Part I is an index of key terms. The selection of terms included was based on our experience and knowledge gained over the last several years on the NCP revision project, and we have sought to be as comprehensive as possible. The primary references included are to the NCP final rule and preamble (54 FR 8666, March 8, 1990). Part I also contains selected references to the preamble of the proposed NCP (53 FR 51394, December 21,1988).
