EPA's Brown fields Economic Redevelopment Initiative is designed to empower States, communities, and
other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely
clean up, and Bustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or
perceived contamination and an active potential for redevelopment or reuse. EPA plans to fund over fifty
Brownfields Pilots in 1995 and 1996, at up to $200,000 each, to support creative two-year explorations and
demonstrations of brownfields solutions. The Pilots are intended to provide EPA, States, Tribes, municipalities,
and communities with useful information and strategies as they continue to seek new methods to promote
a unified approach to site assessment, environmental cleanup, and redevelopment.

OVERVIEW
EPA Region 9 has selected the City of San Francisco
for a Regional Brownfields Pilot. Together, the City
and County of San Francisco (population 710,000)
are targeting the South Bayahore area (population
28,000) for revitalization. Demographics of the area
include a 13 percent unemployment rate and a
population of 62 percent African-American, 21
percent Asian/Pacific Islander, and 9 percent
Hispanic. Hie South Bayshore area is the gateway for
port activity and has suffered a disproportionate
share of the contamination burden in the city. Known
or suspected brownfielda in the area include 13
hazardous waste Bites and 58 leaking underground
storage tanks. Hie U.S. Department of Housing and
Urban Development has designated the area an
Enterprise Community. The U.S. Navy's nearby
Hunters Point Shipyard (a Superfund site) closed in
1974, devastating the area's economy. Public health,
land use, housing, jobs, and property values are
documented as significantly worse than city averages.
OBJECTIVES
San Francisco's overall goal is to build a model for the
redevelopment of the South Bayshore community
based upon the lessons learned from the closing of
the adjacent Hunters Point Naval Shipyard and other
closing Bay Area military bases. The City will estab-
lish a Brownfields Project Advisory Board with
cleanup and future use committees to ensure
public participation in project decision making
based upon the Restoration Advisory Boards and
Local Reuse Authorization found at base closure
sites.
ACTIVITIES
Activities planned as part of this pilot include:
•	Obtaining and evaluating background
information of the area to identify poten-
tial chemical sources and exposure path-
ways;
•	Developing an area map illustrating areas
of potential environmental concerns based
on identified potential receptors;
•	Reviewing proposed land uses and devel-
oping an initial site conceptual model;
•	Conducting risk assessments and fate and
transport modeling to define acceptable
residual levels of contamination based an
proposed zoning and land use;
•	Developing a Risk Management Plan for
the area; and

¦ Based on the Base Closure model of linking
community members with regulatory agen-
cies, conducting meetings to address envi-
ronmental concerns related to land use, zon-
ing, economic development, and environ-
mental justice.
The cooperative agreement for this pilot has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
