FOREWORD
This study of sulfuric acid producers is one of nine
concurrently accomplished tasks to locate individual plants and pre
sent compliance status data for nine large industries. The re-
maining eight, presented in individual volumes, are ferroalloy,
Portland cement, primary aluminum, nitric acid, phosphate ferti-
lizer, coal cleaning, gray iron, and asphalt concrete. In this
study, Radian considered only the process emission points for
which EPA has published emission factors. One study estimated
totals for the emission points of these nine industries to be
1,975,000 tons of particulates and 600,000 tons of sulfur di-
oxide in 1967 (LE-125).. Another study estimated 1968 particu-
late emissions from these nine to be 1,850,000 tons (VA-091).

ABSTRACT
The following study involved the sulfuric acid producers
in the United States. The goals of the study were to locate all
production facilities, obtain all available process and emissions
data, compute allowable particulate emissions from the SIPs,
determine the compliance status from the Compliance Data System
(CDS) and, if needed, regional office files.
The Census Bureau reported that 1974 sulfuric acid
production in the United States was 32,234,000 tons at 150 plant
locations. Capacity was estimated to be 41,300,000 tons at 165
plants (ST-242). Radian located 261 plant locations including
a number of small chamber plants which are probably closed.
Because the Census Bureau does not disclose the individual plant
names and locations, Radian could not identify the actual 150
producing plants from among the 261 located.
Total industry wide emissions and allowables were not
available from the individual plant data collected in this study.
Using reasonably available control technology (RACT), S02 emissions
can be limited to about 6.5 lb/ton acid produced. This factor
applied to 1974 industry production would allow total S02 emissions
to be 105,000 tons per year. Another study estimated 1967 emis-
sions from sulfuric acid plants to be 600,000 tons with a 977a
control level. Particulate (acid mist) emissions from sulfuric
acid plants were estimated to be 25,000 tons in 1967 with a 457»
level of control (LE-125). If all acid plants were equipped with
RACT to meet a controlled particulate emission factor of 0.5 lb/
ton, the industry would be allowed to emit 8,000 tons acid mist per
year at 1974 production levels.

For the two-hundred sixty-one existing plants located
fifty-six (21%) were reported to be in compliance, eighteen (7%)
out of compliance, and one-hundred eighty-seven (72%) unknown.
These catagories are subdivided, as follows: forty-one plants
(16%) were in compliance with emission limitations as determined
by source test, inspection, or state certification, fifteen
plants (5%) were in compliance with the increments of progress
of a schedule, ten plants (4%) was out of compliance with emis-
sion limitations, eight plants (3%) were out of compliance with
the increments of progress of a compliance schedule, one-hundred
forty-six plants (56%) had unknown status with respect to emis-
sion limitations, and forty-one plants (16%) had unknown com-
pliance with increments of progress of a schedule. Table 6.2-1
showing the compliance status breakdown by region follows this
page for easy reference.

1.0 INTRODUCTION
The major goals of this study of sulfuric acid pro-
ducers were to (1) locate all production facilities; (2) gather
data oil processes, production, and emissions; (3) calculate
allowable emissions based on state implementation plans (SIPs);
and (4) determine each source's compliance status as given in
the Compliance Data System (CDS) or through contact with the
regional offices. Plant size and location were the priority
goals.
The format of this report is as follows:
The remainder of this section presents a definition
and characterization of the industry and future
trends expected.
Section 2 describes the process of sulfuric acid
production.
Section 3 describes air pollutant emissions and
control devices.
Section 4 is a summary of the SIP regulations
applicable to sulfuric acid plants.
Section 6 presents the data gathered for
individual plants and also summaries.
1.1 Industry Definition and Characterization
This study is directed toward the domestic producers
of sulfuric acid. The industry is classified by the Standard

