FOREWORD
This study of Portland cement plants Is one of nine
concurrently accomplished tasks to locate individual plants and
production rates, analyze processes and air emissions, and pre-
sent compliance status data for nine large industries. The re-
maining eight, presented in individual volumes, are primary
aluminum, ferroalloy, sulfuric acid, nitric acid, phosphate ferti-
lizer, coal cleaning, gray iron, and asphalt concrete. In this
study, Radian considered only the process emission points for
which EPA has published emission factors. One study estimated
totals for the emission points of these nine industries to be
1,975,000 tons of particulates and 600,000 tons of sulfur di-
oxide in 1967 (LE-125). Another study estimated 1968 particu-
late emissions from these nine to be 1,850,000 tons (VA-091).

ABSTRACT
The following study involved Portland cement plants
in the United States. The goals of the study were to locate all
cement plants, obtain all available process and emissions data,
compute allowable particulate emissions from the SIPs, determine
the compliance status from the Compliance Data System (CDS) and,
if needed, regional office files.
In 1974, 178 operating Portland cement plants were re-
ported to have a capacity of 87,622,000 tons per year (NI-036).
Production peaked in 1973 at 83,476,000 tons, but declined in 1974
to about 80,000,000 tons (BR-215). Using capacity and process data
for the 178 plants (NI-036) Radian computed potential particulate
emissions to be about 13,000,000 tons per year. EPA emission fac-
tors were used. Allowable particulate emissions based on state im-
plementation plans (SIPs) were computed to be about 123,000 tons
per year. The SIPs require about 99.1% average control for
Portland cement plants. Nationwide actual particulate emissions
were not available by summation of data from individual plants.
One study estimated 1967 actual particulate emissions from port-
land cement plants to total 813,000 tons with an average control
level of 91.57® (LE-125). Another study estimated emissions in
1968 to be 913,000 tons with an overall control level of 88%
(VA-091).
For the 192 cement plants located in this study, sixty
one (32%) were reported to be in compliance, nineteen (10%) out
of compliance, and one-hundred twelve (58%) unknown. These
catagories are subdivided, as follows: forty plants (21%) were
in compliance with emission limitations as determined by source
test, inspection, or state certification, twenty one plants (11%)
were in compliance with the increments of progress of a schedule,

nine plants (5%) were out of compliance with emission limita-
tions, ten plants (5%) were out of compliance with the incre-
ments of progress of a compliance schedule, eighty-two plants
(43%) had unknown status with respect to emission limitations,
and thirty plants (15%) had unknown compliance with increments
of progress of a schedule. Table 6.2-2a showing the compliance
status breakdown by region follows this page for easy reference.

1.0 INTRODUCTION
The major goals of this study of the Portland cement
industry were to (1) locate all producers of Portland cement;
(2) gather data on processes, production, and emissions for each
plant; (3) calculate allowable emissions based on state imple-
mentation plans (SIPs); and (4) determine each source's compliance
status as given in the Compliance Data System (CDS) or through
contact with the regional offices. Plant size and location were
the priority goals.
The format of this report is as follows:
The remainder of this section presents a definition
and characterization of the industry and future
trends expected.
Section 2 describes the production of Portland
cement.
Section 3 describes air pollutant emissions and
control devices.
Section 4 is a summary of the SIP regulations
applicable to portland cement ^plants.
Section 6 presents the data gathered for indi-
vidual plants and also summaries in tabular form.
1.1 Industry Definition and Characterization
This study deals exclusively with the domestic pro-
ducers of Portland cement. The industry is classified in the

Standard Industrial Classification Manual 1972 by SIC code 3241.
Portland cement is defined as "the product obtained by pul-
verizing clinker consisting essentially of hydraulic calcium
silicates, to which no additions have been made subsequent to
calcination other than water and/or untreated calcium sulfate,
except that additions not to exceed 1.07« of other materials
may be interground with the clinker at the option of the manu-
facturer. " (SH-177). Table 1.1-1 shows clinker compounds
and percentage composition of regular portland cement.
The producers of ready-mix concrete are the primary
customers for portland cement. Other principal consumers of
Portland cement are concrete product manufacturers, highway
contractors, and building materials dealers (BR-215).
1.2 Production and Capacity
Portland cement production is directly related to the
construction industry. Due to rapid price increases of lumber
and wood products, there is a continuous demand shift to con-
crete products for construction. Production of portland cement
increased from 75,380,000 tons in 1968 to 83,476,000 tons in
1973 in order to meet this demand. However, fuel shortage,
environmental control regulations, and poor economic conditions
have caused a tight supply situation and recently a decline in
overall production of portland cement" (BR-125). This adverse
environment caused some plants to close, resulting in the 1974
production of portland cement to fall from.the 1973 level
of 83,476,000 tons to 80,002,000 tons. The historical statistics
for portland cement production are presented in Table 1.2-1.
Capacities for 178 plants were reported in the 1974 Keystone
Coal Manual. Plant capacities range from 75,000 to 2,632,000
tons per year. The median plant capacity was calculated to be

about 500,000 tons per year. Sixty-three percent of the portland
cement plants have design capacities of 200,000 to 600,000 tons
per year. (See Table 1.2-2)
The geographical distribution of the 192 portland cement
plants located in this study is presented in Figure 1.2-1.
Pennsylvania leads with 25 plants, followed by Texas with 19
and California with 15. The plants are concentrated in areas of
stable or growing construction activity. In areas where the
construction industry is slumping, such as New York and the
Great Lakes Region, the actual number of portland cement plants
is decreasing.

