NATIONAL ENVIRONMENTAL RESEARCH CENTER
Corvallis, Oregon
This report is designed primarily to serve the needs of manage-
ment by providing an overall picture of the status of progress toward
the accomplishment of planned research. It is not a report of accomplish-
ment, but rather an "exception" report which identifies problems and
reasons for delay.
This Quarterly Report summarizes the present status of progress
toward achieving the milestones in each of the approved Research
Objective Accomplishment Plans (ROAPs) assigned to NERC-Corvallis and
its associated laboratories for the 2nd Quarter FY 74. The report is
divided into 4 parts. Part I summarizes the status of ROAPs, the
reasons for delays, manpower and dollar resources, and the technical
assistance provided to EPA, the Regions and other federal, state, and
private organizations. Part II is the Laboratory Director's assessment
of the problems, impact of delays and accomplishments. Part III is a
ROAP by ROAP report on the status of tasks toward meeting task milestones
and Part IV is a listing of the technical reports and papers published
during the quarter.

ARCTIC ENVIRONMENTAL RESEARCH LABORATORY
Quarterly Status Report, 3rd Quarter FY 74
I.	Impact of Delays:
1BA022 - 21 ARY
The seven month delay is not critical and will not delay related
tasks in the ROAP.
1BA021 - 21ASA
The 1 year delay does have a serious impact on the ROAP. This
impact can be minimized if the schedule and resources proposed in the
FY-1975 ROAP are met.
1BA021 - 21ARX
The 2 month delay is not critical and will not delay related tasks
in the ROAP.
1BB044 - 21ASF
The fire that destroyed the Wainwright facility has delayed a planned
final report to Congress by 2 years. The interim report scheduled for
July 1974 will be delayed 1 year. This delay should not adversely
affect EPA's credibility with Congress. The impact of the delay in
completing the third project will not be known until a complete evaluation
of the existing projects is accomplished.
II.	Issues:
No major issues in the research program.
III.	Accomplishments:
A long-term research effort dealing with the low dissolved oxygen
problem in cold climates has been completed. A report summarizing this
work with recommendations for management has been processed for clearance.
A report describing the findings of a cooperative research project with
the Bureau of Land Management on ice fog reduction has also been completed
and processed for publication.
IV.	Administrative Management Problems:
The Laboratory has far exceeded the average grade ceiling assigned
last year. We are currently at 10.05 with an assigned ceiling of 9.57.
This situation has occurred because of the resignation of two lower
grade employees (GS-6). We have not been allowed to refill these
positions; hence, our average grade has increased by attrition. There
are two solutions readily available. Raise the average grade
ceiling or raise the personnel ceiling.

GULF BREEZE ENVIRONMENTAL RESEARCH LABORATORY
Quarterly Status Report, 3rd Quarter
I. Impact of Delays:
1EA077
Nothing to report.
II. Issues:
FY 1975 ROAPs were completed. In the future more time
could be used for planning and exchange of information on
SROs as directed by the PAM.
III. Accomplishments:
Five staff members testified for EPA1s Office of Enforcement
and General Counsel (OEGC) in the current mi rex hearings.
During March, 57 man-days of technical assistance were
provided to the OEGC in preparation for testimony in public
hearings on proposed toxic pollutant effluent standards.
The chemistry laboratory completed pesticide analysis of
biological samples for the Department of Natural Resources of
Puerto Rico.
Completion of a two-year continuous exposure of oysters to
low levels of DDT, PCB, and dieldrin showed a seasonal pattern
of accumulation and loss of these chemicals related to spawning
activity. Therefore, life-history of oysters must be considered
when evaluating residue data from monitoring programs.
Experiments completed this quarter indicate that the
sheepshead minnow, Cyprinodon variegatus, is a suitable
saltwater fish for chronic ("egg to egg") bioassays.
Methoxychlor at concentrations of 10, 100 and 1,000 ppb
(yg/liter) significantly altered growth of axenic populations
of the ciliate Tetrahymena pyriformis at 26 C. During the
first 24 hours of exposure, population growth rates were
reduced and generation times were increased in proportion to
concentration of the toxicant.

The "average grade level" concept affected the laboratory
this quarter in that two excellent researchers resigned and
joined private industry.

