FOREWORD
This study of nitric acid plants is one of nine
concurrently accomplished tasks to locate individual plants and
production rates, analyze processes and air emissions, and pre-
sent compliance status data for nine large industries. The re-
maining eight, presented in individual volumes, are primary
aluminum, ferroalloy, portland cement, sulfuric acid, phosphate
fertilizer, coal cleaning, gray iron, and asphalt concrete. In
this study, Radian considered only the process emission points
for which EPA has published emission factors. One study esti-
mated totals for the emission points of these nine industries to
be 1,975,000 tons of particulates and 600,000 tons of sulfur
dioxide in 1967 (LE-125). Another study estimated 1968 particu-
late emissions from these nine to be 1,850,000 tons (VA-091).

ABSTRACT
The following study involved the nitric acid plants
in the United States. The goals of the study were to locate
all nitric acid plants, obtain all available process and emissions
data, compute allowable particulate emissions from the SIPs,
determine the compliance status from the Compliance Data System
(CDS) and, if needed, regional office files.
In 1970, there were 194 nitric acid units in opera-
tion, encompassing some 85 establishments (LE-125). Radian, in
1975, has located 107 sources (establishments) with production
capacities ranging from 15,000 to 425,000 tons 1007o HN03 per
year. Total potential NO emissions for these plants were
calculated to be about 296,000 tons per year. Radian estimates
the NO emissions may have reached 200,000 tons per year from

nitric acid plants in the U.S. in 1973.
For the 107 nitric acid plants located in this study
twenty-three plants (21?0) were found to be compliance with SIP
regulations, fourteen (137o) out of compliance, and seventy (667a)
unknown. These catagories are subdivided as follows: eleven plants
(107o) were in compliance with emission limitations as determined
by source test, inspection, or state certification, twelve plants
(117o) were in compliance with the increments of progress of a
schedule, ten plants (97.) were out of compliance with emission
limitations, four plants (470) were out of compliance with the
increments of progress of a compliance schedule, fifty-four
plants (517o) had unknown status with respect to emission limita-
tions, and sixteen plants (15%) had unknown compliance with in-
crements of progress of a schedule. Table 6.2-2a showing the
compliance status breakdown by region follows this page for
reference.

1.0	INTRODUCTION
The major goals of this study of nitric acid producers
were to (1) locate all nitric acid plants; (2) gather data on
processes, production, and emissions; (3) calculate allowable
emissions based on state implementation plans (SIPs); and (4)
determine each source's compliance status as given in the Com-
pliance Data System (CDS) or through contact with the regional
offices. Plant size and location were the priority goals.
The format of this report is as follows:
The remainder of this section presents a defini-
tion and characterization of the industry and future
trends expected.
Section 2 describes the process of nitric acid
production.
Section 3 describes air pollutant emissions and
control devices.
Section 4 is a summary of the SIP regulations
applicable to nitric acid producers.
Section 6 presents the data gathered for
individual plants and also summaries.
1.1	Industry Definition and Characterization
This study is directed toward the domestic producers
of nitric acid. The industry is classified by the Standard

Industrial Classification Manual 1972 by SIC Code 2873. The
1967 SIC Manual classified nitric acid under SIC Code 2819.
The essential raw materials for the modern manufac-
ture of nitric acid are anhydrous ammonia, air, water, and
platinum-rhodium gauze as catalyst. Nearly all the producers
use the high pressure catalytic process (EN-071).
Nitric acid is almost entirely a captive industry,
producing an intermediate for manufacturing fertilizers, com-
mercial explosives, and other goods. In addition, the Federal
government owns many plants for producing ordnance products.
Ownership of acid plants (1970) is 80% controlled by large,
integrated firms -- chemical producers and oil and gas companies.
The remaining 207o are owned by farm cooperatives and small,
chemical fertilizer-oriented companies (LE-125).
Fertilizer manufacture requires significant quantities
of nitric acid. As much as 65% of the total nitric acid produc-
tion is utilized by the fertilizer industry, as shown in
Table 1.1-1. Approximately 25"L of the total production is con-
sumed in the explosives industry, mainly used for the manufac-
ture of explosives used in coal mining, quarrying, metal and non-
metal mining, heavy construction, and petroleum industry (KE-134).
Substantial quantities of nitric acid are also used for nitrating
organic compounds and for certain rocket propellants (MA-009).
Nitric acid has some direct application as an oxidiz-
ing acid in the separation of gold and silver; in the pickling
of brass and stainless steel; in steel refining; in photoengrav-
ing; and in the manufacture of dyes, plastics, and synthetic
fibers (KE-134, SH-177). It is also used as a replacement for
sulfuric acid in acidulation of phosphate rock (SH-177). Uranium