2.0 PORTLAND CEMENT PRODUCTION PROCESSES
There are more than 30 raw materials used to produce
Portland cement. These materials fall into four basic com-
ponents: lime, silica, alumina, and iron. On the average,
3,200 pounds of dry raw materials are needed to produce one
ton of cement. After quarrying, the raw materials are crushed,
then proportioned, ground, and blended using either a wet or
dry process. Figure 2.0-1 presents a flowchart for the manu-
facture of portland cement.
In the dry process, the raw material is dried to a
moisture content of less than one percent either before or
during the grinding operation. The dried materials are pul-
verized into a powder, proportioned and blended, then fed into
the upper end of a kiln. As the raw material slowly travels
to the lower end, hot combustion gases pass upward and through the
raw materials. In the process, the raw material is dried, de-
forming the clinker. The clinker is then cooled, mixed with
about 57» gypsum, ground to product fineness and stored until
packaging and shipment.
In the wet process, a slurry is made by adding water
to the initial grinding operation. After the raw materials
are proportioned and blended, the excess water is removed such
that a 20% to 40% moisture mixture is fed into the kiln. The
burning, cooling, addition of gypsum, and storage processes
are the same as for the dry process (EN-071),

3.0 EMISSIONS AND CONTROLS
3.1 Emission Sources
Radian considered only particulate emissions in this
study. Sources of particulates at cement plants include:
(1) quarrying and crushing, (2) raw material storage, (3) grind-
ing and blending for dry process only, (4) clinker production,
(5) finish grinding, and (6) packaging. The largest source of
emissions is the kiln operation which is usually thought to con-
sist of the feed system, the fuel-firing system, and the clinker-
cooling and handling system. All emission sources prior to the
kiln operation are grouped with the driers and grinders for
convenience (EN-071).
3.2 Potential Emissions
EPA emission factors for portland cement production are
presented in Table 3.2-1. Particulate emissions for the wet
process are substantially lower than for the dry process because
water is added to the raw materials before grinding, thus in-
hibiting dust formation. Average emission factors for the dry-
ing, grinding and other ancillary processes are 96 pounds
particulates per ton input for the dry process and 32 pounds
particulates per ton input for the wet process.
The type of process does not affect the kiln operation
particulate emissions to any large degree. Emissions from the
kiln operation are 245 pounds particulates per ton input for the
dry process and 228 pounds particulate per ton input for the
wet process. These particulate emissions result from the dust
formed from the hot combustion gases passing through the solid
materials in the kiln and the particulates formed from the fuel

combustion. Nitrogen oxides and sulfur oxides in the combustion
gases are partially eliminated through combination with the
calcined lime in the kiln (LE-125).
3.3 Control Equipment
The cement industry generally uses the following
equipment to control emissions: mechanical collectors (multi-
cyclones) , electric precipitators, fabric filter collectors
(baghouses), wet scrubbers, and/or combinations of these devices.
Typical control efficiencies for this equipment are: multicy-
clones, 80 percent; electric precipitators, 95 percent; electric
precipitators with multicyclones, 97.5 percent; wet scrubbers,
98 percent; and fabric filter units (baghouses), 99.3 percent
(VA-101). The disposal of the dust or particulates collected
with these devices is accomplished by recycling the material
back into the burning zone of the kiln to produce clinker
(EN-071).

4.0 STATE IMPLEMENTATION PLAN REGULATIONS
SIP regulations were obtained from DSSE files in
December, 1974. Table 4.0-1 presents a summary of applicable
particulate emission regulations for those states which have
Portland cement plants. Compliance status and schedules appear
in Section 6.3.
Standards of performance for new portland cement plants
were promulgated 23 December 1971 and became effective as of 17
August 1971. New portland cement plant particulate matter emissions
from the kiln are required to be not greater than 0.3 lb per
tons of feed to the kiln and from the cooler to be not greater
than 0.1 lb per ton of feed to the kiln. To meet these standards
a control system efficiency of over 99 percent is required.

6.0 DATA SOURCES, SUMMARIES, AMD TABLES OF INDIVIDUAL PLANTS
6.1 Sources of Data
6.1.1 Process and Emissions
The Keystone Coal Manual (NI-036) was the primary
independent source used to obtain process data. Portland Cement
Association list of members provided only names of sources not
found in the Keystone Coal Manual. NEDS data base was another
source of process data. The potential emissions were calculated
using the emission factors shown in Table 3.2-1. Only "source
test" emissions listed in NEDS were used in this study. The
process and emissions data collected for each Portland cement
plant is presented in tabular form in Section 6.3.
6.1.2 Compliance Status
Three data sources were used in common for all regions:
(1) a CDS Quick Look Report (QL) of compliance status of all
sources as of 8 May 1975, (2) a CDS QL report of all increments
of progress scheduled beyond 1974, and (3) a CDS Source Data
Report for SIC 3241 as of 23 August 1974.
All regional offices were contacted by phone to obtain
compliance status information not in CDS. Some regions had data
which was in the process of being added to CDS and was unavailable.
The following supplementary data was available and was used in
this study.

was as of 23 May 1975.

