NATIONAL ENVIRONMENTAL RESEARCH CENTER
Corvallis, Oregon
This report is designed primarily to serve the needs of manage-
ment by providing an overall picture of the status of progress toward
the accomplishment of planned research. It is not a report of accomplish-
ment, but rather an "exception" report which identifies problems and
reasons for delay.
This Quarterly Report summarizes the present status of progress
toward achieving the milestones in each of the approved Research
Objective Accomplishment Plans (ROAPs) assigned to NERC-Corvallis and
its associated laboratories for the 4th Quarter FY 74. The report is
divided into 4 parts. Part I summarizes the status of ROAPs, the
reasons for delays, manpower and dollar resources, and the technical
assistance provided to EPA, the Regions and other federal, state, and
private organizations. Part II is the Laboratory Director's assessment
of the problems, impact of delays and accomplishments. Part III is a
ROAP by ROAP report on the status of tasks toward meeting task milestones
and Part IV is a listing of the technical reports and papers published
during the quarter.

ARCTIC ENVIRONMENTAL RESEARCH LABORATORY
Quarterly Status Report, 4th Quarter FY-74
I. IMPACT OF DELAYS:
1BAQ22-21ARY
The eleven month delay is not critical and will not delay related
tasks in the ROAP.
1BB044-21ASG
Active work on this ROAP was terminated when FY-75 planning elimi-
nated the ROAP. Essential work will be carried on under 21ASF.
II. ISSUES:
The perennial issue of adequate resources for research was discussed
in relationship to planned levels for FY-75 as a seperate communication.
III. ACCOMPLISHMENTS:
A final report in Extended Aeration Sewage Treatment in Cold Cli-
mates was submitted to GPO for publication in the EPA Research Series.
This report describes the results of several years of research by AERL
staff and others working in the field. The results establish that the
conventional extended aeration sewage treatment process can provide
secondary treatment at low temperature conditions if proper facility
and process design are followed. Organic loading was found to be a
critical factor. Sludge wastage facilities or an effluent polishing
system are also important design considerations.
This past year has been the most productive year in the history of
the Laboratory in terms of research reports. Ten AERL Working Papers
have been published as well as seven EPA Research and Technology Re-
ports. Requests for these publications have been heavy, which indicates
that needed information is being disseminated to the public.
IV. ADMINISTRATIVE MANAGEMENT PROBLEMS:
No problems that have not previously been reported.

The delays noted in the 3rd Quarter ROAP Status Report for June
rectified through the awarding of the grants.
The delays in ROAP 21AKP are caused by the late submission of final
reports.
The delays noted in 21BAZ were caused by an error in the preparation
of the original ROAP.
II. Issues:

III. Accomplishments
Drafts of the final reports for the IFYGL Projects are being
received and reviewed.

GULF BREEZE ENVIRONMENTAL RESEARCH LABORATORY
Quarterly Status Report, 4th Quarter
I.	Impact of Delays:
1EA077
Nothing to report.
II.	Issues:
Nothing to report.
III.	Accomplishments:
The Gulf Breeze Laboratory has acquired the administrative
and scientific operations of the EPA Bears Bluff Laboratory at
St. John's Island, South Carolina. This laboratory will be
carried as a field station of the Gulf Breeze Environmental
Research Laboratory. A new chemistry laboratory will be housed
in a temporary building and a chemist is reporting for duty on
July 8, 1974. Dr. Richard Berry, former Chief of the Field
Station, has transferred to Washington, D.C. and he will be
replaced by Dr. Will Davis who will assume duties on September
1, 1974.
A total of 66 man-days of technical assistance were provided
the Office of Enforcement and General Counsel in preparation of
testimony for Public Hearings on Section 307(a) of the Water
Bill.
Completed technical assistance report on anti-cholinesterase
poisoning of fish resulting from discharge of effluent by a
manufacturer of organophosphate pesticides.
Conducted symposium on the^impact of artifically introduced
microbial seed cultures on the aquatic environment.
Began study of simulated estuarine ecosystems, conceptual
models of which were forwarded to Dr. Norman Glass at the National
Ecological Research Laboratory. Preliminary work indicates that
turtle grass (Thallassia testudinum), several species of algae,
oysters (Crassostrea virginica), grass shrimp (crassostrea pugio),
pinfish (Lagodon rhomboides), and stone crabs (Menippe mercenaria)
represents a viable food chain for the initial study.

