MEMORANDUM

     This memorandum amends ^Sfi^^^=i=_( attached)  "Interim
Guidance on Claims or  Inquiries  About  Claims  Against  the
Fund" by establishing  a  specific time  frame within which
claims, inquiries  regarding claims  and requests  for
preauthorization must  be  forwarded  to  Headquarters.

     Because of the  forty-five day  turnaround required  to
answer claims, Regional  Administrators must forward claims
and requests for preauthorization of claims to Headquarters
within' five working  days  of receipt.   They  should  be  forwarded
to:

     William 0. Ross,  Team Leader
     Program Management  Branch
     Office of Policy  and Program Management  (WH-548D)
     Environmental Protection Agency
     Washington, D.C.  20460

     The staff of the  Program Management  Branch will  confer
with the Regional lead person about the action to  be  recommended
to me.  My staff will  also magnafax a  copy  of each proposed
response to specific claims and  preauthorization requests to
the Region for review  and comment.  I  am  asking that  you "phone
the Headquarters contact  with any comments  you may have on
the proposed response  within 24  hours  of  receiving it.