recovery methods, such as ion exchange and solvent extraction,
use nitric acid (KE-134).
Emissions from nitric acid plants are primarily NO
with traces of nitric acid mist from the absorption tower.
One study estimated N0x emissions from the nitric acid industry
to be 145,000 tons in 1967 (LE-125). In 1970, all industrial
processes, including nitric acid, produced 200,000 tons per
year of NO , but less than 1% of the 22.8 million tons per year
of NO from all sources (EN-071). The nitric acid industry
produces much of the NO emissions from industrial processes
but much less than 1% of the overall NO emitted by all sources.

1.2	Production and Capacity
Production of nitric acid has increased sharply in
the last ten years. Since 1963, production has increased over
19470 to an annual rate of over 9,872,000 tons 100% HNO^ in 19 73
(BL-073, ST-242). Table 1.2-1 presents historical growth of
nitric acid production in the United States during the period
1963-1973.
In 1970, there were 194 nitric acid units in operation,
encompassing some 85 establishments (LE-125). Radian, in 1975,
has located 107 sources (establishments) with production
capacities ranging from 15,000 to 425,000 tons 100% HNO^ per
year. Ninety eight of these have an annual design capacity totaling
greater than 11.17 million tons per year of 1007» HNO^ and nine
of them have no capacity or production data available. The
average plant size is 112,000 tons per year of 1007o HNO^.
It was predicted (LE-125) that the industry would have a
capacity of 11.6 million tons per year of acid by 1977 and it
appears to have reached this magnitude this year. Figure
1.2-1 presents the geographical distribution of nitric acid
producers located in this study. The South and Midwest,
Regions IV, V, VI, and VII, have 75% of the plants and over
807o of the production capacity. These areas have the petro-
leum and natural gas raw material for ammonia manufacture and
also have the major fertilizer markets for the U.S.

2.0	NITRIC ACID PRODUCTION PROCESSES
Nitric acid is produced by oxidation of ammonia with
air over a noble metal catalyst such as platinum. This opera-
tion may be carried out at low pressure (atmospheric), medium
pressure (about 40 psi), or high pressure (up to around 120 psi)
and at high temperatures, usually about 800 to 950° C (KE-134).
In the process, nitric oxide (NO) is formed. The NO is further
oxidized to nitrogen dioxide (N02), which reacts with water to
produce nitric acid (HN03) and NO. There are several processes
currently in use for the manufacture of nitric acid such as
those listed in Table 2.0-1. Basically, the end product of any
process can be classified as weak-strength nitric acid or high-
strength nitric acid. The subsequent discussions present typical
processes that are involved in the production of weak-strength
and high-strength acids.
Process for Weak Acid Production. Nitric acid in the
United States is produced typically by the high-pressure cata-
lytic oxidation of ammonia. The flow diagram of this process
is shown in Figure 2.0-1. This process entails three principal
steps.
First, one volume of anhydrous ammonia (NH3) gas is
mixed with about nine volumes of hot air and passed through a
pad composed of several layers of platinum-rhodium wire-mesh
catalyst at high temperature, resulting in the formation of nitric
oxide (NO). The chemical reaction for this step is
4 NH3 + 502 —~ 4N0 + 6H20
The NO stream is cooled by passing through a cooler
condenser. The cooled NO reacts with residual oxygen to form

nitrogen dioxide (N02) and nitrogen tetroxide (N20O, according
to the chemical equation

The gases are cooled further and are passed to an
absorber, where they are contacted with a countercurrent stream
of water to produce an aqueous solution of nitric acid containing
50 to 70% HN03, depending upon temperature, pressure, absorption
stages, and concentration of the gases entering the absorption
system. The exothermic reaction is governed by the equation
3N02 + H20 2HN03 + NO
The above equation indicates that continuous absorption
reaction can be achieved by introducing a secondary air stream
into the absorption system, which serves to re-oxidize nitric
oxide (NO) to N02. On a commercial scale, the reaction to form
HNO3 is not 100 percent complete, thus a small quantity of
nitrogen oxides is inevitably present in the waste gas discharged
from the absorption column (MA-009). The loss of N0x can be
minimized through proper absorption column design and operating
conditions.
Process for High-Strength Acid Production. A process
that is used to manufacture high-strength (98 to 99%) nitric
acid is the so-called Pintsch Bamag's "H0K0 Process", and the
flow diagram of the process is shown in Figure 2.0-2 (KE-134).
The concentration of HN03 by Pintsch Bamag's "H0K0 Process" is
governed by the following chemical equations:

Upon completion of the oxidation step, the bulk of the water is
removed by condensation without reducing so much the quantity of
nitric acid present. This possibility is enhanced by atmospheric
oxidation. The rest of the NO is oxidized to N02, which is
further oxidized to HN03 with high purity oxygen in the autoclave
(see Figure 2.0-2) at 60 - 80° C and 50 KP/cm2 gage (KE-134).