Industrial Classification Manual 1972 by SIC Code 2819. Sulfuric
acid is widely employed in the chemical industry as a solvent,
a dehydrating agent, a reagent in chemical reactions or processes,
an acid, a catalyst, an absorbent, etc. It is often and easily
recovered and re-used. Sulfuric acid has been referred to as the
"work horse" of the chemical industry. In many cases, the pro-
ducer of sulfuric acid utilizes the product for some other pro-
cess within the plant (KE-134). The fertilizer industry is the
largest user of sulfuric acid. See Table 1.1-1.
1.2 Production and Capacity
The production of sulfuric acid in the United States
has been a fundamental industry for many years. Sulfuric acid
is made by two well established methods, the chamber process
and the contact process. Over the years, the trend has been a
decrease of chamber plants and an increase of contact plants of
larger and larger capacities. Chamber plants have declined from
192 in 1919 to 5 in 1974 while contact plants increased from 31
plants in 1919 to 145 plants in 1974 (see Table 1.2-1). Mean-
while, production increased from 3,453,000 tons per year in 1919
to 32,234,000 tons per year in 1974. It is emphasized that the
number of plants reported to produce acid in 1974 may be less
than the total number of locations with operational capacity.
The 1974 Directory of Chemical Producers (ST-242) listed 165
plants with capacity totaling 41,300,000 tons. Since the Bureau
of the Census does not divulge individual plant locations or
production, Radian was unable to determine which of the 165
plant locations listed in the Directory actually were producing
in 1974. Using Census Bureau production data and the Directory
estimate of capacity, the sulfuric acid industry operated at
about 78% of capacity in 1974.

Figure 1.2-1 presents the geographical distribution
of the plants located in this study. Plant numbers for two years
are depicted. In parentheses, the 219 plants listed in the 1967
Chemical Economics Handbook (ST-243) are shown. Outside the
parentheses, the number of plants for each state are shown as
given in a list of 165 plants from the 1974 Directory of Chemical
Producers (ST-242). Of interest is the decrease in plants in
the South and Midwest due to closing of many normal superphos-
phate plants which had employed captive chamber sulfuric acid
units. Presently the states of Florida, Texas, California,
Pennsylvania, and New Jersey have most sulfuric plants.

2.0 SULFURIC ACID PRODUCTION PROCESSES
Sulfuric acid is made from two processes, chamber and
contact. Both processes are based on sulfur dioxide, both are
catalytic, and both use air as the source of oxygen for the
oxidation of sulfur dioxide to sulfur trioxide. The chamber
process produces 60 to 807. sulfuric acid and the contact process
produces 98 to 1007» sulfuric acid and the oleums (SH-177).
In the chamber process, sulfur dioxide, nitrogen oxides,
oxygen, and water vapor all react to form the sulfuric acid.
The overall reaction, 2SO2 + 02 +2H20 -*• 2H2S01,, is the oxidation
of sulfur dioxide to sulfur trioxide, which combines with water
vapor to form the acid. However, this happens by intermediate
compounds decomposing into sulfuric acid and nitrogen oxides.
Nitrogen dioxide is the oxidant and is reduced to nitric oxide,
which is continually re-oxidized by the oxygen. As the nitrogen
dioxide is reduced the sulfur dioxide is oxidized and after all
the sulfur dioxide is used up, equilibrium is attained with an
equal number of moles of both nitrogen oxide and nitrogen dioxide.
The nitrogen oxides are then absorbed in sulfuric acid in the
Gay-Lussac tower, forming nitrosylsulfuric acid (Nitrose).
Nitrose is pumped to the Glover tower and de-nitrated by heat.
The nitrogen oxides are recycled along with part of the sulfuric
acid and the balance of the acid is available for use or sale
(KE-134). Figure 2.0-1 shows a schematic representation of the
chamber process.
The principle steps in a contact plant are: (1) the
production of sulfur dioxide with dry air; (2) cooling the gas;
(3) conversion or oxidation of the sulfur dioxide to sulfur
trioxide; (4) cooling the sulfur trioxide gas; and (5) absorp-
tion of the sulfur trioxide in sulfuric acid.

The converter is the most vital part of the plant.
There sulfur dioxide is converted catalytically to sulfur tri-
oxide. Metal catalysts such as platinum and oxides of iron,
chromium, copper, manganese, titanium, vanadium, and others,
are used. The sulfur trioxide then leaves the converter and
enters the absorption tower. The sulfur trioxide reacts with
a small excess of water in the acid to form more sulfuric acid.
Many variations of the contact plant are in use and
the type of plant depends on the source of sulfur dioxide more
than on anything else. Some possible sources of sulfur dioxide
are: sulfur, hydrogen sulfide, gypsum, iron pyrites, smelter
gas, or spent and sludge acids. Figures 2.0-2 and 2.0-3 show
schematically two common contact plants (KE-134).