NATIONAL ECOLOGICAL RESEARCH LABORATORY

I• Impact of Delays:
1AA0Q6
The delay in implementing Task 09 in ROAP 21 ALR essentially
means an important delay in research concerning long-term chronic
exposure work. In addition, effects research involving the interaction
of temperature, moisture, and other environmental factors with gaseous
air pollutants will be delayed. If the proposed target date for
achieving Task 04 in ROAP 21 BBK is met, there will be no delay
in meeting the ROAP's milestones.

ROAP 21 BCL has been funded as of March 1974. At present, there
are no delays.
6NA441
ROAP 21 BCI was funded as of March 1974. There will be no
delays in implementing this ROAP if the Agency continues to expedite
the required paperwork.
I I. Issues:
In general the specific problem delays are covered in the Quarterly
ROAP Status Reports which are attached, but there are certain basic
delays which must be addressed if NERL is to realize its full potential.
First of all, the largest problem we face in the immediate future
concerns the availability of a facility to conduct controlled environ-
mental research. ROAP 21 ALR is the ROAP most affected by this delay.
As the time for vacating the ARS Ornamental Facility draws nearer, it'
becomes less and less worthwhile to build or otherwise begin to develop
programs in that facility. However, without a clearer idea of where
the greenhouse/lab work will reside after December 1975, it is almost
impossible to make programmatic plans. Although some of our problems

have been resolved through provision of laboratory space in the main
NERC building and the acquisition of modular office space, it is still
to be emphasized that a permanent greenhouse/lab work facility is in
critical need.
III. Accomplishments:
1AA006
Interagency agreements with USDA, ARS at Beltsville, MD, and
Raleigh, North Carolina, have been completed. Greenhouse and laboratory
control chamber exposure studies have been initiated. Interagency
Agreements between the U.S. Forest Service and EPA have been established.
Under ROAP 21 BBK, field work at the Turkey Point experimental
site has been completed. An interagency agreement has been negotiated
with the Atomic Energy Commissionfor work on ecological effects indices.

Laboratory space has been secured and modification occurred during
this last quarter. Simulated ecosystem chambers have been constructed and
will be put to use during the coming quarter.

During this past quarter, the Montana Coal-Fired Power Plant
Project has become a reality. The Mobile Air Quality Sampling
Laboratory has been completed and is ready to be sent to Montana.
Field sites have been identified and are in the process of being
leased by the U.S. EPA. Additional staff has been identified for
the project and will be brought aboard within the next several
weeks. It is anticipated that this project will be operational
by mid-May in Southeastern Montana.
I V. Administrative Management Problems:
While there have been few management difficulties this past quarter,
there are invariably some routine problems which involve NERL, PNERL,
and NERC. However, these difficulties are being resolved and we
anticipate no serious problems in the future.

NATIONAL MARINE WATER QUALITY LABORATORY
Quarterly Status Report, 3rd Quarter, FY'74
I. Impact of Delays
The five ROAPs at NMWQL contain a total of 113 approved tasks.
Two tasks have been completed during this fiscal year and one more
has become inactive due to a budget cut. Of the remaining 110 tasks,
19 are delayed. Delays previously reported on three tasks have been
made up and those in other tasks have generally stabilized. Although
our planning for this fiscal year recognized the potential impact of
moving and wet lab renovation, it now seems that the problems were
underestimated. This has been recognized in FY'75 planning by
emphasizing field aspects of in-house research. Such compensation
cannot be effective over the long term and slippage will increasingly
relate to construction delays.

While delays in this ROAP are presently minimal, much laboratory
work is being deferred in the manner described above.

Delay indicated is apparent rather than real and reflects sequential
rather than concurrent work on tasks.

Delays experienced in this program have forced us to rely more
heavily than is desirable on the scientific literature when evaluating
proposed criteria. This necessarily weakens our position when called
upon to defend such criteria.
21 AKK
Impact on the progress of this ROAP has been very slight. The delay
encountered in establishing a computerized file of toxicity data is
being compensated to some extent by design of an in-house prototype.
The experience thus gained will probably make extramural effort more
productive.

