This revised five-part volume supplements the overview of
import/export regulations in Volume 1. It provides a listing of
chemical substances that are subject to section 12(b), Exports, and
section 13, Imports, of the Toxic Substances Control Act (TSCA). The
importer should be aware that this new listing is current only at the
time it is published, that he is responsible for knowing what changes
have occurred since then, and should familiarize himself with the
Importer's Checklist, Volume 1, Pages 21-23.
This volume also provides excerpts and key points of each
applicable rule, as well as Federal Register citations of specific
rulemaking actions applicable to each o£ the chemicals listed. Each
chemical substance (subject to TSCA regulations) that is imported into
the United States must be listed on the TSCA Inventory of Chemical
Substances.
Part I covers chemicals that are subject to specific final
regulations under sections 5 and 6 of TSCA.
Part II lists chemicals addressed by advance notice of proposed
rulemaking and proposed rulemaking under sections 5 and 6 of TSCA.
Part III covers chemicals subject to proposed and final rules
under sections 4 and 8 of TSCA.
Part IV covers chemicals that require export notification to EPA
under section 12(b).
Part V is a numerical index of all chemicals listed in Volume 2
by CAS number.

granting 58 exemption petitions;
granting in part and denying in
part one exemption petition;
denying 49 exemption petitions;
and dismissing one exemption
petition.
This rule excludes certain
processes from polychlorinated
biphenyl (PCB) regulation, based
on EPA's determination that PCBs
generated in these processes do
not present an unreasonable risk
of injury to health or the
environment. In addition, this
notice defers action on 49
exemption petitions to
manufacture, process, and
distribute PCBs in commerce;
authorizes the use of PCBs in
heat transfer and hydraulic
systems at concentrations of less
than 50 parts per million (ppm);

of certain wastes containing
2,3,7,8-Tetrachlorodibenzo-p-
dioxin (TCDD) at its Jacksonville,

other persons intending to dispose
of TCDD- containing wastes to
notify EPA sixty days in advance
of such disposal.

persons who intend to dispose of
any wastes resulting from the
production of 2,4,5-TCP (2,4,5-

other substances on equipment

section 12(b) export notification requirements.)

NOTE; Since TSCA defines importers as manufacturers, importers may be subject
to rules such as testing requirements under section 4 and reporting
requirements under section 8. However, because such rules do not apply to
individual chemical shipments, and because compliance with such rules may be a