3.0	EMISSIONS AND CONTROLS
3.1	Emission Sources
The major source of atmospheric emissions from a nitric
acid plant is the absorption column. The tail gas from the
column contains unreacted nitrogen oxides (largely in the form
of nitric oxide and nitrogen dioxide), oxygen, and nitrogen.
Trace quantities of acid mist may also be present. Nitrogen
oxides (NO ) are the primary pollutants. The presence of NO
X	X
in the gas stream is characterized by a reddish-brown colored
plume (LE-125). In general, the quantity of NO emissions is
directly related to the kinetics of the nitric acid formation
reaction (EN-071).
N0x emissions are also released from chemical opera-
tions within a nitric acid plant where nitric acid is being
used, such as in nitration and oxidation process operations
(MA-009). Minute quantities of nitrogen dioxide are emitted
from acid concentrators, and acid storage tanks and tank cars
during the filling operation (EN-071).
3.2	Potential Emissions
Emission factors for the manufacture of weak- and
high-strength acids are presented in Table 3.2-1. The largest
emitters are the weak acid plants while economics result in an
equivalent 90"L + control being used in high strength acid plants.
Acid mist emissions are unmeasurable and are very minute. These
are generally well controlled to prevent local equipment damage.

In this study, the potential NO emissions of the
nitric acid plants located were computed using an emission
factor for weak acid plants without control equipment. This
factor is 55 lb/ton of 100% acid produced.
3.3	Control Equipment
Control equipment that can reduce nitrogen oxide
emissions include caustic (alkaline) scrubbers and molecular
sieve absorption systems. Catalytic reduction equipment is used
to reduce N02 to NO in order to eliminate the brown plume as-
sociated with nitric acid plants and to reduce NO to nitrogen to
meet SIP requirements. The control efficiencies for the afore-
mentioned equipment are: catalytic reduction equipment, 78 to 99.8%;
caustic (alkaline) scrubbers, 90%; and molecular sieve absorption
systems, over 99% (EN-071, MA-009). Only one plant (in Florida)
was known to have catalytic reduction equipment, reportedly
having a control efficiency of 90%.

4.0	STATE IMPLEMENTATION PLAN REGULATIONS
SIP regulations were obtained from DSSE files in
December, 1974. Table 4.0-1 presents a summary of applicable
nitrogen oxide emission regulations for those states which have
nitric acid plants. Eleven states with almost 30% of the industry
capacity have no SIP regulations on nitrogen oxide from nitric
acid plants. The state regulations which exist range from 3.0 to
25 lb/ton of 100% acid. None of these regulations can be met by
a weak acid plant without controls. Almost all the regulations
require 90% or more level of control for such a plant. All the
regulations can be met by a well designed, well operated high-
.strength acid plant.
Standards of performance for new nitric acid plants were
promulgated 23 December 1971, and became effective as of 17
August 1971. The emission standard is 3 lbs nitrogen oxides per
ton of acid produced. None of the acid plants located in this
study are known to be NSPS facilities.

DATA SOURCES, SUMMARIES, AND TABLES OF INDIVIDUAL PLANTS
6.1
Sources of Data
6.1.1
Processes and Emissions
The 1974 Directory of Chemical Producers (ST-242) was
the primary independent source used to obtain the source loca-
tions and capacities. Source locations, capacities, and processes
were also obtained from the 1968 Chemical Economics Handbook (BL-973)
and the NEDS Data Base. Only "Source Test" emissions from NEDS
were recorded for actual emissions in this study. The process
and emissions data collected for each nitric acid plant are pre-
sented in tabular form in Section 6.3.
6.1.2 Compliance Status
Regions: (1) a CDS Quick Look Report (QL) of compliance status
of all sources in CDS as of 8 May 1975, (2) and CDS QL report
created 8 May 1975 of all increments of progress scheduled, be-
yond 1974, and a CDS Source Data Report for SIC 2819 as of 24
August 1974. All regional offices were contacted by phone to
obtain compliance status information not in CDS. Some regions
had data which was in the process of being added to CDS and was
unavailable. The following supplementary data was available and
was used in this study.
Three data sources were used in common for all EPA
Region I - None
Region II - CDS Source Data Reports for all sources
as of 23 April 1975. Data was obtained
by visit to Regional Office on 23 April
1975.

