An Information Service for EPA HQ Staff from the Headquarters Library

We're bringing the Library to you on
February 19th from 10 am to 2 pm, with an
INFO EXPO. Library staff will be in the
commercial crossroads of Waterside Mall to
learn about your information needs. We will
demonstrate EPA/NOAA LINC, our CD-ROM
library catalog. We'll also be showing classics
and favorites from our video collection — any
John Cleese fans out there? Our tapes can
add sparkle to your next TQM meeting. Test
your knowledge with our trivia contest. (All
answers CAN be found in the Headquarters
Library!) The answers will be printed in the
March Headquarters Library Newsletter,

While you can never have too many
ideas, you can have too many IDEAs. In
order to eliminate confusion between the
Library bulletin and the Integrated Data
Enforcement Analysis (IDEA) database
produced by the Office of Enforcement, we
are changing the bulletin name. Watch for
our new name in the March issue.-
ADMINISTRATOR REMARKS
The Headquarters Library has
prepared an index to the remarks, speeches
and statements made by the Administrator.
Initially prepared at the request of Assistant
Administrator Christian Holmes, the index
catalogs the Administrator's remarks by title,
date of delivery and subject matter.
The speeches themselves are
available through the Public Affairs Division of
the Office of Communications, Education and
Public Affairs (OCEPA), 260-4361, Room 311
West Tower. The Library is maintaining a
non-circulating file of the remarks for your
reference convenience,

The Headquarters Library applauds the
efforts at EPA to reduce the amount of paper
that is distributed within the Agency. As part
of this program only one copy of the HQ
Library's bulletin will be distributed to each

Sight &
Sound
Among the most popular presentations in
the Headquarters Library video collection are
those featuring John Cleese, of Monty Python
fame. The typical scenario depicts a failing
manager wondering why his or her techniques are
ineffective. Sometimes Cleese plays the man-
ager, and sometimes he portrays the benevolent
narrator who introduces the manager and the
viewer to Total Quality Management (TQM)
concepts. The result is a more efficient and
effective manager.
Below is a selection of the Cleese tapes in
our collection. You can watch them on our
equipment at the Library, or you can check them
out for a day or two. You can even make special
arrangements for conferences, training sessions
or retreats. Contact the Library's video

All Change: Change For The Better.
H.G. Wells visits three managers who fail to
plan ahead, to make changes or to respond to
market forces. Via his Time Machine, Wells
shows each "manager two alternative futures.
All Change: The Shape of Things to Come.
Continuing where he left off, H.G. Wells visits
the three newly-minted managers to see the
impact of their changed attitudes.
Decisions-Decisions. Cleese the manager
has botched up his company's move to a new
building. Through flash-backs, he sees how
he ignored or neglected all the basic
principles of good decision making.
Humor Is Not A Luxury. Acknowledged
expert Cleese demonstrates that humor is an
essential ingredient of business life that
makes an organization more competitive and
open to change.

Legislative Library
The Legislative Library has numerous
legislative histories in its collection. The following
are versions printed by GPO: Clean Air Act,
Clean Water Act, Superfund, Noise, Toxic
Substances Control Act, RCRA, Endangered
Species, and the Safe Drinking Water Act. The
Legislative Library has extra copies of some of
these histories for EPA employees upon request.
We also have many other histories, compiled by
our staff, which may be used in the Library. If
there is a history you are interested in, that has
not been compiled, we will try to put together the
documents for your use. For many recently
enacted pieces of legislation we can help EPA
employees put a history together for their own
files.

Guide to State Environmental Programs by
Deborah Hitchcock Jessup. This 1990
second edition includes a brief description of
each state program including contact
information, SARA Title III spill reporting,
permit fees, summaries of specific programs,
coastal zone management, and utility siting.

of the state programs are also summarized.

R. Brunner. Everything you've wanted to
know about incineration! The emphasis is on
systems design, but there are two chapters
devoted to regulations that govern the
incineration of hazardous and nonhazardou.s

other libraries, agencies, and associations
across the United States and Canada.
Your requested material should arrive
between one and three weeks, depending on
the response from the lending library. We will
notify you as soon as your book or report
arrives in the Headquarters Library.
Photocopies and other items that do not need
to be returned will be sent directly to you
through interoffice mail.
We can work with you to accomodate
rush requests. Please discuss your needs
with the Interlibrary Loan Librarian. Also, if
you would prefer to pick up material at a local
library yourself, we can facilitate that process