No additional delays have been encountered. Input from extramural
tasks will be late but this should not prejudice our ability to proceed
with other aspects as scheduled.
II.	Accomplishments:
A rationale for application of thermal criteria to the unique cir-
cumstances of the marine environment has been developed and supported with
available data. This represents a departure from the past practice of
applying fresh water criteria and has established for EPA a more defensible
position in this regard.
Criteria documents relating to marine waters have been reviewed and
recommendations have been made which we believe will permit us to more
effectively support them in case of challenge.
Wet lab renovations are about 90% complete. Holding capability now
exists at Narragansett and researchers have supplies of both filtered and
unfiltered water.
Studies being conducted at nearby dump sites have demonstrated that
histological and chemical procedures being used routinely at NMWOL can
demonstrate sublethal biological effects of dumped material as well as
impacts outside the designated site.
III.	Issues:
Seemingly arbitrary resource targets established by headquarters
during the current planning cycle appear to have made the PAG little
more than a certification mechanism. Currently, targets are established
which force response to new needs to appear in the form of add-ons.
Unless a situation is created in which the PAG must do a whole job or
none at all, we run the risk of promising more and more,.and delivering
less and less.
IV.	Administrative/Management Problems:
Planning for the management of energy-related research has indicated
that only a moderate increase in extramural effort can be absorbed without
diverting staff from active research functions. Unless positions accompany
the increased responsibility, EPA will neither justify its managerial role
nor fulfull its legislative mandates.

NATIONAL WATER QUALITY LABORATORY
Quarterly Status Report, 3rd Quarter FY 7U
I. Impact of Delays:
The few delays identified in these Status Reports are minor and
will not affect the over-all program significantly.
II. Issues:
None.
III. Accomplishments:
It appears that the guideline on mixing zone definition that was
prepared by the National Water Quality Laboratory staff is receiving
more favorable comment now, perhaps because of pressure from
Section 316 of PL 92-500, and perhaps it wi!ll be instrumental in bring-
ing the Agency to a reasonable solution on mixing zone definition and
philosophy.
IV. Administrative/Management Problems:
The load of concluding the court trial with Reserve Mining
Company and negotiating a Decree with the Defendants, review of the
Section on Freshwater for the Water Quality Criteria Document, heavy
involvement in the Toxic Pollutant Hearings, involvement in 316 Guide-
line preparation, and work on Energy EROS's and now probably ROAP's,
is playing havoc with the research program. It isn't possible to assess
at this time the impact it is going to have, but it will be major. It
is taking our top scientists away from the laboratory, so that they not
only are out of research themselves, but are unable to properly oversee
the work for which they are responsible. Requests for major reprogram-
ming actions will follow in the near future.

PACIFIC NORTHWEST ENVIRONMENTAL RESEARCH LABORATORY

I. Impact of Delays:
1BA025
Delays in Tasks 04 and 05 of 21AIS and 21 AIS-A will not
cause problems as long as alternatives recommended by Lefcourt are
followed. Recommendations suggest the Office of Monitoring or NAS-OAB
have responsibility for improving Analytical Methods Manual for EPA's
Ocean Disposal Permit Program.

No delays at present time.
1BA031
Milestone event 02 on ROAP AJE will not be attained because
funds were withdrawn by Headquarters.
Inability to hire temporary personnel continues to impede
assigned research in Tasks 08 and 17, ROAP 21 AJF.
1BA032 and 1BB392
Will delay completion of ROAP milestones and postpone
target dates because funds were not unfrozen until 9-17-73. In
1BA032, task 35 was delayed because the Cincinnati contracting office
delayed date for submission of a contract proposal until 1-8-74.
In 1BB392 there was a contract delay because a potential contractor
stopped negotiations because of increase in equipment costs.
1BB037
Delays in the program will prevent the development of
technology necessary to meet the legislated deadline of zero discharge
of pollutants by 1985.
Laboratory Services Branch
The backlog of samples to be analyzed, especially for the
Lake Survey Branch, has not produced any adverse verbal or written
communications on delaying any tasks for any of the PNERL ROAP's.
Close coordination of staffs at the working levels has resulted in
a better understanding of problems and objectives.

II. Issues:
1BA025
New assignments relating to ocean dumping (106-mile site,
and Corps of Engineers cooperative study) have created the need for
additional laboratory space. Progress will be slowed until this
space can be provided at a coastal location. Present facilities at
Corvallis are cramped and, in addition, require truck transport of
sea water to Corvallis.
New assignments regarding site evaluation criteria (trans-
ferred from NERL) have increased the need for office and computer
desk space at the Newport lab. Five people are now cramped in one
office of ca. 150 sq. ft. (?). The University has not been able to
supply an additional office as was expected at the start of this
project. Both problems can be solved by purchase of trailers for
lab and office space at Newport.
Assignment of staff report responsibilities under the
Ocean Outfall-Secondary Treatment task force will require transfer
of personnel within the Branch—delaying research in ROAP 21AIS-- to
be reported next quarter.
1BA029
The funding issue was resolved during the past quarter
and the program is currently expanding its activities into the
western states.
1BA031
Lack of funds to carry out full-scale lake restoration
demonstration projects continues to be a problem.
1BA032 and 1BB392
None
1BB037
Grant proposals have been slow in coming in this fiscal
year, due in part to diversion of staff time almost exclusively to
OAWP technical assistance during the second quarter, and in
part to reluctance of industry to demonstrate higher degree of
treatment which may then be adopted as effluent guidelines.
Laboratory Services Branch
In the third quarter some progress was made in reducing the
backlog. This can be attributed to the full availability of people
during the spring vacation.

