1. Introduction
This status report represents information gathered primarily for calendar year 1990
and provides a summarization of data submitted to the Technical Support Division (TSD)
as of December 31, 1990. Please note that for the purposes of this report, SLAMS
monitors are defined as to exclude NAMS monitors. The information includes the status
of each pollutant for the State and Local Air Monitoring Stations (SLAMS), the National
Air Monitoring Stations (NAMS), and special purpose monitors (SPM).
The primary purpose of this report is to provide an indication of the number and
the status of the aforementioned categories of monitors as were operating on December
31, 1990, as well as a Regional estimation of the number of monitors planned for
operation during the current year of 1991. The information is presented by pollutant type
for each Region, State, and local agency.
The final section of this report will provide an indication of the cumulative status
history for the years 1983-1990 for each State and Region.
2. 1990 Status for SLAMS. NAMS. and SPM
Table 1 provides a summary by Region and pollutant of the number of SLAMS and
SPM operating on December 31,1990 and for those planned for 1991. While the Table
1 information for the NAMS shows the number of monitors operating on December 31,
1990, as well as the number of monitors required to meet Part 58 Regulations. There
were a reported 4,756 monitors operating on December 31, 1990; this represents an
increase of 52 monitors (1 percent) from the 4,704 monitors operating on December 31,

1989. Three Regions had significant increases in the number of monitors they operated.
These monitor increases totaled 126, while one other Region increased their number of
monitors by nine. Three Regions reported significant decreases totaling 64 monitors with
the other three Regions having decreases totaling only 19. The Regional breakdown is;
Regions I, IV, V, and IX report increases of 9, 50, 30, and 46, respectively. Regions II,
III, VI, VII, VIII, and X reported decreases of 7, 24, 9, 13, 3, and 27, respectively. The
majority of the changes are represented by the reductions in TSP of 112 samplers (10
percent), S02 of 30 monitors (5 percent), and increases of 113 PM-10 samplers (11
percent), 15 Pb samplers (4 percent), 35 03 monitors (5 percent), and 29 N02 monitors
(10 percent). Modifications to the TSP and PM-10 networks continue to reflect the 1987
promulgation change of the particulate standard from TSP to PM-10.
There are 4,845 monitors reportedly planned for operation in 1991; an increase of
about two percent (89 monitors). TSP samplers are projected to decrease by 38
samplers (4 percent), while increases are planned to include 40 PM-10 sites (3 percent),
12 Pb sites (3 percent), 2 S02 sites (<1 percent), 9 CO sites (2 percent), 41 03 sites (5
percent), and 23 N02 sites (8 percent).
The SLAMS monitors operating at the end of 1990 numbered 2,813, or 31 less
than were reported as operating at the end of 1989. There was only one "major" change
in the quantity of operating SLAMS monitors in the Regions; Region X reported a 45
monitor decrease. However, five Regions; I, III, IV, V, and VIII had increases in the
number of SLAMS operated of 3, 14, 21, 6, and 3, respectively. Regions showing
decreases were II, VI, VII, IX, and X with 5, 7, 8, 13, and 45.

The number of NAMS monitors operating nationally in December 1990 totaled 970,
12 less (one percent) than the 982 reported as operating in December 1989. There were
no "ma/or"alterations in the number of NAMS monitors operated in 1990; one Region had
an increase of six monitors, six Regions had decreases totaling 18 monitors with three
Regions remaining unchanged. These changes include only small reductions; three TSP,
two PM-10, five S02, one CO, two 03 monitors, and the addition of one Pb sampler, with
the number of N02 sites remaining unchanged.
2.1 1990 Pollutant Specific Status
The 1990 pollutant specific status information, as presented in Sections 2.1.1 to
2.1.7, is provided as a comparison of the network changes for the years 1989 to 1990 for
each pollutant.
2.1.1 Total Suspended Particulates (TSP)
TSP had the second largest change of all the pollutants in the number of
samplers operated in 1990 with a decrease of 112 (10 percent) from 1,129 to 1,017. For
1990 Region III had the largest decrease in the number of TSP samplers operating, from
190 to 157, (33 samplers, 17 percent), followed by Region X with 20 (from 44 to 24, for
45 percent), and by Region VI with 18 samplers (51 to 33, for 35 percent). In 1991 it is
anticipated that there will continue to be reductions in the TSP network of a projected 38
samplers (4 percent) from 1017 to 979.