I.	Impact of Delays:

All the tasks within ROAP 21 ALU, ALS are on schedule. 21 ALR is
on schedule except for Task 09 which means an important delay in research
concerning long-term chronic exposure work.
1EA435
All tasks are on target in ROAP 21 BCL. Draft submissions on
the transport conceptual model were received from NERL, SERL, GBERL, and
NWQL on schedule. Grants for microcosm research in the terrestrial and
estuarine ecosystems have been funded. In-house research has also been
initiated so that phasing can begin between it and the extramural efforts.

The Montana Coal-Fired Power Plant Study is mounted in Montana.
Additional personnel and equipment have been sent to Montana as research
and housing accommodations become available. All tasks associated with
the field effort have been initiated.
II.	Issues :
The greatest problem remains the availability of a facility to conduct
controlled environmental research. Although some problems have been
resolved through provision of additional lab space in the main NERC
building, a permanent greenhouse/lab work facility is still in critical
need. Two additional adjoining lab modules will be required by September 30
to accomodate the salt spray research for the Turkey Point program. Two
more lab modules (not necessarily adjoining) are required for Alternate
Chemical program for radiotracer work, and for four controlled environmental
chambers.

III. Accomplishments:

Interagency agreements with AEC/Batelle and the Forest Service
have been funded as well as a grant with New York University.
1EA435
One double laboratory module for microcosm study has been secured
and modifications nearly complete.
6NA441
Four grants were funded relative to research on the Montana
Coal-Fired Power Plant Project. After various delays, procurement and
on-site location of facilities, equipment, and utilities are nearly complete.
Staffing is also nearly complete and it is anticipated that the CFPP
research project will be fully operational in FY 75.
IV. Administrative/Management Problems:
Administrative difficulties are being resolved and no serious problems
are anticipated.

NATIONAL MARINE WATER QUALITY LABORATORY
Quarterly Status Report, 4th Quarter, FY'74
I. Impact of Delays
The five ROAP1s at NMWQL contain a total of 113 approved tasks.
Two tasks have been completed during this fiscal year and a number of
others have progressed to the point of submission of draft reports.
One task became inactive due to a budget cut. Of the remaining tasks,
only 19 are in any way delayed. The majority of these delays were
due to fund freezes and have stabilized since funds were made available.
At this point, delays dn in-house activities continue to be minimal
because of the ability to compensate by emphasizing field aspects of
research. Delays which will be encountered due to limited wet lab
space have yet to become apparent.

No delays are currently being experienced. Emphasis on field
aspects as described above is at the expense of wet lab experimentation.
16 AAV
Additional delay in tasks 08 and 18 will delay validation of in-
house observations of carcinogenic effects of oils and the subsequent
report. This delay seems justified by the improved proposal resulting
from negotiation.
21 AKF
Further minor delays have been encountered. Previous comments
regarding the undesirability of excessive reliance on historical data
are still valid.
21 AKK
No substantive delays have been encountered in this program to date.
The toxicity data file is progressing through use of in-house resources.
21 BBG
The additional delay encountered in task 02 will proportionally
delay synthesis of its output with that of other concurrent tasks. Such
delay does not impact a major ROAP milestone.

II. Accomplishments:
Liver to body weight ratio, liver glycogen and muscle RNA were
found to be excellent indicators of the nutritional state of fish.
Using these measures, it was determined that laboratory fed fish are
distinctly different from field controls. It is thus possible to
design diets which will produce test animals more nearly like natural
populations.
Arrangements are now complete for the production of a joint
Russian-American Journal of Marine Pollution. The journal will be
distributed simultaneously in each country.
The culture of the Atlantic Silversides (Menidla menidia) is now
routine and organisms are available for experimentation.
Bioassays performed at this laboratory were instrumental in
stopping the ocean disposal of mycelial fermentation wastes.
III.	Issues:
The agreement which would have permitted immediate use of FY'75
funds for those high priority ROAP's above the decision margin ranks
as one of the most logical and useful management decisions made by
EPA to date. Unfortunately, the justification for that decision was
destroyed by the difficulties encountered by the PAG. As a result, we
go into FY'75 again faced with grant and contract renewals which may
not be funded in time to assure continuity of effort. As in the past,
this will probably result in loss of talented personnel who cannot be
assured of continuing support.
IV.	Administrative/Management Problems:
Like other laboratories, NMWQL must obtain an effluent permit for
its discharge from the wet laboratory. The rapid changes encountered
in the nature of materials under test and the frequent lack of criteria
for these materials create quite a problem in the drafting and revision
of such a permit. We are discussing with Region I several alternative
solutions to the problem including permit conditions written in terms
of biological response. I would appreciate learning of the experiences
other labs have had in this regard and any solutions that have proven
satisfactory.

