TECHNICAL ADDENDUM
BACKGROUND
At the request of EPA Region IX, personnel from the NEIC and EPA
Division of Stationary Source Enforcement (DSSE) conducted an inspection
of the Kaiser Steel Corporation coke plant on January 25-27, 1977. The
objective was to determine what specific steps the Company could take,
but has not, to meet the terms of the April 26, 1976 Consent Decree or
to minimize visible emissions. The results of the NEIC-DSSE inspection
are contained in Coke Plant Evaluation3 Kaiser Steel Corporations Fontana,
California.
As an adjunct to the primary objective of the January 25-27, 1977
inspection, visible emissions observations (VEO's) were conducted. The
purpose of the VEO's was to obtain a VEO data base comparable to that
obtained by the NEIC at other coke batteries. These data, along with
process data gathered at Kaiser, were then compared with other coke
plant VEO and process observation data to support conclusions drawn
about the operational practices employed by Kaiser.
VISIBLE EMISSION OBSERVATION RESULTS
The methods which were used to conduct visible emission observations
(VEO's) at Kaiser are identical to those employed by the NEIC at other
coke batteries. Method A was used for charging, Method C for doors, and
Method H for tops ides; these methods are described in Appendix A.
Appendix B contains copies of all the field data forms.

On January 25 and 26, only door emission observations were conducted.
For each of the three operating units, all doors were observed five to
six times each. Battery C was read with batteries A and B and with
batteries D and E. The results of the door emission observations are
contained in Table 1.
On January 27, one observer read charging emissions while the other
made topside emission observations. Ten charges were observed on each
operating unit. Topsides of each battery were observed at least twice.
The results of the charging emission observations are presented in
Table 2; the results of the topsides emission observations are found in
Table 3.

VISIBLE EMISSION OBSERVATION METHODS

METHOD A
The inspector will observe charging emissions from the topside of
the battery. The inspector may observe charging emissions from either
side of the larry car and from a location which permits a clear view of
possible emission points, i.e., charging ports and hoppers.
The charging cycle begins when the coal is first introduced into
the oven and ends when the last charging lid is replaced on an oven.
During the charging cycle, the inspector will observe emissions
from the charging ports as well as all emission points on the larry car.
The heaviest emission occurring at any given time during the charging
cycle will be observed and an opacity determination will be made at the
densest point of the emission as read against any contrasting back-
ground. All such emissions which equal or exceed 20% opacity (equiva-
lent to No. 1 Ringelmann) will be timed with a stopwatch and recorded.
The maximum "opacity observed during the charging cycle will also be
recorded.

METHOD C
The .inspector will make his observations of door emissions from a
location as close to the battery as safety and visibility conditions
permit, but generally outside of the pusher machine or hot car tracks.
The inspector may move to a closer observation point to determine the
source of an emission.
The inspector will start the observation with an oven at either end
of the battery and on either the push side or the coke side of the
battery. The inspector will observe and record any visible emission
from a door. Visible emission from the sealing edge around the per-
imeter of a door, or, in the case of the pusher side, from the door and
the chuck door will be considered as door emissions. After the in-
spector has made a visible inspection of the door perimeter for door
emissions, a single determination of the opacity of the door emissions
shall be made at a point above the door, using the battery as a back-
ground. This area is commonly referred to as the lintel. Visible emis-
sions from structural leaks, such as buckstay or lintel leaks, will not
be considered as door emissions.
The inspector will then move to the adjacent door, if possible, and
check for door emissions in a like manner. The inspector will continue
this procedure down the entire length of the battery. If a temporary
machine obstruction occurs blocking his view of a series of ovens he may
bypass those ovens and continue down the remainder of the battery,
returning to check the bypassed ovens when he has completed that side of
the battery.

METHOD H
The visible emissions produced from leaking offtake systems, top-
side lids, and collector mains are determined visually by an observer
who is familiar with coke oven battery operations. Two runs (inspec-
tions) of the coke oven battery are required for determining compliance
with any one of the separate emission standards for topside port lids,
offtake systems and stationary jumper pipes.
The observer "inspects" the coke oven battery by traveling the
length of the battery at a steady pace, pausing only to make appro-
priate entries on the topside inspection sheet. Each time the ob-
server travels one length of the coke oven battery a run is completed.
He should travel at a normal walking pace and should take approxi-
mately four minutes (70 oven battery) to complete each run. A rate of
six seconds per oven for each run is the maximum amount of time per-
mitted. In performing a run, the observer walks down the centerline
of the battery looking far enough ahead (two to four ovens) of his
travel to easily see the oven lids, stationary jumper pipes, or offtake
systems. If the emissions to be inspected cannot be observed from the
battery centerline, an alternate location may be used (e.g., a catwalk).
During any one run, the observer may record total visible emissions
from around oven lids, or may record total emissions from offtake sys-
tems and stationary jumper pipes.
Oven lids, with visible emissions are recorded as appropriate on
the topside inspection data sheet. Offtake systems and stationary
jumper pipes with visible emissions are recorded as appropriate on the
topside inspection data sheet; both total and significant emissions
are recorded. Both total and significant leaks are recorded during a

single traverse. Upon noting and recording a leak from an offtake or
stationary jumper, the observer determines whether or not the leak is
"significant;" if the leak is "significant," the observer records this
in the appropriate column on the topside inspection data sheet. For
purposes of this method, all leaks greater than one (1) meter in length
are considered significant; all leaks less than one (1) meter in length
are considered insignificant and are not counted or recorded as signif-
icant leaks. In addition, the following emissions are not recorded:
Visible emissions from oven lids and standpipe caps that are
opened during a decarbonization period or charging period.
Visible emissions caused by maintenance work in progress at an
oven.
Steam emissions: this includes steam caused by the vaporization
of wet luting material.
Regardless of the number of points from which visible emissions
are observed from any one oven lid, offtake system, or stationary
jumper pipe, a single entry is to be made; i.e., the maximum entry
for an oven with a single offtake system is "1" and for a double main
oven "2". The maximum lid leaks recorded for an oven with four oven
ports is "4". A stationary jumper pipe connecting two ovens is
counted as one unit; i.e., there are about one-half as many jumper
pipes as ovens. For any one jumper pipe, the maximum entry will be
"1", even though the pipe could be leaking at the junction to two ovens.
