each averaging time at each distance downwind. Appendix E presents such a
summary which provides the calculated concentrations for one year of meteorological
data at each site.