The reassignment of Lyle Wilson has been very helpful in
alleviating problems in the computer section.
As we load SHAVES with samples, deficiencies in the system
occur which were not apparent with lower inputs. Thus, SHAVES
programming changes continue to be the rule rather than the exception.
III. Accomplishments:
1BA025
Two workshops were conducted: (1) "Prediction of Pollutant
Transport in Coastal Waters," and (2) "Calculation of Trace Material
Equilibria in Marine Waters." Both were well attended and well
received.
Contributions were made to the 307 hearing task force.
Assistance was provided to Regions VI and X in the evaluation
of ocean dumping permit applications.
Assistance was provided in the writeup of section 316
standards for thermal mixing zones in marine waters.
1BA029
A total of 30 preliminary reports for individual lakes
were prepared this quarter including the following states: Wisconsin
(19), Maine (9), Massachusetts (1), and New York (1).
The Laboratory Services Branch received and analyzed
5,113 stream samples and 1,517 municipal sewage treatment samples
during the past quarter.
The Algal Assay Section started and completed 186 algal
assays on lake samples collected during 1973 and 1974.
Updated provisional stream and municipal sewage treatment
plant data were provided to the pollution control agencies of the
seventeen states which have active NES sampling programs.
Following receipt of final lake lists, topographic maps
were obtained, tributary sampling sites selected, and maps for National
Guard use prepared for lakes in Arkansas and Louisiana. A similar
effort for Texas and Oklahoma lakes was started and will be completed

Completed 1973 water, phosphorus, and nitrogen budgets for
Shagawa Lake. The 1973 budget has shown that the tertiary wastewater
plant, which began continuous operation in April 1973 has reduced the
total phosphorus loading to the lake by approximately 70 percent.
Shagawa Lake is presently in a state of phosphorus washout: twice as
much phosphorus was measured leaving the lake as entering.
Agreement has been reached with the Chief, Western Fish
Toxicology Station, for the siting of experimental ponds for eutro-
phication and fisheries research on WFTS property. A Program of
Requirements has been drawn up and submitted to Headquarters in a
request for an A&E study.
A pilot field study on nutrient inactivation, using zirconium
as a phosphorus inactivant, was initiated on March 26 at Cline's Pond.
The pond had previously been divided into equal halves with a watertight
plastic partition, and zirconium has been added to the eastern half
only. The western half will serve as a control.
The nitrogen and phosphorus requirements for Microcystis
aeruginosa and Anabaena flos-aquae are being defined.
The interactions of zinc (as ZnCl2) with combinations of
calcium, magnesium and cadmium are being evaluated for possible
antagonistic and synergistic effects upon the growth of Selenastrum
capricornutum.
A final report on the Upper Klamath Lake studies has been
completed and is being submitted for clearance for publication in
the EPA Ecological Research Series.
Information on Shagawa and Waldo Lakes was prepared for
presentation at the OECD North American Project meeting to be held
in Burlington, Ontario, Canada, April 9-10, 1974.

Workbook on Thermal Plume Prediction Volume II, Surface
Discharges, is nearing completion and will go to GPO next quarter.
Intramural field testing of cooling tower plume models,
to complement University of Colorado grant, was conducted at Turkey
Point Plant of Florida Power and Light Company, in coordination with
the cooling systems drift studies.

Contract with Environmental Systems Corporation (funded
by RTP) for measurement of natural air salt concentration, salt
emission from mechanical draft towers and spray modules, and their
contribution to natural background is proceeding on schedule. Pre-
liminary data look good.

in promulgating regulations and developing guidelines for Section
316(a).