2.1.2 Particulate Matter-10 Micron (PM-10)
During 1990, PM-10 had the largest overall change of the monitored pollutants
in the number of operating samplers; an increase of 113 new PM-10 sites, from a
reported 1,064 in 1989 to 1,177 (11 percent) in 1990. While all Regions reported
increases in PM-10 sampling sites for 1990, Region IV had the largest increase with 32
sites, followed by Region IX with 26, and Region V with 17 sites. Table 1 also shows a
projected increase in PM-10 samplers for 1991 of 40 sites (3 percent) from 1,177 to
1,217.
2.1.3 Lead (Pb)
The number of Pb samplers operating in December 1990 was reported to be 405;
an increase of 15 (4 percent) from the 390 samplers operating in December 1989. Seven
Regions reported Pb sampler increases totaling 29 with the other three Regions showing
decreases of 14 samplers. The projections for 1991 are for 417 Pb samplers; an
increase of 12 from 1990.
2.1.4 Sulfur Dioxide (SQ21
The quantity of S02 monitors operating nationwide in 1990, as opposed to those
that were operated in 1989, has changed significantly. In December 1989 there were 613
monitors as compared to 583 reported operating in December 1990. Seven Regions
indicated that they operated a total of 35 less S02 monitors in 1990 than in 1989 with

three Regions reporting increases of a total of five for the same period. The projections
for 1991 are for 585 monitors, or an increase of only two.
2.1.5 Carbon Monoxide (CO)
The number of CO monitors operated in 1990, as opposed to those operated in
1989, has changed very little. There were 481 reported operating in 1989 and there are
483 reported as operated in 1990, an increase of only two. These two monitors indicate
reductions of four SLAMS, one NAMS, and increases of seven SPM. There are
scheduled to be 492 monitors operating in 1991 for an increase of nine (2 percent) from
the 483 operated in 1990.
2.1.6 Ozone (Q3)
There were 785 03 monitors operating in December 1990, which represents an
increase of 35 (5 percent) from the 750 monitors operating in December 1989. Overall,
there were significant increases from 1989 to 1990 in the number of SLAMS and SPM
of 3 and 34, however, NAMS monitors actually decreased by two. Regions f, II, III, IV,
V, VI, IX, and X had 03 monitor increases of 4, 2, 1, 4, 5, 3, 15, and 3, respectively.
Region VII and VIII report decreases of one monitor each. The projections for 1991 show
an increase of 41 monitors (5 percent) from 785 to 826.

2.1.7 Nitrogen Dioxide (NQ2)
For the third year in a row, there were increases in the number of N02 monitors
operating. The number of monitors are reported to have increased from December 1989
to December 1990 by 29 (10 percent) from 277 to 306. This is mostly the result of a 67
percent increase in the number of SPM's, from 42 to 70 monitors, with SLAMS reporting
an increase of only one monitor. It is also being reported that the number of NAMS N02
monitors remained the same at 56. An additional 23 monitors are scheduled to begin
operating 1991; bringing the total to 329.
2J2 1990 Regional Status
Tables 2 through 12 show the summary of SLAMS, NAMS, and SPM monitors
reported as operating in each Region by State, local agency, and pollutant. A discussion
of each Region follows.
2.2.1 Region I
Table 2 indicates that there were 344 monitors operating in Region I at the end of
December 1990, an increase of only nine (3 percent) from the 335 reported as operated
in 1989. These changes are the result of increases in all pollutant monitors, with the
exception of TSP which decreased by seven sites. Maine, Massachusetts, and New
Hampshire had increases in the number of monitors operated in 1990 of 11, 3, and 7,
respectively, with Connecticut and Vermont reporting decreases of 9 and 3. There was
no change reported for Rhode Island. The projections for Region I in 1991 are for a