NATIONAL WATER QUALITY LABORATORY
Quarterly Status Report, Uth Quarter FY '7^
I.	Impact of Delays:
Most of the delays indicated in the ROAP Status Report are minor in
nature and for the most part are delays in completions of reports but the
information is already in the hands of the user, so the delay is not
serious.
The delay in 16AA0 resulting from the diversion of people to the Toxic
Substances Hearings is of some concern. Since this is a large effort and a
large ROAP in FY '75 the total effect on the ROAP will not be great, since
these Tasks are relatively small.
The delay on Task 2k of 16ABI is unavoidable because of lack of funds
and unforseen expenses on this contract. We had hoped to get this information
in the hands of the Regions sooner because they would find it useful to have
during this period of activity on Section 316. Presently, progress of the
contractor is good. We may be able to finish somewhat ahead of the presently
planned schedule.
II.	Issues.
It appears that both Dr. Wiser and Dr. Trakowski have given assignments
to Field Laboratories to prepare Criteria Documents and in our initial
discussions it would appear that there is a substantial amount of overlap and
duplication of effort between our assignments and theirs. I recommend that the
NERC Director consult with Trakowski and Wiser to see if duplication does exist
and attempt to eliminate it through cooperative efforts between their people
and us, or some other appropriate course of action.
III.	Accomplishments:
The very complete affidavits that staff members prepared for the Toxic
Pollutant Hearings have become valuable documents for preparation of 30^
Criteria and can serve as a major building block in the preparation of Criteria
Documents. We were pleased to note that a significant percentage oi research
work we have completed over the last several years was directly usaole in the
Toxic Pollutant Hearings, and without it the Agency would have been in a much
weaker position on a number of those toxic pollutants.

PACIFIC NORTHWEST ENVIRONMENTAL RESEARCH LABORATORY
Quarterly Status Report, 4th Quarter, FY 74
I. Impact of Delays:
1BAQ25
Staff work relating to the Ocean Outfall-Secondary Treatment
Task Force will cause a delay of several months in the preparation
of a report on mercury accumulation in Dungeness crabs. Although
this material has been provided to EPA in a draft form and is being
used in the development of standards, it cannot be properly cited
until a report is published.
IBAO29
Preliminary lake reports are about 4 months behind schedule;
However, outputs have been doubled during the last quarter. OWAP
deadlines will still be met for nutrient criteria assessment.
1BA031
Lack of technician level personnel due to temporary ceiling,
continues to impede assigned research in Tasks 08 and 17 in ROAP 21 AJF.
Milestones have been delayed by 12 months.
IBAO32 and 1BB392
Delay completion of ROAP milestones. In ROAP 21 AJH, Task 35,
delay may impact timely satisfaction of section 303(d) of PL 92-500.
Delay of Task 19 in 21 AZU has hindered EPA's ability to deal effectively
with the electric power industry's criticisms of the Effluent Guidelines.
1BB037
Delays in the projects will prevent the development of
technology necessary to meet the legislated deadline of zero discharge
of pollutants by 1985.

II. Issues:

Additional staff will be required to accelerate the work on
the New York Bight experimental sludge dumping project if we are
to develop an expanded interest in ocean outfalls. At present,
the best course of action appears to be the acquisition of two
professionals to temporary positions.

Lack of funds to carry out full-scale lake restoration
demonstration projects continues to be a problem. This may be
overcome if the funds for the pilot demonstration projects become
available in the FY 1975 supplement.
IBAO32 and 1BB392
None.
1BB037
The present funding level of the program will not
achieve the desired technology by 1985 and this was confirmed
by the recent GAO study.
Laboratory Services Branch
Questions have arisen on what happens to metals and
phosphorus in lake waters as they are transported from the field to
the laboratory. Answers were provided as to what happens to forms
of phosphorus and changes in ways of handling were recommended.
Experiments will be conducted on lake samples in order to predict what
might be occurring to selected metals in polyethylene containers.
III. Accomplishments:

Trailers have been provided at the Newport Field Station to
relieve cramped conditions there. Laboratory space has been arranged
for the Coastal Branch at Corvallis to facilitate work on the New York
Bight.
Assistance was provided to Headquarters in the evaluation of
an ocean dumping permit application from Dupont. Assistance was
provided to Headquarters Ocean Outfal1-Secondary Treatment Task
Force.