On request of Region VIII in support of the Northern Great
Plains Resources Program, staff reports were prepared on (1) water
requirements for power plants with wet cooling towers with and without
stack gas scrubbers, (2) engineering and economic aspects of wet and

quality gas, and (4) state of the art and R&D need relative to assess-
ment of water use alternatives in coal conversion facilities.

Task 02, laboratory and field tests to determine
influence of trace elements on the kinds of algae which attain
dominance in ponds and streams, is significant in that it delays
a milestone approximately one year.
II.	Issues:
Prevention of promotion of personnel working at
higher grade levels but having to remain at lower grades due
to average grade ceilings is creating an inequity in our per-
sonnel policies. Continued restriction will almost certainly
result in lower morale, worker efficiency and productivity.
Obtaining health effects support for water programs
from NERC-RTP is proceeding at an unsatisfactory level. Sug-
gested NERC-C Director make inquiries to determine cause and
provide mechanisms to correct. This is critical to defining
uses to be made of soil treatment systems.
III.	Accomplishments:
1BB036 has completed a round robin testing program
with refineries in Oklahoma to evaluate certain EPA analytical
methodology. Dwight Ballinger's laboratory acted as referee
for the tests.
1BB040 - ROAP tasks for FY 74 were revised based
upon submittal of preliminary prioritization matrix developed
earlier in fiscal year. New direction calls for collection,
compilation and evaluation of existing information on twelve
mining industries (excluding coal and off-shore oil production)
to determine need for additional research to control and/or
treat wastes.
1BB045, 1BB036, 1BB024 program elements provided
technical assistance to Region VI and the State of Oklahoma
in evaluation of pesticide residues resulting in an explosion
and fire at a warehouse near Altus, Oklahoma. Support was
provided by the Southeast Environmental Research Laboratory
(methodology, analyses and standards) and Gulf Breeze Envi-
ronmental Research Laboratory (methodology and backup analysis,
as needed).

1BB045 completed preliminary draft of a suggested
position paper for use in the soil treatment area by the
Environmental Protection Agency. Their program element has
also published (1) "Conference on Recycling Treated Municipal
Wastewater Through Forest and Cropland" (EPA-660/2-74-003);
and (2) "Renovation of Sewage Effluents for Reuse as a Water
Resource" (EPA-660/2-74-016).
IV. Administrative/Management Problems:
Technical assistance requests requiring diversion
of technical manpower continues to delay task accomplishments.
Present programs being impacted and technical assistance re-
quested are:
(1)	Program elements 1BB024, 1BB036, 1BB045 -
provide analytical assistance to Office of Oil and Hazardous
Materials for off-shore oil well study. Estimated OR&D costs
are 70 man weeks and $28,000;
(2)	Program element 1BB045 is chairman of the
committee on soil treatment and a member of the committee
on sewage lagoon upgrading. The efforts of these two com-
mittee are to develop information for use as a position paper;
and
(3)	1BB039 is providing OR&D representation on the
technical committee for salinity control.

I.	Impact of Delays:
1BA027
Delay in 16ADN-65 is delaying the training of Freshwater
Ecosystems Branch staff in high resolution mass spectrometer opera-
tion for the identification of pollutant degradation products, but
is not yet delaying research in 1BA023.
1BB036
Delays in 21AZR and 21AZT do not adversely affect other re-
search, but are delaying implementation of control technology.
1BB039
Delays in 21AYP, while frustrating researchers waiting for re-
sults, are not yet threatening attainment of major ROAP milestones.
II.	Issues:
Many of EPA's significant accomplishments are the result of
cooperative effort of several organizations in the various major
components of EPA. When those accomplishments merit formal recog-
nition under EPA policy, awards should be coordinated so that all
concerned are equitably recognized. Unilateral action by heads of
organizations, while appropriate and fitting for their staffs, has
an adverse impact on morale of personnel in other organizations who
have not been recognized, although they made a commensurate con-
tribution to the success of the effort. I recommend that an EPA
policy be clearly established and enforced to require that recognition
of group accomplishments encompass all group members regardless of
organization.
III.	Accomplishments:
1BA023-21AIM 05: Continuous additions of mercury to artificial
streams at concentrations of 1 ppb and 5 ppb were stopped, and the
systems are being monitored as they recover from the polluted con-
dition. Although soluble mercury in the effluent of all streams de-
creased to <0.05 ppb in two weeks, the total mercury in the resident
fish (Gambusia) has not changed after a period of two months. Con-
centrations remain at 5 ppm for fish in the 1 ppb stream and 11-15 ppm
for fish in the 5 ppb streams. Elemental mercury continues to be released

