Preface
To meet proposed federal and state water quality standards, both for drinking water and waste-
water treatment plant effluents, the treatment plants of this country must have qualified
personnel continually upgraded with the latest technology. The broad spectrum of competencies
required of such personnel, coupled with the wide geographic distribution of trainees (existing
operating personnel, as well as new entries), suggests the need for high quality instructional
systems. To be effective, these systems need improved instructional materials and qualified
instructors. This series of reports (Volumes I-IV) reviews the present status of available in-
structional materials and equipment and offers suggestions about how to select equipment.
Guidelines are given for the production of instructional materials which should lead to maximxm
flexibility and economy.

Recommendations
The listing of approximately 900 items of instruc-
tional materials is a significant step forward in
cataloging instructional materials that are poten-
tially useful in instructional efforts in water
quality control. Several additional efforts should
be initiated to improve the quality of the existing
listing and to extend its utility. These include:
1.	Have the source of each listing review
the content and correct if necessary.
2.	Have the sources of each listing make
additions to their listings where they
have been overlooked.
3.	Have instructors in water quality control
programs review the listing and make
corrections and/or additions.
4.	Establish an ad hoa work group with compe-
tence in (a) water quality control and
(b) instructional technology which will
develop guidelines for evaluating the
listed instructional materials from both
the technical and instructional viewpoints.
5.	Carry out the evaluation of the instruc-
tional materials based on the above
guidelines.
6.	Establish a system for continually up-
dating the listing.
7.	Establish a retrieval system for the
listings.

Introduction
Diversity of effort is one major characteristic of
the approach to instructional material development
for water and wastewater treatment plant operator
training programs. Many organizations have produced
instructional materials. These include city, state,
and federal organizations; community colleges and
universities; professional organizations; industrial
concerns and private publishing concerns. The
instructional materials produced by the above or-
ganizations vary greatly in terms of technical
content. In addition, they demonstrate various
degrees of effectiveness as instructional mate-
rials.
The "Instructional Material Questionnaire" on the
next page was used to compile lists of instruc-
tional materials currently in use by the training
organizations listed in Table 3, page 7.
Often the returned survey forms suggested other
sources of instructional material. As a result,
approximately 900 items were tabulated in this
initial effort.
In order to evaluate the instructional materials
effectively, the following basic questions were
asked during the tabulation of the materials:
1.	At which competency level is the mate-
rial pitched--
a.	basic operations? (entry level)
b.	intermediate operations? (skill
improvement)
c.	advanced operations? (process control)
d.	management?
2.	Under which conditions can the materials be
used--
a.	group?
b.	individual?