A total of 63 preliminary lake reports were prepared this
quarter including Connecticut (6 prepared by NERC-Las Vegas);
Michigan (20), Minnesota (22), New York (5) and Wisconsin (10).
In addition, nine preliminary reports were finalized and have been
sent to the printer.
The algal assay section started and completed 218 algal assays
on lake samples collected during 1973 and 1974.
The Laboratory Services Branch received and analyzed 3,087
stream samples and 1,280 sewage effluent samples during the past
quarter.
Tributary sampling sites were selected and maps for internal
and National Guard use were prepared for Texas, Oklahoma, Kansas,
Missouri, North Dakota, South Dakota, Nebraska, Iowa, Washington,
Wyoming and Nevada. This preparation included 179 lakes and 910
tributary sampling sites.
A third and final interagency agreement between EPA and USGS
to provide flow data and drainage areas in the western states was
negotiated and signed.
The Branch continued to work on data evaluation related to
reports on water quality criteria, nutrient export from different
land use areas and nutrient analysis of muncipal sewage plant effluents.
These reports were requested by 0WAP.
Stream sampling in the States of Arkansas and Louisiana
was initiated in June. PNERL-NES staff participated in training the
National Guardsmen and sampling during the initial round.

Cline's pond was treated with zirconyl chloride to inactivate
phosphorus on April 26-27. The final draft of the nutrient inactivation
progress report was completed. Significant progress has been made
in the development of a sediment/phosphorus release model for Shagawa
Lake.
The nitrogen and phosphorus requirements for Anabaena flos-aquae
have been determined. A draft of the Marine Algal Assay Procedure:
Bottle Test has been completed.

In 1BA032 the "Workbook on Thermal Plume Prediction, Volume II -
Surface Discharge," was completed.
In 1BB392 the following reports were completed:

New grant applications were received during the quarter and
grants offered in a total amount somewhat above the total funds budgeted
for the fiscal year. Sixteen grant final report manuscripts were
reviewed during the quarter and submitted for publication.

The backlog problem has for all practical purposes been solved.
Thanks are due to Ken Harris for doggedly pursuing a developmental task
in the K-N and total phosphorus digestion end of the sample analysis.
In this quarter, 60,000 analyses were reported to the various
project leaders.
Computer assistance continues at a moderate level to CPB, E&LRB,
IWB, and NERL with few large scale projects but many small ones.
An upward mobility style training program is being initiated for
Ms. Burton with the end objective to "grow our own" statistician,
providing a much needed expertise within PNERL.

Three tasks in this ROAP have experienced delays due to changing
of the principle researcher, the location of more literature to be
reviewed than expected and an error in an original milestone date.
These delays are not regarded as significant.

Task 01 of this ROAP is significant to a companion study being
initiated by the Air and Water Program concerning institutional
constraints of ground water basin management.

Delay in this task will seriously impact the input to the GE-Tempo
contract of the Office of Monitoring. It will also delay the completion
of identification of ground water pollution problems in the U. S.

Delay in this ROAP seriously impacts irrigation management
practices manual required in FY 77. Manpower support inadequate for
required task.