to the atmosphere. Of two species of algae affected by the mercury,
one decreased in numbers and one increased. Morphological abnor-
malaties previously noted in a green alga decreased.
1BA023-21AIM 07: Fungi were found to degrade malathion ectocel-
lularly, i.e., between the cell wall and the cell membrane, with
the enzyme carboxyesterase. For equivalent initial malathion con-
centrations the rate of removal per unit weight of cell material
of fungi was only about 0.02% of the rate of removal by bacteria
previously studied. The half-life, measured in filtered river water,
was 2.2 hours, as compared to a predicted half-life of 2.5 hours.
The major product was the 6 monoacid of malathion (99%), with trace
amounts of malathion dicarboxylic acid.
1BA023-21AIM 11: Dr. Harvey Holm has devised a new approach
t0 studying the fate of various toxic substances and their impact
on nutrient cycling. Several cycling systems necessary to the con-
tinuous existence of a healthy aquatic ecosystem are the nitrogen
cycle (nitrification and denitrification), the sulfur cycle (sulfate
reduction and sulfur oxidation), and the carbon cycle (cellulose
degradation). Or. Holm has set up model ecosystems containing organisms
representing the various cycles present in natural streams and lakes.
By adding toxic substances, he will be able to determine their effects
on the systems, and their fate within the systems.
1BA027-07ABL 02 & 03: A simple, inexpensive method is now
practical for analysis of kraft paper mill wastewater effluents at
the mill level. During the past two years, the volatile organic
compounds in the effluents from two different mills have been iden-
tified and quantified at SERL. The same compounds, although vary-
ing in amounts, were found to be present consistently for both mills.
With a knowledge of specific compounds to monitor, simple GC analysis
provides sufficient information for paper mills to adequately
analyze their effluents and control their composition.
1BA027-16ADN 25: The mass spectra matching program at Battelle
Columbus Laboratories now used by EPA will be available outside
the Agency in late summer. With this program a researcher can identify
or characterize an unknown pollutant within one minute. John McGuire
of SERL is working with the Management Information and Data Systems
Division to translate the present program into a form that can be
mounted on the GE time-share computer, which can be accessed by
telephone from hundreds of locations throughout the world. By the
time the program becomes available, the spectra library will have
been increased to 25,000 spectra.

1BB039-21AYP: A workshop held at SERL by the Agro-Environmental
Systems Branch 27-28 March 1974 provided a forum for the mutual ex-
change of ideas and results of the past year's research among par-
ticipants in this major ROAP. Attending were contractors, grantees,
and U.S. Department of Agriculture personnel involved in interagency
cooperative research sponsored by SERL. Institutions and companies
represented were the University of California at Riverside, Oklahoma
State University, Michigan State University, the Southern Piedmont
Conservation Research Center, ARS in Watkinsville, Ga., Hydrocomp,
Inc., and ESL Laboratories, Inc. This workshop, the second of its
kind, provides for more efficient and economical use of EPA time
and money since it facilitates a coordinated research effort.
The USDA Agricultural Research Service sponsored a working con-
ference on modeling agricultural chemicals runoff at Athens, Georgia,
15-17 January 1974. The meeting, held at the Richard B. Russell
Agricultural Research Center, was attended by approximately 55
scientists from laboratories throughout the nation. The EPA dele-
gation included three ORD staff from Washington, D.C., and eight
from SERL. The present status of research in ARS and at SERL to de-
velop useful models was critically reviewed and better communication
was promoted among the small scientific community concerned with
this problem.	^
IV. Administrative/Management Problems:
An administrative problem that is hampering research in 1BA023
is the long processing time for IPA appointments. Recent Appointments
have required a total of three months to complete from the time
action is started. Most of the delay is in obtaining approvals
and concurrences in Corvallis and in Washington. I recommend that
action be taken to expedite approvals and concurrences. (Processing
through the Las Vegas personnel office has been especially expeditious,
requiring no improvement.)
Manpower programmed for technical assistance in 1BA023 for
FY 74 amounts to 0.6 manyears. During the past quarter, more than
0.4 manyears of technical assistance, which were provided the Office
of Enforcement and General Counsel in connection with the Section 307
hearings, has delayed research and brought the total technical
assistance provided in this program element in FY 74 to over 0.5
manyears. Allocation of more time and effort to providing this
kind of technical assistance will further delay other research.