network decrease of 22 monitors (6 percent) to 322, with decreases in TSP and PM-10
samplers again accounting for most of the changes.
2.2.2 Region II
There were 276 monitors operating in Region II in December 1990 as shown in
Table 3. This represents a decrease of seven monitors (2 percent) from the reported 283
monitors operating in 1989. The majority of the change is accounted for with the
reduction of 13 TSP samplers. New York and the Virgin Islands had overall reductions
of 16 and 2 monitors in 1990, while New Jersey and Puerto Rico had monitor increases
of 4 and 7, respectively. The indicated projections for 1991 in Region II are for 312
monitors; an increase of 36 monitors (13 percent) from the 1990 total of 276.
2.2.3 Region III
As shown in Table 4 there were 587 monitors operating in December 1990. This
represents a decrease of 24 monitors (4 percent) from the 611 monitors operating in
December 1989. These changes were the result of decreases of 33 TSP samplers, 2 Pb
samplers, 4 S02 monitors, 1 N02 monitor, and the increases of 15 PM-10 samplers and
1 03 monitor. Maryland and Pennsylvania had increases in the number of monitors in
1990 of 6 and 3. Delaware, Virginia, and West Virginia had decreases of 6, 20, and 7,
respectively, with only the District, of Columbia remaining unchanged. The States in
Region III plan to make no changes in the number of monitors proposed for operation in
1991 and have indicated they will continue to operate 587 monitors in 1991.

22.4 Region IV
Table 5 indicates that there were 905 monitors operating in Region IV in December
1990, or an increase of 50 (6 percent) from the 855 monitorslisted as operating in 1989.
These reported 905 monitors represent the largest Regional air monitoring network
in the country: the national network totals 4.756 monitors. Once again, as was the
case in 1989, the States in Region IV reported operating 381 TSP samplers.
Furthermore, these 381 TSP samplers operating in Region IV represents 37 percent of
the total 1.017 TSP samplers operating nationwide. The changes for 1990 in Region
IV include increases of 32 for PM-10,10 for Pb, 3 for CO, 4 for 03, and 3 for N02, with
the number of S02 monitors decreasing by 2. Florida, Kentucky, Mississippi, North
Carolina, South Carolina, and Tennessee increased their monitoring networks by 5, 6, 1,
21,7, and 15, respectively. Alabama and Georgia have indicated a reduction in monitors
operated in 1990 with decreases of three and two. For 1991 the projected number of
monitors planned for operation in Region IV amount to 917; an increase of 12 monitors
(1 percent) over the 905 reported as operated in December 1990.
2J2J5 Region V
There were 781 monitors operating in Region V in December 1990 as Table 6
indicates. This is a net increase of 30 monitors (4 percent) from the 751 monitors
reported operating in 1989. Most of the changes are accounted for in the increase of 17
PM-10 samplers, and increases by 5 in both Pb samplers and 03 monitors. Region V
with 219 PM-10 sites has the most of any Region, and represents 19 percent of the

1.177 samplers operated nationally. Michigan reported operating the same number of
monitors in 1990 as they reported for 1989; 98. The remaining Region V States; Illinois,
Indiana, Minnesota, Ohio, and Wisconsin reported increases in their networks of 8,2,10,
9, and 1 monitor, respectively. The Region V States are expecting to operate 781
monitors in 1991; the same as they operated in 1990.
2J2.6 Region VI
As shown in Table 7, Region VI reported that 379 monitors were operating at the
end of December 1990, a decrease of nine monitors (2 percent) from the 388 as reported-
operating in December 1989. Overall, Region VI changes amounted to increases of 3
PM-10 samplers, 1 Pb sampler, 1 S02 monitor, 3 03 monitors, and 1 N02 monitor, while
the number of CO monitors remained at 37. A reduction of 18 TSP samplers was also
reported. The New Mexico network remained unchanged for 1990 with the Louisiana
network increasing by two monitors. However, the States of Arkansas, Oklahoma, and
Texas reported that they all had net decreases in 1990 of three, five, and three monitors,
respectively. It is projected that the Region VI network for 1991 will consist of 399
monitors, an increase of 20 (5 percent) from the 379 as operated operating in 1990.
2.2.7 Region VII
The 1990 status for Region VII, as reported in Table 8, shows the network to
consist of 267 sites, which is a decrease of 13 (5 percent) from the 280 sites as reported
in 1989. Most of this change was due to a decrease of 12 TSP and 4 S02 sites. Iowa,

