INTRODUCTION
This is the second in a series of information updates
from the U.S. Environmental Protection Agency (EPA)
regarding proposed incineration activities in Region
VIII. These updates will be developed in cooperation
with state environmental agencies in Colorado, Utah,
Wyoming, North Dakota, South Dakota and Montana.
The purpose is to keep interested parties informed of
possible incineration activity in their communities.
BACKGROUND
Public interest in the incineration of hazardous waste
has become intense throughout Region VIII. In
response to this interest, EPA and state agencies have
eveloped plans for keeping residents informed,
specially in areas where incineration activities may
occur. To date, the following has been done to meet
this commitment:
1.	August, 1991. Established mailing list of interested
residents and organizations.
2.	September, 1991. Established information
repositories at local libraries in communities where
hazardous waste incineration facilities have been
proposed.
3.	September, 1991. Distributed a Colorado
Department of Health fact sheet on incineration to
selected communities.
4.	September, 1991. Distributed a press release
regarding facilities which had attempted to achieve
interim status.
5.	October, 1991. Updated information repositories
with new information.
6.	November, 1991. Distributed information on the
Resource Conservation and Recovery Act (RCRA)
regulatory process as it relates to boilers and
industrial furnaces.
7.	April, 1992. Distributed Update #1.
8.	September, 1992. Updated information repositories
with new information.
9.	October, 1992. Expanded the number of
information repositories to 18.
EPA is committed to providing information to the
public on a timely and regular basis. With this mailing,
EPA Region VIII is supplying information related to
the February 21, 1991 Boiler and Industrial Furnace
(BIF) Rules and an update on BLF and incinerator
facilities.
STATUS OF HAZARDOUS WASTE BOILERS & INDUSTRIAL FURNACES
IN REGION VIII
Syntex Chemicals, Boulder, Colorado (Non-
commercial facility)
Syntex has decided to close its solvent boiler and EPA
is currently reviewing Syntex's closure plan. A
compliance test for stack emissions was conducted on
the boiler in August 1992. The compliance test results
iiave been submitted to EPA and are under review.

Three Forks, Montana; and Mountain Cement
Company, Laramie, Wyoming (potential facilities)
These facilities applied for interim status under the
Boiler and Industrial Furnace Regulations in 1991.
However, EPA determined that they did not qualify for
interim status, and therefore could not store or treat
hazardous waste until RCRA permits are issued. At
this time there have been no further developments
related to these facilities.

STATUS OF HAZARDOUS WASTE INCINERATORS IN REGION VIII
APTUS, INC., TOOELE COUNTY, UTAH (COMMERCIAL FACILITY)
Aptus submitted its trial burn report to the Utah Department of Environmental Quality and EPA in August 1992. The facility
is currently incinerating waste under short-term permit conditions. After review of the trial burn report the Utah Department
of Environmental Quality may finalize a long-term permit; this should occur in the next few months.

Aptus Facility
USPCI CLIVE INCINERATION FACILITY, TOOELE COUNTY, UTAH (COMMERCIAL FACILITY)
The facility is under construction and is approximately 70% complete. Construction should be completed by spring 1993 and the
trial burn is tentatively scheduled for August 1993. The Sierra Club's appeal of the permit issued by the Utah Department of
Environmental Quality continues to be reviewed.

PUEBLO DEPOT ACTIVITY (PDA), PUEBLO, COLORADO (NON-COMMERCIAL FACILITY)
e U.S. Army submitted a permit application to the Colorado Department of Health and EPA in June 1992. The proposed
Tacility would destroy mustard agent stockpiled at the Pueblo Depot Activity.
Language contained in the 1993 Defense Appropriations Bill has put a hold on planning the construction of the PDA chemical
demilitarization incinerator. The legislation, expected to be signed into law, calls for a study of alternative methods of disposing
of chemical weapons. It is unclear at this time how long this legislation will delay the permitting process for the PDA chemical
demilitarization program.
UNITED STATES DEPARTMENT OF THE ARMY TOOELE ARMY DEPOT - SOUTH
Chemical Demilitarization Facility (CDF) rNon-commercial facility)
The recent legislation referenced above (1993 Defense Appropriations Bill) will not affect the Chemical Demilitarization Facility
at Tooele, which will destroy the chemical agent stockpiled at Tooele Army Depot. Facility construction is 71% complete, and
is expected to be finished in the summer of 1993. Systems checkout should begin in August 1993, and start-up is scheduled for
early 1995.

Chemical Agent Munitions Disposal System (CAMPS) ("Research facility)
The facility is currently incinerating chemical agents for research purposes under a Research, Demonstration, and Development
(RD&D) Permit.

ROCKY MOUNTAIN ARSENAL, DENVER, COLORADO (NON-COMMERCIAL FACILITY)
|tnerged quench incinerator will destroy organic compounds contained in liquids removed from Basin F under a Superfund
m remedial action. Construction at the facility is complete. Systems checkout has begun, and the trial burn test is scheduled
for spring 1993. The trial burn and start-up plans have been reviewed and approved by EPA and the Colorado Department of
Health.
Rocky Mountain Arsenal
CTI, FLAGLER, COLORADO (POTENTIAL FACILITY)
CTI has notified the Colorado Department of Health that it does not plan to submit a permit application for a commercial
hazardous waste incinerator to the Colorado Department of Health and EPA.