6.2 Summary of Emissions and Compliance Status
6.2.1 Emissions
I ' -
Calculations of potential particulate emissions for
the dryers, grinders, etc. and kiln operations were performed
based on the design capacities and operating rates. EPA emis-
sion factors were used (see Table 3.2-1). Potential emissions
for each individual plant are listed in the tables in Section
6.3.
A summary of particulate emissions and allowables is
presented in Table 6.2-1. Particulate emissions were calculated
by applying an average emission factor to the design capacities.
An average emission factor was calculated by weighing the emission
factors in Table 3.2-1 with the national percentage of wet and
dry process plants identified in this study. Results of this
study showed 53.6% of the plants utilized the wet process and
46.4% of the plants utilized the dry process. Average emission
factors were calculated to be the following: Kiln - 236 pounds
particulates per ton of cement produced; dryers, grinders, etc. -
62 pounds particulates per ton; and total - 298 pounds particulates
per ton. Total potential design emissions for' 1972 design
capacities were calculated, to be 13,064,000 tons.
Allowable particulate emissions were calculated for
the 178 plants for which design capacity was available. Cal-
culations were based on the SIP regulations presented in Section
4.0. Allowable particulate emissions totaled 123,000 tons. Com-
parison of the total potential to the total allowable emissions
shows that the SIP regulations require about a 99.1% average control
level. Individual plant data of actual emissions was insufficient
to calculate the total actual emissions nationwide or an average

degree of control. One study estimated 1967 particulate emissions
to be 813,000 tons with an average control level of 91.5%
(LE-125). Another study estimated 1968 emissions to be 934,000
tons with a net control of 887® (VA-091) •
6.2.2 Compliance Status
A summary of compliance status by region is presented
in Tables 6.2-2a and b according to current CDS compliance status
codes as given in Table 6.2-3. As of May, 1975, sixty-one plants
(3270) were found to be in compliance with SIP regulations, nine-
teen (10%) out of compliance, and one-hundred twelve (58%)
unknown. These catagories are subdivided as follows: forty
plants (217o) were in compliance with emission limitations as
determined by source test, inspection, or state certification,
twenty-one plants (11%) were in compliance with the increments
of progress of a schedule, nine plant (5%) was out of compliance
with emission limitations, ten plants (5%) were out of compliance
with the increments of progress of a compliance schedule, eighty-
two plants (43%) had unknown status with respect to emission
limitations, and thirty plants (15%) had unknown compliance
with increments of progress of a schedule.

6.3 Data Tables of Individual Sources
This section presents the data gathered for the 192
Portland cement plants located. The data.for each-source is
presented in a three-page format described-below. A referencing
system is used to consecutively number the sources in each state
according to AQCR and county SAROAD number. The reference number-
ing system starts at "1" for each state. The reference number is
also used to identify the source on PG 2/3 and PG 3/3.
PG 1/3 is an entire source (plant) summary of
company name, source location (city), AQCR
and particulate priority, SAROAD numbers,
NEDS, CDS, and state source identification
numbers, design and operating source pro-
duction rate in thousand tons of cement
per year, and entire source compliance status
code (See Table 6.2-3). Data sources are
referenced by superscript footnotes. Com-
pliance status was extracted from CDS entire
source compliance status unless footnoted
otherwise. In those cases where the entire
source compliance status was found to be in-
consistent with the status of the individual
points, the proper CDS code for the entire
source was selected, entered, and footnoted.
If the source was listed in CDS with an SIC
code other than 3421, that SIC is presented
below the CDS source number.

PG 2/3 is a listing of point source processes (opera-
tions which have EPA emission factors), control
equipment, operating (production) rate from NEDS
in thousand tons per year (KTPY), total parti-
culate (PT) potential emissions at design
capacity and operating production rate,
actual particulate emissions, and allowable
emissions in pounds per hour (PPH) and tons per
year (TPY) both for design and operating
conditions. Allowables were computed for each
process based upon assumed continuous opera-
tion of 8760 hours per year. All data from
NEDS is footnotes. Control equipment codes
used are listed in Appendix 1.
PG 3/3 is a summary compliance status for each CDS
point. Only compliance schedules are presented
which have final compliance dates of 1 January
1975 and beyond. Any entire source listed as
in compliance, i.e., compliance status codes
2, 3, or 4, will have all points in compliance
by definition.
Tables 6.3-1 to 6.3-41 contain the data for the port-
land cement plants located in this study. Tables 6.3-42 to
6.3-53 contain data for 17 portland cement plants which may
be subject in whole or part to NSPS regulations. No attempts
were made to confirm these to be new sources. No compliance
data was obtained for possible NSPS facilities at these 17
plants so PG 3/3 is omitted.