Region IV - CDS Source Data Reports for all sources
and Semi-annual and Quarterly Reports from
the states in Region IV. This data was
available to Radian as a result of an on-
going contract with Region IV to update
CDS.

Oklahoma and data from Texas Air Control
Board of compliance status of all sources
in the EMS system as of 30 April 1975.

6.2	Summary of Emissions and Compliance Status
6.2.1	Emissions
Calculations of potential emissions assuming weak acid
production at each plant were performed based on design capa-
cities or operating rates. These are presented in Table 6.2-1.
EPA Emission factors were used (EN-071). Emissions for each in-
dividual plant are listed in the tables in Section 6.3. Total
potential N0x emissions for 1973 production rates were calculated
to be 296,000 tons.
Total actual emissions from the nitric acid plants
studied in this report were not available by summation of emis-
sions data collected for individual plants. Estimates of total
industry emissions have been made elsewhere using emission
factors and an average degree of control for the industry. The
reports vary considerably. In one study, 1967 NO emissions
were reported to be 145,000 tons from 83 nitric acid manufacturing
sources (LE-125). From total potential emissions calculated for
1973, 296,000 tons, Radian estimates that NO emissions from
X
nitric acid plants may have reached about 200,000 tons in 1973.
6.2.2	Compliance Status
A summary of compliance status by region is presented
in Tables 6.2-2a and b according to current CDS compliance status
codes as given in Table 6.2-3. As of May, 1975, twenty-three
plants (21%) were found to be in compliance with SIP regulations,
thirteen (13%) out of compliance, and seventy (66%) unknown.
These catagories are subdivided as follows: eleven plants (10%)
were in compliance with emission limitations as determined by
source test, inspection, or state certification, twelve plants

(11%) were in compliance with the increments of progress of a
schedule, ten plants (9%) were out of compliance with emission
limitations, four plants (4%) were out of compliance with the
increments of progress of a compliance schedule, fifty-four
plants (5170) had unknown status with respect to emission limi-
tations, and sixteen plants (15%) had unknown compliance with
increments of progress of a schedule.
6.3	Data Tables of Individual Sources
This section presents the data gathered for each nitric
acid plant. The data for each source is presented in a three-
page format described below. A referencing system is used to
consecutively number the sources in each state according to AQCR
and county SAROAD number. The reference numbering system starts
at "1" for each state. The reference number is also used to
identify the source on PG 2/3 and PG 3/3.
PG 1/3 is an entire source (plant) summary of
company name, source location (city), AQCR
and nitrogen dioxide priority, SAROAD numbers,
NEDS, CDS, and state source identification
numbers, design and operating source pro-
duction rate in thousand tons of 100% nitric
acid per year, and entire source compliance
status code (See Table 6.2-3). Data sources
are referenced by superscript footnotes.
Compliance status was extracted from CDS
entire source compliance status unless
footnoted otherwise. In those cases where
the entire source compliance status was found
to be inconsistent with the status of the
individual points, the proper CDS code for the

entire source was selected, entered, and
footnoted. If the source was listed in CDS
with an SIC code other than 2873 or 2819,
that SIC is presented below the CDS source
number.
PG 2/3 is a listing of point source processes (opera-
tions which have EPA emission factors), control
equipment, operating (production) rate from NEDS
in thousand tons per year (KTPY), total NO
(N2) potential emissions at design capacity and
operating production rate, actual NO emis-
sions, and allowable emissions in pounds
per hour (PPH) and tons per year (TPY) both
for design and operating conditions. Allow-
ables were computed for the entire plant
based upon assumed continuous operation of
8760 hours per year. All data from NEDS is
footnotes. Control equipment codes used are
listed in Appendix 1.
PG 3/3 is a listing of compliance status for individual
processes as found in CDS. Only compliance
schedules are presented which have final com-
pliance date of 1 January 1975 and beyond. Any
CDS points with schedules due before 1 January
1975 are presented in this report with the
designation "SCHEDULE EXPIRED BEFORE 1975",.
in CDS, some with schedules were listed with
an improper compliance status code. In this
report these points have compliance status code
"7" with a footnote to show the actual code
found in CDS. Any entire source listed as

in compliance with emission limitations,
1.e.	, codes 2, 3, or 4 will have all points in