3.0 EMISSIONS AND CONTROLS
3.1 Emission Sources
Since the contact process plant is more prevalent
(997o of production) than the chamber process plant, this sec-
tion will concentrate on the contact process. Nearly all sul-
fur dioxide emissions from sulfuric acid plants are found in the
exit gases from the converter. Some sulfur dioxides are emitted
from storage tank vents, tank car and tank truck vents, sulfuric
acid concentrators, and leaks in process equipment, but these
tend to be small quantities (EN-071).
Nearly all acid mist (particulates) emitted are found
in the exit gases from the absorber. Acid mist is formed when
the sulfur trioxide combines with water vapor at a temperature
below the dew point of sulfur trioxide (EN-071).
3.2 Potential Emissions
The S0Z emissions from the converter is an inverse
function of the sulfur conversion efficiency (S02 oxidized to
S03). For example, a conversion efficiency of 93% results in
emissions of 96 lb S02 per ton of 100% I^SO* produced while an
efficiency of 99.7% results in emissions of 4 lb S02 per ton of
100% ^SOit produced. The conversion is affected by the number
of stages in the catalytic converter, the amount of catalysts
used, the temperature and pressure, and the concentrations of the
reactants. Most sulfuric acid plants have converter efficiencies
ranging from 95 to 98% (EN-071). Table 3.2-1 lists S02 emission
factors for sulfuric acid plants.

The acid mist emissions are affected by the type of
sulfur feedstock used, the strength of acid produced, and the
conditions in the absorber. For example, if recovered sulfur
is the feedstock, emissions of 0.35 to 0.8 lb acid mist per ton
acid result, if sulfide ores are the feedstock, 1.2 to 7.4 lb
acid mist are emitted per ton acid produced. Table 3.2-2 lists
acid mist emission factors for sulfuric acid plants (EN-071).
3.3 Control Equipment
Many types of control equipment are available for con-
trol of S02, the most widely used control equipment involves a
recycle process. The dual absorption and the sodium sulfite-
bisulfite scrubbing processes increase the acid production by
recovering the S02 without yielding undesirable by-products.
The dual absorption system is basically secondary
and tertiary conversion stages to facilitate a higher conver-
sion of S02 to S03.
The sodium sulfite-bisulfite scrubbing"system removes
S02 directly by absorption. The S02 is then separated from the
sodium sulfite solution and recycled to the plant. To control
the acid-mist emissions, two basic types of control devices
are used: electrostatic precipitators and fiber mist elimina-
tors (vertical tube, vertical panel, and horizontal dual-pad
types).

4.0 STATE IMPLEMENTATION PLAN REGULATIONS
SIP regulations were obtained from DSSE files in
December, 1974. Table 4.0-1 presents a summary of applicable sul-
fur dioxide and acid mist regulations for those states which have
sulfuric acid plants.
Also shown in Table 4.0-1 is an adjusted list of
regulations which gives the actual SIP emission limitations
converted to units of pounds of pollutant per ton of 100% acid
produced (lb/ton). A factor of 0.0143 was used in converting ppm
(vol.) to lb/ton for S02 emissions (EN-025). Acid mist values in
mg/scf were converted to lb/ton using a factor of 0.1875 (EN-025).
All other conversion factors were taken from common tables. To
determine the quantity of exhaust gas released per ton of 100%
acid produced, typical exhaust flow rates were compared to their
respective production rates (EN-027). The sulfuric acid plants
described by the data did not have acid mist eliminators. The
calculated conversion factor was 97570 scf/ton.
Standards of performance for new sulfuric acid plants
were promulgated 23 December^l976^)7 They were effective as of
17 August 1971. Table 4.0-2 presents a summary of the mass
emission regulations for NSPS sulfuric acid plants.