Kansas, and Missouri had net decreases of eight, four, and five sites, respectively, with
Nebraska indicating a net increase of four sites. The 1990 projections are for 271 sites,
or a increase of 4 (1 percent) from the 267 sites operating in 1990.
2.2.8 Region VIII
Region VIII reports that in December 1990 there were 231 monitoring sites
operating, as shown in Table 9. This is a decrease of 3 sites (1 percent) from the 234
sites operating in 1989. These changes are the result of decreases in the TSP, S02, and
03 networks of 11,1, and 1, respectively. The network additions include one PM-10, six
Pb, two CO, and one N02. All the States report only minor network changes; Colorado
had a 4-monitor increase, Montana reported a 5-monitor decrease, North Dakota had a
2-monitor increase, with Utah and Wyoming reporting decreases of three and one,
respectively. However, South Dakota indicates that they utilized the same number of six
monitors, in both 1989 and 1990. In 1991, the projected network is for 251 sites, or an
increase of 20 from the 231 sites operating in 1990.
2.2.9 Region IX
There were 798 monitoring sites operating in Region IX in December 1990 as is
shown in Table 10. This was an increase of 46 sites (6 percent) from the 752 sites
operated in 1989. This was due to network pollutant increases of 4 TSP, 26 PM-10, 3
CO, 15 03, and 24 N02 sites. The network also included decreases of 7 Pb, and 19
S02. Arizona, California, and Nevada had net increases, in the number of sites in 1990,

of 18, 28, and 3, respectively. While, Guam reports a decrease of 3 monitors, Hawaii
reported that their total of 18 has remained the same. The projections for 1991 are to be
an additional 8 sites, which will result in a reported 806 sites.
22.10 Region X
Table 11 indicates that there were 188 monitoring sites operating in Region X in
December 1990, which was a decrease of 27 sites (13 percent) from the 215 that were
operated in 1989. This network change resulted mostly from the decrease of 20 TSP
samplers (45 percent). Other monitor changes were; decreases of five Pb, four S02, six
CO, one N02, and increases of six PM-10 and three 03 sites. Alaska, Idaho, and
Washington had net decreases in 1990 of 2, 7, and 18 monitoring sites, respectively.
With Oregon reporting that their monitoring sites remained at 59. The projections for 1991
are for increases of 11 sites for a total of 199.
3. 1983-1990 Historical Status
Table 12 provides information detailing the Regional status, by pollutant, for each
year from 1983 through 1990. This historical overview displays the number of SLAMS
and NAMS by pollutant for 1983-1990. For 1988 to 1990, the number of SPM sites are
also included for each pollutant. The number of PM-10 sites was first reported in 1987,
and has continued through 1990. Figure 1 shows graphically the number of SLAMS and
NAMS sites from 1983-1990. The SPM sites are also shown for years 1988-1990; the
only years this information was tabulated. The totals shown in Figure 1 for 1983-1987

are for the combination of the SLAMS and NAMS, while the totals for 1988-1990 also
includes the SPM sites.
The total number of sites as reported for 1990, total 4,756 only 7 less than the total
ป
reported for 1983 (4,756 versus 4,763); however, significant changes have been made
in the number of sites for some of the pollutants. Table 12 also shows the national totals
for each pollutant for 1983-1990, and these numbers are also depicted graphically in
Figure 2 and Figure 3. Figure 2 shows the number of 03, S02, CO, and N02 sites from
1983 through 1990, and Figure 3 shows the number of TSP, PM-10, and Pb sites from
1983 through 1990. It should be noted that the large increases for 03, S02, Pb, and to
a lesser extent for CO and N02 (as shown in Figures 2 and 3 for 1987 to 1988) are
mainly due to inclusion of SPM monitors in the tabulations for 1988. The number of SPM
monitors were not included in the data base prior to year 1987 because they were not
available.
Table 12 shows that there were 2,502 TSP sites operating in 1983 as compared
to 1,017 sites in 1990, for a reduction of 1,485 (59 percent). As previously mentioned,
the changes in the number of TSP sites reflect the change in the form of the particulate
standard promulgated in 1987 from TSP to PM-10. The PM-10 sites were first tabulated
in 1987 at 583 sites. The number of PM-10 sites has increased by 594 (102 percent) to
1,177 in 1990. The number of Pb sites has shown a modest increase from 365 sites in
1983 to 405 sites in 1990 for an increase of 40 (11 percent). For S02 there was a small
increase of 15 sites (3 percent) from 568 sites in 1983 to 583 in 1990. The increase of
CO sites was 44 (10 percent) from 439 in 1983 to 483 in 1990. The number of 03 sites

increased by 178 (29 percent) from 607 in 1983 to 785 in 1990. There has also been a
moderate increase of 24 N02 sites (9 percent) from 282 in 1983 to 306 in 1990.
Tables 13 to 22 depict summaries from years 1983-1990 for each Region, State,
and pollutant indicating the number of SLAMS, NAMS, and SPM monitors by year.