Delay in this task of demonstrating pollution in surface and

Laboratory and field testing of biological/ecological municipal
wastewater treatment/control systems delay is not considered signi-
ficant. Grantee given extension of time for report until July 1974
by FED.
II.	Issues:
Program elements 1BB040 (Mining) and 1BB045 (Water Quality) have
losses of four man years and two man years respectively for FY 75.
Positions for each program element are filled with permanent personnel
equivalent to the losses. Results of these reductions will make it
impossible to complete carryover work in the mining area and seriously
reduce the soils treatment research which is already behind the
schedule desired by the Office of Water Programs and Regional Officer.
Recommendations are for NERC-Corvallis to: (1) attempt to have
the RSD Office reconsider and replace lost manpower since it is
critical to our carryover work in the mining program and added work
load in the Water Quality Program. Personnel presently onboard on
those programs do not possess the appropriate skills and training
for reassignment to other programs; (2) if recommendation above cannot
be granted, permission is requested for the Laboratory Director to
proceed with a reduction-in-force for those staffs of program elements
affected.
III.	Accomplishments:
During the last quarter of FY 74, the RSKERL has completed a
total of 15 EPA publications. Subject matter covers soil treatment;
hypolimnetic flow regimes in lakes; paunch manure as a catfish food;
animal waste treatment; irrigation scheduling for salinity control;
uranium mining, milling, and refining; sand and gravel state-of-the-
art; and pollution problems in oil shale.
A study of waste characteristics of off-shore oil production
was made at the request of the Oil and Hazardous Materials Program.
Data collected is to be used as a base for EPA guidelines. Manpower
provided by program elements 1BB036 and 1BB040.
Review of reccmmendations for technical solutions for salinity
control was completed by program element 1BB039. This is a portion
of the effort to provide Mexico with certain quality waters frcm this
source. (Colorado Basin)
Headquarters was provided two man months of effort frcm the
mining program during the quarter for purposes of planning the energy
research. In addition, six man weeks was given to Washington R&D
for assistance during and just prior to the PAG meeting.

IV. Administrative/Management Problems:
Technical assistance requests requiring diversion of manpower
continues to delay task accomplishments. Everyone of our programs
have been impacted by this to an extent by fulfilling these efforts;
however, the petroleum refining, mining, and water quality groups
have been particularly hard hit.
Headquarters changing national assignments is creating an
unmanageable problem in keeping and assigning proper professionals
available. With the present restrictions on adjusting staff
competency, it will be impossible to meet work loads on a timely
basis and to assure a final quality product.

II.	Issues:
An old and continuing issue is the insufficient numbers and kind of
manpower necessary for successful research. The planning and authoriza-
tion of in-house research fails to account for the disciplines necessary
and often envisions annual manpower shifts that are impossible to accom-
modate without drastic changes in laboratory staffs.
III.Accomplishments:
1EA487-21BCL 06: The FEB was requested to provide NERC-Corvallis
with a control diagram for and a summary of current mathematical
representations of pesticide transport in the aquatic environment.
Although mathematical models for pesticide interactions at the global
and biochemical levels are reported in the literature, little is
reported for transformations and transport at the small ecosystem level.
A report was prepared containing a graphic representation of the trans-
port and fate of pesticides in aquatic systems, and outlining systems
analysis techniques that may be used to identify important variables
and reduce the complexity of the network to the desired level.

trate the pesticide methoxychlor either on or within the cell was
measured. Organisms used for the studies were a gram negative
bacterium (Bacillus subtilis), a fungus (an Aspergillus species), and
an alga (Chlorella species"J7 Concentration factors measured were

o (3.5+1.2) X 104 for B. subtilis
e (5.6 + 2.4) X 103 for Aspergillus species

1BA027, Technical Assistance Task 09: The ACB provided analytical
assistance to the Delaware Department of Natural Resources in connection
with a potential taste and odor problem in a drinking water supply.
Water samples for a well field, a nearby landfill, and recovery
wells between the two areas were analyzed by GC-MS and spark source
mass spectrometry. Thirty compounds were identified in the landfill
water, including butyric, propionic, and caproic acids. Hiqh concentra-
tionsof bromine were also found. The recovery wells were less con-
taminated and the well field water was of drinking quality.
1BA027, Technical Assistance Task 12: As part of the EPA task
force effort, a method was developed for the preparation of quantitative
standard solutions of vinyl chloride monomer (VCM) in carbon tetra-
chloride. Two gas chromatographic techniques to determine VCM in water
were found to be reproducible and quantitative at the mg/1 level. They
are adequate for screening at the pg/1 level.
1BB039: Six EPA reports concerning runoff of pesticides and
nutrients and their effects on biota were published this quarter by
the Agro-Environmental Research Branch. Four additional EPA reports
concerning the disposal of animal waste and the runoff of pesticides
were approved for publication by the Project Officers. A paper on a
methematical runoff model was published in a technical journal.
IV. Administrative/Management Problems
The long-standing inadequacy of laboratory and office space at SERL
is expected to be partially alleviated by the acquisition, which was
started in the 4th quarter, of four surplus trailers by SERL and three
surplus trailers by Region IV SAD. These temporary facilities should
be useable by 2nd quarter, FY75, but will be insufficient if the pro-
spective increase in SERL staff and research assignments in the energy
R&D program take place in FY75.