6.0 DATA TABLES
6.1 Sources of Data
6.1.1 Process and Emissions
The 1974 Directory of Chemical Producers (ST-242) listed
locations and capacity for sulfuric acid plants, as did the 1967
Chemical Economics Handbook (ST-243). In addition, the Hand-
book listed the type of process used at each plant including raw
material. Plant locations, processes, and emissions were obtained
from the NEDS data base. Only "source test" emissions in NEDS
were used in this study.
6.1.2 Compliance Status
Three data sources were used in common for all regions:
(1) a CDS Quick Look Report (QL) of compliance status of all
sources as of 8 May 1975, (2) a CDS QL report of all increments
of progress scheduled beyond 1974, and (3) a CDS Source Data
Report for SIC 2819 as of 24 August 1974.
All regional offices were contacted by phone to obtain
compliance status information not in CDS. Some regions had data
which was in the process of being added to CDS and was unavailable.
The following supplementary data was available and was used in
this study.
Region I - None
Region II - CDS Source Data Reports for all sources as
of 23 April 1975. Data was obtained by
visit to Regional Office on 23 April 1975.

6.2 Summary of Compliance Status
A summary of compliance status by region is presented
in Table 6.2-1 according to the current CDS compliance status
codes given in Table 6.2-2. As of May, 1975, fifty-six plants
(21%) were found to be in compliance with SIP regulations,
eighteen (7%) out of compliance, and one-hundred eighty-seven
(72%) unknown. These catagories are subdivided as follows:
forty-one plants (16%) were in compliance with emission limita-
tions as determined by source test, inspection, or state certi-
fication, fifteen plants (5%) were in compliance with the in-
crements of progress of a schedule, ten plants (4%) were out
of compliance with emission limitations, eight (3%) were out of
compliance with the increments of progress of a compliance schedule,
one-hundred forty-six (56%) had unknown status with respect to
emission limitations, and forty-one (16%) had unknown compliance
with increments of progress of a schedule.
6.3 Data Tables of Individual Sources
This section presents the data gathered for each sulfuric
acid plant. The data for each source is presented in a three-
page format described below. A referencing system is used to
consecutively number the sources in each state according to AQCR
and county SAROAD number. The reference numbering system starts
at "1" for each state. The reference number is also used to
identify the source on PG 2/3 and PG 3/3.
PG 1/3 is an entire source (plant) summary of
company name, source location (city), AQCR,
particulate and sulfur dioxide priorities,
SAROAD numbers, NEDS, CDS, and state source
identification numbers, design and operating

sulfuric acid per year, and entire source
compliance status code (see Table 6.2-2). Data
sources are referenced by superscript foot-
notes. Compliance status was extracted from
CDS entire source compliance status unless
footnoted otherwise. In those cases where
the entire!source compliance status was found
to be inconsistent with the status of the
individual points, the proper CDS code for the
entire source was selected, entered, and foot-
noted. If the source was listed in CDS with
an SIC code other than 2819 that SIC is pre-
sented below the CDS source number.
PG 2/3 is a listing of point source processes (opera-
tions which have EPA emission factors), con-
trol equipment, operating (production) rate
from NEDS in thousand tons per year (KTPY),
particulate (PT) and sulfur dioxide (S2)
potential emissions at design capacity and
operating production rate, actual PT and S2 emis-
sions, and.allowable PT and S2 emissions in
pounds per hour (PPH) and tons per year (TPY)
both for design and operating conditions.
All data from NEDS is footnoted. Control
equipment codes used are listed in Appendix 1.
PG 3/3 is a listing of compliance status for indi-
vidual processes as found in CDS. Only com-
pliance schedules are presented which have final
compliance date of 1 January 1975 and beyond.

Any CDS points with schedules due before 1
January 1975 are presented in this report with
the designation "SCHEDULE EXPIRED BEFORE 1975."
Some CDS points with schedules were listed with
an improper compliance status code. In this
report these points have compliance status code
"7" with a footnote to show the actual code
found in CDS. Any entire source listed as in
compliance with emission limitations, i.e.,
codes 2, 3, or 4* will have all points in com-
pliance by definition. Compliance schedule
increments of progress are 01, plan submittal;
02, award contracts; 03, initiate construction;
04, complete construction; 05, final compliance.
Tables 6.3-1 to 6.3-43 are the compilation of data for the two-
hundred sixty-one sulfuric acid plants located in this study.
The tables are grouped by the following hierarchy: region,
state, AQCR, county, and source name. None of the sources
located were known to be NSPS plants.
